This magazine rep-resents two of thefour “P”s in the P4

plan, which is the un-derlying philosophy ofthe ITTF and sets all itspriorities. The two “P”sin this magazine arePARTICIPATION andPLANNING.

The main goal of theITTF’s Development Plan isto increase PARTICIPATIONat all levels and in all cor-ners of the world througha sound and well-de-signed developmentPLAN. To have a table tennis athlete from Vanuatu participateat the 2012 London Olympic Games speaks volumes. To havethe World Cadet Challenge hosted in Puerto Rico and then fol-lowed by Guam is short of a miracle. Moreover, to have theWorld Junior Circuit finals played in Guatemala is a dreamcome true. And what about a Qatari woman at the LondonOlympics? Although all these are visible manifestations of ourcompetition program, in fact they manifest themselvesthrough the less visible but most valuable Development Pro-gram.

Although we do not blow our own horn, as we know tabletennis people are rather modest and although we may not pro-mote our achievements enough, our development work doesnot go unnoticed. We have received award after award andmany accolades from our partners in international sport. Ourwork, though, is not designed to get awards but it is heart-warming to be nominated and to have our work recognized bythose who share the same vision as we do.

It is not a coincidence that the ITTF today is composed of217 member national associations making it one of the largestsports federations in the world. But our goal is not to havemore members; our goal is to plant table tennis activity inevery corner of the world. The success is then measured by thenumber of new associations that join our ever-growing federa-tion. However, to have more members is not enough, we alsohave to make sure that each of our members remains activeand enjoys the benefits and initiatives offered by the ITTF andits programs.

In its new structure, the ITTF has given great importance tothe development program by assigning it a leader as a Deputy-CEO. This component of the ITTF’s structure occupies a greatpart of the ITTF’s activities and budget. In fact, for the 2013-2016 quadrennial, the ITTF will invest 30% more than the pre-vious quadrennial for its development plan and programs. Inaddition, to legitimize the continental federations and to for-mally integrate them in the ITTF formal structure, the ITTF hascreated a new option of continental affiliation to better de-liver its programs and to avoid duplication. This synchronicitywill provide even more opportunities and more streamlinedservices to the ITTF member associations in each continent. Toensure an efficient and professional delivery of ITTF services inthe continents we now have for the first time in our history afull-time Development Officer in each continent.

There is no need to explain or enumerate the activities andprograms of our development program; you will find all thedetails in this special magazine. Instead, on behalf of all ourmember associations and on behalf of all table tennis lovers, Iwould like to sincerely thank our development program stafffor their tireless work and for keeping our sport alive acrossthe globe under the capable leadership of its program leader,our Deputy-CEO, Glenn Tepper.

According to itsmission, as stipu-lated in the

Olympic Charter,Olympic Solidarity dedi-cates its efforts to pro-viding assistance toNational Olympic Com-mittees (NOCs) acrossthe five continents. Thisassistance aims to de-velop Olympic valuesand the practice ofsports from grassrootsto elite level worldwide.

The 17 programmeswhich are offered byOlympic Solidarity to NOCs for the 2013 – 2016 quadrennialplan follow very similar objectives as during the 2009 – 2012quadrennial plan, with a specific emphasis on athletes’ devel-opment, including their entourage (i.e. coaches), focusing onthe Olympic Games in Rio, the Youth Olympic Games inNangjing as well as various continental and regional games.

As was the case in the past, NOCs and their affiliated Na-tional Sport organizations are strongly encouraged to carry anin depth analysis, in order to further provide the best supportfor their athletes and coaches, to improve their organizationalstructures, to raise their management levels and to make ra-tional and efficient use of the resources coming from theshare of the TV rights from the broadcasting of the OlympicGames, which ultimately belongs to the NOCs.

But of course, one individual entity cannot achieve mid tolong term results alone. Indeed, the meaningful impact of thissupport provided by Olympic Solidarity through the NationalOlympic Committees, is only possible thanks to the very fruit-ful and mutually beneficial collaboration with the Interna-tional Federations, and particularly with ITTF for more than 25years now. As stated before, the development of each sportstarts at national level. The support and the valuable technicaladvice provided by the International Federations to the na-tional bodies makes a huge difference, and collaboration be-tween all the parties is crucial, i.e. ITTF, Olympic Solidarity,National Federations, NOCs, etc.

By working together, the funds which have made availablefor all these important actions, either from Olympic Solidaritythrough the NOCs or directly by the ITTF to National TableTennis Associations have been used to maximum effect.

During the next quadrennial plan starting in 2013, we would like to improve our service by addressing the specificneeds of our respective stakeholders in a more focused man-ner and by adapting ourselves to the real situations in eachcountry. Consequently, Olympic Solidarity will increase its flexi-bility towards the NOC’s support and will also offer a more in-dividual and tailor made assistance, when requested.

In my capacity as Director of Olympic Solidarity, I wouldlike to sincerely thank the ITTF for more than 25 years of ex-cellent and fruitful collaboration, always based on openminded and frank discussions. Together, we are making themost of the resources available to build a robust and sustain-able high-performance system, which produces the best sup-port and results for athletes, coaches and sportsadministrators.

I believe that collectively with the ITTF we are investing inthe right areas; that the right people are in place, surroundingthem with support and encouraging them to strive for excel-lence in everything they do. Our joint strategy is to build alasting legacy of success for Table Tennis and we look forwardto the pursuit of this strategy throughout the 2013-2016 quad-rennial period.

Coming to the end of the fourth Olympiccycle for the ITTF Development Program itis hard to imagine that 14 years has passed

since the humble beginnings in 1999, when ournewly elected and innovative President, AdhamSharara, gave the task of setting up a worldwideITTF Development Program and ITTF Coach Ac-creditation System.

The ITTF Development Department, working in uni-son with the ITTF Education and Training Department, isnow recognized as a world leader, with awards from SportAccord, Beyond Sport, 360 Sports Marketing and FICTSSport Movies (Fédération In-ternationale Cinéma Télévi-sion Sportifs) in recent times.

