NCLGA PRESIDENT’S REPORT

First, I would like to acknowledge that our conference is taking place on the traditional territory of the Treaty 8 nations, and I’d thank them for their hospitality during this event.

On behalf of the NCLGA Executive and our staff, it is my pleasure to welcome you to our 61st Annual General Meeting and Convention in the beautiful South Peace.

Across the region, our communities have experienced a host of hurdles: oil & gas negotiations, mill closures, staff changeovers, forest fires and more have provided us again and again with significant challenges. It never gets easier living in the north!

But from our experience and difficulties, our knowledge and history grows. The theme of this convention is ‘Prosperity through Partnership’ because even though our communities are diverse, vibrant, and unique, we encounter many of the same situations. Truly take the next few days to expand your knowledge, introduce yourself to others, and learn from the years of experience in the room with you. From biologists to business owners, our collective knowledge base spans much further than simply politics.

This convention is designed to conduct NCLGA business and to network with your peers, but it is also a

time to reflect on what our association has accomplished in the past year: multiple Executive resolutions

have reached the Federation of Canadian Municipalities’ floor; faster Ministerial response times on

community resolutions recorded; Memorandum of Understandings signed with OBAC, Northern

Development, Fraser Basin Council, and the University of Northern BC; better working relationships with

Provincial Ministries, post-secondary institutions, and healthcare providers; and the list goes on.

In closing, I would like to say that it has been a pleasure and honour to serve as your President these past

two years. I look forward to another great year with the NCLGA’s Executive, and wish our communities all

the best for 2016.

Yours sincerely,

Brian Frenkel

President, NCLGA

Councillor, District of Vanderhoof

WELCOME FROM HOST COMMUNITIES

On behalf of the communities of Chetwynd, Dawson Creek, Tumbler Ridge, Pouce Coupe and the Peace River Regional District, we are pleased to welcome all the North Central Local Government Association delegates to the gateway to the Peace!

The theme of this year’s conference is ‘Prosperity through Partnership’. In many ways, the Peace River Regional District exemplifies this theme as it encompasses approximately twelve million hectares (120,000 square kilometers), which is roughly four (4) times the size of Vancouver Island. With such a large geographic footprint, the Regional District has had to learn to work together.

When in Dawson Creek, you will find the community warm, welcoming and a lot of fun with an amazing quality of life! Residents and visitors alike enjoy the multitude of amenities including, but not limited to; the Calvin Kruk Centre for the Arts and the Encana Events Centre. From quadding to boating, hiking, fishing and golf, Dawson Creek has an endless array of activities to partake in.

While you are in the area, do yourself the favor of touring Chetwynd, some of its industries, and the chainsaw sculptures. To highlight Chetwynd’s dependence on the forests, a remarkable annual event in invitational chainsaw sculpture has grown up over the last decade. Held in June of each year, this event draws hundreds of visitors. We invite you to mark its date on your busy schedule and take a break to indulge your eyes in this world-class competition.

Pouce Coupe is proud to display its long and diverse history by having artifacts that date back to 1889. Everything on display has been donated by local residents of the Village. Come out and enjoy the journey through the Heritage House, A Trapper’s Cabin and the original NAR Train Station. Don’t forget to ask for directions to our Famous Wooden Train Trestle Bridge.

Tumbler Ridge is excited to welcome NCLGA delegates to our internationally recognized tourism destinations. Starting with our brand new log visitor center and following with geological formations like the Shipyard and Titanic and waterfalls higher than Niagara like Kinuseo. It would take a life to see everything our newly designated UNESCO Geopark has to offer!

We would also like to take the opportunity to thank the organizers of the conference, as the success of any conference ultimately depends on the many people behind it! On behalf the South Peace Region, we extend a warm northern welcome to the South Peace!

Sincerely, Mayors Bumstead (Dawson Creek), Nichols (Chetwynd), Lavoie (Pouce Coupe), and McPherson (Tumbler Ridge).

CONVENTION HOSTS

Master of Ceremonies Joel McKay Director of Communications Northern Development

Joel McKay joined the Northern Development executive team in June 2012, where he handles the Trust’s communications and marketing, economic research and analysis and Fabulous Festivals and Events grant program.

Joel was previously Assignment Editor at Business in Vancouver Newspaper where he was responsible for leading a team of journalists. Prior to that, Joel was the natural resources reporter at Business in Vancouver covering forestry, mining, oil and gas, fisheries and First Nations issues across the province. For the past four years Joel has led a successful communications services program that has provided public relations capacity to small local governments and First Nations throughout rural B.C.

Playbook, a Jack Webster award winning journalist, was named one of Prince George’s Top 40 Under 40 business leaders in 2013, an alumni of the 2015 Governor General’s Canadian Leadership Conference and a regular columnist for Business in Vancouver focusing on economic and northern issues.

