(VAI) has completed an assessment of lines of sight and intersection spacing with respect to the proposed access to the residential subdivision to be located at 93 Foster Street in Littleton Massachusetts (hereafter referred to as the “Project”). Specifically, this assessment reviews: i) lines of sight to and from the Project site roadway intersection with Foster Street based on the current Site Plan for the development, a copy of which is attached, and using measured travel speeds along Foster Street approaching the proposed roadway; and ii) the off-set along Foster Street between the Project site roadway and Mill Street with regard to Section 249-43 of the Town of Littleton Subdivision of Land Use Regulations and accepted engineering standards for safe operation. Sight Distance In order complete the sight distance assessment, traffic volumes and vehicle travel speeds were measured along Foster Street over a continuous 48-hour period on December 19 th and 20 th , 2017 (Tuesday and Wednesday, respectively). Table 1 summarizes the collected traffic volume and vehicle travel speed data. As can be seen in Table 1, Foster Street in the vicinity of the Project site accommodates approximately 2,310 vehicles on an average weekday (two-way, 24-hour volume), with peak flow rates of 192 vehicles per hour (vph) during the weekday morning peak-hour and 227 vehicles per hour during the weekday evening peak-hour. The prevailing or 85th percentile vehicle travel speed (the speed at which 85 percent of the observed vehicles travelled at or below) was found to be 34 miles per hour (mph) in both the north and southbound directions, which is 9 mph above the posted speed limit (25 mph). The 85th percentile vehicle travel speed is typically used to establish posted speed limits and forms the basis of roadway and intersection design, including the assessment of lines of sight. As such, while the posted speed limit is 25 mph, sight lines to and from the Project site roadway need to meet the requirements for an approach speed of up to 34 mph. Sight distance requirements are evaluated following the methodology defined by the American Association of State Highway and Transportation Officials (AASHTO).1 This methodology is based on scientific studies that have been conducted with regard to the braking performance of vehicles on wet pavement and driver perception and reaction times. Two types of sight distances are evaluated for an intersection: stopping sight distance (SSD) and intersection sight distance (ISD). In brief, SSD is the distance required by a vehicle traveling at the design speed of a roadway (34 mph in this case), on wet pavement, to stop prior to striking an object in its travel path. ISD or corner sight distance (CSD) is the sight distance required by a driver entering or crossing an intersecting roadway to perceive an on-coming vehicle and safely complete a turning or crossing maneuver with on-coming traffic. ISD is also referred to as the “operational sight distance” as it is related to maintaining the operational performance of the intersecting roadway by ensuring that a motorist exiting from a driveway or side street is able to enter the traffic stream without requiring an approaching motorist to substantially reduce their approach speed. In accordance with AASHTO standards, if the measured ISD is at least equal to the required SSD value for the appropriate design speed, the intersection can operate in a safe manner. The higher ISD values are typically required along major arterials and highways where entering vehicles can have a material impact on the performance of the roadway network. Table 2 summarizes the results of the sight distance evaluation for the Project site roadway intersection with Foster Street based on the current site plan.

Lines of sight looking to the north from the Project site roadway (toward Mill Road) can be increased to over 500-feet with the selective trimming and/or removal of trees and vegetation located along the west side of Littleton Road and north of the Project site roadway. The subject vegetation is located within the public right-of-way or the Project site, and it appears that activities associated with the construction of the Project site roadway and the proposed infiltration basin that is to be located to the north of the driveway will require that this vegetation be altered thereby increasing the available sight lines.

Looking to the South Looking to the North Intersection Off-Set Chapter 249, Subdivision of Land Regulations, Section 249-43, Streets and Paths, Subsection D, Access Control and Intersections, of the Code of the Town of Littleton, Massachusetts, requires that new intersections shall be at least 300-feet apart (Part 5), and that street intersections along all collector and arterial streets (Foster Street is functionally classified by the Massachusetts Department of Transportation (MassDOT) as an urban collector roadway) shall be spaced not less than 400-feet apart (Part 10). A review of the Site Plan indicates that the centerline of the Project site roadway is located approximately 323-feet south of Mill Street, which complies with the 300-foot separation requirement for new intersections (Part 5) but is below the 400-foot separation requirement for new intersections along arterial and collector roadways. Chapter 6, Intersection Design, Section 6.8.2.1, Spacing Between Public Intersections, of the 2006 Massachusetts Highway Department Project Development & Design Guide, recommends minimum spacing between intersections of 200-feet for design speeds of between 15 and 30 mph, and 250-feet for

design speeds of between 35 and 40 mph. At a minimum, the separation between intersections should be equal to the stopping sight distance for the design speed of the major roadway, or 240-feet in the case of Foster Street in the vicinity of the Project site roadway (see Table 2). Given that the Project site roadway is located in excess of 300-feet from Mill Road, the intersection separation is sufficient to allow both intersections to function in a safe manner and complies with MassDOT intersection spacing standards for the appropriate design speed along Foster Street. 6.8.2.1 Spacing Between Public Street Intersections Guidelines for spacing between public streets are given in Exhibit 6-34. In most situations, only a minimum spacing is recommended. However, for streets in urban areas, maximum spacings are also recommended to enable a proper density of connecting street network.

Frequently, intersection spacing is not a controllable element of intersection design, and the spacing is “given” as a fixed condition. In such circumstances, spacing guidelines are not applicable. However, in many situations, particularly involving areas of new development, intersection spacing is an important part of the context, and should be considered in light of the above guidelines.
