Prepares material takeoffs on the most complex projects, drawings, and plans. Review takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy. Prepares detailed breakdown of components and elements of estimates for systems and subsystems.

Provides training and guidance to assigned personnel in the preparation, revision, and production of cost estimates. Reviews work of subordinate personnel for quality, clarity, and application.

I. To ensure that the procurement under the project is conducted in accordance with the procedure and procurement plan agreed with the World Bank.

II. To facilitate liason with World Bank procurement staff.

III. To co-ordinate with concerned Head on procurement matters, especially preparation of TOR & RFP, technical specification etc.

IV. To collaborate closely with Unit Head and others for preparing advertisements, short listing, bidding documents, evaluation, letters of awards, draft contracts etc. in the procurement of good/works and services including consultancies.

V. To co-ordinate with Unit Head of Procurement Cell regarding submission of advertisements, bidding documents, letters of invitation, evaluation reports, contracts etc. to the World Bank for those items subject to prior review.

VI. To facilitate/assist in getting NOC from World Bank wherever required.

VII. To co-ordinate with project team, organize and support evaluation committees for prompt evaluation. Prepare the procurement plans for the office and projects and implementation of the procurement plans. To make necessary arrangement for contract signatures.

VIII. To keep progress of procurement activities against procurement timetables, highlight variations in progress, record reasons and identify remedial actions, if any.

IX. To collect data on procurement from different heads and contribute to periodic progress report to be submitted to Project Director.

X. To co-ordinate with Unit Head for placement of various documents/papers before Project Steering Committee for review and approval, all types of audits of procurement activities, post review of World Bank etc.