We have a close work-ing relationship and manynew and innovative projectswith the InternationalOlympic Committee, OlympicSolidarity, the InternationalParalympic Committee, United Nations Office on Sport forDevelopment and Peace and Sport. In addition we havestrong support for our humanitarian projects from manu-facturers Butterfly, Stag, Xiom, Nittaku, Tibhar as well asFoundation for Global Sports Development (GSD) and Ger-man Table Tennis Association (DTTB).

For the first time in 2013, we will have a million dol-lar annual budget for the continental development pro-grams and all six continents will have ContinentalDevelopment Officers co-ordinating over 100 courses and30 equipment packages worldwide annually. Meanwhile,Education and Training provides many opportunities fortalented young players, from Hopes to Youth OlympicGames, through “With the Future in Mind” and “Road toNanjing Scholarships” and utilising the “ITTF Hot Spot”structure.

The backbone of all the programs is the dedicatedstaff and course conductors who work long hours withgreat passion. We all look forward to 2013-2016 withgreat optimism that we can again reach new heights.

LEANDRO OLVECHITTF Director - Development

The ITTF Development Program has matured;most importantly it is sustainable whichhelps extend our vision to new objectives

and fields.In the last four years the ITTF family has expanded

significantly, with 13 new members joining; that means atotal of 217 members. It makes the ITTF the second high-est in terms of membership, only volleyball has more.

Development is for us not only a question of quan-tity, it means also quality. The Coach Accreditation Systemhas climbed higher. Level Two courses were launched in2010 and Level Three in 2012. The education for umpiresand referees was re-structured to fit association’s needs,Para Table Tennis continues its expansion to more coun-

tries through increased integration principles; of the 492development courses held in the cycle, 42 per cent in-cluded education on topics related to athletes with a dis-ability.

Furthermore, the period was signed by two words,partnerships and recognition, both linked. The ITTF SportSocial Responsibility projects made huge steps by partner-ing Peace and Sport, the United Nations Office on Sportfor Development and Peace (UNOSDP) and the Interna-tional Paralympic Committee (IPC). However, it was notonly shaking hands; special projects were implemented inColombia, East Timor, Burundi and the Democratic Repub-lic of Congo.

The Peace Cup “Ping Pong Diplomacy 2.0” was or-ganised in conjunction with Peace and Sport. In addition,four UNOSDP Youth Leadership Camps, which educateyoung leaders to use sport as a vehicle for peace and de-velopment were held with the support of the ITTF. We alsosupported another partner, the IPC, by taking part in aYouth Camp which targeted Central America. The NittakuDream Building in El Salvador was also a success, imple-mented in 11 centres; it has the aim of reducing the num-ber of children recruited by gangs.

Furthermore, there is the recognition from the sportcommunity. Peace and Sport recognised the ITTF as thebest International Federation; same as Beyond Sport but inthis case shortlisted; SportAccord applauded the ITTFWomen s Development Pro-gram. Meanwhile, SportBusi-ness International “Making aDifference” acknowledgedthe Ping Pong Paix project inBurundi and the DemocraticRepublic of Congo.

Meanwhile, multiple films of social projects gainedhonours in “Sport Movies & TV Award”. The recognitionsprovide a huge motivation to continue our expansion andto give more exposure to ITTF endeavours. One aim is toattract more sponsors; in support ITTF Marketing launchedthe Dream Building Program to raise funds.

Now, the future looks even brighter, for the first timesince the inception of the Development Program, the2013-2016 cycle witnesses Development Officers in all sixcontinents!

My thanks all development staff and course conduc-tors for the teamwork, the ITTF Executive Committee, Con-tinental and National Associations for their co-operationand support; also a special mention to Glenn Tepper forhis continual advice. I believe we have not reached ourlimits; that is our motivation. Table tennis is for all, foreveryone, everywhere!

Welcome to the wonderful world of ITTFDevelopment; often rewarding, alwayschallenging. The ITTF Education and

Training Department opened its doors in 2009and has since then, together with the “BigBrother” the ITTF Development Department

formed , what we be-lieve today is an out-standing partnershipfor developing oursport; table tennis.

With the award win-ning ITTF Development Pro-gram serving as thebackbone and looking afterthe more fundamental needs; ITTF Education and Traininghas been awarded the opportunity to launch a flurry ofactivities targeting young talents and their coaches fromemerging national associations.

Never in the history of international table tennishave there been so many opportunities for young athletesto compete and train all around the world. Lookingahead to the new Olympic cycle we are proud to offeroutstanding and well managed programs based on theGlobal Reach concept and the functional ITTF AthletesDevelopment Model.

We live and work for the future of our sport; we be-lieve in passion, in a strong vision and in success.

It is said that knowing and willing is notenough when trying to reach new dimensions;we must apply and do!The ITTF Development Program alongside the Educa-

tion and Training Program is pursuing just these ideals;this is being done in close cooperation with our extensiveteam of course conductors, coaches, experts, donors, spon-sors, partner organizations and last but not least Conti-nental Federations and National Associations. Thank you,dear friends, none of this would be possible without you!

We hope that with the current edition of the maga-zine we succeeded in bringing closer to you the extent andthe diversity of the programs, opportunities and incentivesthat are made available and delivered through the Devel-opment and Education and Training Programs, very oftenset up as joined projects with external partners and sup-porters.

In fact players, coaches, umpires and referees, com-petition directors and managers have never had so manyopportunities to grow, accumulate new knowledge andimplement. What a job theyare all doing! The possibili-ties to develop and bring oursport to new heights are re-ally many and we try to en-sure even more by beingconstantly innovative andcreative with loads of enthu-siasm and passion.

Together we are shaping the future and we are doingthis by using sport as a vehicle for social change; thusmaking the world a better place. We indeed live in excitingtimes and we are sure that the best is yet to come.

History of Progress......The ITTF Development Program began in 1999 with a pilot

project in Oceania. At that time the ITTF had a total of 180 member countries.

