Subject: Invitation to the Fourth Meeting of the Inter-conference Representative Group (IRG)(Geneva, 1-2 July 1999); Resolution 532 (WRC-97)

To the Director General

Dear Sir/Madam,

The 1997 World Radiocommunication Conference (WRC-97) in “resolves 1” of its Resolution 532, decided that an Inter-conference Representative Group (IRG) be established to study the feasibility of increasing the minimum capacity for countries in Regions 1 and 3 to around the equivalent of ten analogue channels in accordance with the principles set out in Annex 1 to the Resolution. Annex 2 to the Resolution specifies that the IRG should be structured to consist of:

· a supervisory policy group open to participation by all Member States, but endeavoring to ensure adequate representation of administrations from all ITU Regions;

· the Bureau, assisted by a Group of Technical Experts (GTE) and working under the guidance of the supervisory policy group. Members of the GTE should be drawn from all Member States and Sector Members on the basis of technical expertise.

So far, three meetings of the IRG and two meetings of the GTE have been held in Geneva in 1998 and in 1999. During these meetings work commenced towards undertaking the studies defined in “resolves 2” of Resolution 532 (WRC-97). Reports of these meetings, together with other meeting documents, are available on the ITU web site at:

During the second meeting of the GTE, a revised meeting schedule for the IRG and the GTE was developed which includes the third meeting of the GTE from 28-30 June 1999, and the fourth meeting of the IRG on 1-2 July 1999.

Noting the work remaining in order to complete studies defined in “resolve 2” of Resolution 532 (WRC-97), experts in this field from all Member States in all Regions are therefore invited to participate in the fourth meeting of the IRG.

Date and place of the next meeting of the IRG

The fourth meeting of the IRG will take place on 1-2 July 1999 in Room B of the ITU Headquarters, Geneva. The meeting could extend into the morning of 3 July 1999 if necessary. Services directly connected

with meeting activities, such as delegate registration, document distribution, etc., will be located nearby the meeting room. Registration will commence at 08:30 hours on the opening day and the meeting will start at 09:30 hours.

Delegates intending to participate in the fourth meeting of the IRG should note that the third meeting of the GTE will be held immediately before the IRG-4 meeting on 28-30 June 1999. Member States, Sector Members and Regional Telecommunication and Broadcasting Organizations in all Regions will receive a separate formal invitation for this GTE meeting.

Programme of the meeting

A preliminary draft agenda for the fourth IRG meeting is contained in Annex 1. Evening meetings may be arranged, if required.

Member States are encouraged to provide contributions to the meeting. Five copies of each contribution should be sent to the Director, Radiocommunication Bureau for processing. Participants are encouraged to submit contributions on magnetic diskettes along with paper copies, or by electronic mail not later than 21 June 1999 to:

Fellowships

In recognition of the difficulties faced by developing countries, especially the LDCs, the ITU, within its limited resources, will grant a very limited number of fellowships to applicants from LDC administrations, covering return travel and per diem upon official request from the Administration concerned. Applications for ITU fellowships from LDC administrations should be submitted by 28 May 1999, at the latest, with the duly completed form attached (Annex 3) and will be awarded as received within the budgetary limits.

It should be noted that the registration form and ITU fellowship application form for the third GTE meeting, which will take place from 28-30 June 1999, will be forwarded to your Administration in a separate Administrative Circular concerning the third meeting of the GTE.

Participation

The intended participation of your representative(s) should be advised not later than two weeks before the opening of the meeting, by means of the annexed form (Annex 2) (to be photocopied as required).

REPORT OF THE CONCLUSIONS OF THE THIRD MEETING*) (Geneva, 17 February 1999)

1 Introduction

The third meeting of the Inter-conference Representative Group (IRG) was convened 17 February 1999 as decided by the second meeting of the IRG (see Circular Letter CR/109 dated 20 November 1998. The meeting was attended by 89 representatives of 49 administrations and international organizations (see Attachment A).

Mr. Y. Utsumi, Secretary-General, opened the meeting and welcomed the delegates and highlighted the importance of modernizing the BSS Plans for Regions 1 and 3. Mr. Robert W. Jones, Director of the Radiocommunication Bureau, also welcomed the delegates and noted that the BR had dedicated resources to work on these replanning studies. Several administrations thanked the Secretary-General, the Director of the BR, and, in particular, stressed their gratitude for the tireless work of Mr. K. Arasteh and his staff in performing the planning studies leading up to WRC-97 and in the current studies. The Chairman, Mr. R. Zeitoun, congratulated the Secretary General and the Director on their recent election and thanked them for taking their time to address the meeting.

2 Administrative Matters and Organization of Work

The Chairman opened the meeting by asking for comments on the draft agenda after which it was approved (see Attachment B). The Chairman reminded the IRG that the main purpose of this one-day meeting was to further clarify Approach 2, and to decide on further action on planning. Ms. K. Baum (U.S.A.) was appointed Rapporteur for the meeting. The work of the meeting was conducted in Plenary sessions.

3 Contributions

A total of eight contributions were submitted for consideration by the meeting. Two contributions were provided by the Asia-Pacific Telecommunity (APT) members. One contribution (Document IRG99-3/1) described preliminary replanning exercises undertaken in Region 3 to provide a minimum number 10 channels to each administration, and the other (Document IRG99- 3/2) discussed compatibility issues between Region 1 BSS and Region 3 FSS.

