    Title: Jinja District Archives (JDA) Creator: Government of Uganda Size: 573 boxes (14,873 files); linear feet unknown Inclusive Dates: 1905-present Bulk Dates: 1930-1986 Administrator: District Records Officer, Jinja Location: At the time of writing (July 2015), the JDA is housed in the basement of the Jinja District administrative offices in Jinja Municipality, at the extreme southwestern end of Main Street.1

    Important Information for Users of the Collection: Access: Researchers must obtain research clearance from the Uganda National Council for Science and Technology (UNCST) before accessing any government repository. The minimum wait period between submitting an application with UNCST and receiving clearance is six weeks, and researchers are encouraged to begin the application process early. For more information, go to: www.uncst.go.ug. Once the researcher has received UNCST clearance, they must present their papers and identification to the District Records Officer in order to gain access to the JDA. Restrictions: As determined by the District Records Officer. Flooding and Preservation Issues: At the time of writing (July 2015), the JDA is housed in the basement of the Jinja District administrative offices. The basement is prone to regular flooding, and District authorities are currently working to find alternative storage space. In the meantime, archive users are requested to help ensure that files and boxes are never left on the floor or bottom shelf. Any files or boxes left on the bottom shelf are at high risk of being damaged and/or destroyed by flooding; files or boxes left on the floor will be damaged/destroyed.

  • Historical Note:

    Busoga, the land of the Soga, likely emerged sometime during the sixteenth century as a loose federation of small, semi-autonomous chiefdoms occupying the 10,000-square kilometers between Lakes Kyoga and Victoria, to the north and south, and the Mpologoma and Nile Rivers, to the east and west. The Soga states were significantly influenced by their proximity to Buganda, the political giant of the precolonial interlacustrine region, with many paying tribute to the Kabaka at various points in time. Access to navigable waterways also shaped Soga fortunes by facilitating trade and connecting the more powerful chieftaincies to a broad network of markets and caravan routes across east Africa. The increased frequency of slave raids from the mid-nineteenth century onwards combined with the practice of minor states exchanging their own people for political patronage from Buganda significantly undermined regional security and the free movement of goods and people. These complicated histories of trade and violence, of free movement and enslavement, are reflected in Busogas cosmopolitan and mobile populace. Jinja Municipality is located in southwestern Busoga sub-region, at the headwaters of the Nile River along the western frontier with Buganda. Early Luganda accounts suggest that Jinja may have been a Ganda military outpost as early as the mid-seventeenth century, eventually developing into a key provincial center by the beginning of the eighteenth century. The Kabakas armies never managed to conquer the Soga states outright, but Jinja remained a strategic site in Bugandas territorial aspirations. Jinjas strategic value as both a military garrison and commercial entrept attracted the attention of British imperialists in the latter half of the nineteenth century. The Imperial British East Africa Company established a trading center there in the 1890s; in 1901, following the dissolution of the IBEAC, the British Protectorate government selected it to be the administrative headquarters for the newly-created Busoga District. Its natural features and geographical location contributed to its growth as an important hub for regional trade and transportation during the colonial period, with steamships plying regular routes to domestic destinations in Uganda as well as Kenya and Tanganyika as early as 1913. It was via Jinja that the landlocked Uganda Protectorate had its most direct route to the sea: traveling by steamship from Jinja, one could reach Port Florence in Kisumu, western Kenya, and from there board the Uganda Railway to Mombasa. Over the next several decades, the township steadily grew in population and wealth, emerging as the countrys industrial capitol by the 1950s. In particular, migrant labor both skilled and unskilled, African and Asian formed the backbone of Jinjas plantation- and manufacturing-based economy. Other factors contributing to Jinjas growth included the expansion of the Uganda Railroad during the 1930s; the construction of a permanent barracks for the Kings African Rifles (4th Battalion) in 1939; and the opening of the Owen Falls Dam in 1954. In 1956, the Protectorate government elevated Jinja to the level of municipality.

  • Political movements to have Busoga recognized as a traditional kingdom or polity first developed in the late 1910s, when prominent Soga elders pressed the colonial administration to create the post of paramount chief (Lusoga, Kyabazinga). British authorities granted the request in 1919, and Ezekieri Wako, the hereditary ruler of the Soga state of Bulamogi, became the first Kyabazinga. Four decades later, renewed interest in preserving Busoga heritage and securing Busogas political survival in the future independent nation spurred a popular campaign to have Busoga recognized as a traditional kingdom, on par with Buganda, Toro, Ankole, and Bunyoro. The 1962 Constitution subsequently listed the Territory of Busoga as a traditional polity, and granted it federal status within the independent state of Uganda. Sir William Wilberforce Nadiope, an important Soga politician and co-founder of the Uganda Peoples Union the political party that joined with Milton Obotes wing of the Uganda National Congress to form the Uganda Peoples Congress (UPC) in 1960 became the new Kyabazinga. The success was short-lived, however, and in 1966 Obotes administration abolished the Territory along with the traditional kingdoms. Jinjas economic successes were severely undermined following Idi Amins rise to power (1971-79). Thousands of Asians in Jinja were forced to leave the country during Amins ill-conceived economic war (1972-74), precipitating widespread collapse of the commercial sector. In 1974, Idi Amins government reorganised the countrys political map, converting Jinja Municipality into a District and Busoga into a Province.

  • Scope and Organisation:

    Scope: The JDA contains 14,782 catalogued files, making it the largest known provincial government repository in Uganda. Its oldest records open in 1905, one year before the British elevated Jinja to the level of township and installed Semei Kakungulu as president of the newly-created Busoga Lukiko. Topics of interest from this early period include the sleeping sickness epidemic (1896-1906), the political restructuring of Busoga after the Kiganda model, and the building of the Uganda Railroad. Researchers interested in the early colonial history of Busoga should be aware that JDA coverage for the 1900s and 1910s is slim (68 files only), and are encouraged to visit the Uganda National Archives, which house a much larger collection of relevant materials in the Eastern Province Papers. The bulk of the JDA consists of files created during the 1930s-1970s.2 They cover a broad range of topics that will be of great interest to scholars of East Africa and the Indian Ocean, among which include: the rise and decline of Jinja town as the countrys industrial capitol; the development of the plantation estates; local and migrant labor; the Busoga Kingdom and affairs of the Kyabazinga; Idi Amins economic war and the Asian expulsion; and prisons and police under colonial and postcolonial regimes. Organisation: The JDA is organised into eighteen categories, with the largest category (Administration) further sub-divided into seventeen sub-categories. The files of every box are numbered sequentially (1, 2, 3), with File No. 1 placed at the bottom of the box, and the highest numbered file placed at the top. All boxes are stored in two large rooms referred to here as Main Archive Room and Archive Room 2 (see Map 1) in the basement of the Jinja District administrative headquarters.   • 2015 Preservation Project:

    The present JDA catalogue and organisational scheme are the products of an eight-week preservation project carried out by a team of international students during May and June 2015. The Jinja District Archive Preservation Project is part of a much larger preservation effort taking place across Uganda, one that has been spurred by academic interest as well as the Governments investment in updating its records management system. Since 2011, students from the University of Michigan, led by Professor Derek Peterson (History), have been working in partnership with colleagues from Makerere University, Mountains of the Moon University, and government records officers and librarians to preserve, catalogue, and digitize Ugandas national and local government archives. These efforts have been consistently collaborative, achieved through international cooperation and incorporating the time and talents of students from Uganda, Kenya, the U.K., and the U.S. To date, catalogues have been created for the Uganda National Archives in Entebbe and District Archives in Kabale, Hoima and Kabarole, with the completion of a catalogue for the Central Police Station Archives anticipated for the near future. To help the researcher navigate the JDA, we, the student team, have included a few notes explaining the decisions we made and the challenges we encountered in the production of this catalogue. Categorization: A cursory review of files in the JDA reveals multiple filing systems that evidence the collections complex organisational history. The multiplicity of organisational schemes made it impossible for us to recreate any kind of original order; Instead, we had to devise our own organisational structure. Our decisions regarding categorization reflected our reading of the JDA files as well as our prior experiences with similar cataloguing projects at the Kabale District Archives and Uganda National Archives. Our organisational scheme is therefore subjective other teams would have made different choices and the user is encouraged to apply a critical eye to the catalogues organisation. These categories granted us a convenient infrastructure to sort the documents in the archive accurately and thoroughly. The eighteen categories are as follows:

