The Phalaborwa Chamber of Commerce has offi cially objected to the latest valuation roll for properties in and around town.

The valuation roll, compiled for rates and tax purposes, will still be available for inspection and comments at the activity hall at the municipality till Monday.

The valuation roll was one of several matters discussed during the annual general meeting of the Chamber at Bus Stop on Thursday.

Property owners are up in arms after the release of the valuation roll. Some properties have doubled in value for no apparent reason and tax payers feel that the exorbitantly infl ated valuations are merely done to create more tax for a struggling Ba-Phalaborwa municipality.

Property owners are invited to object against the valuation roll. This must be done before Monday. If enough objections are received, the municipality will have no choice but to consider other options.

Some examples of the ridiculous valuations were discussed during the Chamber meeting. In one case an empty stand was valued at R1,5million.

The property right next door, with a house built on it, was valued at R900 000. In many cases properties were valued at double the price of the previous valuations.

Electrical Engineering learners from Mopani South East FET College under the Masto Fussion learnership have not received their stipend for two months.

The hundred learners said they are struggling to make ends meet due non payment of their stipends.

The service provider of the leaderships, Stan Sekoati, a younger brother to the MEC for LEDET, Seaparo Sekoati is alleged to have sent the learners from pillar to post when asking about their stipends.

The learners told Phalaborwa Herald that the learnership started on January 09, 2015 and a page on their contract stating the amount of their stipend was missing.

‘We were only told that we will receive R2.500 stipend but page 9 on our contract was removed.

The Safety and Security Sector Education and Training Authority (SASSETA) presented an induction to the learners,’ they said.

Sasseta is a SETA that has been set up to facilitate education and training specifi cally to the wide range of safety and security providers and services in South Africa.

The learners further mentioned that they were promised to receive their stipend three months in advance but that never happened.

They allegedly said when asking Sekoati about the stipend he said ‘If you don’t feel accommodated in this learnership, you can jump out of the ship.’

They further mentioned that Sekoati always used a harsh tone when addressing them after he failed to pay them. ‘He probably used the money to buy his new Mercedes Benz car and renovate Phosphate, how can he buy a new car at the time when we need our money,’ said one of the concerned students, who spoke in anonymity.

The students from the fi ve municipalities around Mopani District Municipality said they can not pay rent, transport and buy food since most of them come from as far as Maruleng and Giyani.

The students further alleged that a younger sister to Sekoati, Victoria Sekoati who is also part of the learnership, always intimidate learners in class and address them as poor children who must be grateful for free education.

Stan Sekoati said that he was aware that learners have not been paid. ‘SASSETA is under administration, we are supposed to receive the payment from them, we don’t know when the learners will be paid but they will be paid.

We are working on solving the problem,’ said Sekoati. Tim Chiloane of SASSETA could not be reached for comment at the time going to press.

Morné Mostert of Afriforum in conjunc on with the Phalaborwa Rate Payers Associa on held an informa ve mee ng on March 11 at the Municipality Ac vity Hall.

Morné Mostert of Afriforum in conjunction with the Phalaborwa Rate Payers Association held an informative meeting on March 11 at the Municipality Activity Hall. Mostert addressed disgruntled Ba-Phalaborwa residents informing them on how to take action against the unrealistic property valuations that will be used to determine property rates and taxes for the next fi ve years.

Mostert urged residents to be honest with themselves in determining the value of their properties in terms of what they would settle for in the event of a sale and compare that with the new municipal value. Should residents then conclude that there has been a gross mistake they are to lodge an objection with the Municipal Manager. Objection forms may be accompanied by the valuations of three different valuators as lots of factors are at play when determining the value of a property. Residents may check the value of the neighbours’ properties or if the property was bought recently, the value it was purchased for could be used as a measurement against the new property values.

The valuator must consider every objection and if residents do not agree with the outcome, they may escalate their objections to the Valuation Tribunal. Afriforum and the Phalaborwa rate payers association is volunteering to manage Resident’s objectives as a collective and ensure that due process is followed.

