GENERAL INFORMATION

Subscription to the ITU Operational Bulletin for 2001 (printed versions, electronic versions and service on line)

Publication Notice No. 207-00 (Geneva, 1 December 2000)

The ITU Operational Bulletin is a fortnightly service publication, prepared under the responsibility of the Telecommunication Standardization Bureau (TSB). Published on the 1st and 15th of each month, it contains the administrative and operational information exchanged between administrations/recognized operating agencies (ROAs) and other service providers, entities and organizations, in respect of the international telecommunication services made available to users, including information relating to the maritime mobile service. Various lists containing the codes, numbers or indicators allocated to countries and operators to meet the operational needs of international telecommunication services are published in annex to the Operational Bulletin.

Administrations/ROAs and other service providers may communicate to TSB any kind of official service information which is vital to smooth and efficient operation of international telecommunication services and request that it be published in the Operational Bulletin (TSB Fax: +41 22 730 5853; Tlx: 421000 uit ch).

In order to ensure uninterrupted delivery of the Operational Bulletin, all annual subscriptions should be renewed before the end of each year. The subscription form is contained in the Publication Notice No. 207-00 annexed to this Operational Bulletin. The duly completed form should reach the ITU Sales and Marketing Service, if possible not later than 20 December 2000.

The subscription form should indicate the number of copies required and the preferred mode of delivery. It should also indicate whether the subscription is a new or continuing one, and in the latter case, whether any amendments are to be made.

The ITU Operational Bulletin and Lists annexed of codes, numbers or indicators could be delivered to the subscribers in five different ways:

a) Printed version (delivered by airmail);

b) Version delivered by fax;

c) Version delivered by E-mail;

d) Electronic version accessible on line (service on line);

e) Electronic version of individual issues via the ITU electronic bookshop (payable by credit card) on the ITU Web site.

As from 1997, an annual subscription for access to the online service of the ITU Operational Bulletin and Lists annexed has been introduced. This on line service can be accessed via popular networking interfaces including World Wide Web, FTP (File Transfer Protocol) and Gopher. The password of the subscriber is provided by the ITU upon receipt of payment. The address for access to the ITU OB on-line is: http://www.itu.int/itu-t/bulletin/index.html.

The yearly subscription fee (for 24 issues per year, annexes included) is the same for all formats of delivery: printed version (delivered by airmail), copy delivered via fax, copy delivered via E-mail, and access to the online service (for the online service, a price multiplier for multi-users is applicable):

Approval of new ITU-T Recommendation E.169.2

Application of ITU-T Recommendation E.164 numbering plan for universal international premium rate numbers for the international premium rate service

Note from TSB

New draft ITU-T Recommendation E.169.2 was approved by the World Telecommunication Standardization Assembly (WTSA – 2000) held in Montreal, Quebec (Canada) from 27 September to 6 October 2000.

The International Premium Rate Service (IPRS) enables an information service provider (ISP) in a given country to be assigned one or more universal international premium rate numbers (UIPRNs), which enable IPRS callers to access information and other services provided by the ISP. Callers to such numbers are charged at a premium rate. Detailed charging and accounting principles are defined in the ITU-T D-series Recommendations. In some cases, callers may need to subscribe to the IPRS with the IPRS-originating ROA and/or with the ISP.

ITU-T Recommendation E.155 sets out the service description and procedures for the implementation, operation and management of the IPRS, which is provided on a managed basis by a recognized operating agency (ROA) in the country of an information service provider, in conjunction with an ROA (or ROAs) in the country of the caller.

Through the availability of the IPRS, a wide range of products offered by information service providers in one country can be made available to callers in another country. Examples of such products could include:

• access to recorded information services (speech, facsimile or data);

• access to interactive services (speech, facsimile or data);

• access to special offers (promotions), competitions and opinion surveys.

The ITU Telecommunication Standardization Bureau (TSB) has been appointed to serve as the Registrar for UIPRNs.

Working Party 1 / 2 , at its October 2000 meeting in Berlin (Germany), decided that the official announcement of UIPRN registration procedures will be made on 3 January 2001. Acceptance of UIPRN applications will commence on 2 April 2001, with initial assignments being made as from 7 May 2001.

Croatia

Plovput d.o.o. announces that the radiotelex service operation has ceased since 15 November 2000.

Denmark

Communication of 6.XI.2000:

Tele Denmark announces the closure of the radiotelex service of LYNGBY RADIO coast station as from 1 January 2001, however LYNGBY RADIO will continue to operate the radiotelex service in the GMDSS System.

Legal Time

Forthcoming changes in legal time communicated to the ITU Headquarters

Note from the ITU 1. The legal time UTC (Coordinated Universal Time) has been used to designate the time in international telecommunication services. Each year, the periodic changes in legal time occur in some countries and geographical areas (i.e. the periods of validity of daylight saving time). For many years, these temporary changes in legal time, introduced in certain countries and geographical areas on variable dates, have been brought to the attention of all Administrations/ROAs by the ITU Operational Bulletin, well before the date of application. 2. Administrations/ROAs concerned are therefore kindly requested to notify the ITU Headquarters without delay of any decisions adopted at government level for 2001 regarding the temporary changes in basic legal time. 3. The next recapitulatory tables on changes in legal time will be published in the months of February and August 2001. Information to be included in the table should reach the ITU not later than 7 February 2001 and 7 August 2001, respectively.

Note from the TSB Several requests have been received in ITU, asking that a distinction should be made between the fixed telephone numbers and mobile numbers. A List of access codes/numbers for mobile networks has been prepared from the information received on the telephone service for publication in the ITU Operational Bulletin. Administrations/ROAs are requested to verify the information in this List and to inform ITU of any modifications that they wish to make.

Finland – Communication of 9.XI.2000:

Cessation of telegram service Replacement services

Sonera announces that the international telegram service from and to Finland (telegram destination indicator FI) will be discontinued as from 1 January 2001. Sonera will not replace the telegram service by any other manual service.

Sonera will meet the communication needs of its customers abroad and of foreign countries by using other up-to-date media which will be more economical for customers. Finnish customers currently have access to the following services: automatic telephone, facsimile, and telex services as well as GSM text messages, e-mail, Internet, etc., and also the postal services which are of a high quality.

The Ministry of Transport and Communications, Tbilisi, announces that the Georgian National Post and Telecommunications Regulatory Commission – GNPTRC, was established in July 2000 in Georgia, by a decree law.

The GNPTRC is an independent State body, which administers policy and enforces the Government decisions and legislation within the telecommunication sector. It is responsible for the establishment and enforcement of rules and procedures aimed at facilitating both efficient operations in the market and management of the national frequency spectrum and numbering plan.

Under the current legislation, GNPTRC is the only agency in Georgia authorized to lay down rules and procedures for the allocation and use of radio frequencies and the numbering scheme, to issue licences and to assign the corresponding numbers to the licensed operators.
