In addition No. 238A'ad- dresses vehicles or equipment that might cause environmental problems . and conditions that could pose. haz- ards for children playing around any, vehicle or equipment that is unpro- tected or'nguarded. The new ordi- nance also more clearly. spells out possible penalties and how these pen- 'alties'would::be collected. In short, the'ity didn't give an inch on its „"clean-,up" plans. -.; „'.,!„''' But what the city began to do, said councilman Dirk Hammond, was'to begin taking each .violation on' case-by-case basis and'make persori- al contact with individuals involved; Most of the resident who have been 'contacted have'responded with their plans to, correct, what'ever problems existed. Hammond said he and another councilman, George Bacon, t. had gone out and personnally viewed; some of the property involved and talked with the property owners. He felt this helped speed the response to city concerns. Hammond said he feels the main point is to convince those Who might be in conflict with Ordinance 238 and 238A, that the council is aware 'f all the problems and that each situation can and. will be" considered 'n a case-by-case basis. JIIliaetta to Re-bid Portion'of Water System Project Because one division of a.call for bids on the con'struction of .a new water treatment and collection sys- tein was so far above the engineer's estimate, the Ju]laetta City Council has decided to re-bid that portion of the project, The actjon was.taken at the August meeting of, the, council last . week. 'The project is a $ 650,000.under- taking that will be partially funded by a state grant and partially from the sale of municipal bonds.. It, is being undertaken..with .the goal of ending the city's - chronic." . water shortage. The plan is to set up a collection system taking. water from the Potlatch River,'unning. it through a filtration plant and then putting'nto'he resprvoir, The project':calls fo'r the bidding to be done in 3 divisions. Division 1 would include t]ie water filtering equipment;,Division 2, the buQdjng itself and Division '3, the concrete pipe, filtration. and 'water 'gathering equipment - and .. other necessary equipment. When the 'bids. were 'pen last Tuesday night, the Division 1 bjd was.'$169.000, about, $ 6,000 less than the engineer,'s estimate. The bid'n Djvisjoti 2 was 42,000; or $ 8,000 less than the estimate. But on 'Division 3, the lowest of three bids received was for $511,000. Over $ 100,000 more than was estimated. The city had received 12 inquiries about the bid- ding of,this part of the project, but only three. bids were actuaQy re- ceived. The bids were so far above the estimate, the city felt .that if this portion of the project were to be re-bid and more bids could be received the price might come down considerably., So the council agree'd to'gain call for bids which would be opened at the September meet-- ing. Councilman Dirk Hammond! said this action shouldn't delay the project to any great measure 'and that if the action is successful, work on the new water plant should be- gin about on schedule. JIIliaetta to Re-bidPortion'of WaterSystem Project

Because one division of a.call forbids on the con'struction of .a newwater treatment and collection sys-tein was so far above the engineer'sestimate, the Ju]laetta City Councilhas decided to re-bid that portionof the project, The actjon was.takenat the August meeting of, the, councillast .week.

'The project is a $650,000.under-taking that will be partially fundedby a state grant and partially fromthe sale of municipal bonds.. It, isbeing undertaken..with .the goal ofending the city's - chronic." . watershortage. The plan is to set up acollection system taking. water fromthe Potlatch River,'unning. itthrough a filtration plant and thenputting'nto'he resprvoir,

The project':calls fo'r the biddingto be done in 3 divisions. Division1 would include t]ie water filteringequipment;,Division 2, the buQdjngitself and Division '3, the concretepipe, filtration. and 'water 'gatheringequipment - and .. other necessaryequipment.

When the 'bids. were 'pen lastTuesday night, the Division 1 bjdwas.'$169.000, about, $6,000 less thanthe engineer,'s estimate. The bid'nDjvisjoti 2 was 42,000; or $8,000 lessthan the estimate. But on 'Division3, the lowest of three bids receivedwas for $511,000. Over $100,000 morethan was estimated. The city hadreceived 12 inquiries about the bid-ding of,this part of the project, butonly three. bids were actuaQy re-ceived. The bids were so far abovethe estimate, the city felt .that ifthis portion of the project were tobe re-bid and more bids could bereceived the price might come downconsiderably., So the council agree'dto'gain call for bids which wouldbe opened at the September meet--ing. Councilman Dirk Hammond!said this action shouldn't delay theproject to any great measure 'andthat if the action is successful, workon the new water plant should be-gin about on schedule.Bingham- —Bill
