Thursday, August 3rd 6: O P. N The Board convened for dinner. Drs. Cornelius T. Partrick, President, Joseph J. Combs, Secretary-Treasurer, Frank Edmondson, Bryant L. Galusha, Joseph W. Hooper, Jr. , H. Lee Large, Jr. and Vernon M. Taylor, Jr. were present, . Nrs. Louise J. McNeill, Administrative Secretary, and Mrs. Betty Joe Cooke attended. Credentials for license by endorsement of credentials were reviewed by the members of the Board. RE: Assistant to P sician RE . ' Dr. Harv Estes Jr. - The Board approved Dr. Harvey Estes, Jr. to register Joyce Clayton Nichola as an assistant to a physician. RE: Clifford C. Lyon - The Secretary presented letter from Nr. Lyon giving cer- tain information relative to a naturopath. VERDICT: Dr. H. Lee Large, Jr. moved that the secretary be instructed 5 write and state on the basis of information received, it does not fall in the province of the Board and suggest that it be turned over to local authorities. This motion was duly semnded and passed. RE: Dr. Robert E. Gardner (See previous Minutes) Dr. Gardner reported to the secretary that he had had some trouble and report from Dorothea Dix Hospital verified that he was treated there from June 28 to July 6th, 1972, diagnosis drug dependence on barbiturates and others. Report from his psychiatrist dated July 17th, 1972 revealed that he seemed to be making satisfactory adjustment without medication or drugs. VERDICT: Dr. H. Lee Large, Jr. moved that Dr. Robert E. Gardner be seen bv the Board at the October 7th, 1972 meeting. This motion was duly seconded by Dr. 'Joseph M. Hooper, Jr. and passed. The Board convened for dinner. Drs. Cornelius T. Partrick, President,Joseph J. Combs, Secretary-Treasurer, Frank Edmondson, Bryant L. Galusha, JosephW. Hooper, Jr. , H. Lee Large, Jr. and Vernon M. Taylor, Jr. were present, . Nrs.Louise J. McNeill, Administrative Secretary, and Mrs. Betty Joe Cooke attended.

Credentials for license by endorsement of credentials were reviewed by themembers of the Board.

RE: Assistant to P sician

RE .' Dr. Harv Estes Jr. - The Board approved Dr. Harvey Estes, Jr. toregister Joyce Clayton Nichola as an assistant to a physician.

RE: Clifford C. Lyon - The Secretary presented letter from Nr. Lyon giving cer-tain information relative to a naturopath.

VERDICT: Dr. H. Lee Large, Jr. moved that the secretary be instructed 5 writeand state on the basis of information received, it does not fall in the province ofthe Board and suggest that it be turned over to local authorities. This motion wasduly semnded and passed.

RE: Dr. Robert E. Gardner (See previous Minutes) —Dr. Gardner reported tothe secretary that he had had some trouble and report from Dorothea Dix Hospitalverified that he was treated there from June 28 to July 6th, 1972, diagnosis drugdependence on barbiturates and others. RE: Ca i a - The Boarddirected that a report be procured from Dr. Walter N, Long, Taylorsville, andthat the officers of the Board then decide to interview Dr. Heafner.

RE: Dr. Har Duff Riddle, Gastonia, North Carolina —The secretary presentedreport from the Bure' Qf Harcotics with regard to Dr. Riddle's withdrawal treat-ment with methadone.

The Board instructed the secretary to check on the administration of methadoneand if irregular, to request that Dr. Harry Duff Riddle be requested to appear atthe October, 1972 meeting.

RE: June 1 7 Examination

VERDICT: Dr. Joseph W. Hooper, Jr. moved that the secretary take the Hiltonlnn or Textile Auditorium and if the dates for the next two years can be setthat reservations be made for the next two years. This motion was duly secondedby Dr. V. W. Taylor and passed.

RE: Limited Licanse

VERDICT: Dr. Joseph Hooper, Jr. moved that the applicants with license,without citizenship and without location to practibe be granted license limitedto Wake County. This motion was duly seconded by Dr. V. W. Taylor, Jr. andpassed.

Theycomplained to the NAACP and an issue was made. They were strong politically.I was set aside for a while until it was settled. During that period Iwondered if I wanted to stay. I had been there 10 years and had built itup. Me have five full-time physicians now.

RE: Dr. Jack Edward Fo ster, Eden, North Carolina - (See PreviousMinutes) - Dr. Foster was tried in Rockingham County Superior Court for narcoticdrug violation, for which he entered a plea of guilty to obtaining drugs by mis-representation, which was accepted by the state. The judgment of the court wasas follows: Thirty days in ,jail suspended upon compliance with following conditions,to which defendant gave assent; that within a period of five days the defendantshall surrender to proper state or Federal authorities any state or Federalauthorization he has to prescribe hard narcotics; that for a period of one yearfrom this date defendant is not to possess, use or prescribe any hs rd narcoticsand thereafter only after his license has been properly returned by the properauthorities; and upon the further mndition that in each of the five cases thatthe defendant pay a fine of 4100.00 and cost of court. This -30th day of March,1972.

Dr. Foster has since been ill and was treated at a hospital at VirginiaBeach for convulsions and fractured vertebrae. He was later treated at Bowman

Gray School of Medicine and stated that he was diagnosed as having viralencephalitis.

Dr. Foster came in for an interview at this time and stated that hishealth had improved and that he was doing well in his practice; that he was notallowed to prescribe hard narcotics.

Dr. Foster is to be seen in one year.

RE' Legislative Research Commission Report on Role of Expansion ofNurses: This matter was discussed by the Board in consultation with the attorneyof the Board. , Mr. John H. Anderson.

VERDICT: Dr. Frm k Edmondson moved that the chairman appoint a committeeto meet with a similar group from the Nursing Board to congeal our activities andconsult with the Pharmacy Board. This motion was duly seconded by Dr. H. LeeLarge, Jr. and passed.

The following committee was named: Dr. Cornelius T. Partrick, Chairman,Dr. Joseph W. Hooper, Jr. and Dr. V. W. Taylor, Jr.
