Trends in Urban Population in the Arab States
• The average urban growth rate of approximately 2.2% per annum
• The next decade is likely to see a growth in urban population of 55 million or 15%
• There could be more than 55 cities of 1 Million more inhabitants across the region by 2025
Urbanization is driven by economic development, migration to oil-rich countries, drought and conflict (importance varying by sub-region). In 2014 there were 14.1 million refugees, 5.1 million internally displaced people ,
and 15 million international (economic) migrants Several primary cities have become extended metropolitan regions, some are actual
or emerging mega-urban regions with complex issues of regional-wide urban governance, authority conflicts and governance voids
Highly-centralized government modalities weaken relationships between citizens and local government
Affordable housing shortage (speculatively escalating land prices, cumbersome and expensive property registration and limited access to housing finance)
Urban informal settlements in some part of the Arab Region Security of urban water and food insecurity are key defining social problems Youth bulge (60% of population below 25 years) and unemployment rates Marginalisation and poverty induced by lack of mobility have fuelled recent political
polarisation in the region Internal trade is underutilized - need for greater intra-Arab cooperation

Smart Sustainable Cities Transformation models
There are two common
transformation models that are
being used to create smart and
sustainable cities (SSC). The
Greenfield model that seeks to
create SSC from scratch whereas the
Brownfield model seeks to crate SSC
through modification of the old
cities.

Arab Countries with SSC Initiatives
10 out of 22 Arab countries have embraced the
concept of smart and sustainable cities and have a
SSC initiative. Some of the key challenges
identified include (Government Summit, 2015):
a) Inadequate sustainable financial investment
in SSC projects
b) Difficulty in citizen adjustment to new ways of
accessing services.
c) Coordination and integration between public,
private and civil bodies for the purpose of
making a city function as one organism in an
efficient and effective manner.
d) Inadequate ICT infrastructure; technological
obsolescence; and poor inter- and intra-
system interoperability.
e) Political instability and high rate of youth
unemployment.

ITU Arab Regional Initiative for 2018-2021(SC&C)
ARB4: Internet of things, smart cities and
big data
Objective:
To raise and spread awareness of the importance of future challenges
in the era of Internet of things (IoT) and big data, and how to address
such challenges; establish regulatory frameworks and take measures to
help cope with the rapid changes in the field of telecommunications
and information technology; and work to ensure the transition to smart
cities and communities (SCCs).
Expected results
Assisting countries to:
1) Formulate strategic and operational plans and regulatory frameworks to cope with IoT and big data technology and formulate a road map for
the Arab region for the transition to SCCs by developing the telecommunication infrastructure to deliver the broadband services to support
their various applications and services
2) Promote technical cooperation and the exchange of expertise between the Arab countries in the area of IoT, big data and SCCs, study the
impact thereof, whether positive or negative, and take advantage of global experience
3) Organize a high-level forum on the IoT and big data to discuss the main challenges, such as security, privacy and system compatibility, and
the most prominent solutions, including digital object architecture; invite experts from industry to address the forum, and hold a side meeting
on the fringes of the forum with industry and the private sector
4) Get access to key studies, research and expertise on the IoT and smart cities, including big data for Arab States, on a page devoted to the
initiative on the website of the Arab Regional Office, and to help those Arab States that so wish to obtain advice in this area
5) Build Arab capacities in the use of big data as a supplementary or alternative method and low-cost resource for measuring Sustainable
Development Goal (SDG) indicators, while enhancing the capacities of stakeholders to implement and analyse big data to measure key
development indicators
6) Construct secure infrastructures to store the enormous amounts of data needed to create a smart environment
7) Identify and make use of existing centres of excellence and research and study centres in the Arab States to provide experts and expertise in
the areas of the initiative; enter into cooperative partnerships and agreements to help raise the level of availability of broadband services in the
Arab States; and use IoT and big data for development, formulate smart city indicators and measure progress on a regular basis.
