Janis Charles Page 2 EMS Management System Implementation, U.S. Facilities for International Retail Chain Creation and implementation of an environmental management system (EMS) covering all the U.S. gasoline-dispensing facilities of an international convenience store chain. This project included creating the content for state-specific environmental standard operating procedures (ESOPs); working closely with the client’s intranet staff to upload the ESOPs to the client’s intranet to be accessed in stores nationwide; conducting EMS training for client staff nationwide; and conducting EMS audits of ten percent of client facilities nationwide. Project Manager – New and Remodeled Facility Environmental Permitting – National Client Conduct research for pre- and post-construction permitting and design requirements for retail facilities and fueling stations in Alaska, Washington, Oregon, Idaho, and Montana. Communicate with regional, state, and local agencies, architects, civil engineers, and general contractors to ensure all requirements are met. Lead a team that conducts site visits and information gathering necessary for the preparation of oil spill prevention (SPCC) plans at sites that store petroleum products aboveground. Hazardous Waste Annual and Biennial Reporting – National Client Led a team that prepared annual and biennial hazardous waste reports for all of a national client’s facilities located in the Western U.S. This involved analyzing data from hazardous waste manifests (waste streams, EPA and state waste codes, source codes, and management codes); determining generator status for each facility; understanding the various reporting methods and requirements of each state’s environmental agency; interfacing with regulators to resolve questions; and timely preparation and submittal of the reports by the required deadlines. Pollution prevention and waste minimization opportunities were also researched for this client. Quarterly Construction Stormwater Regulatory and Permit Updates – National Retail Client Prepared database of construction stormwater permit and regulatory requirements for all 50 states for national retail client; continually update database through quarterly research. Assess Green Infrastructure and Public-Private Partnership (P3) Opportunities for Stormwater Enhancements for National Retail Client Assessed grants and P3 opportunities across the Northeast U.S. involving infrastructure such as stormwater retrofits, permeable pavement, green roofs, and bioretention for a national client wishing to implement these improvements at many of its sites. Environmental Site Assessments – Marine Shipyards Phase I site assessments of four operating marine shipyards undertaken to facilitate a major real estate acquisition. Most of the sites had operated continuously since the early 20th century. Site history and records were extensive, and a team worked together in various roles to produce four separate and very detailed reports. File reviews and analyses were conducted at the environmental agencies of the three states in which the shipyards were located. The client successfully proceeded in the facilitation of this very complex real estate purchase. Site Assessor and Report Preparation – Washington Military Department Performed on-site assessment and prepared a report for a military vehicle maintenance facility that had been in operation for over 50 years. The complex site consisted of multiple buildings as well as land area used for assorted functions since the 1940s, including paint booths, machine shops, hazardous materials storage, parts repair, a radiation room, battery wash areas, and numerous other functions. The phase I ESA was performed in order to define areas of study to be included in the planned phase II assessment of the site. Produced a well-documented history of the site achieved through records review, interviews with longtime personnel, historical research, and onsite observations.

Janis Charles Page 3 Project Manager – Training Personnel, Annual Oil Spill Prevention and Stormwater Pollution Prevention Training, Sierra Pacific Industries, Inc. (SPI), Aberdeen, WA Prepared and presented annual oil spill prevention and stormwater pollution prevention training for key personnel at the SPI Aberdeen sawmill for three years. Updated the SPI Stormwater Pollution Prevention Plan (SWPPP) to reflect the most recent State of Washington stormwater general industrial permit. Worked closely with the SPI environmental manager to provide relevant and site-specific training for sawmill key personnel, allowing those personnel to deliver spill prevention and stormwater pollution prevention training to staff reporting to them. Project Manager – Washington Military Department - Hazardous Waste Procedures Training, Several Armories Developed Power Point training that comprehensively covered all pertinent aspects of Washington State Dangerous Waste Regulations. Personally delivered this training to Washington State Military maintenance personnel through a series of presentations at several locations (bases and armories) throughout the state of Washington.
