SCALE CERTIFICATION COMING UP AT FEBRUARY MEMBERSHIP MEETING

The annual certification of your fishing scales, required for use when submitting an entry into the VAC records and awards system will start at the February Membership Meeting, February 26, 2013.

Remember the following scale preparation pointers:• Be sure your scales are operating freely and free of rust.• Clean the outside of the barrel so certification stickers will adhere• Gather your scales together in one or two Zip Lock type bags.• Write your name on the outside of the bag.• Leave your bagged scales on the certification team’s table.

HYPOTHERMIA IS LURKING DURING WINTER ANGLING

No one angling during cold weather is totally safe from hypothermia, a potential life threatening condition if you do not protect yourself from the cold or situations that could get you into a hypothermic state. Good advice about how to dress properly in cold weather and how to treat hypothermia can be found on page 10 of this issue of The Angler.

VIRGINIA DGIF NEW HEADQUARTERS BUILDING IS ON THE HOOK

The Virginia Department of Game and Inland Fisheries formally announced the construction of their new Headquar-ters Building in an article in the January 11, 2013 edition of the Richmond Times Dispatch. The 37,000 sq. ft. two story building and a 7000 sq. ft. will occupy about 15.5 acres just off Lewistown Road and within casting distance of I-95. Plans include using some of he land for demonstration ar-eas, etc. The site is on the north side of Lewistown road on the same road that leads to the Bass Pro Shop and the just announced outlet mall. Ground breaking is scheduled for the summer and the opening looks like July 2014.

RIVER ACCESS IMPROVES – MORE LAUNCH RAMPS AVAILABLE

Commonwealth Adds 12 New Boat Access Sites and Improves 3 Others

Governor Bob McDonnell has announced 15 grants total-ing $440,900 awarded by the Virginia Department of Game and Inland Fisheries to improve boating access to the public waters of Virginia. Identified as a need in Virginia’s Out-doors Plan, these new and improved boating access sites will help boaters access the bountiful public waters of the

Commonwealth. Turn to page 9 of this issue of the Angler for more details about the 10 hand launch and 5 power boat ramps involved.

FISHING EXPO RETURNING TO MEADOW EVENT PARK IN CAROLINE JANUARY 25-27

The Richmond Fishing Expo is returning to the Farm Bureau Center at the new Meadow Event Park in Caroline County Janu-ary 25-27, 2013. Member Art Conway will have a booth for his guide service at the show. Many activities of the Virginia Department of Game and Inland Fisheries will be featured at the VDGIF booth. For a listing of a number of regional hunting and fishing shows coming up in early 2013, take a look at page 10 of this issue of The Angler. Most shows can be attended in a day’s drive or less from the Richmond Area.

Each quarter, Bob Duncan, Executive Director of the Virginia Department of Game and Inland Fisheries, convenes The Direc-tor’s Advisory Group. The Group is made up of a representative of at least thirty-three (33) groups and clubs whose interests are angling, trapping, hunting (fox and wild game), boating, spe-cific types of animal species, birding and the like. DGIF Chief Operating Officer Matt Koch leads the meeting and the meeting covers five or six subjects presented by members of the Senior Staff and of interest to outdoorsmen and women. The exchange of information is two-way and representatives are encouraged to bring concerns of member groups to the attention of the DGIF personnel present. VAC Representative John Wetlaufer, Sr. summarizes the Group’s meeting to the VAC Leadership Team. The Leadership Team felt the summary would be of interest to all VAC Members. VAC Members will be alerted when John’s most recent summary is posted quarterly in the Member’s Area of the VAC Website. “Catchy Comments”By Buddy Noland

With the holidays behind us, the Striper season moves from the bays and rivers to the “shoreline and the 3 mile line”. Anglers can continue to catch the fish inside the bay but must release them; which they are continuing to do from Deltaville to the High Rise. Restrictions exist past the 3 mile line to 200 miles offshore or the EEZ, where anglers are not allowed to fish for Striper even if they intend to release.

