Jefferson Township Board of Trustees Regular Meeting Minutes

The Jefferson Township Trustees met in Regular Session Meeting on November 1, 2016 at 7:00 p.m. at the Administration Building, One Business Park Drive, Dayton, Ohio.

Trustee Mann called the meeting to order and led the Pledge Allegiance to the Flag.

Fiscal Officer Tracey Edwards did the roll call: Roy Mann — Present

James McGuire —Present Approval of Minutes Trustee Mann made a motion to approve the minutes for the regular meeting held on October 4, 2016 and the Work Session meeting held on October 18, 2016 and Special Meetings held on October 12th & 24th, 2016. The motion was seconded by Trustee McGuire.

Old Business — Electric Aggregation Presentation Trustee Mann announced old business. Stated Trebel LLC, the Electric Aggregation Company, representing Jefferson Township is on the agenda to make a presentation. Since they are running late, we will defer their presentation to later in the meeting. Trustee Mann stated that Trebel officials are visiting to discuss the Electric Aggregate Program. They will be returning in the future to discuss the natural gas aggregate program. Also, they will be submitting the final contract to the Trustee Mann within the next couple of weeks.

Trustee Mann stated that there are a number of Resolutions to discuss this evening. Asked Trustee McGuire to read each Resolution for discussion and allow public comment.

*** ********* Fire Department — Chief Larry Sexton Chief Sexton discussed that the ladder was tested and completed on Tuesday of the prior week. Pump was tested and completed on Thursday. There are 4 new Automatic External Defibrillator (AED) and 3 new CPR devices. Training has been continued on the Zoll Cardial Monitors and Seba's as they are still waiting on PPE delivery.

Road Department — Craig Howell — October 2016 ♦ Cutting: Cut all Cemeteries, Fire Stations, Parks the Point and Town Hall. ♦ Miscellaneous: Serviced leaf machines for the 6 -week leaf removal program. Degreased and pressure washed

Ford Tractor, Vacall Unit, New Holland Tractor, yellow service truck. A resident on Normdave Drive asked about cutting Blairwood Park and how to stop 4 -wheelers from riding in the park. Had two -door garage doors replaced on rear storage building to be able to remove old equipment. Put new brake cables on 48" Mower. Working to put old equipment on gov deals.

♦ Roadside Mowing & Weed Whipping: Hemple Road, Germantown Liberty Road, Weaver Road, Stacey Road, Frytown Road, Olt Road, and Olt Road Ext.

♦ Trash: Picked up trash at RTA bus stops, picked up illegal dumped trash on Forney Road, it was two loads costing around $82.00.

Montgomery County Sheriff Office (MCSO): Captain Brem - October 2016 Report Captain Brem discussed the Citizens Academy. Mentioned a second opportunity IMPACT Initiative, referencing community and police relationships. Noted the website will have additional information. Proceeded with total reported crime in Jefferson Township is up 3% compared to this time 2015; reported crime is down 15% compared to this time 2014. October 2016 compared to September 2016 total reported crime is up 14%.

In October, a total of 5 crashes were investigated (1 property damage crash, 3 injury crashes and 1 fatal crash). This is a 44/4% decrease in total crashes compared to September 2016 and 50% decrease compared to October 2015.

♦ Addressed the public, by thanking the community for welcoming him to the community and it means a lot as it relates to the support in working for Jefferson Township. He stated that he is grateful of the reception of his family and looks forward to serving the community.

♦ Has been in the community observing and taking notes within the past week. Visited and spoke to 8 nuisances' property complaints. Worked on 4 new inquiries involving the Adopt a Lot Program. Worked on 4 zoning questions. Began preparing the budget for 2017 fiscal year.

** ********** Trustees' Comments Trustee McGuire mentioned he has a stack of applications for the Trustee position vacancy. Trustee Mann did not have anything additional to report.

** ********** Comments by Citizens: Trustee Mann noted there are a few citizens registered for comments. #1 Speaker — John T. Cors (5121 Germantown Liberty Rd.) stated that you shouldn't have to sign a sheet in addition to completing a speaker request form. Trustee Mann responded we understand.

#2 Speaker — Kanata Jones (4922 Hacket Drive) shared her concerns of the smell at her home and in the township coming from the area dump. This brought about multiple residents sharing the same concern. Trustee McGuire stated to Ms. Jones, that the City of Moraine had recently filed a class action lawsuit involving multiple residents against the trash dump operator. The Trustees stated that they would inquire, investigate to see if Jefferson Township could join that lawsuit if it was possible. Ms. Jones thought there was a rule that the trash dump operator had to follow but wasn't sure. Administrator, Steve Woolf, spoke about the trash dump hotline (937) 356-6203. This hotline is manned 24-hours per day and monitored by the Montgomery County Solid Waste District via the Trash Dump Operator. You are highly encouraged to call that number each and every time you smell waste. Administrator Steve Woolf will make sure this hotline number is posted on the front page of the Jefferson Township website. Kanata asked how and who is going to help with the Zoning Board Department. Trustee Mann and Trustee McGuire both said that they are working on filling the vacant positions at this time. Administrator Steve Woolf also stated that the Trustees are committed to appointing the new Trustee first. This will allow all three Trustees to address these vacancies instead of two. The Trustees also said they will be advertising for any and all positions that might be available on various boards and zoning positions over the coming months.

#3 Speaker — Betty Green (no address listed) voiced the light outage in the administration parking lot. Trustee McGuire and Trustee Mann both stated that the repair order was submitted immediately, months ago, and the Township is at the mercy of Miami Valley Lighting. A resident in the crowd offered the name of a local electrician that may be able to help. Trustee Mann asked that that name a telephone number be provided to the board for further review. Possible repair date now appears to be late December. The Trustees are looking at how to correct any future service issues with Miami Valley Lighting.

#4 Speaker — Sheila Back (1700 Alamo) addressed the group as the neighborhood association about new residents and hopes to develop packets that can be given to anyone that moves in to the community that could include coupons from area businesses, important telephone numbers list, etc. project is in its initial stages. Mrs. Back also discussed a property at Derby and Blairwood. This property has multiple people going in and out of the vacant home including neighborhood children that play there and possible a homeless person. Back asked if the Township could board the home and attract drugs in the neighborhood. Both Trustees noted that they made visits to the property that is in the land bank process. There are legal processes that must be followed before anything can be done. The Trustees will continue to work on what can be done on nuisance properties.

General discussion occurred by several residents concerned about various properties around the township that have delinquent taxes dating back as far as 17 years old. For some reason, these properties have not been foreclosed on by Montgomery County so the delinquencies continue. Most of these properties are delinquent and in disrepair.
