SUBJECT: Update to Standard Procurement System Sunset Date
This memorandum forwards the April 28, 2020, memorandum (attached), signed by the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)), establishing a new sunset date for the Standard Procurement System (SPS) for the Department of Defense. The Department’s updated goal to sunset SPS is for no contracts, agreements, orders, or solicitations be awarded through SPS after September 30, 2023. Use of SPS for changes to documents issued prior to September 30, 2023, is expected to continue until September 30, 2026. Please see the attached USD(A&S) memo for more information.

SUBJECT: Updated Standard Procurement System Sunset Date
The purpose of this memorandum is to establish a new sunset date for the Standard Procurement System (SPS) for the Department of Defense. The Department's updated goal to sunset SPS is that no contracts, agreements, orders or solicitations be awarded, through SPS, after September 30, 2023. Use of SPS for changes to documents issued prior to September 30, 2023, is expected to continue until September 30, 2026.
Although Department of Defense Components committed to meeting the original SPS sunset dates set forth in the Office of the Under Secretary of Defense for Acquisition and Sustainment memorandum, "Updated Standard Procurement System Sunset Date," dated January 12, 2017 (Attachment A), only the Air Force has completed the transition from SPS to a new contracting capability.
The Army and Navy have selected a replacement solution and are actively executing acquisition programs that will enable the transition from SPS in accordance with the new September 30, 2023, sunset date. If either the Army or Navy require continued support for their use of SPS (system maintenance, software licenses, and help desk support) beyond September 30, 2023, they will be required to provide funding to the Defense Logistic Agency's SPS Joint Program Management Office.