Stuart Lee and Fred Murray have been fishing off Eastern Shore and catching Stripers on Fly; and several miles south of them trollers, out of Rudee Inlet have been getting skunked. Last weekend, Danny Noland and I went to the Triangle Wrecks area for some Sea Bass where we found thousands of birds working over bait 5 miles off Rudee Inlet. About a dozen boats were trolling for the Bluefin Tuna about 12 miles out, but we only heard of one 165 pounder landed. The Stripers this year have been large, but sporadic at best this season!

The biggest story this month is about Fred Cousin’s fishing season . Besides his normal Spotted Seatrout, 4 pound, 2 ounce, on 2# spin entry, coming from the “hot ditch”, Fred had phenomenal day fishing with Reggie White on Captain Toney Horsley’s boat. They were drifting live eels with the other 200 boats on the Eastern side of the bay, when Fred hooked a big one. He was using 4# tackle and landed a 45 pound Striper worth 750 points. They took it to Wallace’s Bait and Tackle off Back River to have it weighed. Fred knew he had a potential President’s Cup size fish, but didn’t immediately realize that the fish had beat member, Jim Sheffield’s, current IGFA world Record of 44 pounds, 2 ounces. Fred would have treated the fish a little differently with the required photos, etc., if he had known the Striper was a potential. Last time I spoke with him he was thinking about putting a package together to send in to IGFA. Best of luck on the approval! Fred wasn’t the first one to do this in our Club and I’m sure he won’t be the last!

ALEX LEMIEUX (“LEH-MEW”) VOTED INTO MEMBERSHIP

Meet new member Alex Lemieux. Alex found the VAC Web Site, liked what he read about the VAC and came for the first time to the November 2012 Membership Meeting. Alex was voted into Membership at the January 8, 2013 Board of Directors Meeting. Alex favors surf fishing, but is interested in expanding his an-gling horizons. Alex was born in Winchester, VA and graduated in May 2012 from Hampden-Sidney College. Alex is a financial represented working for Northwestern Mutual. While at Hampden-Sidney, Alex was trea-surer of the Hampden-Sidney Angling Team. Below is a picture of the four most recent VAC New Members.

LINES OUT – MEMBER DAVID ENGLISH PASSES January 12, 2013

David English was a thirty (30) year member of the Virginian Angles Club. Dave met Buddy and Danny Noland in 1967 while they were all students at John Tyler Community College. The Nolands brought Dave into the VAC in 1982 where he was a member until he passed. Dave was a member of the Virginia Gentlemen Fishing Team that carried on a friendly competition with the VAC Surf Team over the many years that both teams fished The Cape Hatteras Invitational Surf Fishing Tournament.. The members of the Virginia Gentlemen were, at various times, VAC Members David English, Danny and Buddy Noland and Ross Holsclaw and (now former) VAC members Andy Gibbs, Pete Nicholson and Joe Preston and at times, Buddy and Danny’s dad, Henry Noland. This team fished the Hatteras Tournament for a total of twenty-seven years. The Virginia Gentlemen have since disbanded. On one trip to Key West, David caught two Flats Grand Slams (3 Tarpon, 3 Permit and 2 Bonefish). He lost a third Bonefish at the boat which would have given David a triple Flats Grand Slam! Those who attend the VAC Membership Meetings in May at Maymont probably see the cooking crew unload equipment and food from a rather large enclosed trailer. David English outfitted that trailer for carrying fishing gear (and likely a proper supply of “energy drinks”). The trailer accompanied David, Buddy, Danny and Ricky Dale on fishing trips to far away destinations like Corpus Christi, TX and Ontario, NY (Old Orchard River). David’s favorite fishing was wreck fishing off Ocracoke, NC; the Proteus and the British Splen-dor being David’s favorite spots. At David’s wish, a portion of his ashes will be scattered at sea over the wrecks he loved to fish. David made many trips with Capt. Norman Miller in the company of other Virginia Anglers Club Members. David’s legacy of entry cards covers twenty-eight species (ten FW and 18 SW) among a total of forty-entries made. David holds the 8# fly Club Record for a 16lb. - 4 oz. brown trout (590 pts.) caught on the Old Orchard River (NY), a record that has stood for over 13 years. David was president of Dominion Demolition, a local demolition contracting company. Dave pulled lines for the final time in the middle of the afternoon, Saturday, January 12, 2013.