......Following the success in Oceania Development, the program was expanded to Africa, Latin America and Europe in 2001.

......By 2002, all continents had an “agreement of understanding” with the ITTF for development.

......In 2013, ITTF now has 217 member countries or territories.

......The current continental development “agreement of under-standing” is for 2013-2016.

Courses from 2009 to 2012......492 courses were organized. ......98 courses from Olympic Solidarity.......206 of these courses included education about Para Table

Tennis, 42% of the total, while in the last quadrennial it was at 14%.

DEVELOPMENT, EDUCATION & TRAINING OVERVIEW

The ITTF Development Program, es-tablished in 1999 as a pilot proj-ect in Oceania, has grown

considerably and in a sustainable wayover the past 14 years.

Like a locomotive taking time to buildup to full steam and starting with just onestaff member, it has progressively grown totwo and a half full-time ITTF staff, six Con-tinental Development Officers and over100 course conductors. Some 100 mass participation courses areheld each year and for the first time in2013, there is a million dollar continentaldevelopment budget. Structures andphilosophies have been established and re-fined for the greater good of all over the14 years.

Enter the younger and racier sportscar:the Education and Training Program; withan innovative leader, the focus is on youngtalents, from Hopes to Cadets to the YouthOlympic Games and to Junior players. Sup-port programs have been built around eacharea in such a way that the machine canadapt readily to individual needs and hasdone so since inception with excellent re-sults.

The locomotive Development Programand the sportscar Education and TrainingProgram work hand in hand, complement-ing each other with the right balance ofstability and flexibility.

ITTF Dream Building is a new um-brella branding of social responsi-bility programs which "create

opportunities to dream"; included isPara Table Tennis "nothing can stopthe dream" and Junior Table Tennis"creating the dream pathway".

Official LaunchAfter months of preparation, the ITTFDream Building concept, along with apromotional video and website waslaunched by ITTF Marketing Division'sKimberly Koh at the Annual GeneralMeeting held in the "Goldsaal" in theWestfalenhallen Convention Centre inDortmund, Germany on Tuesday 27thMarch 2012.

"The Dream Building campaign en-compasses all that is "development"within the ITTF. We need more funds toservice more areas and more communi-ties and make table tennis an accessible

Originally named “Justice for All”,the Foundation for Global SportsDevelopment is led by the charis-

matic duo of David Ulich and Steve Unger-leider. Since 2008, the organisation hasprovided US $30,000 per annum for ITTFDevelopment Program projects with a hu-manitarian basis. In 2009, this includedprojects in Jordan, hurricane assistancefor Jamaica and support for the CôteD’Ivoire.

One year later in 2010, they became part-ners for ITTF projects organised in conjunctionwith Peace and Sport, commencing with theventure in East Timor. The following year theysupported projects in Benin, Mongolia andSuriname, in addition to helping with equip-ment packages for Ethiopia, Swaziland,Uganda, Guatemala and Uruguay.

In 2012 support was provided for courses inHonduras, Namibia, Guatemala Somalia andTanzania.

Outstanding aid and the backing is set tocontinue for the period 2013-2016. The pa-tronage has been increased to US $200,000and includes the promotion of junior playerson the “Road to Nanjing” project; the endeav-our linked to the next Youth Olympic Games.

Foundation for Global Sports Development

The efforts of Foundation for Global Sports Development were appreciated in Tanzania

In 2006 the German Table TennisAssociation (Deutscher Tischten-nis Bund) was not satisfied with

the problems that African and LatinAmerican countries had faced withrespect to acquiring visas to enterGermany to compete in the Lieb-herr World Championships in Bre-men.

They wished to assist those conti-nents. Therefore, young, motivated andinnovative leaders Thomas Weikert(President) and Matthias Vatheuer (Sec-retary-General) contacted the ITTF De-velopment Department; it was agreedthe German Association would provideequipment packages to those conti-nents.

Since that time the following coun-tries have benefitted from the gesturemade: Anguilla, Barbados, Cen-trafrique, Guyana, Kenya, Libya, Nether-lands Antilles, Peru, Sierra Leone,Somalia, St Kitts and Nevis and Togo.

Additionally, the German Table Ten-nis Association supported the “PingPong Paix” project in Burundi and theDemocratic Republic of Congo; ascheme which introduced many youngpeople to the sport of table tennis. Inevery village there were smiles as chil-dren tried their skills but undoubtedlyone of the major highlights of thewhole concept was the visit to the Lieb-herr World Team Championships inDortmund in 2012.

In the Westfalenhallen, wide-eyedmembers of the party were able to rubshoulders with the star names from theGerman National Team.

Deutscher Tischtennis Bund “In 2011 and 2012 we switched the

funding to the ITTF Peace and Sportsproject; we gave financial support forthe camps organized in Burundi andCongo and we covered the costs for thestay of the group which visited Dort-mund”, said Matthias Vatheuer. “Weare proud of being a part of this won-derful project; looking into the eyes ofthe children and seeing them play tabletennis was the best evidence that theproject was a success.”

Furthermore, it is not the only areawhere Germany is active in developing

table tennis. In conjunction with Ger-man Foreign Ministry and the GermanTable Tennis Association, the Universityof Leipzig, offers five month courses ina range of sports and in a variety of lan-guages.

Participants are required only to paythe airfare; hospitality and all tuitionfees are covered. A trial course was heldin English for African Countries prior tofull implementation.

The first official course was in Span-ish in 2009-10 followed by a second inFrench in 2011.

Xiom, the Korean manufacturer of high level table tennisequipment, entered into an agreement with the ITTF in2011. The “Xiom Development Incentive Programme” was

born; an accord whereby the company provides eight equipmentpackages per year.

Each package comprises six tables, six nets and post sets, six scorers, 80rackets, eight gross of balls plus table tennis clothing for the national associ-ation. Each year, the first eight countries allocated an Olympic Solidarity Tech-nical or a Developing a National Sports Structure Course receive the offer.

Vivek and Rakesh Kohli, the amiablebrothers may not at first give the im-pression that they run the most suc-

cessful sporting goods export company inIndia; more they give the feeling they havereturned from meditating in the foothills ofthe Himalayas, a sojourn regularly com-pleted by Vivek.

Sport is their field of work; table tennis is theirpassion. Stag has been a supporter of the ITTF De-velopment Program since the beginning and alwaysthe first to volunteer assistance for special projectswith a humanitarian link. The ITTF pays a token pricefor the equipment provided through the Develop-ment Program but, with Vivek’s philosophy of pro-viding the best equipment, it is closer to a donation.

An exalted place in the next world is certainlyassured for the “Indian Saints”; in this world theyare greatly appreciated.

At the GAC Group 2011World Table Tennis Champi-onships a new step was

taken with regards to social pro-grams. The Japanese company Nit-taku joined the ITTF DreamBuilding pool of sponsors.

“Nittaku Dream Building in El Sal-vador” is the project. The aim is to helpdisadvantaged children in eleven ruralareas were targeted.

“Our company is always willing to con-tribute to peace in our country; now weare proud to do the same on an interna-tional level in El Salvador”, said Isao Ki-teoka the President of Nittaku. “Weappreciate the opportunity given by theInternational Table Tennis Federation.”

A highly pleased President and alsoa delighted Deputy General Manager, Mr

representing Butterfly, discussed a possibleproject with a new partner “Peace andSport”. The proposal was for a special proj-ect to commence in 2009 in Colombia.

Both parties were not totally convincedthe envisaged project would prove a success.However, trust built through extensive co-operation involving such ventures asTsunami Rebuilding, the South Africa Disad-vantaged Region Project plus being the firstsport to return to Afghanistan in addition tosimilar successful undertakings, promptedthe decision to proceed.

Colombianitos proved a success; now theITTF in conjunction with Peace and Sportstages one such project annually; the con-cept being made possible thanks to the sup-port from Butterfly. They have providedtables, rackets, balls and printed shirts foreach project. Now, in addition to Colombia,similar successful schemes have been stagedin East Timor, Burundi and the DemocraticRepublic of Congo.

"We feel proud in our commitment andit's great that this assistance has now faces”,said Shunsaku Yamada, the Chief ExecutiveOfficer of Butterfly after meeting the youngplayers from Burundi and the DemocraticRepublic of Congo at the Liebherr 2012World Team Championships in Dortmund.

Furthermore, Butterfly funds the ITTFWorld Hopes Team project, providing oppor-tunities for talented players from through-out the world who are under 12 years ofage; all benefiting from high level specialistcoaching.

HUMANITARIAN PROJECTS

At international level, thesporting community has itsown codes, networks and di-

rections. Many factors are differentbut there are many in common. If wehave to point out recent trends interms of development it would cer-tainly be the involvement in socialprojects and the use of sport as a ve-hicle for social change, peace and de-velopment.

The concept has been defined asSport Social Responsibility; the Interna-tional Table Tennis Federation is one ofthe leading international federations inthis field. The last four years have beenhighlighted by the establishment andstrengthening of networks linking sportand social development.

Our main partners are Peace andSport, who work with more than 40 in-ternational federations but consider theInternational Table Tennis Federation astheir locomotive, being one of only threeinternational federations to be foundingpartners. In recognition the InternationalTable Tennis Federation received the“Best International Federation” at theirforum in 2009; whilst SportBusinessawarded the joint project in Burundi andCongo Democratic “Ping Pong Paix” asbest of its class in 2012.

Undoubtedly, the main driver in so-cial concepts is the United Nations Mil-lennium Development Goals, whilst theagency which promotes these goalsthrough sport is the United Nations Of-fice on Sport for Development and Peace

A Vehicle for Social Change(UNOSDP). In recent years the Interna-tional Table Tennis Federation hasformed a close partnership with UNOSDPand is one of the main international fed-erations working with them on a regularbasis.

Meanwhile, the International Para-lympic Committee is also an importantpartner and recently started to run re-gional camps with the aim to promoteyoung athletes, coaches and officers to

which the International Table Tennis Fed-eration contributes to in terms of humanand equipment resources.

All are global partners with projectsbeing established in selected countries inagreement with the International TableTennis Federation; Nittaku Dream Build-ing in El Salvador and Haiti Recovery, fol-lowing the earthquake in January 2010,are notable examples of successful en-deavours.

United Nations Office on Sport for Development & Peace

Under the leadership of Mr. Wilfried Lemke, theSpecial Adviser for Ban Ki Moon, the UnitedNations Secretary General, the United Nations

Office on Sport for Development and Peace agencyhas the task to advocate Millennium DevelopmentGoals worldwide, especially with United Nation’smember states and its delegates.

In 2012 this advocacy moved beyond politics and bu-reaucracy into action on the field with an ambitious proj-ect; the education of young leaders of developingcountries; non-governmental organisations using sport fordevelopment and peace.

Four camps were organised where motivated youngpeople from Africa and the Middle East received trainingon social and sporting matters. The International Table Ten-nis Federation led sessions at all the camps and plans tocontinue. In order to support the follow up, theUNOSDP/ITTF Dream Building project was launched whichprovides material and educational assistance to selectedyouth leader projects after each camp.

Haiti Recovery

After the devastating earthquake in Haiti in2010 the international Table Tennis communityand the International Table Tennis Federation

moved into action quickly in order to assist and rein-stall the sport on the island. The response was ex-traordinary; approximately US$150,000 in cash andin-kind donations were collected.

The funds raised were used for a comprehensive devel-opment program, which started with an Olympic Solidarityfunded course. An ITTF expert was based in the Island forten weeks and provided educational services and advicewhilst coordinating the use of the donations.

The ITTF Education and TrainingDepartment was establishedwith the aim of playing a fun-

damental role in improving thesport of table tennis; securingsound and constructive pathwaysfor athlete development is a prin-ciple target.

Fundamentally, the policy is to pro-vide opportunities for athletes andcoaches to gain sport specific knowl-edge and a strong awareness of theimportant rules and regulations in-volved in ITTF events. In addition amajor goal is to create opportunitiesand offer incentives for talented ath-letes who wish to pursue table tennisas their number one sport.

Universality is the guiding princi-ples, while keeping excellence in mindand providing a strong point of refer-ence for national associations and Na-tional Olympic Committees.

ITTF Athlete VisionIdentifying and implementing a sportspecific educational program, labelledITTF Athletes Development Model isthe vision; the plan is to initiate ideas,building opportunities for athletes andcoaches to excel in table tennis and lifein general. It is our wish to form andcommunicate an overall strategy forathlete development, accessible to allnational associations that once fullyimplemented, should cover TalentIdentification, Prospect Development,Youth Olympic Games and OlympicGames preparation projects.

ITTF HopesThe ITTF Hopes Program was intro-duced in 2009 but a new model wasadopted in 2012 with the intention tostrengthen the role of the national as-sociations; a total of 77 associationsregistered with 39 opting to haveyoung hopes players in the ITTF Hopes

STEP BY STEPby Mikael Andersson

Formally introduced at the beginning of 2009,the ITTF Education and Training Departmenthas, during the Olympic cycle 2009-2012,

played an active role facilitating several projectsconnected to the education of athletes, coachesand officials.

Looking back on four productive years of hard innova-tive work, we can conclude that the department has beenable to contribute to the growth and success of the awardwinning ITTF Development Program, by adding well de-signed and promotionally strong programs .

The active projects put on offer to ITTF membershipcomprise ITTF Hopes, ITTF Hot Spot Training Centre Net-work, Hello Future Conferences and ITTF “With the Futurein Mind”. All are directed towards athlete development; allinvolve multiple benefits for those participating. The bene-fits include active educational support, specific events, train-ing camps and training centre options for athletes andcoaches.

Although much of the focus has been on providing di-rected opportunities that target active coaches and players,there have been successful initiatives launched to addressother needs within the ITTF structure. Notable examples arethe Young Umpires project, which preceded the SingaporeYouth Olympic Games and most recently the ITTF educa-tion.com on-line learning platform.

The “step by step approach”, which was introducedhighlighted three specific areas, in order to guide athletesand coaches in their development activities.

Specific Areas.....ITTF Hopes Programme: a global talent Identificationprogramme for very young players and their coaches. A suc-cessful early introduction to international table tennis wasutilized by more than 80 national associations in 2012......Prospect Development: direct continuation from theHopes Program allowing national associations to tap intoactivities offered through the ITTF Hot Spot Training Centernetwork. Close co-operation has been established with con-tinental organizations in relation to the ITTF Cadet Chal-lenge, the prime event for athletes 16 years and younger......Olympic Games and Youth Olympic Games preparation: aconcentrated effort made to support talented athletes fromemerging countries, to qualify and eventually prepare forthe Olympic Games. The ITTF “With the Future in Mind”project has been managed in close co-operation with theOlympic Solidarity sector of the International Olympic Com-mittee.

The FutureLooking ahead it is quite clear that national associationswill be served with a one stop shop for development activi-ties.

It is in my mind a vibrant, strong offering managed byquality and experienced staff. All credit for the successfulimplementation of our projects should go the staff servingour sport day and night: Polona Cehovin Susin (ITTF DeputyExecutive Director-Education & Training ), Zita Pidl (ITTFHopes Manager) and Dejan Papic (ITTF Hopes Consultant). Ithank them all for good sparring and memorable times inservice of the sport we love.

With the Future in MindThe ITTF With the Future in Mind proj-ect continues to play an active part inthe general development of athletesfrom non-traditional table tennis mar-kets seeking Olympic participation.

Road to Nanjing Promoting and identifying athletes forthe Youth Olympic Games is the num-ber one priority in the Road to NanjingProject organised in conjunction withthe Olympic Solidarity program organ-ised by the International Olympic Com-mittee.

Close co-operation with the ITTFGlobal Junior Program (the YouthOlympic Games qualifying structure)and connection to the Hot Spot Train-ing Centres is in place.

Close to KarlssonThe agreement with Swedish topcoach Peter Karlsson comprises his in-volvement in the Hopes and With theFuture in Mind programs, where hedeals m\inly with selected players intraining and in competitions.

Hot Spots NetworkThe network consists of 23 trainingcentres, endorsed by respective na-tional associations. They are open forinternational participation, working tosupport table tennis, its growth, qual-ity, improvement and promotion.

Online EducationThe project was launched through apilot module of e-learning about cleansport, the “Real Winner”. However,our own online education and commu-nication platform is now available atwww.ittfeducation.com.

In a period of the only four years, theITTF World Hopes Team has assumed a veryspecial status.

InaugurationThe first ever ITTF World Hopes Team wasselected in 2009 encompassing all six conti-nents affiliated to the International TableTennis Federation; the team visitedChengdu in China and competed in theEuro Mini Championships in the French cityof Schiltigheim.

Experience gained, in 2010 a series ofTraining Camps was held under the direc-tion of Dejan Papic, the ITTF World HopesTeam Head Coach, from which the playerswere selected. The players named, theTeam attended the ITTF Junior Circuit Tour-nament in the Korean city of Daejeon andonce again competed in the Euro MiniChampionships in Schiltigheim.

A new format in 2010 and in 2011there was a innovation. The first ever ITTFHopes Week and Challenge was stagedwith 63 players from 28 associations, cover-ing six continents attending the recentlyopened Werner Schlager Academy inSchwechat near Vienna.

