ITU-T Recommendation E.164
Note from TSB
France Telecom communicated to the Director of TSB the following information related to non-geographic (“corporate” and personal numbers) numbers that are sometimes difficult to reach outside of their respective countries.
International access to location-independent ranges under E.164 geographic country codes
This communication aims at increasing awareness of location independent number ranges and improving their accessibility outside of their national contexts.
Over the last eight years, a number of countries have included personal, location-independent or non-geographic number ranges in their National Numbering Plans (NNP). As far as services are concerned, these ranges are very similar to geographic and mobile number ranges: they are not used for shared-cost or shared-revenue services but for a variety of applications ranging from retail market Voice-over-IP numbers to corporate site numbers.
When associated with the relevant geographic country code, such numbers are part of the E.164 international numbering plan. The users therefore legitimately expect that their correspondents may dial such numbers on any public network to reach them. The reality proves quite different and a large part of these number ranges cannot be reached from abroad.
ITU Operational Bulletin No. 923 – 5
The following table provides an illustrative list of such non-geographic number ranges which users have difficulty to reach. Member States and Sector Members are encouraged to facilitate the access to these ranges.