RIVER ACCESS IMPROVES – NEW & REBUILT RAMPS ANNOUNCED

The Department Game and Inland Fisheries was having trouble finding suitable locations for new boat-ing access points. Under a DGIF managed and funded program, a local government can apply for a grant to construct a new ramp or refurbish an existing ramp. The grant requests are made in a specific format and the Department applies a “score” to each grant request. Under the program, the Department of Game and Inland Fisheries cost-shares with the local government to provide the new sites and improve existing ones. After entering into a cooperative agreement with the Department, the local government provides the designs, constructs the projects, and agrees to keep them maintained and open to the public for a period of 20 or more years. Funds for these grants come from the Department’s Boat Fund and the federal Sport Fish Restoration Fund. The Boat Fund is generated from fees for titling and registering boats as well as the transfer of watercraft sales and use fees. The federal Sport Fish Restoration Fund is based primarily on the number of fishing licenses sold.Here is a brief list of the ramp activity approved, sorted by type of ramp. Hand launch ramps cannot handle power boats and are designed for launching canoes and kayaks. The list is by river, location and city/county..

HYPOTHERMIA IS LURKING DURING WINTER ANGLING

Prolonged exposure to low temperatures, wind or moisture, whether it be on a boat, wading a trout stream or surf casting, can result in cold-related illnesses such as frostbite and hypothermia. The National Safety Council offers this information to help you spot and put a halt to these winter hazards.Frostbite is the most common injury resulting from exposure to severe cold. Superficial frostbite is char-acterized by white, waxy, or grayish-yellow patches on the affected areas. The skin feels cold and numb. The skin surface feels stiff but underlying tissue feels soft and pliable when depressed. Treat superficial frostbite by taking the victim inside immediately. Remove any constrictive clothing items that could impair circulation. If you notice signs of frostbite, immediately seek medical attention. Re-warming usually takes 20 to 40 minutes or until tissues soften.Hypothermia occurs when the body’s temperature drops below 95 degrees Fahrenheit. Symptoms of this condition include change in mental status, uncontrollable shivering, cool abdomen and a low core body temperature. Severe hypothermia may produce rigid muscles, dark and puffy skin, irregular heart and re-spiratory rates, and unconsciousness.Treat hypothermia by protecting the victim from further heat loss and calling for immediate medical atten-tion. Get the victim out of the cold. Add insulation such as blankets, pillows, towels or newspapers beneath and around the victim. Be sure to cover the victim’s head. Replace wet clothing with dry clothing. Handle the victim gently because rough handling can cause cardiac arrest. Keep the victim in a horizontal (flat) position. Give artificial respiration or CPR (if you are trained) as necessary.How to prevent cold-related illnessesAvoid frostbite and hypothermia when you are exposed to cold temperatures by wearing layered cloth-ing, eating a well-balanced diet, and drinking warm, non-alcoholic, caffeine-free liquids to maintain fluid levels. THREE ANGLERS – ONE POTENTIAL WORLD RECORD CATCH!

Congratulations to “Four Pound” Fred Cousins who submitted an entry card for this tournament for a 45 pound striper 4# test line (750 points) that is a potential world record. Two other VAC members fished the tournament but there entry cards were reportedly disqualified (reason not given). This 17 day tournament was the longest duration tournament of the 2012 Angling Year.