Following a highly successful week, tenplayers where selected for the ITTF WorldHopes Team with a further six being in-vited at their own cost. The team visited

There were also special courses targeting women in the areas of coach education, umpiring and refereeing. Equipment donations werevery helpful to promote Table Tennis in many countries. In addition the Development Deptartment was helpful to in promote the Africa CadetTeam to prepare for World Cadet Challenge and to ensure our Continental representation in ITTF Hopes team. Africa with 48 member associations is the second largest among all continents in membership terms. The number of development related activities is growing – from 16 courses and training camps in2009 to more than 30 in 2012. There is an increasing number of self-funded courses and Olympic Solidarity courses. Also, the diversity of activities is becoming broader: the focus is still set very muchon coach education but courses for umpires and referees have been held; national associations have responded to the increase in women’s activities that are organized on yearly basis. Also, there is agreat interest in organising humanitarian projects, part of the ITTF Goodwill Fund. Meanwhile, the ITTF World Hopes Program, the With the Future in Mind project and the advent of the Youth Olympic

Games have all helped Africa progress as have the marketing efforts in order to raise the standards of tournaments. Increased television coverage has resulted; times look bright for Africa.

CAI ZHENHUA, PRESIDENT ASIAN TABLE TENNIS UNIONI am proud of the contributions made by the Asian Table Tennis Union during the past four years; five regions and its 44 nationalassociations have been involved in various ITTF initiated development programs; some have even promoted their own independentdevelopment courses. Notably the International Promotion Plan in Table Tennis was started by the Chinese Table Tennis Associationin 2010. Such initiatives are beneficial to the increasing number of Asian coaches, technical officials and players in addition towomen and disabled players. It is my pleasure to co-operate with the International Table Tennis Federation, now and in the future.

Projects such as coach education, umpire courses and train-ing camps continue to be held in every corner of Asia. Equipment has also been sent to several countries to help promote thesport; furthermore, the gap in playing standard is closing with countries such as India and Iran becoming ever more competitivewhilst players from the south east, south west and middle Asia all gaining higher World rankings. STEFANO BOSI, PRESIDENT EUROPEAN TABLE TENNIS UNIONI am delighted with the development activities that are being carried out in Europe. We are always trying to find the best way towork with our national member associations in order to ensure that the assistance is given according to real needs; this is possi-ble only with full collaboration and constant communication with all concerned. Communication has improved considerably overthe past years and we hope it will continue to progress.

LILA DE SOYSA, DEVELOPMENT OFFICER EUROPEAN TABLE TENNIS UNIONThe European Table Tennis Union is committed to increasing the participation of players, coaches and officials, whilst also provid-ing the best opportunities for the development of all players. In recent years the Development Program in Europe has undergonea major restructuring processes, whereby priority areas have been identified, in particular the education of very young players withthe Investing in our Youth concept. Furthermore, Eurokids saw its 29th edition in May 2012 in Malinska, Croatia; whilst In 2011, aEurokids camp was held during the World Championships in Rotterdam. EVELIO ALVAREZ, DEVELOPMENT OFFICER LATIN AMERICAN TABLE TENNIS UNIONAt the end of 2012 Evelio Alvarez retired from his role as the Latin American Development Officer. He served the Latin American Table TennisUnion for a period of 12 years. Overall he visited 24 countries, many on more than one occasion, the grand total being some 105 attendances. Inaddition he met 34 National Olympic Committee Presidents, the Presidents of 96 National Table Tennis Federations and educated over 2,000 stu-dents. It is quite incredible record it made him the most active of all ITTF Development Courses Conductors.

Since 1970 I have had the honour and pride of being an active participant in Latin American table tennis. I have shared moments of great hap-piness and seen an increasing number of opportunities arise. One of the most important moments was in 1999, when Adham Sharara, ITTFPresident, announced the P4 policy of popularity, participation, profit and planning. We are all responsible for recent improvements, the stan-dard of play, the support from volunteers, the efforts of coaches and match officials, in addition the Presidents of National Associations andtheir Executive Committees. My thanks to all who have supported my efforts over the years; especially to my colleagues in the Latin AmericanTable Tennis Union and to my native Cuba. Now, it is time to hands of the reins of office; my best wishes to all for the future.

S FOCUS ON YOUNG PLAYERSThe North American subcontinent is a region where the active na-tional federations are two, United States and Canada. Howeversome recent approaches with Bermuda look promising; their aim interms of development is quite clear, promote a new generation ofplayers. It is for that reason the stress of activities is to bring youngplayers from those countries to participate in training camps. Thehighlight of the cycle in terms of development is the appointment ofDejan Papic, whom besides other tasks will be the first professionalDevelopment Officer in NATTU history.Mike Cavanaugh NATTU President

The USTTA, in a joint project adopted the ITTF coaching certification system nationally. The launch was at a Level One Coaches Course followed by a Course Conductor Training delivered by GlennTepper in late 2010. A similar strategy was followed for the implementation of Level Two, delivered in late 2012 by the author of the Advanced Coaching Manual, Frenchman Philippe Molodzoff andPolona Cehovin Susin; so far the results are excellent. The impressive number of 16 courses has already conducted by local experts under the coordination of the experienced Richard McAfee.

PATRICK GILLMANN, PRESIDENT OCEANIA TABLE TENNIS FEDERATIONIn the past four years, thanks to maintaining close co-operation with Scott Houston and now Michael Brown, the Oceania Devel-opment Officers in addition to working close with both Glenn Tepper, the ITTF CEO and Steve Dainton, the ITTF Marketing Direc-tor, table tennis in Oceania has progressed in every respect. Since 2011, all countries and territories in the region have beenaffiliated to the Oceania Table Tennis Federation and will receive a course every two years. The televised Oceania Cup in 2011 and2012 proved a great success as did the staging of the ITTF Cadet Challenge in Guam in October 2012.

MICHAEL BROWN, DEVELOPMENT OFFICER OCEANIA TABLE TENNIS FEDERATIONExpansion and growth are two words that describe the performance of the ITTF-Oceania Development Program during the pastfour years, over 60 courses have taken place during the quadrennial. Moving forward, the ITTF-Oceania Development Programwill continue to focus on coach and administration education, to ensure the sustainability of table tennis within each member as-sociation’s area. Continental Agreements Signed

Beginning in 2011, theITTF Marketing Depart-ment, with the sup-

port of our marketingpartner TMS International,has focused on raising thelevels of continental tour-naments in Africa, LatinAmerica, North America andOceania.

Notably improvementshave resulted with regards tothe commercial aspect. Exten-sive television coverage withstreaming on itTV has createdmore sponsorship opportuni-ties, ultimately benefiting thecontinents. Furthermore, thelink with the InternationalTable Tennis Federation hasgrown in strength, with thefour continents involved, hav-ing rebranded themselves asITTF continents.

Undoubtedly there is agreat deal more work to bedone; there can be no compla-cency. However, one fact isclear, already the fruits of ourlabours are being witnessed.

Dream Building waslaunched in Dortmundduring the ITTF An-

nual General Meeting onTuesday 27th March 2012.The concept is to providestrong brand identificationfor all ITTF activities whichinvolve social awareness;thus attracting partners inthe areas of Development,Para Table Tennis and Youth.

Already some most worthyevents have taken place usingthe Dream Building brand; wehope in the long term the brandbecomes strong enough forpartners outside the table ten-nis world to become involved.

Also, we look forward tovarious fundraising initiatives; inParis during the Liebherr 2013World Table Tennis Champi-onships the inaugural fundrais-ing dinner will take place.

Gender equity and equality have al-ways been aspects very much ob-served in the sport of table tennis

and also within the International TableTennis Federation.

The general aim of the Women’s Devel-opment Program is to increase the number ofplayers, coaches, officials and female leadersthroughout the world. Furthermore, one tar-get has been to address every tier from conti-nental to national and grassroots. In order toachieve the goal, the Women’s DevelopmentProgram was formally established in 2003,when also the ITTF Women’s Working Groupwas created.

MissionObjectives of the Women’s Development Pro-gram are:......to regard gender equity and equality asone of the principle objects of the ITTF in allareas of involvements and fields of interest:competitions, development, education, mar-keting and humanitarian projects. ......to provide equal opportunities, trainingand knowledge to girls and women to reachtheir leadership potential.......to educate and train women for leader-ship positions in general, not only within theITTF but also within their continental and na-tional associations in addition to other mi-croenvironments. Equipping them with thenecessary knowledge to play an active role insport as athletes, coaches and officials. ……particular attention is placed on the inte-gration of girls and women in Para Table Ten-nis.

Meanwhile, Argentina’s AlejandraGabaglio, one of the most active Course Con-ductors alongside Kenya’s Jane Pinto, a Mem-ber of the ITTF President’s Advisory Council,received the “IOC Women and Sport”Diploma in 2010 and 2011 respectively. Bothwere recognised for their outstanding contri-bution to performance, development and theparticipation of women in sport.

Atotal of 11 years, 48 host associa-tions, 185 Junior Circuit tourna-ments; when the year 2012 came

to a close, those were the impressivestatistics for a concept that is now anintegral part of the International TableTennis Federation’s ever growing rangeof activities.

In 2002, a pioneering concept named“The Global Junior Circuit” was initiated as apart of the recently created Global JuniorProgram. Officially the start was 2003, in re-ality four World Junior Circuit events werehosted in 2002; they are the foundation oftoday’s Global Junior Circuit.

Serious GuyA Swede, “a serious guy” in words of thelocal organizers, appeared with his laptop.Mikael Andersson was, in fact, our originalCompetition Manager for the ITTF JuniorCircuit. He monitored the first ever “ITTFWorld Junior Elite Camp”, which was fol-lowed by the ITTF World Junior Circuit Span-ish Youth Open. It was the first of its kind.

An intense week concluded with twoplayers qualifying for the first ever finals tobe held at the end of the year; they werestaged in Stockholm. Christian Süss andSayaka Hirano won in Spain but one sen-tence, written by Mikael Andersson on theITTF website was foreseeing.

“The troublemaker is a young Japaneseleft hander in the name of Jun Mizutani. Atthe age of 12, he showed astonishing techni-cal skills and a ball feeling sanctioned byGod himself. Sometimes you just have tostop and make a note in your memory. Platjad’Aro, Spain in May 2002; that was the placeI saw him the first time.”

GrowthSince then the ITTF Global Junior Circuit hasgrown from the original four events plus fi-nals to some 30 events per year plus finals,national governing bodies worldwide beinginvolved.

Notably in 2002, players from 44 na-tional associations took part in the fourevents, with a similar number in the nexttwo years. In 2005 when the Global JuniorCircuit reached 11 stops, no less than 81 as-sociations were involved. From 2007 on-wards, every year, players from over 90 asso-ciations competed, reaching a figure of 97national associations three times; this repre-sents nearly 50% of all ITTF affiliated associ-ations.

Besides the fact of having reached somany places in terms of participation, thereare two other factors that must be high-lighted. No less than 48 national associationshave hosted events; from the most popu-lated country in the World, China, to one ofthe less occupied, Guam; from the secondlargest country in the world in terms of area,Canada to one of the smallest, Malta.

Also, there are most encouraging figureswhen we conclude Olympic Year; for thefirst time, in one single year, over 2,000 play-ers have competed in at least one eventof the 2012 Global Junior Circuit! Oppor-tunities to gain the greatest honour ofall have been created; that of represent-ing your country; the highest of all.

The Nikon Hong Kong Junior and Cadet Open has very much become a flagship tournament for the ever prosperous ITTF Junior Circuit

In the period 2009 to 2012, over 200 courses for coaches and match officials included Para Table Ten-nis education; in excess of 4,000 people were involved with over 6,000 coaching manuals, includingthe Para Table Tennis module, being distributed. Furthermore, 17 experts are certified to deliver ParaTable Tennis Coaching Courses in English, ten in Spanish, eight in French and four in Arabic.

