INTRODUCTION

St. Mary's County's Fiscal Year 2022 Annual Program Includes one (2) development projects and

one (1) acquisition project as follows:

1. Funding to assist with the cost of playground equipment, fencing and safety surface at

Nicolet Park Playground.

2. Funding to assist in the purchase and installation of athletic lights at the Cecil Park Tennis

Courts.

3. Funding to assist with the funding of a consultant to update the 2017 Land Preservation,

Parks and Recreation PIan (LPPRP) for FY2022.

The projects proposed in Fiscal Yea r 2022 are consistent with goals identified in the County's

Comprehensive Plan and the LPPRP. The projects are also included in the County's FY2022 capital

budget program. The process used to select the project included:

r Staff review and recommendation to the Recreation and Parks Citizen Advisory Board.

. Recreation and Parks Board adoption and recommendation to the Commissioners of St.

Mary's County.

Acquisition Project Description

Land, Preservation, Parks and Recreatlon Plan (IPPRP) - 2022 Update

The County is proposing to utilize 525,OOO in Fiscal Year 2022 Program Open Space - Local funds

to assist with the funding of a consultant to update the ZOLT land, Preservation, Parks and Recreation plan (LppRp). This plan is required by state law as a prerequisite to participate in the Program open

Space funding program.

This Plan The project is consistent with the purpose of the 20u Land Preservation, Parks, and

Recreation Plan: This Plan provides current information and establishes goals and recommendations to guide St. Mary's County in providing, improving, and best leveraging its system of parks, recreation

services, and open space amenities to meet the growing needs and desires of residents and visitors.

The project is also in compliance with the County's Comprehensive Plan section 1O,2.2.D,

Create new and enhanced facilities to provide recreational opportunities while preserving

environmental, aesthetic, and cultural quality (page 10-5).

5t. Mary's County POS Annual Program

Development Proiect Description

Playground Equipment (Replacement) - Nicolet Park

The County is proposing to utilize 5270,000 in FiscalYear 2022 Program Open space - Local

funds to assist with the purchase and installation of playground equipment at Nicolet Park located at

27770 FOR Boulevard Lexington Park, MD 20653. The original playground was installed in 2002 and

plans are for playground upgrades and replacements every twenty years. The playground will be made

ofmetal and plastic materials. This proiect will also include fencing (for safety) and safety surfacing to enhance ADA accessibility. The estimated costofthe playground equipment, fencingand safety

surfacing is 5300,000 and will consist of county and Program Open Space - Local funds.

The project is consistent with the 2017 Land Preservation, Parks, and Recreation Plan in Goal#4:

continue to operate, maintain, and improve existing county parks, recreation facilities, museums, and

ooen soaces in an efficient and cost-effective manner for the benefit of residents and visitors.

The project is also in compliance with the County's Comprehensive Plan section 10'2 2'D'

create new and enhanced facilities to provide recreational opportunities while preserving

environmental, aesthetic, and cultural quality (page 10-5).

Cecil Park Athletic Lights- Tennis Courts

St. Mary's County Tennis Association has requested lights be provided specifically at this park. The four

(4) lighted courts at Cecil Park will allow for league Play.

The county is proposing to utilize s2o2,5oo in Fiscal Year 2022 Program Open Space - Local funds to

assist with the purchase and installation A light-structure system with total light control at Cecil Park

Tennis courts located at 19241 S1. Georges Church Rd, valley Lee MD. currently the only tennis courts

with lights in st. Mary's county are located at Dorsey Park over 16 miles away. This location was

specifically identified by the St. MaVs Tennis Association as a priority location'

The pro.iect is consistent with the 2017 Land Preservation, Parks, and Recreation Plan in Goal #4:
