VITAL EVENTS REGISTRATION AGENCY •

This Regulation is issued by the Council of Ministers

pursuant to Article 5 and Article 34 of the Definition of

Powers a'.1d Duties of the Executive Organs of the Federal

Democratic Republic of Ethiopia Proclamation No. 691/2010

and Article 4 of the Registration of Vital Events and National

Identity Card Proclamation No,760/2012,

1. Short Title

This Regulation may be cited as the "Vital Events

Registration Agency Establishment Council of Ministers

Regulation No. 278/2012 ".

2. Definitions

In this Regulation, unless the context otherwise requires;

II "Proclamation" means the Registration of Vi'tal

Events and National Identity Card Proclamation No.

760/2012;

21 definitions provided for under Article 2 of the

Proclamation shall be applicab le;

31 "Ministry" or "Minister" means the Ministry or

Minister of Justice. respectively;

3. E.tablt.hmegt

II The Vital Events Registration Agency (hereinafter

the "Agency") is hereby established as an

autonomous federal organ having its own legal

personality.

21 The Agency shall "be accountable to the Ministty.

4. Head Office

The Agency shall have its head office in Addis Ababa,

and may have branch offices elsewhere as deemed

necessary.

S. Oblectlves

The Agency shall have the objectives:

11 to direct, coordinate and support the registration of

vital events at national ~evel; and

21 to centrally organize and keep records of vital

events.

6. Powers and Duties of the Agenc'~

The Agency shall have the powers and duties to:

II ensure the proper registration of vital events and

the issuance of certificate: of registration in

accordance with the Proclama.tion;

21 collaborate with and provide assistance to the

appropriate regional organs in the preparation and

distribution of registers of civil status to be used by

the regions;

31 prepare and distribute registers of civil status to be

used for the registration of vital events involving

Ethiopians residing in foreign countries and

defense force members on active duty and vital

events occurring on Ethiopian ships;

41 in cooperation with the regions, prepare action

plans for registration of vital events and a system

for the usage of information, and monitor the

implementation of same;

51 provide or cause the provision of awareness

creation education and trainings, through different

methods, on the importance of registration of vital events;

61 conduct surveys on the quality and coverage of

vital events registration, and forward

recommendations to resolve problems encountered

in the course of the registration;

71 facilitate the application of vital events registration

and information ex.change system

81 undertake coordination activities necessary for the

timely transmission of conectl~d data to the relevant

organs as stipulated by the Proclamation;

91 organize central data base for registered vital

events, and take necessary precautionary measures

to protect the technology infrastructure and the data

thereof from risk exposure;

101 forward policy ideas on vital events registration

system to the relevant organ, and implement same

upon approval;

J 1/ act in collaboration with the relevant federal_ and

regional state organs;

121 coordinate government organizations, societies and , charity organizations to provide the necessary

support in the making of the country's vital events

registration system comprehensive;

131 own property, enter into contracts, sue and be sued

in its own name; and

141 perform such other related activities as may be

required for the attainment of :its objectives.

Organization of the Agency

The Agency shall have:

11 a Vital Events Council (hereinafter the "Council");

21 a Board of Management (herei,nafter the "Board");

31 a Director General and, as necessary. a Deputy

Director General to be appointed by the

government; and

41 the necessary staff.

8, Members ofthe Council

II Members of the Council shal.l be drawn from the

re levant federal government offices and regions

and be designated by the gove:mmenl.

21 The Minister shall be the Chairperson of the

Council.

31 The Director General of the Agency sha ll be the

secretary of the Council.

9, Powers and Duties of the Councill

The Council sha ll have the powers and duties to:

implementation problems;

1 O. Meetings of the Council

11 The Council shall meet twice a year; provided,

however. that it may hold a meeting at any time

where necessary.

2/ The presence of more than half of the members of

the Council shall constitute a quorum.

31 Decisions of the Council shall be passed by

majority vote; provided, however, that the

Chairperson shall have a casting vote in case of a

tie.

4/ Without prejudice to the provisions of this Article.

13. Meetings of the Board , 1/ The Board shall meet once a month; provided,

14. Powers and Duties of the Director General

II The Director General shall be the chief executive

officer of the Agency and. subject to the general

direction of the Ministry, direct. administer and

control the activities of the Agency.

21 Without prejudice to the generality stated in sub·

article (I) of this Article. the Director General

shall:

a) exercise the powers and duties of the Agency

specified in Article 6 of this Regulation;

b) employ and administer employees of the

Agency in accordance with the federal civil

service laws;

c) prepare and submit to the Ministry the

strategic plans. annual plans and budgets of the

Agency and implement same upon approval;

d) effect expenditure in accordance with the

approved budget and operational program of

the Agency; .

e) represent the Agency in all its dealings with

third parties;

f) prepare and submit to the Ministry the

operational and financial reports of the

Agency.

31 The Director General may delegate part of his

powers and duties to other officials and employees

of the Agency to the extent necessary for the

efficient performance of the activities of the

Agency.
