Foreword:

Social & Healthy Action for Rural Empowerment(SHARE) has been working as a

mentor to implement Jharkhand Tribal Empowerment and Livelihood

Project(JTELP), jointly supported by IFAD and Jharkhand Tribal Development

Society in Tonto block of West Singhbhum district since 16th March 2015. The

project is being implemented in 04 selected Panchayats of Tonto block, namely,

Nimdih, Kenjra, Purnapani & Serensia.

We are presenting a narrative report of the progress made in the 1st quarter of the

FY 2016-17. It is to be noted that writing such report was a regular practice

during initial months of JTELP, but after few months in the FY 2015-16, we were

directed by the DPMU to only present the data based report formats(excel sheet).

Still, we realize the importance of narrative report as it helps in extracting case

studies & success stories from the field & so this presentation.

Apart from the fact that working in remote and hilly terrains is difficult for FNGO

to ensure proper execution of targets in the time given by the JTDS, the stumbling

blocks in the way constraint our will to move safely in villages. We quote the

inauspicious moment when our staff was followed or chased by some diverted

youths in one of the targeted villages under JTELP. After a few weeks, the culprit

(a suspected Maoist) was arrested by the 200 CRPFs gheraoing him in the wee

hours. That was the sigh of relief for us since then. Though, we still admit that

movement in these areas is a bit problematic for the few lone wolves. It is the sole

reason why we can be often seen moving in group of two or more to avoid

recurrence of any such unfortunate event.

In the light of above, we would also like to suggest JTDS-IFAD to explore the

possibilities of ensuring group insurance for those who are facing such problems

while dedicating their precious time & life in these remote locations.

CHEQUE DISTRIBUTION WORKSHOP FOR VILLAGE INSTITUTIONS

The beneficiary cheque distribution program was organized in Sankuchiya village under Nimdih panchayat on 27th April, 2016. It was graced by the DC West Singhhum, trainee IAS, Tonto BDO and others. The program was attended by more than 400 villagers from the

JTELP villages. The YGs, PECs & SHGs received seed capital; VDF & YG support cheques from the DC & other dignitaries present during the program. STREET PALY ON WITCH CRAFT BY YOUTH CLUB

The street play on witchcraft was staged by New Boys club, Ramposi on 21st May, 2016 at Purnapani village. It was aimed at inculcating a sense of awareness among the community on superstitions prevailing in the society. It is to be noted that Purnapani has been the centre of witch hunting during the last couple of years. The street play was organized to aware various vested interests in killings of innocent widows in the name of witch or dainpratha. SHG leadership TOT

A three day training program on SHG leadership development was organized by DPMU during 18-20 May 2016 under the aegis of SGS,Nimdih, Chaibasa for the CRPs & CF. It was TOT for imparting similar training for SHGs at village level. SWOT analysis of SHGs was also discussed by the facilitator.

CRP & CF training on SHG leadership

A day long training program on SHG mobilization was held as a sequence to the 3 day ToT organized for CRPs & CF during 18-20 May 2016. This one day training can be termed as refresher training on SHG mobilization for CRPs & CF who are going to be the master trainer in the development of SHGs in

JTELP project. Mr Hakim Majhi was the facilitator during the session. He described

about the SWOT analysis of SHG and asked the trainees to give examples of Strength, Weakness Opportunity and Threat.

He asked the participants about the queries they should have while

promoting SHGs. The facilitator also discussed many issues faced by SHGs during its infancy stage. He asked the participants to calculate economics before promoting any trade for the SHGs.

The trainees were told about various situations faced by the SHG while

facing threat. It is high time to ask the group to grab opportunities in right time. The main concept of leadership lies in group dynamics. If the group leaders become vocal, they will perform better than any average group in their village. Thus, leadership quality should be developed among group members by consolidating their tattered economy. Only a self reliant group or woman can lead the group in better and most ideal way. PEC training on CASH BOOK management A one day non residential training on Cash book maintenance was organized by FNGO on 30th May 2016 at Badakuchiya primary school. The training was participated by PEC office bearers from all the 15 targeted villages. The facilitator Mr Pankaj Kr Singh,FAO from DPMU chaibasa facilitated the training program and explained various queries put forth by the PEC members on how to ensure proper entry into the cash book. SHG Leadership Skill development training Programme

SHGs are the real stakeholders who hold the key of success of JTELP in targeted villages. They are the driving force towards attaining the goal of the project during its tenure. Keeping all these important facts in mind, the project

design was framed to suit the stakeholders to realize the concept of

community development. Thus, a large number of training, exposure and orientation programs are

being organized at grassroots level to empower the leaders holding office bearers post in their respective SHGs in the targeted villages to develop leadership qualities among SHG leaders. It emphasizes vocal inputs into the group who have got their first installment of seed capital supported by the JTELP.

