Save the Day: February 28, AdvocacyDay

Every year means a new opportunity to explain tolawmakers in Albany just how important librariesare to the community! The year, Advocacy will fallon Wednesday, February 28. While the exact timesof each meeting has yet to be �nalized, some of theCEFLS sta� will be making the trip down. We'd bemore than happy to be joined by anyone willing andCEFLS will handle transportation. Let Dawn know ifyou're interested in sharing why libraries matter!

Advocacy Alert

On the subject of advocacy and why it's soimportant for some of us to make the trip down toAlbany, here's a message from Jeremy Johannesenat NYLA:

Governor Cuomo released his FY2018-19Executive Budget proposal & accompanyinglegislation. This signals the start of state budgetnegotiations. Though the Governor proposed anadditional 3% in education funding in this year’sbudget, he CUT STATE LIBRARY AID by 4%. Ourlibraries are critical to the state’s educationalinfrastructure. We need YOU to TAKE ACTIONNOW and let your elected o�cials know thatState Library Aid must be treated fairly in thisyear’s �nal budget – State Library Aid MUSTincrease in proportion to any increase in overalleducation funding.

From the Governor’s Executive Budget Proposal:

Library Aid - $91.6M (-4% CUT)

The proposed funding is $4M less than what wasin last year’s enacted state budget. This proposedCUT fails to acknowledge the crucial role librariesserve in our communities, and the contributionsthey make to our state’s education system.Libraries ARE Education! State Education Lawrequires that Library Aid should be $102.6M forFY2018-19. Libraries should be fully fundedunder the law. Absent of that, library aid must atleast increase each year in parity with increasesin education funding.

Library Construction Aid - $14M ($10M CUT)

As you know, the State Library Construction Aidprogram received a $10M increase in last year’senacted budget.  Governor Cuomo has proposedeliminating that additional funding.  The StateDivision of Library Development estimates thatlibrary renovation and construction needs are$1.7B statewide. Over 48% of public libraries inNYS are 60+ years old, and an additional 33% are30+ years old. Investment in the LibraryConstruction Aid program must be increased toaddress aging infrastructure, energy ine�cientbuildings and the evolving ways people uselibraries.

NOW is the time for YOU to SPEAK UP and letyour legislators know that state library aid MUSTbe treated fairly and equitably in this year’s statebudget!

TAKE ACTION NOW! With less than 30 seconds ofyour time, you can send a letter to your electedo�cials and legislative leaders.

Without your voice, library funding is faces a 4%CUT in this year’s budget.

As always, NYLA is relying on its members totake action, and contact your elected o�cialsthrough NYLA’s online advocacy tools,encourage your colleagues and patrons toparticipate in these actions.  Encourage everyoneto “Get on the List” NYLA has developed, andvisit nyla.org/advocacy for updates. Whenengaging with your elected o�cials, it isimportant that you discuss the great work youand your library are doing, and to also stay onmessage by using the talking points we have onour website. For those of you on social media, wehave posted a set of tweets that we encourage youto use, and tweet at your local Assemblyman andSenator.

Take Your Child to the Library Day

What is Take Your Child to the Library Day? A formal day on which libraries from around theworld invite families and their children to come tothe library to showcase the value of the library totheir communities.

When is it? Saturday, February 3, 2018

Why should I bother? Regardless of population or economic status, yourlibrary serves children in your community. Takeadvantage of the positive PR this worldwidecelebration provides as you do more of what youalready do so well!

What can I do to celebrate? The possibilities are pretty much endless. Manylibraries opt to have a special event, but you cansimply highlight a program that you already do – oreven just show o� your library space. No matteryour budget or sta�ng, there are many ways foryour library to participate. Author or book charactervisits, games, giveaways, LEGO clubs, make-and-take crafts, performers, story times, giveaways, andmany more options. Check out NYLA's website formore details.

Real People. Real Dollars is an e�ort to drivemore library advocates to the NYLA OnlineAdvocacy Center and increase awareness of

Library Advocacy Day. This e�ort was originallystarted by the Mid-Hudson Library System in2016 and is now going statewide!

We’re calling on libraries from across the state toparticipate in the 2018 Real People. Real Dollars.campaign. Investing in libraries has a big returnon investment for the communities they serve,help us tell that story in pictures as we preparefor Library Advocacy Day on February 28!

How To Participate:

1. Work with an avid library user or family of avidlibrary users to calculate how much they save in ayear using the NYLA Library Use Value Calculator.

2. Once the annual �gure is calculated:

1. take a screen shot of the calculation to haveon hand and

2. use the sign template for either an individualor family and �ll in the dollar �gure theyhave calculated

3. snap a photo of the person or family holdingup this sign, like the one to the right (don'tforget to use your photo release form!).

4. have your patron sign up to be a librarychampion using the NYLA Online AdvocacyCenter.

3. Post this to your Facebook page (and Twitterand Instagram…) with a message telling the storyof the picture and pushing your followers to usethe NYLA Online Advocacy Center to reach out totheir legislators. Feel free to tag your legislatorsin your post and be sure to use the hashtags:#NYLALAD18 #LibrariesAreEducation

4. Upload your photos to the Google Drive Folder.

Computer Threats

There's a good chance you've heard of the security�aws in many computers, laptops, tablets, andcellphones somewhere online or in the news. Called"Meltdown" and "Spectre", both are considerablethreats to your electronics. What is so signi�cantabout these �aws is that they are not due tosoftware issues, but are tied to hardware. Intelprocessors are most at risk (it's still somewhatunclear how suseptable AMD and ARM processorsare) due to a design issues. Graz University ofTechnology explains:

Meltdown breaks the most fundamental isolationbetween user applications and the operatingsystem. This attack allows a program to accessthe memory, and thus also the secrets, of otherprograms and the operating system.

...

Spectre breaks the isolation between di�erentapplications. It allows an attacker to trick error-free programs, which follow best practices, intoleaking their secrets. In fact, the safety checks ofsaid best practices actually increase the attacksurface and may make applications moresusceptible to Spectre.

While Spectre seems to be more di�cult to tackle,there are steps you can take to protect yourelectronics from Meltdown. While it is a hardwareproblem, software tweaks can be used to workaround the �aw.

1. Keep your device updated - Make sure to run thelatest system update for your device. Microsoft

has released a cumulative update (KB4056892)to address the issue. Apple has releasedupdate 10.13.2 for an initial �x as well.

2. Keep your browsers update - Mozilla hasalready updated their Firefox browser andGoogle is working on a �x for their Chromebrowser.

3. Update your BIOS - This will take a bit morework, but if you search for the latest updatesavailable from your computers' manufacturers(DELL, HP, Lenovo, etc.) for the speci�c modelof computer (Optiplex 9020, Pavilion x360,etc.), you can download the latest version ofyour computer's BIOS (Basic Input/OutputSystem). This is the code that runs on yourcomputer before your operating system starts.

4. Be mindful of the type of info is on yourcomputer - This one's more basic level, but it'sa good idea to think about what kind of sensitiveinformation is stored on each computer.Horizon stores very little personal informationluckily, but patrons can regularly enter socialsecurity numbers or credit card numbers intoonline forms. Make sure that browser historiesand cookies are cleared after sessions and thatnothing remains saved that might be valuable tohackers.

5. Think about passwords and security - Anotherbasic one, but make sure to have various, strongpasswords. Also, take advantage of 2-stepveri�cation that uses a text message orauthentication app that ensures only you canlogin to your account. And keep an eye out forany strange activity on email, bank, or creditaccounts.