Mostert informed residents that there are three main mechanisms that municipalities use to generate income. The fi rst is property rates which are meant to be utilised to deliver services like maintaining storm water drains, etc. The second is generated from the profi t made by selling water and electricity and the third is the equitable share and grants received from Government. The system is designed to work for municipalities that grow to and beyond capacity, and the increase of residents will then account for an increase in revenue. When this does not happen, municipalities make up for the defi cit in their funds by increasing the taxes. A hike in the property tax tariff is also expected within the next quarter.

Residents urged to take action

A 45 year old Nigerian national was arrested by the crime prevention offi cials of Phalaborwa police last Tuesday.

According to Phalaborwa police spokesperson, Constable Elvis Mongwe, the suspect was found in possession of drugs known as “Cat”. Members of crime prevention were on patrol

when they met this suspicious Nigerian national at Nyala Street at night. ‘During the search a drug known as ‘Cat’ was found and the man was arrested. He appeared before Phalaborwa Magistrate Court and the case was remanded to March 18 for formal bail application,’ said Constable Mongwe.

Namakgale: Police in Namakgale have arrested 19 people for various criminal activities over the past week. Constable Lucy Sekgotodi, spokeswoman for the Namakgale police said fi ve people were nabbed for assault with intent to cause grievous bodily harm, two for reckless and negligence driving, one for driving under the infl uence of alcohol and one for assault common. Two people have been arrested for malicious damage to property, one for violation of protection order, one for crimen injuria, four for possession of dagga, one for possession of dangerous weapon and the other one for

16 people for various criminal activities over the past week. Four people are behind bars for public indecency, one for warrant of arrest and another one for dealing in drugs.

LM Mathye received an award at the National Excellence Awards for the category of Sports Person of the Year Living with Disability at Emperors’ Palace in Kempton’s Park on Friday.

Mathye works at the Namakgale police station in the Human Resource department as an administration clerk. He is an active and accomplished athlete who is physically challenged.

The member has won numerous medals in athletics. He won gold medals for the 100 m wheelchair dash and javelin events, and silver medals in the discus and shot-

put categories at the 2011 SAPS Championships.

He was awarded a trophy for Best Disabled Athlete of the Tournament. He broke the records for javelin, discus and shot put at the 2012 SAPS National Championships, and won the 800 m hand-bike event. He was also awarded a trophy, a gold medal, and a certifi cate for a 5 km wheelchair run at the SAPS Potjiekos District Competition in the same year. The National Commissioner awarded him a certifi cate, a gold medal and a sports blazer for Outstanding Achievement in Sport in the same year.

Mathye constantly pushes himself to perform better, which paid off at the 2013 SAPS National Championships. He again won the Best Disabled Athlete of the Tournament trophy and he broke the records he had set in 2012. He won gold medals for javelin, shot put and discus at the 2014 SAPS National Championships. He still holds the records for these three categories.

The member is, without a doubt, a truly great athlete who has not let paraplegia deter him from making waves in the sporting community.

Sad farewell to a legend, Thinasi Kiratzidis.Mr Kiratzidis, fondly referred to as Mr Zorba by

residents of Phalaborwa, passed away on March 10. He suffered from diabetes and an aggressive and

uncommon cancer which caused him excruciating pain. Mr Kiratzidis’ family would like to thank all the

medical personnel and Jaco Gericke who were very helpful and always available to assist.

Mrs Elizabeth Kiratzidis said during an interview: “I am overwhelmed by the immense condolences, kindness and love my family has received from the community.

“Be blessed for your kindness and love shown towards us”.

She also had gratitude towards her mother and brother for and all the staff for stepping up during this time of need.

Mrs Kiratzidis would also like to thank the community

for all their prayer during this time.Mrs Kiratzidis is currently trying to secure her

youngest son, Gorgio’s attendance at his father’s memorial service.

She said: “I am engaged with the correctional services in this regard and once I have secured my son’s attendance for the day, then and only then will I have a memorial service in Phalaborwa.”

The oldest son, Constantine, will fl y in from abroad to attend the memorial.

A memorial service will also take place in Greece for all Mr Kiriatzidis’ family living there.

The family expresses their heartfelt gratitude on behalf of Mr Zorba for the many years of loyal support.

