LORD MAYOR SWITCHES ON WESTMINSTER TOCHRISTMASWarwick Ward was set ablaze with a special seasonal sparklewhen the Lord Mayor of Westminster, Cllr Angela Harvey came toswitch on the Christmas lights and Christmas tree.

The Lord Mayor and ward councillors Christabel Flight and EdArgar sang carols withSouth WestminsterCommunity choir at thescene on at TachbrookMarket, Tachbrook Street,junction with WarwickWay, on Friday.

Lord Mayor ofWestminster, Cllr AngelaHarvey said: “It was alovely scene and itbrought a real buzz toWarwick Way and toTachbrook Market. Thetree is lovely, and resi-dents and visitors sungtogether with the choir andenjoyed the mulled wineand cake which followedthe tree lighting.

“This is the fourth year Warwick Ward councillors have fundedthe tree and Christmas lights which bring a real Christmassy feelto the Market and Warwick Way alike.”

On Monday (December 3), the Christmas Tree in MoretonTerrace was turned on by the Lord Mayor of Westminster CllrAngela Harvey, before a carols service was led by St SavioursChurch.

TRAFALGAR SQUARE CHRISTMAS TREE The tree is a gift each year from Norway to London as a mark ofthanks for Britain’s support during the Second World War.This year is the 65th anniversary of the tree giving – a specialmilestone coming at the climax of an extraordinary year inLondon’s own history.To mark the occasion, this year’s Norwegian spruce was special-ly selected by a team of experts for its height and beauty from asustainable forest on the outskirts of Oslo.

Every year it is cut down in a ceremony by the Lord Mayor ofWestminster (this year Cllr Angela Harvey) and the GoverningMayor of Oslo Stian Berger Rosland.

The tree has made a 700-mile journey by boat and lorry fromOslo to London, arriving at Trafalgar Square on Monday morning.

Standing at 21m tall, it is thought to be between 115 and 118years old and it has been decorated with 600 lights in theNorwegian style. The tree was lit using halogen bulbs for 24hours a day until midnight on Twelfth Night after which the treewill be recycled.

During this year’s lighting ceremony three school children from StClement Danes primary school read a specially-written poemcalled ‘Friendship’ which was inspired by the gift of the tree.

PDHU - PIMLICO DISTRICT HEATING UNDERTAKING is owned by Westminster City Council and managed by CityWestHomes providing clean, safe and reliable energy to approximately3,200 properties and 56 local businesses.

The PDHU scheme was the brainchild of Sydney Donkin, senior partner in the firm Kennedy and Donkin. A glass sided hot water tankis located in the Churchill Gardens Estate. Within the glass clad

frame, sits a huge hot water tank. At thetop, steam is forced out of the hatchesin the same way as a pressure cooker.

PDHU is the oldest district heating sys-tem in the UK. established in 1950 andwas the first combined heat and powersystem. The initial installation includedthe construction of a 2500 cubic metreheat storage accumulator whichenabled electricity to be generated independently of heat demand by stor-ing excess heat in periods of lowdemand to be used when heat demandexceeded that being generated at thepower station.

The 300mm pipeline connectedBattersea Power Station to the PumpHouse in Churchill Gardens. At periods

of peak demand over 800 tonnes of water at 950c per hour can betransmitted through the pipeline. Initially only Churchill GardensEstate was connected to the scheme but over time this has beenexpanded to connect estates and properties in Pimlico.

With the closure of the power station in 1980, a coal-fired boilerhouse was built adjacent to the old power station to ensure continuityof the supply. These boilers, which have a maximum generatingcapactity of 30MW, were converted to gas in 1989.

‘DRAGON SLAYER’ LEVI ROOTS BACKS DEN-TYPEPROJECT ON WESTMINSTER COUNCIL ESTATESAn entrepreneur who shot to success in an episode of BBC 1’sDragon’s Den has backed a pilot competition encouraging youngpeople living on central London council estates to bid for fundingfor a local community project of their choice.

Levi Roots, the founder of the Reggae Reggae food brand,became a household name when he serenaded the five dragonson the BBC 1 show with his guitar to win a £50,000 investment in

his jerk barbequesauce business.

His ReggaeReggaebrand hasgrown rapidlysince, andnow 5 yearslater, he isencouragingyoung people onWestminstercouncilestates toget involvedin a similarprojectwhich ishoped to

improve the business skills of young people and provide the com-munity with a project of their choosing.

The ‘CityWest Factor’ competition is being piloted by WestminsterCity Council’s Housing ALMO, CityWest Homes, which manages22,000 properties in the borough. Under the project, young people, aged up to 19, were asked to form project groups andcome up with an idea of how they can spend up to £1500 on aproject of their choice.

The teams considered how their project will work, how it willlast, and how it will benefit the local community. Once theplans have been put in place, each group were asked topresent a business case for their idea to a judging panel,where they will learn if they have been successful in their bid.

The project is to encourage young people to get moreinvolved in their local community, and an opportunity to develop their creativity, business acumen and pitching skills.Winner to be announced this month.

Ground FloorSyndicate Room A is an imitation of an Italian Renaissance interiorof the 15th Century. It has a coffered painted wooden ceiling, pan-elled door and carved hooded fireplace. Although known to the deWaldons as the Morning Room, it was seldom used except for musicrecitals. Lord Howard de Walden was a renowned patron of the arts,and his wife an amateur singer of note. Many famous artists of theday performed at Seaford House, including Alicia Markova, Toscaniniand Sir Thomas Beecham, to name but a few.

Syndicate Room B has a 'cinematic medieval' interior, with abeamed ceiling, 'stone' walls and a hooded fireplace. It is said tohave been designed personally by Lord Howard de Walden, and itwas his bedroom. The painted Battle Scene is by Jacques Courtois leBourgignon. The closet off Syndicate Room B is a very small roomwith a mahogany type casing in the window. There was just enoughroom for an early model water closet and wash basin.

The Hall has a green onyx staircase, dating from 1902/3; and theremainder of this area is of the same period. There is some doubtabout the circular lantern light above the Hall, where the 'caryatids'(female figures used as pillars) are believed to date from 1840. Thecolumns are in onyx and were installed in 1900. The large sculpturalgroups over the door and the bronzes on the stairs are all dated 1900

(bronzes work of A C Lucchesi). There wasa discreetly hidden passageway across thehall, running behind the staircase!

Seaford House was requisitioned by thegovernment in 1940 as headquarters forthe Assistance Board. The building suf-

fered damage from bombing, including the destruction of the porte-cochere, and the Assistance Board was evacuated. The house waslater occupied as offices by the Air Ministry from 30th March 1943until March 1945.

The building was considered for use as the French Embassy. TheDirecting Staff of the Imperial Defence College moved into SeafordHouse on 11 March 1946. The first post-war course started on 2 April1946. The lease was purchased by the Ministry of Works in 1947 In1961 the Ministry of Works acquired an extension of the lease until2019. In 1992, the building was extensively refurbished, includingcomplete rewiring and installation of a new heating/cooling system.

SEAFORD HOUSE, BELGRAVE SQUARE, BELGRAVIAIn the middle of the 19th century, the area now known asBelgravia, and situated between houses in Grosvenor Place andSloane Street, included mixed pasture, market gardens, wasteland and rubbish dumps.

The area was developed by the 2nd Earl of Grosvenor, alsoknown as the Duke of Westminster, and the current Dukeremains the owner of the whole area today. The house was builtin 1842 by Philip Hardwick, who was at various times architect tothe St Katherine's Dock Company. Hardwick also designed theold Euston Railway Station and St. Bartholemew's Hospital. Theoriginal cost of the house was just £22,000 and it was describedby a writer of the day as 'the largest and most magnificent housein the new square'.

Originally called Sefton House after its owner the 3rd Earl ofSefton, in 1902 the 8th Lord Howard de Aalden (Baron Seaford)acquired a 40 year lease on the property, dramatically redesigingthe interior to reflect his eclectic tastes. The house conformed tothe overall plan for Belgravia and included a stableyard, coach-house, grooms' quarters and an octagonal clock tower. Originally,it had a 'porte-cochere', (which is a porch large enough to accepta coach and horses), but this was destroyed by a large bomb in

1940. Fortunately, the bomb failed to explode, otherwise thewhole building would have been devastated.

The Spanish and Portuguese Embassies, at the other corners ofthe square, still have similar constructions. Originally, the carriageway extended around the south side of the house, downto the stableyard. The most celebrated feature in the house is thegrand onyx hall and staircase. legend has it that in order to sup-ply the 42 tons of pure onyx required to build it, Lord de Waldenbought himself a mine in South America.

The lease was initially held by the Earls of Sefton. Both the 3rdand 4th Earls used it as a town house until the 4th Earl died in1897.

BELGRAVIA STREET PARTIESEveryone was invited to the Belgravia Christmas Sunday on 2ndDecember. Elizabeth Street and Pimlico Road became a festive paradise, offering the chance to do some serious seasonal shoppingas well as getting in the Christmas spirit.

A selection of great Belgravia shops opened for business, offering arange of special offers and gift ideas while street entertainers andactivities for the children gave visitors the chance to get all festive atwhat was a luxurious Christmas event.

Parts of the area were closed to traffic giving visitors free reign to doall their shopping in peace. An appearance from Santa give youngand old alike a warm festive feel,.

Belgravia played host to luxury shops such as Christian Louboutin,Joanna Wood, the De Vroomen Boutique, Appley Hoare Antiquesand many, many more which made picking up presents for lovedoness a doddle

Belgravia Christmas Sunday offered plenty to get visitorssalivating. Flagging batteries were able to be recharged at the likesof Thomas Cubitt, the Pantechnicon Rooms, Olivetto and Baker andSpice, and kids adored the delicious hot chocolates from TheChocolate Society and Rococo.

THE THORNEY ISLAND SOCIETYis a conservation and amenity group founded in 1985 – its objective is to look after the interests of both residents and businesses within the area and acts as a ‘watchdog’ on localplanning and development issues. The Society is also concernedabout the extension of conservation boundaries and the scaleand aesthetics of building programmes within its remit.

Many of its street names evoke medieval origins – HorseferryRoad, Old Palace Yard, Abbey Orchard Street, Strutton Groundand Perkins Rents. The adverse material changes to the areainclude the closure of the library in Great Smith Street and thedemolition of 18th Century and Art Deco houses in Marsham andTufton Streets. The area is under threat from construction anddevelopment work thus removing the village of old Westminsterwith its hospital, library, swimming pool, post office and shops.

The Thorney Island Society aims to strike a balance betweenconservation, improvement and new building programmes. The Society has over 500 members and is active in local historyand research matters. There are regular dinners with guestspeakers and private visits to places of local interest, intriguinglandmarks and venues within the area covered by the Society -some of which are not readily accessible to the public.

BEANII BODYSCIENCEis a social enterprise in London that helps children 8 to 11 to learnabout and practice ways of ‘being well’, by developing their aware-ness of how biological and psychological factors affect how they func-tion and feel, in order to positively influence their health and happi-ness as they grow.

The BEANii approach of ‘scientific input – creative output’ enableschildren to acquire bodyscience understanding through creativeexploration in a workshop environment.The ultimate aim of BEANii Bodyscience is to help children to helpthemselves be more resilient - physically and psychologically.

The Wellcome Trust has awarded a grant to the children’s wellbeingsocial enterprise, BEANii Bodyscience, to create a theatre show thatengages children aged 8-11 years and their families in the biosciencefactors that affect wellbeing. The show will communicate how nutritional, exercise and mindset factors impact the body and brain bycomparing issues affecting children in the Victorian era with childrentoday. The story will bring in child characters from Dickens’ novelsand explore factors that affected their wellbeing in a scientifically rig-orous way.

A series of school and community workshops began in November2012 to co-create the content for the show, while engaging the partici-pating children in the key topic areas.Both the workshops and the show itself will support school curriculumlearning in science, history, literacy and Personal, Social and HealthEducation (PSHE). The whole project (from October 2012 to June2013) will engage 450 children and their families and teachers, in theSouth Westminster area.

The Wellcome Trust is a global charitable foundation dedicated toachieving extraordinary improvements in human and animal health. Itsupports the brightest minds in biomedical research and the medicalhumanities. The Trust’s breadth of support includes public engagement, education and the application of research to improvehealth. It was Neville’s “one big wish” to have the family professionally photographed all together.Matthew and his family called into Venture. “What we found wasthe exact opposite,” he says. “Venture couldn’t be any more dif-ferent from the traditional portrait experience we all associate”.

HENRY JOHN TEMPLE, son of the Irish peer, ViscountPalmerston, was born at Broadlands, Hampshire, on 29thOctober, 1784. Educated at Harrow School and St. John'sCollege, Cambridge, he succeeded to the Irish peerage on hisfather's death on 16th April 1802.

At the age of 22 Palmerston, a Tory, paid £1,500 to became theMP for Horsham. The legality of the election was challenged andthe following year Sir Leonard Holmes, arranged for Palmerstonto become MP for Newtown on the Isle of Wight. In 1809, PrimeMinister, Spencer Perceval, offered Palmerston the post ofChancellor of the Exchequer but instead accepted the post of

Secretary at War a post he held for 20years under 5 Prime Ministers.

Lord Palmerston accept-ed the offer to join LordGrey and his Whig government in 1830and became Secretaryof State for Foreign

Affairs.

Palmerston had beenopposed to parliamentary

reform, but agreed to support Grey'sproposed measures. This upset his electors at CambridgeUniversity and he moved to Bletchley and and later he becamethe MP for South Hampshire.

Between 1832 and 1852 Lord Palmerston served both Whig andTory governments. Palmerston was disliked by Queen Victoria.Palmerston believed in increasing Britain's power in the world,sometimes to the embarrassment of foreign governments. Thiswas at odds with Victoria and Albert.

Queen Victoria asked for Palmerston’s removal, and when heupset Prime Minster Russell he was sacked. Six weeks laterPalmerston helped to bring down the Russell government.

In 1855 Lord Palmerston, aged seventy, became Prime Minister. His second term started in 1859 when he was 75 years old. Hehad to deal with the American Civil War and Napoleon III's warwith Austria. The main domestic issue were over parliamentaryreform. Palmerston opposed any extension of the franchise andduring 1864 came into conflict with William Gladstone, hisChancellor of the Exchequer.

Although nearly 81 years old, he refused to retire and once againwas elected to Parliament, but before hecould take up office hebecame very ill and was forced to stay at his estate at BrocketHall, Hertfordshire. Lord Palmerston died on 18th October, 1865.

There is a full programme of cultural events including lectures, filmscreenings, book launches, theatre and exhibitions. As a generalrule, the events are free and simultaenous translation is provided.Everyone is welcome and there is no need to book.

The library was re-opened on September 25th 2012 in a new biggerand brighter space with more seating spaces, access to more than10,000 items and clearly differentiated sections: a children’s corner, aresource centre for learning Spanish, and sections for DVDs, CDs,novels, history books, literature etc.

In addition, from now on, those who want to bring their laptops willhave access to WI-FI; there will be a computer connected to ouronline catalogue (OPAC) with information about the 33,000 docu-ments that the library has and two TABLETS with internet whereusers can look for information about specific topics, do research oruse simply for entertainment.