2016 Convention AGM Co-Chair Shaely Wilbur Second Vice President NCLGA

Wilbur was involved in politics from the get go: “If you were old enough to vote - you voted!” Since then she has worked on campaigns for MLAs and MPs, as a City Councillor, and more recently, Director at Large & 2nd Vice President for NCLGA. Inspired by the need to give back and lift people up, Shaely uses her role in politics to address societal imbalances. Her can-do attitude makes goals seem more reachable, and her ability to see the promise within each individual is remarkable. She currently volunteers her time to assist her community’s self-advocates and those struggling to obtain their greatest potential. Shaely believes in solutions; whether that is at the Council table, as an Alternate Director for the PRRD, Community Champion for Love Northern BC, and Chair of the Dawson Creek Health Committee, Liaison to the Dawson Creek and District Chamber of Commerce or as a Volunteer; you will never hear her use the word impossible. Shaely takes pride in striving for inclusivity, believing that together all things are possible and that community truly means all of us, regardless of where we call home. When asked for lasting advice, she believes ‘we should be inspired, by who we are – our talents, our heritage and that is what as individuals we should bring to the table; that is how we will make positive change where it is needed.”

It excites me to fight for basic services, such as better health care and transportation that large, southern communities take for granted.”

2:00 PM – 3:00 PM: Boom & Bust, Growing Pains

Heather Avison Chief Administrative Officer City of Terrace

Heather Avison has been the Chief Administrative Officer for the City of Terrace since July 2012 and has 24 years of service with the organization in various capacities. Historically a robust, forestry-based community, Terrace has been experiencing an economic downturn for the past fifteen plus years. The economy of Terrace turned around in 2011 with the mention of three little letters “LNG” … Liquefied Natural Gas.

Since that time Heather has had the challenge of managing growth in the community to a degree that has never been seen before, still with a small operating budget and a meager industrial tax base, putting the bulk of the burden on commercial and residential tax payers. The location of Terrace is 63 kilometres north of Kitimat and 143 kilometres east of Prince Rupert with all road and rail traffic to these communities travelling through Terrace first. Although Terrace will not have an LNG facility or an LNG pipeline in the community it is positioned well to be the service and supply centre for industry in the region. With this comes both benefits and challenges and Heather’s Council and administrative team are committed to collaborating with the region, higher levels of government, and industry to ensure that their community remains strong and healthy throughout the economic transformation.

Jim Chute Chief Administrative Officer City of Dawson Creek

Jim Chute is currently the Chief Administrative Officer for the City of Dawson Creek. In the over thirty-five years Jim has been employed in local government in British Columbia he has held positions as an Engineering Assistant, Business Licence/Bylaw Inspector, Director of Regulatory Services, Administrative Assistant, Deputy Treasurer, Director of Personnel, Corporate Administrator and Deputy Administrator. Prior to making the move to municipal government, Jim was a Construction Project Coordinator with the Alberta Ministry of

Transportation, specializing in building bridges (literally, not figuratively). In earlier days, Jim was in the Private Sector as Manager of a Retail Store, Traveling Salesman and Hotel Food and Beverage Manager. The latter position fully prepared Jim for his current role as patron of such facilities. Jim is a proud graduate of the University of Alberta’s Commerce and Business faculties; however, the lessons learned in three months as a dog catcher have served Jim at least as well as seven years of formal post-secondary education.

Sue Kenney General Manager Community Futures Peace Liard

Sue Kenny is currently the General Manager for Community Futures Peace Liard (CFPL) and has been an employee of Community Futures for 15 years and a past board member for three years. CFPL covers the northeast corner of BC including 8 municipalities, several first nations’ communities and surrounding rural areas. Her role is to ensure that business services are available to existing and new businesses in the entire region.

Sue also represents this region in promoting economic initiatives as well as assisting communities in developing economic strategies and sourcing or providing resources to implement them. Sue achieves this by having a working relationship with other economic practitioners in the area, as Coordinator for the South Peace Economic Commission, Member of the newly appointed British Columbia Rural Advisory Committee, President of the Tumbler Ridge UNESCO Global Geopark, Treasurer for the BC Economic Development Association for seven years and Past Executive Director for the Northeast Regional Community Foundation, Past Alternate Director for the Northeast Regional Advisory Committee for Northern Development Trust, Past Alternate Director for the Peace River Regional District and past City Councilor for the City of Dawson Creek. Sue served two consecutive terms on Dawson Creek City Council.

Peter Weeber Chief Administrative Officer District of Mackenzie

Peter is a proud northerner and has been working in local government and as a private sector manager for 19 years. He started his career in the forest industry working as a High Lead Logger in the Terrace area. After the collapse of the forest industry in the mid 1990’s Peter transitioned into private sector management and then into local government in 2000. Peter He brings a unique perspective to the discussion having experienced the challenges of a boom and bust environment as both a forest worker and a local government leader.

Peter believes that the future stability of BC’s northern region is dependent on a sustainable and diverse resource sector. Working together, northern communities must become engaged in the sustainability conversation and assume responsibility for the long-term interests of British Columbia’s northern municipalities.

Scarlet Sway Banquet Band

They say married couples in bands can be a disaster but what happens when you add in two sisters as well? Believe it or not this isn’t a punchline but Dawson’s own Alt¬ Rock band, Scarlet Sway. While the family ties do have the potential to bring forth some awkward tension they in fact only strengthen the band’s chemistry. There is nothing better than sister harmonies and Kim and Karli are a prime example.

If Led Zepplin, Heart and No Doubt had a baby the end result is what Scarlet Sway’s upcoming EP (to be released summer 2016) will sound like. This intriguing new band is having a flying start playing at Sweetwater 905 Music Festival and have been rocking hard ever since.
