The area comprises 640 acres of fee title, and 140 acres, which are public fishing easements across private property. There are two parking areas, one of which is developed with an outhouse. The Jelm area was purchased primarily as winter range for mule deer. The additional fishing easements provide public access to two miles of the Laramie River on private lands. The area provides hunting access and fishing access year round. Camping limit is 5 days. Jelm is open all year.