One contribution from Australia (Document IRG99-3/3) concerning the particular issues related to Australia’s assignments during BSS replanning exercises. Another contribution, from Algeria, Syria and Morocco (Document IRG99-3/4), was related to Approach 2. China provided a contribution (Document IRG99-3/5) regarding China’s assignments to be used in BSS replanning exercises. Document IRG99-3/6 provides the Report of GTE-2 to IRG-2 regarding Approaches 1 and 2. Another contribution, provided by France (Document IRG99-3/7), provided questions and comments regarding Approach 2. The list of documents considered by the meeting is included as Attachment C.

4 Conclusions of the Discussions and Instructions to GTE

4.1 Conclusions concerning Approaches

Based on the report from GTE-2 regarding Approaches 1 and 2 (Document IRG99-3/6), the IRG discussed the two Approaches. It was noted that a possible compromise approach had been developed by certain concerned administrations (Document IRG99/TEMP/1). Following deliberations on this document, the meeting was able to reach agreement on a single compromise Planning Approach which is described in detail in the following section, Section 4.2.

4.2 Planning Approach

• The planning shall be carried out on the basis of 10 defined channels grouped in a continuous band for each country in Regions 1 and 3. Two options will be investigated:

1) 10 defined channels, with a spacing of 38.36 MHz, grouped in a continuous band of 400 MHz with one predetermined polarization;

2) 10 defined channels, with a spacing of 38.36 MHz between co-polarized channels, grouped in a continuous band of 200 MHz with 2 predetermined polarizations.

The GTE is requested to determine the reference channel bandwidth to be used in the planning process. Should studies in Region 3, utilizing 500 MHz, demonstrate that more channels could be added for some Region 3 countries without creating undue constraints on BSS in Region 1, the results of these studies will be taken into account.

• The Plan should contain a provision to indicate that an administration may use the band corresponding to it in the manner it wishes provided that such a use shall not increase interference to other entries in the Plan and shall not claim a protection higher than that resulting from the Plan.

4.3 Specific issues related to the Planning Approach which shall be followed in the Planning Process

4.3.1 Use of composite beams

IRG agreed to continue with the principle adopted by IRG-2. However, the IRG will take into account the concerns expressed by Administrations (see Document IRG99-3/6, Section 4) with a view to arrive at a compromise solution without imposing undue constraints on the planning process. Accordingly, the BR is requested to consult with the concerned Administrations.

4.3.2 Number of orbital positions

The IRG confirmed its previous conclusions. However, the IRG requests that the BR consult with Administrations that currently have more than one orbital position in the Plan

regarding the number of orbital positions to be used in planning, without imposing undue constraints on the planning process.

4.3.3 Use of multinational beams

The IRG reviewed its previous conclusion with respect to multinational beams. During the process of counting the number of channels currently assigned to an Administration, the IRG agreed not to count channels assigned to multinational beams. The IRG also decided to maintain the multinational beams as contained in the WRC-97 Plans.

4.3.4 Selection of orbital positions

In accordance with Resolution 1129 of Council-98, the IRG requests that the BR consult with Administrations regarding the orbital positions to be used in planning. In that respect, the process outlined in Section 3.3 of Attachment C of the IRG-2 Report (Document IRG98-2/10) may be used. Accordingly, in its consultation with Administrations, the BR will suggest the nominal orbital positions currently in the Plan. The specific requests of Administrations will be taken into account. However, in selecting orbit positions, the orbit segmentation limitations contained in Annex 7 to Appendix S30 shall be respected.

Note 1: It was understood by the USA that the “orbit segmentation limitations” are those contained in both Sections A1 & A3 of Annex 7.

Note 2: A group of APT members have the opinion that selection of orbital positions during the planning process shall be in conformity with Annex 7 of Appendix S30.)

The IRG-3 also reviewed a proposal from APT countries (see Document IRG99-3/2) regarding a “Regional Arc” for Region 3. The IRG concluded that such a proposal required a decision of a World Radio Conference, and therefore could not be addressed by the IRG.

4.3.5 Number of channels in Region 3

As described in Section 1 above, the IRG determined that the number of channels for Region 3 countries should also be at least 10 per test point.

4.3.6 Hongkong

The GTE should carry out technical studies that maintain a separate Hong Kong beam at 122° East longitude, and assign 10 channels to this beam, to determine if this request causes any difficulty for the planning. The GTE should report the results of its studies to the IRG.

4.3.7 Republic of Korea

The IRG accepted the request made by the Republic of Korea concerning the counting of the number of channels in relation to paragraph 5.4.1 of the IRG-2 Report (see Item 10, paragraph C, page 13 and paragraph 4.6, page 9 of Document IRG99-3/6).

4.3.8 Steps 4, 5 and 7 related to Planning

The IRG generally agreed with Steps 4, 5 and 7 as outlined in Part B, Section 1 of Document IRG99-3/6. The GTE is asked to review these steps further and refine them as necessary.

4.3.9 Beam YYY00001

In regards to the Beam YYY00001, the IRG agreed that this beam name should be aligned with the decisions of Resolution PLEN-3 of the Plenipotentiary Conference as contained in its Resolution PLEN/3.

4.3.10 Treatment of notified assignments during re-planning

The IRG agreed that notified assignments shall be treated in accordance with Principle 3 of Annex 1 to Resolution 532 (WRC-97).

4.3.11 Other

The common aspects of the previous Approaches 1 and 2 will be followed by this new Planning Approach.

The GTE is authorized to send liaison statements to any ITU-R Study Group as necessary to conduct its work.

4.4 Other Issues

Due to lack of time during the meeting, and the intended limited agenda of this meeting, action was not taken on other issues.

5. Schedule of Meetings

Taking account of the new “Planning Approach” adopted at the third meeting of the IRG, the meeting schedule as contained in CR/109 with respect to the dates of GTE-3 and IRG-4 was revised as follows:
