The year 2001 is very significant in the history of theITDI. It was during the year that the Institutecelebrated its 100th year of existence with no lessthan the highest official of the land, Her Excellency,

President Gloria Macapagal-Arroyo, gracing themomentous occasion.

It was also during the year that I assumed thedirectorship of the Institute. Being at the helm ofITDI, I envision that the Institute not only continue but rather, even focus more of its energiesin being a potent agent or partner in achieving national development and concretely

contribute in uplifting the quality of life of every Filipino, particularly, the poor anddisadvantaged sector of our society. Operational framework to achieve this goal had been laidand this is evident in the programs and projects the Institute started to undertake this year.

The Institute’s research and development programs were directed towards developingcompetitive and high value-added new products, and on improving existing technologies tomake them appropriate or relevant to present conditions. R&D projects on agri-basedproducts and processes were also implemented in support of the Agriculture and Fisheries

Modernization Act or AFMA.

The technology transfer and commercialization activities of the Institute were strengthenedto hasten the delivery, adoption and commercialization or appropriate technologies toappropriate beneficiaries. A potent tool for national development especially in thecountryside, the Institute worked closely with all the regional offices to effectively

implement the program.

In line with its commitment to improve the productivity and competitiveness of the localindustry, the ITDI provided S&T related services, such as, product and raw material testingand analyses, instrument calibration, training, technical information and consultancyservices. To further improve the delivery of its services, the Institute continued to work for

the ISO Certification of its testing laboratories.

S&T promotion activities, such as, press releases, radio/TV broadcasts, participation in S&Texhibits, fora and techno-fairs, were also aggressively implemented to enhanceawareness among the general public of the Institute’s activities.

In human resources development, the Institute continued to provide opportunities to itstechnical and support personnel in acquiring expertise, enhancing knowledge and skills inorder to upgrade the quality of its R&D activities as well as to improve the delivery of its S&Trelated services.

Likewise, to enhance the capability of the Institute to effectively and efficiently implement itsplans, programs and projects, institutional and management reforms were initiated. Theneed for teamwork in all the Institute’s undertakings was stressed among the members ofthe Execom.

Indeed, the year 2001 was another year full of challenges and opportunities for the Institute.The work before us will not be easy, but with the support and cooperation of all, we shallsucceed in realizing our vision for ITDI.

The year 2001 etched anothermilestone in the history of ITDIas it celebrated its 100thanniversary on July 1.Highlighting the occasionwere various activitiesconfirming its establishedniche as the premier R&Dinstitute of DOST.

ITDI’s 100 days countdownwas marked with major eventssuch as : Series of TechnicalSeminars; Inauguration of theITDI Memorabilia; CentennialBook Launching; CentennialStamp Launching, Launchingof the Centennial Logo andSlogan and the ITDI Hymn,and TV features of significantS&T contributions at ASYMover Channel 2.

Culminating this major eventwas a formal dinner with thePresident, Her Excellency,Gloria Macapagal-Arroyo. Keyofficials of other governmentagencies, the private sector,foreign funding agencies, theacademe and ITDI retireesalso graced the occasion.

Making the event trulymemorable was the signing ofthe Presidential proclamationdeclaring the ITDI MolinoProperty as reserved site forhousing of ITDI employees.Those who have contributedto the evolution and progressof ITDI were also givenrecognition aptly called the“100 partners of ITDI”.

In 2001, the Institute used as its

operational framework to achieve its

vision, the President’s SONA and the

MTPDP. Thus, ITDI‘s S&T endeavors were

geared towards helping address the

current national concerns of the different

sectors while continuing to be the lead in

three DOST flagship programs, namely, the

Establishment of a Packaging R&D Center,

the National Metrology Program, and the

Integrated Program on Cleaner Production

Technologies.

The Packaging R&D Centeror the PRDC teamed up withthe Center for InternationalTrade Expositions andMissions (CITEM) forintegrated regional assistanceprogram in the developmentof new packaging conceptsand application of famousRegion 9 products (e.g.ready-to-eat whole crabs, crabomelet in microwaveablepacks, omega 3-rich sardinesin hygienic flexible packages)and kakanin from Cainta.

The alliance resulted in theinclusion of these ethnic productsin the following international fairs:the Asian Ethnic Food Festival(World Trade Center, Pasay City,23-21 Nov. 2001); ASEAN S&TWeek (Brunei, 21 Sept. 2001);European Ethnic and SpecialtyFood Show (June 2001 and Aug.2001, Norway); Asian PromotionCenter (Tokyo, Japan, Oct.-Dec.,2001).

PACKAGING R&D CENTER

The National MetrologyLaboratory (NML) constructeda functioning prototype of anautomated standard cellcomparator using the paralleland serial ports of a personalcomputer to actuate a switcharray and a nanovoltmeter.This allows the analyst toconcentrate on concepts andminimize the uncertainty ofmeasurements, and leave tothe PC the tedious work ofcontrol of instruments andtaking replicated readings.

It has also participated in four(4) interlaboratory programs ofthe APEC 5 countries and AsiaPacific Metrology Program(APMP).

The NML has significantlycontributed to the upgrading oftesting and calibrationcapabilities in the regions. Ithas assisted other DOSTlaboratories in designing asystem for the maintenance oftime standard, developedproficiency program for middleand low accuracy levels, andhas conducted trainings inproper measurements andcalibration.

The IPCT continued topromote the integration ofcleaner production principlesin research and development,technology transfer,manufacturing, and in thevarious sectors of industry.This is done by developing,implementing, and monitoringof various service packagessuch as: training modules andprograms, collaborative R&Don specific sectors, manualsand guidelines.

In line with its goal, the IPCThas conducted : 29 trainingsessions on special topics, 15seminars for DOST R&Dinstitutes and councils;developed two trainingmodules and revised one, fourguidelines; three collaborativeR&D projects, and oneseminar for the textileindustry.

It has also co-organizedseminars and conferenceswith various industry,professional organizationsand other governmentagencies to promote theprogram.

The technology on theaccelerated stabilization andconversion oforganic/biodegradablemunicipal wastes intocompost using a bioreactor isa viable solution to theperennial problem on solidwaste disposal.

Starting from a 100 kgs/daydemo unit for market wastesin Bulacan, then 400 kgs/dayunit in a pulp and papercompany, a 1000 kgs/daybioreactor has been set-upand made operational at theSmokey MountainReclamation Site onDecember 2001.

The facility, with a populationsize capacity of 12,000 and acompost product output of 500kgs/day, boasts of no leachateemission and insignificantodor emission while having afaster rate of composting andcompetitive compostproduction cost.

TechnoTransferR&D

An absorbable type of suture,in mono-filament formconforming with USPspecifications in terms ofsterility and tensile strengthwas developed within twoyears. Initial application testson rabbits and rats showed nodermal irritation, completewound healing within 10 days,stitches gone after 5 days, noinflammatory response and notraces on skin. The product isa potential substitute for“catgut suture” that is currentlybeing used.

The project garnered the FirstPrize in the 12th ScientificPoster Exhibit of Health andRelated Technologies lastJuly 20, 2001 during theNational Science &Technology Week and theSecond Prize for thegovernment sector, in theNational Inventors WeekCompetition under theCreative Research Awardheld in Cebu City onNovember 21, 2001.

In the area of research anddevelopment, ITDI focused onthe development ofcompetitive and highvalue-added products andprocesses, and on improvingexisting technologies to makethem appropriate or relevantto present conditions. Onehundred fifty two (152)projects were implemented,fifty seven (57) of which werecompleted.

The technology transfer andcommercialization activities ofthe Institute werestrengthened to hasten thedelivery, adoption andcommercialization ofappropriate technologies toappropriate beneficiaries.Five (5) technologies werecommercialized.

Under the TechnologyBusiness Incubation (TBI)scheme, ITDI extended itsfacilities and expertise toMoonbake, Inc. for theproduction of Canned “Laing”and Bicol Express. Highestproduction achieved was attwo hundred fifty cases of 24cans/case within two weeks.

Such assistance of ITDI toSMEs, like Moonbake, Inc.has enabled the companyto set up its independentProcessing Plant at the FTIComplex which wasinaugurated on November29, 2001.

TechServices

To ensure that R&D effortscontribute significantly to nationaldevelopment, all projects are nowgeared towards the enhancement/development of Enterprise Modules(EM) where technologies findactual applications. EMs compriseof a Business Opportunity Plan(BOP), Marketing Plan, Process/Product Description, andEquipment Specificationsdemonstrated either thru actualset-up of commercial productionfacility in the Institute’s laboratoryor thru plant layouts for set-up inother areas.

Through its Standards and Testingand Metrology Laboratories, theITDI has provided 12,736 testing,analytical and calibration servicesto a total of 3,055 clients fromvarious sectors of industrygenerating an income of P11 M.And to further improve the deliveryof these services, the ITDIcontinued to work for the ISOcertification of its testinglaboratories.

Through its R&D and technicalsupport divisions, ITDI continuedproviding other forms of technicalassistance to its clients such aslabel design, use of facilities,specialized tests and analyses andtraining. In 2001, the incomegenerated from these servicesamounted to P2.76 M.

The Institute also conducted 75technology-based livelihoodtraining courses to 1,273participants, rendered 90consultancy services to technicalinquiries and served 4,284 libraryusers.

To enhance awareness among thegeneral public of the Institute’s S&Tprograms and projects, promotionactivities were aggressivelyimplemented. These activitiesincluded the dissemination of S&T

information through 68 pressreleases, participation in 3 S&Texhibits and 7 fora, 20 TVfeatures over Channel 2, and34 radio interviews.

Publications in the form ofmanuals and ‘komiks-type’series to complement thetechnology transfer activitiesand other programs of theInstitute were also prepared.

To upgrade manpowercapability, the Institute providedopportunities to its technicaland support personnel inacquiring expertise, enhancingknowledge and skills in order toupgrade the quality of its R&Dactivities as well as to improvethe delivery of its S&T-relatedservices. Fourteen personnelare enrolled in various Ph. D.programs, 21 for MS/MAdegrees and in 10 diplomacourses; while 530 personnelwere sent to 83 local andforeign training courses,seminars and conferences.

Two significant programs wereinitiated during the year. Oneis the Technical SeminarSeries conducted weeklywhere ITDI staff presentscientific papers (published/unpublished), R&D work,thesis (MS / PhD), trainings,the output of which will be aTechnical Seminar SeriesProceedings for information /dissemination. Second is theGraduate Program/DiplomaCourse where 10 ITDI staffwith BS in Electronics /Electrical Engineering wereenrolled in the Diploma Coursein Power Electronics offered byUP, Los Baños. Classes wereheld at the ITDI hence,enrollees had the benefit ofstudying without leaving theirworkplace.

To enhance the capability ofITDI to effectively andefficiently implement its plans,programs and projects,institutional and managementreforms were initiated.

The Institute’s organizationalstructure was reviewed toexplore, among others, thefeasibility of utilizingalternative organizationalarrangements. As a result ofthis initiative, the ITDI adoptedthe program approach to fullyutilize limited resources and toencourage teamwork andcooperation among themembers of the organization.Related to this effort, thesetting up of divisionaldeliverables / targets wasmade an integral part of theplanning sessions. Thedeliverables/targets shall be ameans to monitor concreteoutputs of the institutes’activities. These would alsoserve as a tool to beimmediately aware ofbreakthroughs, potentials,improvement areas at differentstages and time line of theprojects / undertakings.

Institute-level TechnicalAdvisory Committees (TACS)were created to review theplans, oversee theimplementation and evaluatethe accomplishments ofprojects/activities, as well asto initiate coordinative effortsto integrate or harmonizethese projects/activitiesamong the Institute’sdivisions. Three (3) TACswere created, one each for theIntegrated Program on

Cleaner ProductionTechnology, the PackagingResearch and DevelopmentCenter, and the NationalMetrology Program.

Linkages with industry andwith other institutions, localand foreign, were activelypursued. Two hundredseventy five contract projectswith industry wereimplemented, and were allcompleted. These projectsgenerated a total income ofP4.1 M. This amount, inaddition to those generatedfrom collaboration with otherinstitutions has infused anaggregate amount of P59.9 Mto ITDI’s resources.

This year, the ITDI utilized99% of its P152.16M allotmentwhich is 8.4% less than theallotment for last year. Byfunction, fund utilization are asfollows: R&D - 48.35%,Testing, Analytical andCalibration Services - 19.3%,Administrative and SupportServices - 11%, TechnicalSupport Services - 10.16%,Miscellaneous PersonnelBenefits - 6.94%, Expansion /Renovation of Facilities -2.54%, Human ResourceDevelopment - 0.84%,Technology Demonstration &Dissemination - 0.55%,Equipment (IT & testing) -0.32%.

Enhancing the Competitiveness of

Industry and Services

Of the 152 R&D projectsimplemented this year, 85 (or 56per cent) were funded through theregular budget from the nationalgovernment; while 59 (or 39 %)were contract projects with theprivate sector. The rest werefunded through the DOST

Grant-In-Aid Program and byother government agencies.

Regular projects are listed inANNEX A while the contractresearch projects are listed inANNEX B.

PROVIDING TECHNOLOGICAL ASSISTANCE to SMEsResearch and Development

Cognizant of the significance of industry and services to economic

development, ITDI provides scientific and technological interventions or

assistance to these sectors. Such assistance include research and

development on globally competitive or value-added products, transfer of

technologies for commercialization; and provision of technical services.

