The demands being put on local and county jails in the US far exceed the resources these institutions are being given to do their jobs. When that happens – just like in any business or household in America – jail operations suffer and they fail to meet their operating objectives.

Our purpose is to provide local and county jails with a way to overcome one of the most crushing obstacles to operational success – that of insufficient funding, or, current streams of revenue that will be drastically reduced or go away.

Lost Telephone Revenue?

Telephone Revenue has come under fire by the FCC because arrestees and their friends and family pay most of the high call charges. The FCC determined that this practice is especially burdensome for financially challenged families and friends of the arrestees. The new FCC call fee limits have reduced the phone revenue down to a level where the phone companies can no longer share much, if any, revenue with the jails.

Bail Agents and Criminal Defense Attorneys, not friends and family of the arrestees, pay our advertising fees. Advertising revenue from our jail signboards can help offset the loss of revenue from telephone calls.

Our purpose is to provide local and county jails with • A.) a managed and accurate

list of all bail agents and attorneys in their area

• B.) sell display advertising to those agents and attorneys and

• C.) return 60% of that revenue back to the jails.

Jail Advertising Network acts as a free listing service for bail agents. We begin preparing the free list of bail agents from the local telephone books to satisfy the consumers’ legal right to access information about bail and legal representation. Bail agents not found in the telephone book will be added at their request to the next iteration of signboards, as long as they are capable of responding to a call from the jail within one hour.

We also offer an optional paid display advertising component to bail agents and criminal defense attorneys to highlight special offers, experience, qualifications, financing and other information of interest to consumers. The shared revenue for jails comes from the display ads, not the free listing. J.A.N creates a buffer between the bail agents and the jails to field complaints and inquiries about listings and display ads.

Jail Advertising Network has developed a web based “Random Ad Placement Program” which allows prospective advertisers to enter into an online drawing for their locations on the signboards. This can be done conveniently from their homes or offices. The randomness of the selection program guarantees an impartial and fair design of the board. This feature is supported by a computer generated algorithm that cannot be manipulated by our organization or any other participants/stakeholders.

J.A.N assures that ads are compliant with state law governing insurance industry display ads. There are several specific laws that internet web sites and yellow pages companies overlook, making many of their bail agent ads non-compliant. J.A.N also assures that all bail agents listed on our signboards are licensed. In some cases, agents negligently (or willfully) allow their license to expire, and in some cases, licenses are suspended or revoked.

We do not allow any trade names that are not registered with the Department of Insurance to be used in the free listing or paid display ads. Bail agents using a fictitious trade name on an ad must include the name of the licensee as well. In general, we typically eliminate around 25% of the phone book and internet listings for non-compliance with state law. If the jail routinely distributes yellow pages or printed lists from the internet, it is likely distributing non-compliant material.

Objectionable Material:We screen ads for potentially objectionable content or images. The jail maintains control and final say over what is objectionable material. Equal and Fair:All ads are the same size and same price. A software program that has no predictable algorithm randomly selects placement of the ads. The random selection is performed every six months. ADA Compliance:We provide hand-held signs to enable you to serve handicapped inmates.

Insurance: We carry an Errors & Omissions insurance and general liability insurance to cover any liability related to our signboards in the jails. Our insurance company, State Farm, also names each city and county as additional insureds on the policies.