    In addition to these eighteen categories, we also created seven Mixed boxes, which contain multiple categories of files. We did this solely to conserve shelf-space. Consistency: While these categories afforded us a framework with which to begin sorting and organizing, we struggled to apply them consistently to every file we catalogued. The team was large, and we had limited space and time. To begin, the researcher will find an abundance of arms and ammunition applications in the archive. These certainly could go under Justice, Law, Order, and Security, but we decided to store these documents under the Administration subcategory of Licences. Of comparable frequency within this deep repository are files concerning poll taxes. Differentiating between poll taxes versus native poll taxes, we chose to place documents relating to the former under

  • Finance and those relating to the latter in the Administration subcategory of African Local Government. This category also encompasses the personnel records of native chiefs and other significant political/governmental figures, despite the fact that an argument for their residence in Human Resource Management is understandably reasonable. Likewise, the personnel records of police and prison officers are locatable under Justice, Law, Order, and Security, and not Human Resource Management. Material about labour policy is split rather evenly between Human Resource Management and Trade and Industry. Human Resource Management, however, contains forms regarding the individual employee, while Trade and Industry files pertain to the more overarching theme of business and labour. However, Human Resource Management received a sizable increase in size due to the miscategorization of numerous death reports that should be under Population. Another occasional overlap occurred between Agriculture and Justice, Law, Order, and Security, as the researcher will find Prison Farm files equally split between the two categories. Lastly, we created the Maps and Blueprints category rather late in the process, so some of those materials will also be located under the Lands category (and in the interest of preserving the delicate maps and blueprints to the best of our ability, we simply numbered them, 1 through X in each box, writing as little on them as possible). Essentially, our organising principle was to determine what category could most specifically and precisely capture the relevance of the file. When using the catalogue to find a document, researchers should search the catalogue through a controlled search (CTRL + F) for particular words to their research topic. We used British spelling for words, thus organization will be found under organisation and labor under labour. For the benefit of the researcher, we tried to expand any abbreviations in file titles. Abbreviations that were not immediately intelligible were left as we found them. Obvious errors in original file names were also corrected for the researchers benefit. Once a file has been found, the researcher will then retrieve the box in which it is being stored. Within the boxes, files are held with File #1 at the bottom of the box and the uppermost file being the highest numbered. Files are not always chronological in date, but the earliest date is typically at the back of the file and the closing date of the document at the front. Many of the files contain pages written in Lusoga and Lusoga in addition to English. Files written in Ugandan languages should be in the correct categories, but it is possible that these files were miscategorized. The researcher should always be sure to check the Notes section of the master file for information pertaining to each file that we have found relevant, necessary, or explanatory.

    Known Errors: The catalogues structure, including its inconsistencies and errors, further evidences the practical constraints that affected our work. The team had only eight weeks in which to sort, clean, rehouse, catalogue, and shelve nearly 15,000 files spread across five different storerooms in the basement of the Jinja District headquarters. Since the electronic catalogue is searchable by keyword, we decided our errors would not pose too great an obstacle to researchers, and that it would be better to have a complete catalogue with some errors rather than a catalogue that was error-free, yet incomplete. Besides minor spelling errors, we are aware of the following mistakes:
