E X E C U T I V E S U M M A R Y The Board of Directors meetings were held at the Fairmont Royal York Hotel on January 21 – 22, 2016. The Policy Committee reviewed a report on the Auditor Generals findings that was released in December. It was interesting to note that many of the recommendations made by the AG regarding asset management closely resembled the recommendations that OGRA has been making to province for the past couple of years. The Committee received a report on a private members bill to amend the HTA and endorsed the position of the Ontario Phragmites Working Group to permit select spraying in an attempt to control this invasive plant. The Member Services Committee reviewed the various update reports and received a report on the latest MDW initiatives. It was noted that enrollment in the Academy for Municipal Asset Management is increasing and that the first graduates of the program could be recognized in 2017. The Board received the un-audited financial statements for the year end and OGRA is expected to achieve a surplus in excess of $230,000. The Board will consider a report in February on where to allocate those funds. Plans for the 2016 OGRA/ROMA Combined Conference were reviewed and it was reported that the registration numbers were looking good. The most exciting news however was the decision by the Board to commit $500,000 to establish the Ontario Good Roads Association Chair in Asset Management and Informatics at the University of Toronto. Heralded by some Board members as OGRA’s “legacy”, this endowed Chair will bear the name of OGRA in perpetuity and will encourage research in the area of Asset Management and develop real-world applications to assist municipalities. For many years OGRA has held itself out as the leader in Asset Management and this decision essentially puts a cap on other initiatives such as Municipal DataWorks and the OGRA Academy for Municipal Asset Management. U of T and OGRA will need to approach other Associations, agencies and corporations to raise the additional $2.5 million required to establish the Chair. It is anticipated that this will take approximately 2 – 3 years.

Actions Taken by the Committee:

1. The investment summary as of December 31, 2015 was received for information.

2. The un-audited balance sheet and financial statements as of December 31,

2015 was received for information.

3. Staff were requested to investigate the feasibility of conducting a MDW road show in Northern Ontario.

Recommendations to the Board:

1. That a Winter Operations Plan Web App Reserve be established to fund future upgrades to the Winter Web App.

2. That $0 be transferred from the Winter Maintenance Reserve to the 2015

operating budget to cover the cost of the ORSMG Chair’s expenses. 3. That $0 be transferred from the Winter Maintenance Reserve to the 2015

operating budget to cover year 1 of 5 amortization payments of WMOP 2.0. 4. That $8,000 be transferred from the Education Development Reserve for

developing two courses for the Asset Management Certification Program to the 2015 operating budget.

5. That the proposed transfer of $2,000 from the Education Development

Reserve for updating the CSA Road Design & Construction course to the 2015 operating budget be decreased to $1,676.

6. That the proposed transfer of $15,000 from the Advocacy and Special

Projects Reserve to the 2015 operating be reduced to $0.

7. That $16,000 be transferred from the MDW Reserve for the 2015 MDW

development to 2015 operating budget. 8. That $10,000 as budgeted be transferred from the 2015 operating budget to

the Winter Operations Plan Web App Reserve. 9. That the 2016 budget be adjusted as recommended by staff with the

exceptions of the artwork purchase and adjustment to the advocacy staff expense and that staff be authorized to contract the increased IT support.

10. That Policy A-011 AODA – Integrated Accessibility Standards Regulation

(IASR) Information and Communications Policy be approved as circulated. 11. That OGRA commit $500,000 over five years to establish the Ontario Good

Roads Association Chair in Asset Management and Informatics at the University of Toronto.

The Policy Committee shall provide the Board of Directors with policy advice on a wide range of municipal transportation issues. The committee shall:

• review relevant policy proposals and government legislation and develop a response where appropriate.

• initiate policy reports for submission to the Board of Directors. • develop timely recommendations to the Board of Directors on emerging issues. • identify issues of interest to the membership and recommend appropriate action by

the Board of Directors. • act as the Resolutions Committee and develop recommendations to the Board of

Directors.

Actions Taken by the Committee 1. The Committee reviewed for information an update on policy issues for the

period October 30, 2015 – January 4, 2016.

2. The Committee received an update on MTO activities from Bill Rhamey and Allan Moore.

3. The Committee received for information a report on Salt Management and

Source Water Protection.

Recommendations to the Board 1. That OGRA write to Mr. Wayne Gates, MPP (Niagara Falls) expressing OGRA’s

support of Bill 154, An Act to Amend the Highway Traffic Act to Create an Offence of Contravention Causing Death or Serious Bodily Harm, 2015.

2. That OGRA support the initiative of the Ontario Phragmites Working Group by sending a letter to Premier Wynne requesting the province’s support and commitment in obtaining the herbicides required to control phragmites and allowing aerial application in specific locations.

3. That OGRA incorporate the Auditor General’s recommendations on asset

management into OGRA advocacy materials. 4. That OGRA seek to meet with Treasury Board Secretariat and Ministry of

Economic Development, Employment and Infrastructure representatives to discuss the need for a coordinated approach between the province and municipalities on asset management.

5. That OGRA staff write an op-ed piece to be submitted for publication. 6. That OGRA seek to meet with federal government officials to further highlight

the need for enhanced asset management. 7. That OGRA write to the Minister of Economic Development, Employment and

Infrastructure and the Minister of Transportation arguing that the Auditor General’s findings validate OGRA’s request to have a portion of the Moving Ontario Forward - Outside the GTHA funds dedicated to building up municipal asset management capacity.

The Member Services Committee shall provide the Board of Directors with recommendations on a wide range of member services including education and training programs, infrastructure management services, information services and marketing/communications initiatives.

The committee shall:

• Provide recommendations to the Board of Directors on new education and training programs

• Pursue partnerships with contractor and supplier associations, professional associations, and educational institutions, wherever appropriate

• Provides representation and input into the development of standards, policies and procedures regarding municipal transportation and public works

• Provides recommendations on marketing/communications initiatives to the Board of Directors