Building on Awareness Created

Sir Philip Craven, in his speech atthe Closing Ceremony, wascrystal clear that London 2012

was the best Paralympic Games ever;few would disagree. It was an occa-sion filled with elation, emotion andeuphoria but moreover it capturedthe imagination of the general pub-lic; it captured the imaginationwhether present, viewed on televi-sion, laptop or tablet.

Suddenly the world was aware of dis-ability sport at elite level; the ExCeL Exhi-bition Centre, the home for the tabletennis events, was a prime example. Ifever a platform that national associa-tions can use as a springboard to pro-mote Para Table Tennis was created, itwas created in London in September2012.

Some years ago many people fromthe table tennis community didn’t evenknow that someone with a disabilitycould play our sport, few appreciatedelite level.

Awareness has been created on a

global scale; the impending task is toleap from that springboard and diveheadlong into increased activity. Nowwith Para Table Tennis being under theumbrella of the International Table Ten-nis Federation since the milestone sign-ing in 2008, the onus for progress restssquarely on the shoulders of nationalgoverning bodies.

A Thousand WordsIncreasing awareness is the key forevolvement; conscious that an image cansay a thousand words, the ITTF Develop-ment Department recently released apromotional campaign composed ofthree posters in three languages featur-ing players with a disability.

A total of 800 posters were distribut-ed to the national associations duringthe H.I.S. World Championships in theJapanese city of Yokohama in 2009;whilst in 2012 a promotional DVD with acompilation of films and documents wasreleased and distributed.

Also, there has been a growth inpractical support. Following integration,experts have conducted ITTF/PTT LevelOne Courses throughout the world; inaddition to English, the ITTF/PTT Inte-grated Coaching Manual is now availablein Arabic, Spanish and Portuguese.

A French version is soon to be pub-lished, with a multimedia pack also to bereleased.

FutureUnquestionably, the future looks bright,the next cycle of Development agree-ments between the International TableTennis Federation and the continents,sees Para Table Tennis as mandatory; verydefinite progress.

The next step is to transform aware-ness to involvement throughout theworld; physical condition is not a barrierto sport, the task is to release the shack-les, tear down the barriers and open thewindows of opportunity.

it came to a champagne moment in theExCeL Exhibition Centre at the London2012 Paralympic Games, Great Britain’sDavid Wetherill topped the poll.

During the Paralympic Games, no video-clip was viewed on YouTube on more occa-sions than the forehand top spin heexecuted in his Men’s Singles Class 6 firststage contest against Germany’s ThomaszKusiak. At the beginning of 2013, the num-ber of views stood at well over 6,361,000.

Fourth PlaceFurthermore, the wonder stroke was ac-claimed by the International ParalympicCommittee; on the poll released on Monday31st December 2012, which featured the top50 moments of the London 2012 ParalympicGames, the famed David Wetherill forehandtop spin is in fourth place!

First place went to Italian hand-cyclistAlex Zanardi; second place to Brazil’s AlanOliveria, who recorded a shock victory overSouth Africa’s Oscar Pistorius in the 200metre T44 sprint, with Spanish swimmerTeresa Perales in third spot. She gave herParalympic gold to her two year old son.Amongst illustrious company, David Wether-ill stood tall for table tennis.

The PointA rally developed, the ball was angled wideto his forehand, the British player dived fulllength, executed a forehand top spin, which

flew across the table and left Thomasz Ku-siak stunned. Both coaches rose to their feetin applause. David Wetherill, prone on thefloor, turned to his coach Greg Baker andsaid nothing but there was no need. Actionsspoke louder than words.

“At the time, I just knew I had to get tothat ball, I was slightly behind in the matchand I just wasn’t going to let that ball go; Iknew that if I could get to it, I could get itback on the table”, reflected David Wether-ill. “So I just flung myself, it was instinctive,the first time I realised I had won the pointfor sure was when I got up and looked at

the scoreboard; the crowd was so loud Icouldn’t hear that it hit the table.”

The stroke has been broadcast on majormedia outlets such as Channel 4, ESPN,Deadspin and Mashable, as well as in thewritten media around the world.

Alas for David Wetherill, it was defeatagainst Thomasz Kusiak and he didn’t ad-vance to the second stage but became thetournament’s most celebrated player and hefulfilled one of the major the objectives ofthe ITTF Development Department; he cre-ated awareness, his one stroke spoke a mil-lion words.

Rules that apply in Para Table tennis arefully integrated in the Laws of Table Ten-nis and actually the only exceptions applyfor wheelchair players (Classes 1 to 5);Standing Players (classes 6 to 10) followexactly the same rules as their able bodiedcounterparts.

In a team event a player may receive ad-vice from anyone authorised to be at theplaying area, often referred as “thebench” but in an individual event advicemay be given from only one person, whomust be nominated to the umpire beforethe match.

Since the start of the International Um-pires certification in 1973, the ITTF hasqualified more than 5000 InternationalUmpires, however by the end of 2012there were only 282 with active BlueBadge status which entitles them to offici-ate at ITTF World Title events.

According to the latest changes of therules effective from 1st September 2012,racket testing is carried out by umpires.In case of a failure of a compulsory rackettest after the match, it is the referee whodecides the player forfeits the match.

Increasing number of events or-ganized worldwide means morematch officials are necessary; the

result is that in recent years therehas been a considerable increase incourses for umpires and referees.

In 2009, ten such courses werestaged, in 2010 the number had risen to16; in 2011 it was 14 and in 2012, thetotal was 18; Africa and Latin Americabeing the most active continents.

The education of umpires and refer-ees is implemented in line with the Ac-creditation System established by theITTF Umpires and Referees Committee,which similar to coach education, followsa multi-level approach.

The Levels…..Level One - a basic course for Umpiresand Referees……Level Two - National Umpires and

National Referees ……Level Three - International Umpiresand International Referees ……High Performance - Advanced Train-ing for Umpires and Referees

OrganisationThe first two levels are organized underthe umbrella of the ITTF DevelopmentProgram; the courses are aimed at na-tional associations who do not have theirown qualification system in place. TheITTF Umpires and Referees Committeeorganises the highest two levels.
