ANNUAL REPORTFOR THE YEAR 2014–2015

The Rajghat Samadhi Committee, created by an Act of Parliament, called the “Rajghat Samadhi Act, 1951” and “Rajghat Samadhi (Amendment) Act, 1958”, is an autonomous body entrusted with the following responsibilities: 1. to administer the affairs of the Samadhi and to

keep the Samadhi in proper order and in a state of good repair;

2. to organise and regulate periodical functions at the Samadhi;

3. to do such other things as may be incidental or conducive to the efficient administration of the affairs of the Samadhi.

composition of the committee According to the above Act, the composition of the Committee is as follows: Mayor, Delhi Municipal Corporation (ex-officio); three officials nominated by the Government; four non-officials; and three Members of Parliament, two from the Lok Sabha appointed by the Speaker and one from the Rajya Sabha appointed by the Chairman and notified by the Ministry of Urban Development, Government of India. In addition to the above as members, the Government has appointed the Minister of Urban Development as Chairman of the Rajghat Samadhi Committee as per Clause 4(2) of the Act, 1951.

Rajmohan Gandhi; Dr. Deepak Nayyar; Mayor of Delhi (ex-officio); Additional Secretary, Ministry of Urban Development (Government of India); Chief Secretary, NCT of Delhi and Joint Secretary, Department of Culture (Government of India).Repair and maintenance The repair and maintenance of the garden and parks, electrical installations and pumps and other structures were, as usual, entrusted to CPWD — namely Horticulture, Electrical and Civil Engineering Divisions. Meetings were held with the officials of CPWD periodically to discuss work-projects and sort out problems relating to maintenance and upkeep of the Samadhi. The expenditure incurred by the CPWD on the upkeep and maintenance of the Samadhi is reimbursed out of the grant received from the Government of India.Functions As in previous years, special functions were held on 2nd October and 30th January to observe the birth and death anniversaries of the father of the Nation Mahatma Gandhi. On these two occasions all-religion prayer, photo exhibitions, sale of Gandhian literature and mass spinning programmes were held. Both these functions were attended by Hon'ble President of India, Vice-President, Prime Minister, Speaker of the Lok Sabha, former Prime Ministers, Leader of the Opposition, Union Ministers, Lt. Governor

of Delhi, Chief Minister of Delhi, Ambassadors and High Commissioners of various nations, besides a large number of invited guests and public including a large number of school children.

On his way to the Red fort on the 15th August, 2014 Shri Narendra Modi, the Prime Minister, visited the Samadhi and paid floral tribute to the Father of the Nation Mahatma Gandhi, on the occasion of Independence Day.

Apart from these Annual functions, all-religion prayer and spinning programmes continued to be held regularly every friday evening throughout the year.

The Rajghat Samadhi Committee, for the first time in its history, organized a two day International Seminar on ‘clean and capable india of gandhi’s dream’ at New Delhi on 12-13 March,2015. This Seminar was inaugurated by Hon’ble President of India and was attended by Hon’ble Minister of Urban Development, Gandhian scholars and a large number of general public. During the inaugural session of the Seminar Hon’ble President of India also released first issue of a quarterly magazine titled ‘Rajghat samadhi Patrika’ which is being published by the Rajghat Samadhi Committee to spread the Gandhian thoughts and ideals throughout the country.

Visitors Being one of the most frequently visited place in Delhi, Gandhi Samadhi continued to attract thousands and thousands of tourists and other visitors everyday, both from India and abroad. A large number of school children also visited Gandhi Samadhi during the year as part of their outdoor activity and excursion programme.

donation Boxes

Traditionally, two donation boxes are placed near the Samadhi in which cash offerings are put by the visitors. These cash collections are utilised exclusively on the welfare of Dalits, a cause that was dear to Gandhiji. This is being done through another institution founded by Gandhiji, the Harijan Sevak Sangh, since the Rajghat Samadhi Committee has no such project of its own. The Sangh has been authorised to take away these offerings from the Samadhi direct to their own bankers.

accounts and audit All expenditure incurred on maintenance and upkeep, work-projects, establishment, holding of functions, etc., were met out of the grant-in-aid received from the Ministry of Urban Development, Government of India. The accounts for grant received and expenditure incurred are maintained by the Rajghat Samadhi Committee Office and subjected to annual audit by the Principal Director of Commercial Audit & Ex-Officio Member, Audit Board-1, New Delhi. The Audited Accounts and the Audit Certificate for the year 2014–2015 are appended to this Report.

committee for the year ended 31st march 2015

We have audited the attached Balance Sheet of Rajghat samadhi committee (RSC) as at 31st March 2015 and the Income and Expenditure Account/Receipt and Payment Account for the year ended on that date under Section 19(2) of the Comptroller & Auditor General's (Duties, Powers & Conditions of Service) Act, 1971 read with Rule 4(i) of the Rajghat Samadhi Rules, 1952. These financial statements are the responsibility of the RSC's management. Our responsibility is to express an opinion on these financial statements based on our audit.

2. This Separate Audit Report contains the comments of the Comptroller & Auditor General of India (CAG) on the accounting treatment only with regard to classification, conformity with the best accounting practices, accounting standards and disclosure norms, etc. Audit observations on financial transactions with regard to compliance with the Law, Rules & Regulations (Propriety and Regularity) and efficiency-cum-performance aspects, etc., if any, are reported through Inspection Report/CAG's Audit Reports separately.

3. We have conducted our audit in accordance with auditing standards generally accepted in India. These standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatements. An audit includes examining, on a test basis, evidence supporting the amounts and disclosure in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by the management, as well as evaluating the overall presentation of financial statements. We believe that our audit provides a reasonable basis for our opinion.

4. Based on our audit, we report that:

(i) We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our audit;

(ii) The Balance Sheet and Income & Expenditure Account/Receipt and Payment Account dealt with by this report have been drawn up in the format prescribed by the Ministry of finance.

(iii) In our opinion, proper books of accounts and other relevant records have been maintained by the Rajghat Samadhi Committee as required under Rule 4 of the Rajghat Samadhi Rules 1952 in so far as it appears from our examination of such books.

(iv) We further report that:

(a) income and expenditure account

expenditure depreciation

The Accounting Policy No. 3 states that the depreciation on the fixed assets is to be provided at the rates of Income Tax Act. However, in contravention to its Accounting Policy depreciation is being charged at the rate of 5 percent on buildings other than those used for residential purpose instead of 10 percent as provided in the Income Tax Act. In the absence of necessary details the financial impact could not be quantified.

This issue was brought to the notice of the management during 2013-14 also but no corrective action has been taken.

(B) grants in aid

During the year 2014-15, the RSC received grant of ` 473.39 lakh from the Ministry of Urban Development.

It had an unspent balance of ` 32.81 lakh from the previous year. Out of this total grant of ` 506.20 lakh, the RSC could utilize ` 488.83 lakh leaving an unspent balance of ` 17.37 lakh.

(v) Subject to our observations in the preceding paragraph, we report that the Balance Sheet and Income & Expenditure Account/Receipts & Payment Account dealt with by this report are in agreement with the books of account.

(vi) In our opinion and to the best of our information and according to the explanations given to us, the said financial statements read together with the Accounting Policies and Notes on Accounts, and subject to the significant matters stated above and other matters mentioned in Annexure to this Separate Audit Report, give a true and fair view in conformity with accounting principles generally accepted in India;

(a) In so far as it relates to the Balance Sheet, of the state of affairs of the Rajghat Samadhi Committee as at 31st March 2015; and

(b) In so far as it relates to Income & Expenditure Account of the surplus for the year ended on that date.