The facilitators explained the importance of unity among group members

and shared necessary tips for office bearers to manage the group while ensuring presence of every member in weekly meeting. The Strength, weakness, opportunity and threat in the management of self help group was discussed with the group members. The SHG leaders were told about undertaking income generation activity to consolidate their economy. The strong economic status is the symbol of enhanced leadership as the food security gives confidence to work towards spreading awareness among the community. The linkage with govt schemes and programmes is the other step which can lead to empowerment of group members. Two such training programs on SHG leadership skill development were organized at Purnapani & Badakuchiya during 3rd & 5th June respectively. These training programs were facilitated by CRPs & CFs in the field level.

IRRIGATION FACILITIES FOR FARMERS

JTELP is trying to empower communities at grassroots by providing them support from various corners and enabling them to consolidate their economy at grassroots. It was with this aim that farmers belonging to 15 JTELP villages were provided with irrigation facilities in convergence with ATMA

west singhbhum during 6th June 2016. The 19 selected farmers from 15 villages were given pump set on subsidized rate by the JTDS in convergence with ATMA. The pump set distribution program was graced by the Director, Mr Pankaj Singh of ATMA at Tonto block. GSRMLP Training

A three day training program for FNGO staff was organized by DPMU at TRTC Chaibasa during 7-9 June 2016. It was the part of training which was necessary for undertaking patch selection, field visits and entire process of preparing GSRMLP in JTELP villages. The two day practical session in filed level was highly educative and helped understand the threads of GSRMLP. The training was facilitated by Mr Karmakar, consultant IFAD & Mr Neeraj kumar,SPMU, JTDS. The language and technique used by the trainer was very effective and the process of imparting training inputs was very easy to understand the domain of GSRMLP.

Exposure Visit A one day exposure visit to understand the work done by the village institutions in Rajnagar block was undertaken on 13 June

2016. It was participated by 55 members from PEC,SHGs, CRPs & YGs along with FNGO staff. The team from Tonto witnessed the various IGA undertaken by the village institutions in Muchiasai,Tiasara, and Bagraisai. They also saw the horticulture, piggery and Poultry farming units during their visit. There was exchange of knowledge between the SHGs and PECs of these villages.

Training on SRI method of Paddy cultivation The support and idea to promote tribal farmers in SRI method has been in

root of the cause that in tribal areas farmers do not adapt line sowing, they do not know how to yield bright crops. Therefore, training on SRI was planned for 100 farmers in two batches at two different venues to accommodate all the farmers willing to adapt SRI method of paddy cultivation for the first time with support from JTELP.

The first training on SRI was held in Purnapani panchayat bhavan on 17th June 2016, while the 2nd training was conducted during 20th June 2016 in Bdakuchiya under Nimdih panchayat. The purpose of these training programs was to train and help them by ensuring

convergence with ATMA for procuring Cono Weeder. Management of weeds is an important component of crop production technique as removal of weeds is expensive and hard to achieve at later stages. Weeds take away nutrients and harbor destructive insects, thus cause reduction in yield. It is used to carry out the weeding within 20 days after sowing. At this

time, replace any plant that has not survived or damaged. Early first weeding is a must. Late weeding will lead to competition between paddy and weeds, ultimately damaging the paddy. SRI method of farming is an opportunity for the farmers to yield more crop and enhance their livelihood status to ensure food security throughout the year. GSRMLP ORIENTATION FOR CRPs

A one day non - residential orientation program for CRPs was organized by the FNGO during 21st June 2016 at Purnapani panchayat bhavan. This orientation program was facilitated by the FNGO staff GSRMLP IN JTELP VILLAGES

After imparting one day orientation program for CRPs, the next task was to undertake patch identification and field visits for selection of plans for the FY 2016-17 to FY 2021-22. Keeping these targets in mind we started our

first GSRMLP from Birsinghatu village in Purnapani panchayat from 23rd June 2016 onwards. Since ot was the forst day, we decided to include all

the CRPs in the patch visits and plan preparation for five years. While writing this report, GSRMLP has been completed in 3 villages, Birsinghatu, Gotompi,Purnapani.

