This assignment was with the Regional Director’s Office in the Health Canada, Medical Services Branch (MSB) Pacific Regional Office in Vancouver. In charge of strategic planning and strategic management for the Region, coordinating and leading meetings and collaborative work with senior executives from within Health Canada, First Nations, INAC and other organizations. Prepared briefing notes for the Federal Minister of Health and other national, senior officials. Participated as a member of the Region’s team for negotiating with the BC Pharmacists’ Association. Worked closely with the Regional Director and represented him, during his periods of absence.

1994 – 1996 Assistant Regional Dental Officer (Consultant) During this assignment in the Pacific Regional Office for Health Canada,

Medical Services Branch (MSB. The Regional Dental Officer was on assignment in Ottawa during most of this time. Managed the Region’s Field Dental Program and Budget, along with the Regional Dental Benefits Program and its respective budgets, and directed staff and dental providers and dental claims processing contractors. The work required the ability to assess dental records and to make several hundred treatment-related decisions per month; to determine and negotiate suitable adjudication criteria with respect to treatment and fees, in cooperation with the College of Dental Surgeons of British Columbia, dental insurance carriers and others. Mediated disputes between dental care providers and their patients. Met and led discussions and dispute resolution processes with senior representatives of First Nations, health care provider groups and other provincial-level and national organizations. Briefed and advised senior, regional and national level officials and participated in national planning and program development teams.

1986 – 1994 Dental Therapist (EG-06) and Health Educator Lived and served in a number of remote, First Nations communities in northwest British Columbia. Served 7 years as a dental therapist, providing clinical and public health dental care. Three of those years were spent as the Senior Dental Therapist for the North West Zone Office, managing the zone dental program’s budget and staff. One year in that area was spent on assignment as the Zone Health Educator, managing the Health Education budget, resources and activities for providers and residents of 25 communities. Advised First Nations and health care providers, with respect to health issues and management of health programs and staff. During this assignment I acted also for the Director of the North West Zone, in his absence.
