• WECC’s delegation agreement expires this year• WECC is currently negotiating with NERC for a renewal

o The delegation agreement is posted on NERC and FERC sites and is open for comment until April 2(?)

o WECC is asking for a five year term with an automatic rollover provision

o NERC wanted the bylaws pulled out of the delegation agreement

• 4.9 review is in process• WECC no longer considers itself a member driven organization• 4.9 review includes specific discussions around how committees will

be restructured to meet the new paradigm

• “One challenge related to scope is the question of who “owns” the work product.  The implementation of the Integrated Reliability Assurance Model requires WECC to have an independent voice, but historical committee roles create an expectation of member approval of certain documents, positions, etc. The 4.9 review process should consider making a successful transition from the member driven model to the independent WECC model.”

• WECC will use Section 1600 to demand data if necessaryo WECC understands that this is somewhat of a

blunt instrument but states it is necessary if they cannot obtain data via other avenues

o WECC feels that if they get the section 1600 approved they will no longer require a NDA

o Many comments on have been received by WECC

implemented as yet

• WECC will be focused on recruiting within Utah
