e-government - strategic framework for public services applies to all public services, not just
national and local government target has been set for all public services to
be available online by 2005 four underlying principles:
services built around citizen choices (implies ‘joined-up’ working and services)
more accessible public services (is about multiple channels for delivery)
social inclusion using information better

The best new services are characterised by: better access - services
available when and where there is a demand
delivery through a range of media – over the counter, via call centre and online
segmentation of the market, services tailored to suit the needs of groups within the market
responsiveness to feedback about the content and quality of services
grouping of services around life episodes or common events
comprehensive analysis of data about patterns of usage
involvement of users in service redesign and improvement

Lifelong learning learning must take place throughout an individual’s
lifetime responsibility for this lifelong learning and
development lies, not with the agents of formal education, but with the individuals themselves
much of this learning will take place in ‘informal’ ways - reading, evening classes, short courses, learning from others in the workplace, libraries
growing stress on the acquisition of competencies rather than the assimilation of facts
vocational training and qualifications are being accorded some importance and validity in the workplace

public access terminals, networking partnerships with other learning and
information agencies – to ensure learning opportunities are ‘joined up’ and inclusive

Empowering the learning community public and educational libraries should co-operate
to improve services to users cross sectoral funding arrangements should be

This two year collaborative project aims to establish the Glasgow Digital Library as a virtual co-library of the majority of public institutions in Glasgow.
The long term aim is to create a wholly digital resource to support teaching, learning and research at all levels in the city, bringing together material currently separated by ownership and physical location.