Dis een van die talle interessante feite wat Genl (afg) Johan Jooste, Bevelvoerende Offi sier, Spesiale Projekte in die Krugerwildtuin, Donderdagaand in ‘n aanbieding tydens die algemene jaarvergadering van die Phalaborwa Sakekamer by Bus Stop voorsien het.

Genl Jooste het in ‘n besonder interessante en boeiende aanbieding die uitdagings van renosterstropery uitgelig en terselfdertyd ‘n positiewe prentjie rondom die oorlog teen stropery gesklilder.

“As ons die geveg teen renosterstropery in die Wildtuin verloor, verloor ons baie meer as net nog ‘n spesie – ons verloor ‘n stryd wat

nooit gaan stop nie en onmeetbare skade vir ons nageslag inhou,” het Genl Jooste gesê.

Genl Jooste het die duur prys van renosterhoring uitgewys as die basis vir die groot uitdaging teen renosterstropery.

Dit bring mee dat die misdaad sindikate miljoene rande beskikbaar het om gewone stropers te betaal en die proses van uitvoer en handel te fi nansier.

Die meer as 5 000 geraamde stropers, wat rondom die Wildtuin woon, is werklose, arm mense wat nie omgee vir die gevare van stropery nie – solank hulle net ‘n geldjie verdien om vir hul gesinne te sorg.

Bykans onbeperkte wapentuig, van elke denkbare kaliber en soort, is ook beskikbaar vir die stropers en daarom raak dit baie meer ‘n oorlog as net ‘n aksie teen misdaad.

Hy het verduidelik dat die Wildtuin in drie dele opgedeel is om die stryd teen renosterstropery te bestuur.

What do miners, farmers, luxury lodge owners and fi sherman in South Africa and Mozambique have in common? They rely on a river that runs from Witbank and Sekhukhuneland in Mpumalanga, through the Kruger National Park and across the Mozambiquan border to Massingir, Chokwe and XaiXai, where it fi nds rest in the salty water of the Indian Ocean.

Yet this is a river under threat.“The Olifants River and its contributing waterways are critical for supporting life. Unchecked pollution, inappropriate land resource use, weak and poorly enforced policies and regulations and poor protection of habitats and biodiversity are degrading the Olifants at an alarming rate,” says Derick Du Toit, Assistant Director of the Association for Water and Rural Development (AWARD).

In recent years, there have been signs that the river is under strain. The Olifants actually dried up for the fi rst time in 2005 and there have been repeated fi sh and crocodile kills. In 2014, AWARD began implementing the USAID-funded RESILIM O project to better understand the activities that affect the health of the Olifants River and the people, plants and animals that rely on it.

A recent study that forms part of the USAID: RESILIM O project highlighted some of the major water quality issues in the Olifants River Catchment. Samples taken at 28 points along the river show high salinity associated with mining activities, acid mine drainage and irrigated agricultural practices. There are also concerns around sulphate levels associated with mining and acid mine drainage, phosphate levels associated with wastewater treatment and agricultural practices (phosphate fertilizers) and pH levels associated with mining and acid mine

What’s going on with our water?drainage. “In fact, some parts of the river have the same pH as battery acid!” says Du Toit.

In the same way that users share the water of the Olifants, they also share the effects and impact of their activities on the quality and quantity of this life source.

Deteriorating water quality, especially, is driving change in the Olifants River Catchment “This severely compromises the resilience of the water resources and associated biodiversity and negatively affects the tens of thousands people who rely on the river in South Africa and Mozambique. And our work to date shows that climate change is another factor on the horizon that we need to start planning for. Disaster management becomes a key issue in planning for resilience. Without it we are going to be in trouble,” notes Du Toit.

Some of the major drivers of poor water quality in the Olifants River Catchment are dysfunctional waste water treatment works in municipalities and under regulated mining activities. It’s not just about unhealthy fi sh – sooner or later we all get to share the bad effects of polluted water.

Waste water treatment works are linked to water quality so we need to support operators and municipal managers to understand impacts of discharging raw sewage directly into rivers “because it has a very serious impact on our water quality in the catchment,” says Du Toit.

