NOTICE OF SPECIAL MEETING
Pursuant to Government Code Section 54956, the Live Oak City Council hereby calls a Special Meeting as follows:
Friday, July 24, 2020, at 10:00 am
Live Oak Council Chambers 9955 Live Oak Boulevard, Live Oak, California
The Council may take up any agenda item at any time, regardless of the order listed. Action may be taken on any item on this agenda. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection at City Hall, 9955 Live Oak Boulevard, Live Oak, during normal business hours. Such documents are also available on the City of Live Oak’s website at www.liveoakcity.org, subject to staff’s availability to post the documents before the meeting. In compliance with the Americans with Disabilities Act, the meeting room is wheelchair accessible and disabled parking is available. If you have a disability and need disability-related modifications or accommodations to participate in this meeting, please contact the City Clerk’s office at (530) 695-2112 x107. Requests must be made at least 24 hours in advance.

Any person wishing to address the City Council on general jurisdictional matters or consent calendar items may do so at this time. If you are commenting on an agenda item, your comments will be heard at the time that item is scheduled for discussion. The City Council adopted a time limit of three minutes per person. The Brown Act does not allow for Council discussion of items not on the agenda. Upcoming Open HouseCaltrans is planning a construction open house for business owners and community members soon. Caltrans staff members and the contractor, DeSilva Gates, will be available to answer your questions about the construction work. A specific time, date and location will be announced soon. An online session will be conducted if Sutter County public health restrictions on large public gatherings are still in place.

Caltrans and the City of Live Oak are alerting business owners, residents and motorists that construction on the $36 million Live Oak Streetscape and Pavement Improvement Project is scheduled to start on Monday, July 27. Community members should be alert for heavy equipment and construction workers at various locations on State Highway 99 between Ash Street and Ramsdell Drive.
Residents are reminded that all businesses will remain open during construction. Signs will direct customers to open driveways and parking locations.

STATE HIGHWAY 99 LIVE OAK STREETSCAPE, SAFETY AND ROADWAY IMPROVEMENT PROJECT
THE REASON FOR THE PROJECTThe existing pavement is showing signs of distress. The drainage systems need improvement, the pavement cross slopes fail to meet current standards and the current ramps need upgrading to meet today’s Americans with Disabilities requirements. Three intersections require traffic signal improvements to enhance safety.
WHAT WE ARE DOING• Upgrading the drainage systems• Rehabilitating the roadway to achieve a 40-year design life• Flattening the roadway cross slopes• Constructing new continuous sidewalks• Traffic signal improvements at three intersections of Highway 99 at
Pennington Road, Elm Street and Kola Street• Creating a pedestrian focused downtown environment by enhancing
parking and building access, wayfinding and signage, landscaping andfacilities for bicyclists and pedestrians.
PROJECT COST$36 million in local, state and federal funds.
