Guide

This accession contains records of both the Japanese Association of North America (JANA), a Seattle association, and the Northwest American Japanese Association (NAJA), which encompassed the JANA and other local Japanese Associations throughout Washington, Northern Idaho, Alaska and part of Montana. The number of participating Associations increased gradually over the years, although some organizations disappeared and their members appeared in other Associations. There were twelve Associations in NAJA in 1916 and fifteen by 1921. JANA also took in Japanese living in districts not served by a local Japanese Association because their population was too small or scattered .

. JANA, which was founded in 1900, merged in 1931 with the Seattle Japanese Chamber of Commerce, founded in 1928, to form the Japanese Chamber of Commerce and Japanese Association of North America (S&J).

NAJA, JANA and S&J were primarily Issei organizations. Their main purpose was to perpetuate Japanese traditions and many of their functions were cere-monial or commemorative. These organizations also served as intermediaries between Japanese Americans, who were denied U.S. citizenship by law, and the Japanese government.

The NAJA was also a member of the Pacifjc Coast Japanese Association (PCJA). Other members were the Japanese Association of America, the Central Japanese Association of Southern California, the Japanese Association of Oregon and the Canadian Japanese Association. There is no evidence of a National or-ganization, although there were Associations outside the western states.

Notes on arrangement

The records have been divided into two major parts. The first is the Seattle Japanese Chamber of Commerce and Japanese Association- of North America (S&J). It was not feasible to separate the records of the two groups so they were treated as a single subgroup. The records of the Northwest American Japanese Association (NAJA) were, with some difficulty, separated from the S&J records. The two organizations sometimes shared the same office and their re-cords were intermixed. ·Most of the NAJA subgroup consists of correspondence with local Japanese Associations and the censuses of Japanese Americans which were conducted throughout the region. ·

It was assumed, for the sake of processing the records, that the United North American Japanese Association of Seattle was an earlier name for NAJA. Materials relating to both organizations were found in the same files. Also, address lists show the same members participating in NAJA and UNAJAS.

Censuses

Included are two types of censuses: those conducted under the auspices of the Japanese government (Japanese National Census) and those initiated by the NAJA or local JA 1 s. It is possible that the latter were also part of the Japanese national census since they used the same forms. At this time Japanese immigrants were denied U.S. citizenship and were therefore Japanese citizens. The Japanese government wanted to include these citizens in their census and ordered the Consulate in Seattle to administer the census concurrently with the census in Japan. The Consulate, lacking the organization to conduct a count of its precinct - which included Washington, part of Idaho, Montana and Alaska -instructed NAJA (or UNAJAS) to administer the census on its behalf. NAJA then directed the local Associations to survey their areas .. The censuses recorded names of members of household, their occupation, marital status, place of birth, age, gender, and home prefecture.

Most of the records in this accession· are in Japanese (Kanji}. Researchers should take special care not to disturb the order of the papers since many do not have English identificatiori. The researcher should see also acc. nos. 1235 (minute books on microfilm) and 1235-2. There is considerable overlap between 1235-2 and this accession, although 1235-2 generally contains earlier records.

Provenance

The records in this accession (acc. no. 1235-3) were donated to the Libraries by Edward Burke, managing partner of the Kobe Park Building in Seattle, in March 1984. He purchased them as part of a collection of Japanese books and newspapers from an antique dealer in La Conner who had pur-chased them at an auction on Harbor Island. It is not known who owned the collection initially. Some of the books in the collection (433 volumes) were donated to the East Asia Library. Most of the books are in Japanese. They in-clude directories, annuals and textbooks, and date from 1910-1930.

Its objective was to improve the living condition of the Japanese in Seattle by enhancing their civil ri~hts, welfare, and business oppor-tunities. It had at least fifty original members. A president (Arai, Tatsuya), vice-president, treasurer, and fifteen councilors were appointed.

Its name changed to the Japanese Association of Washington ['7~> )'-'/'N-1 S;;f-A.~]. The council became a representative system.

It divided into two organizations. Separately from the Japanese Association of Washington, the Japanese Association of Seattle [~71-1vEL$-i,iJ was founded.

The Japanese Association of Washington and the Japanese Association of Seattle agreed on their amalgamating on May l, and the new organi-zation was named the Japanese Association of North America (JANA) [:;ftJ¥:-a$)...~J. The president, vice-president, treasurer, and execu-tive secretary were appointed. The fifty councilors were elected from the public.

The council became a representative system.

On February 29, JANA and the Seattle Japanese Chamber of Commerce [:;-r/-lvi::1$-..Z..fl}J)\(_~~Plt J amalgamated into one organization under the name of the Seattle Japanese Chamber of Commerce and Japanese Association of North America (S&J) [,;ida4'-/-.~ Iffi:l_,t ~Js;;_:f-irt ]. The president, three vice-presidents, treasurer, and two executive secre-taries were appointed. The seventy-five councilors were elected [by the local associations].

History of the Seattle Japanese Chamber of Commerce

The Seattle Japanese Business Club [;:)'Hi;'l3 . .f.-k*.tJ~J was founded in 1908. The Seattle .Japanese Chamber of Commerce [77Hvl:l*J-.. iffl:,f~~Prt] was es-tablished at the annual convention of the Seattle Japanese Business Club in 1928. The Seattle Japanese Business Club ceased to exist upon the foundation of the Seattle Japanese Chamber of Commerce. It is not certain (at least based on the available evidence in this accession) whether this change was a relatively simple re-naming process of the organization, or whether it involved extensive organizational changes. The Seattle Japanese Chamber of Commerce existed inde-pendently only for three years. In 1931, it amalgamated with the Japanese Assoc·iation of North America (JANA) ~.:ltr~.J.3$--J.--~] into a new organization, the Seattle Japanese Chamber of Commerce and Japanese Association of North America (S&J) [;/b~B,$-t..~iljj(_,~·~i=ilt]. The organizational activities and services undertaken by the Seattle Japanese Chamber of Commerce continued to be performed mainly by the commercial and industrial division of S&J which was newly founded upon the amalgamation.