Other water quality issues in the Olifants River Catchment include concerns over the levels of metals in the water and worries about detection limits. The research, which was conducted by Dr Neil Griffi n from the Unilever Centre for Environmental Water Quality at Rhodes University as part of

USAID RESILIM O, suggests that some limits are above the acute and chronic effect values in the river for lead, mercury, nickel and cadmium. “Therefore, one would be exposed to poison before the test is sensitive enough to pick it up especially in the case with mercury,” says Du Toit. There is also very little data available on herbicides and pesticides.

“Much of our research is currently geared towards understanding what’s happening to the water in our Olifants and helping people to see the links between their activities and how it affects things down stream. This is part of a collaborative process of supporting thinking and acting in ways that help people and ecosystems cope with changing conditions,” says du Toit.

The Olifants River Catchment is roughly 55,000 square kilometres in size and is home to large rural communities, and economic activities that include mining, tourism and agriculture. As well as investigating water quality, AWARD’s innovative approach to understanding the Olifants River Catchment (ORC) systemically includes research into climate change, governance, land reform, protected area management and more.

Later in 2015, AWARD will be launching the Our Olifants campaign as a way to start building a sense of shared responsibility and identity in the catchment. “Farmers, miners, fi shermen and lodge owners need to begin to see themselves as part of the same system and part of the solution to the water quality and other issues we are facing as one big catchment-family” says Du Toit.

A group of magnetite road transport contractors led by Palabora Copper contributes towards Greenvalley Primary School’s computer and Tumelong Drop in centre last Wednesday.

Magnetite road transport contractors of Palabora Copper (Pty) Limited, a subsidiary of Palabora Mining Company, together answers the call of the disadvantaged in their host and nearby communities.

Tumelong Drop-in Centre based in Makhushane received well needed kitchen utensils as well as food parcels and Greenvalley Primary School, based in Acornhoek and a home to 1300 learners, received their long awaited computer centre.

Palabora hosted a Charity Golf Day in the latter part of 2014 in an effort to raise funds.

‘These road transporters are already doing a lot to support and develop the communities in which they operate, however when those efforts are not concerted, the impact becomes minimal – benefi ting only a limited number of people in the community,’ said Sanda Zungu, Manager Supply Chain & Logistics.

In receiving the kitchen utensils, cleaning material and food parcels, Mrs Kgohloane, Tumelong Drop-in Centre founder said this gesture of goodwill not only benefi t the registered 100 children they have, but will continue benefi ting more kids in the coming

years.‘This is not our centre, but a home to many

kids who fi nd themselves in impossible situations at their homes,’ Kgohloane.

She further said that the centre provides a safe haven for many of these kids to do their home works in an enabling environment and with immediate help at hand.

Announcing the computer centre open of Greenvalley Primary School, Mrs Manzini, the Principal said she falls short of words to express their gratitude towards what road transporters of Palabora Copper have done for them as a school.

‘We have requested donations from the businesses operating around our area and

have not received any assistance; but to receive a computer centre is above anything we ever imagined possible for our school. The learners at Greenvalley Primary School will acquire the necessary computer skills which will put them in good stead with learners from well-equipped schools, as well as giving them a head start in their high school studies,’ said Manzini with enthusiasm. The computer learning centre is equipped with up-to-the-minute technology and internet. Palabora Copper will continue to encourage its contractors to get involved and contribute towards projects aimed at uplifting and developing the communities in which we all operate.

The Democratic of Alliance (DA) marched in solidarity with the people of Ba- Phalaborwa to highlight the plight of residents who walk long distances to fetch water in the area last Saturday.

Very few residents in Majeje Village have a tap in their households.

The residents have been without water for more than two years and they are forced to push wheelbarrows while others carry heavy containers of water on their heads and walk for more than six kilometers.

In other parts of Phalaborwa, children are leaving home in the early hours of the morning to collect water before going to school.

The DA’s Constituency head in the area, Lindy Wilson (MP) laid a complaint with the Human Rights Commission (HRC) over the tragic shortage of water, and water infrastructure among the people of Phalaborwa.

She said that the area has no boreholes, the municipality does not deliver water tanks to the area, and residents are forced to walk up to six kilometers to fetch water because their homes are not connected to the water grid, and a black market for drinking water has sprung up. ‘Millions owed by Ba-Phalaborwa Municipality to Lepelle Northern Water means that all water to the town may imminently be cut off completely. Elderly and child-headed households are being forced to pay R10.00 per drum of water, out of their grant money, to obtain water,’ said Wilson.

According to reports by Stats SA and Unicef, 42% of children in Limpopo Province are reliant on water from a public water source or a neighbour.

The DA submitted the complaint to the HRC to investigate this unconstitutional situation as they believe that this is a clear violation of the human right to have access to water.

A resident from the area, Maria Maluleke said they have suffered long enough and need serious assistance. ‘Water is a basic need, we all need it. Our children have to carry heavy drums at a very young age because we don’t have water,’ said Maluleke.

The Department of Education in Namakgale circuit held their academic awards at Namakgale community hall on Wednesday. The annual grade 12 results of the class of 2014.

According to Namakgale circuit manager, Mokgadi Ramuhala, the purpose of the award ceremony was to acknowledge and appreciate the efforts and achievements of learners and educators who performed well in 2014. She said the circuit has seven high schools all headed by male principals and they managed to obtain 75% pass rate.

Achievers received trophies, certifi cates, cell phones, calculators, money boxes and other tokens of appreciation during the event.

The awards were divided into fi ve categories: top achiever learner, top achiever educator, best three performing schools and principals, school with quality results and top learner in the circuit.

Nelson Mphokwane received a prize for being the best learner in the circuit followed by Emmanuel Mabunda, Donald Shai and Itumeleng Mohlala.

Maphokwane High School received a fl oating trophy for being the best performed school anand Matome Malatji received a prize for the most improved school with 72%.

Maphokwane, Relebogile and Lepato High Schools scooped prizes for being the best three schools under the Namakgale circuit.

Various speakers encouraged learners to focus on their studies and stay away from taverns and alcohol.

Representative Council of Learners, Karabo Mashiloane congratulated the matrculants of 2014 and urged parents and teachers to give the current matric group full support.

Ba Phalaborwa Municipality acting mayor, Thomson Nkuna said learners need to be committed in their studies to achieve good results. ‘The school which produced good result should share the experience with other schools and motivate them,’ said Nkuna.

Doctor Halala saluted the grade 12 class of 2014. ‘Teachers must not do work for their learners instead they should give homework every day, practice makes perfect,’ said Dr Halala.

The event coordinator Joel Raganya expressed his gratitude and thanked all the parents for their support. ‘The awards were a success at a zero budget, everything went according to plan. We encourage learners and eeducators of 2015 to work hard,’ said Raganya.

Thousands of wildanimals have perished inthe blaze that spread as faras Tokai, Hout Bay, Clovelly,Fish Hoek, Klein Constantia,Chapman’s Peak, Silvermine,and other areas. Witnesseshave described the event as a‘giant volcano exploding redhot lava’. OONNN TTHHEE MMMOOOUUNNTTAAAAIIINNSo Many ‘Wild Hearts’ LostJAQUE LE ROUX of Deep South Animal Educare and his team, alongwith Tears Animal Rescue, were on standby, checking the sides ofthe roads for any injured wildlife fleeing from the mountains andassisted residents in the Noordhoek area with the evacuation oftheir animals.“We were ready to tackle the mountain to rescue the animals but,as per SAN Parks’ ruling, wildlifesearch and rescue attemptshave been placed on hold as thearea is unsafe and the biologicalfootprint from masses of peopletrudging along the fragile soilwould be detrimental to thegrowth and establishment ofseedlings,” says Jaque. “Thedestruction this fire has caused isunlike anything we’ve ever seenbefore. I watched four housesburn down to the ground as wewere evacuating dogs, cats andhorses from homes and stables.That is a sight I will never forget. Looking up at the mountain andseeing it engulfed in flames has left all of us desperately wanting tojoin together and assist however possible.”Jaque explains that the fire broke out in the early hours of Sundaymorning, March 1. “At about 02h00 we were notified that a‘small’ fire had started on Boyes Drive, Muizenberg. The Volunteer

Threehelicopters water-bombed Hout Bay andTokai until sunset. By about 03h00 thefollowing morning the fire had destroyedhundreds of metres of vegetation. It wasliterally torched overnight.