Training on Income Generation Activity A one day training program on IGA was imparted by the facilitators from BAIF during 27th June 2016 at two different venues in Gotompi and Sankuchiya villages under Purnapani & Nimdih panchayats respectively. The training was aimed at infusing trade knowledge among beneficiaries of Pig, goat & poultry farming in JTELP villages. Altogether 90 participants from SHGs, undertaking different trades of IGA, took part at both the venues.The facilitators, Mr Mukesh kumar & Ajay Kumar imparted the training program on IGA trades.

JTELP PANCHAYAT OFFICE INAUGURATED

The JTELP project Panchayat Office was opened on 30th June 2016 in the premises of Purnapani Panchayat Bhavan(Room No.7). The JTELP panchayat office inaugural program was graced by the village Munda Sri Bipin Sundi. On this occasion, he expressed the hope that the presence of JTELP office in the heart of Purnapani panchayat will help community understand various schemes and programs implemented by the FNGO and Govt as well. The JTELP team of Tonto was present on this occasion.

IGA in JTELP villages

The IGA shed in JTELP villages has been completed & the procurement process has bgun. It is expected to be completed by the 15th July 2016. The procurement committee has been formed.

NUTRITION GARDEN IN TARGETED VILLAGES

The concept of kitchen gardening or raising nutrition nursery in their backyard or nearby land has been the concept to help people get healthy stuff at their own land. The people has been doing this at grassroots for longer times, but our small amount of support under JTELP has given them a zeal put more effort behind growing nutritious foods in their small land. In order to motivate these farmers, belonging to 10 villages under Tonto block, we are promoting 79 such Nutrion Garden in the targeted villages. During this quarter, we have ensured that all the growers get their support in time from the GSPECs of their respective villages. CONVERGENCE EFFORT WITH NRLM/JSLPS

Our effort for convergence of SHGs with JSLPS/NRLM got into final act when we distributed Book & Record maintenance registers to the SHGs formed under JTELP. In our linkage with JSLPS, we have distributed Loan

register, Attendance & Savings register & Meeting Proposal registers along with Passbooks. It was also our effort which finally got RF support of Rs.15000/- for 6 SHGs under JTELP villages during the reporting quarter. We are also promoting some more SHGs in convergence with NRLM to take bigger loan support for undertaking business of their choices, hopefully in the next quarter.

BLOCK PROJECT COORDINATION COMMITTEE MEETING The BPCC meeting was organized during 28th June 2016 in the aegis of Tonto block. It was participated by BDO,BPO, Rojgar sevak,Panchayat Sevak and other block officers. The JTELP was represented by JE Faiz Ahmad & CF S N Dutta. The activities of JTELP were briefed by the JE and

interaction session on collaboration with MGNREGA was discussed. The issue of non completion of goat shed under MGNREGA was also taken up during the meeting. The BDO told that he will look into the matter of Sankuchiya as why the goat shed was not completed till date under MGNREGA. The JTELP team requested that responsibilities of erring officers should be fixed. GENDER WORKSHOP

The one day Gender workshop was organized by JTDS at Ranchi during 28th June 2016. It was focused on equity & equality in gender perspective. Gender plan for each DPMU was developed during the session. The CI& GO from FNGO took part in the training.

GRAM SABHA & OTHER PROGRAMS IN JTELP VILLAGES Gram Sabha has been the key stakeholder on the axis of which entire JTELP activities rotates. Realizing this fact at the field level, the effort for empowering this age old institution is always in process. The GSPECs meeting and encouraging Munda to take part in project activities have been the keen strategies to ensure peoples participation in all approaches. And this quarter too, a number of GS meetings, Tolla Sabha were conducted at the field level to empower the targeted communities living in remote and hilly terrains surrounded by forest.