Representative projects

are:

Pinoy Style Pasta Sauces. Asan alternative to meat basedsauces, two variants ofheat-and-serve pasta sauce thatincorporates seafood ingredientswere developed. These includeda Marinara Sauce made fromsquid (pusit) rings, peeledshrimps (hipon) and shuckedmussels (tahong) increamy-spicy sauce, andPuttanesca Sauce made fromdried white anchovies (dilis),chunky tomatoes, onions andwater chestnuts (apulid) spicedwith herbs.

Canned Adobo Rice. Inanswer to the growing demandfor convenience food, a cannedrice dish was developed whichincorporates the classic andfavorite Filipino dish, Adobo in aheat-and-serve preparation thatcan be stored at ambientconditions for a year. Acomplete quick meal by itself, theproduct is ideal for emergencysituations such as calamities;and for camping and picnics.

Simulated White Pepper fromBlack Pepper through SCFE.White pepper comes from ripepepper corns while black peppercomes from unripe pepper corn.Using the Super Critical FluidExtraction (SCFE) technology, aproduct was developed fromblack pepper simulating the hotpeppery taste and appearance ofwhite pepper. This dispenses theneed to wait for the corns toripen and eliminates unsightlyblack specks when used asingredient in recipes and foodformulations.

Dried Asparagus. A processwas developed for the productionof dehydrated asparagus butts,the by-product of asparagusspears. The product in bits formcan be used in instant soups.

Durian Conserve. Conservesare jams made from a blend offruit pulps and nuts. A lowsugar, water activity and pHcontrolled formulation of durianconserve was developed.

Ube. To provide guidelines forprocessors to achieve a goodpurple colored product withoutthe use of artificial food colors,critical processing parametersthat affect the retention of naturalpurple color during processingwere identified. These includesappropriate harvest maturity,post harvest storage conditions,sugar concentrations,combination of varieties and pH.

Mango. Through the coordinationof DOST Regional Offices, ITDIassisted cooperatives /organizations / privatemanufacturing companies in theimprovement of their mangobased products, trained theirstaff in mango processing andgood manufacturing practices.The products include: driedmango, mango puree / juice,mango jam, green mangopowder, mango vinegar andmango leather.

Ham. Studies were conductedon the formulation of bottled hamcubes in oil and semi-refiningand utilization of spent oilrecovered from ham processing.

Lambanog. The project wasjointly undertaken by ITDI, DTIIV, DOST IV and the Mallari,Buncayo, and CapistranoDistilleries in Tayabas, Quezon.The distillation process wasoptimized to minimize toxicmethanol fractions in the distilledspirit.

Tropical Fruit Powders. ITDIconducted production trials ofcalamansi and passion fruitpowder for private foodprocessing companies.

Standards for EthnicFoods

Sweet Preserves. The draftstandards for legumes in syrup(i.e. red mongo, kidney beansand garbanzos) were finalizedand are up for public review byBFAD.

Canton Noodles. The studyshows that the critical qualityparameters are filth and the useof colorants. Both could beproperly managed by GoodManufacturing Practice (GMP).Colorants are dependent onthose legally permitted in thetarget export market.

S&T Intervention for theImprovement of Dried/Processed Fish Products CumEstablishment of Common/BasicService Facility for Packaging.The project is undertaken inPuerto Princesa, Palawan withassistance from PCIERD. Itinvolves the standardization andsimplification of process for theproduction of lamayo (marinatedfish) from danggit (white spottedspinefoot fish, Siganuscanaliculatus) and subingan(Aguijon needlefish, Tylorusgigantus) fish.

Development of QualityCriteria for Canned andBottled Fish. (Sardines and Milkfish).The project is undertaken withassistance from DA-BAR and itinvolves the gathering of data forthe establishment of qualitycriteria in canned and bottledsardines and milkfish. Thequality criteria shall be used insetting local standards.Preliminary findingsfrom sampling survey showedwide variability in thefill-in-weights or ratio of fishsauce in most local cannedsardines. The processingpractices among a number ofbottled sardines and milkfishwere evaluated for adequacyand safety. Differences insterilization schedules werenoted among processors.

CERAMICS

Processing of High TcSuperconductors.Developed a formulation andprocess for high Tcsuperconductors from thechemical system-yttriumbarium cuprate (Y-Ba-Cu-O).Undertaken in cooperationwith UP-Diliman, the producthas potential application innuclear and magneticresonance and powertransmission without energylosses, among others.

Utilization of Escalante Clay.The project determined thatclay from Escalante, NegrosOccidental could be utilized forthe production of stoneware.Sample products were givenas souvenirs during ITDI’sCentennial Celebration lastJuly 2001.

INDUSTRIAL and other MATERIALS

Studies on various materials essential to the development of industries were conducted andbelow are some of the projects that were completed.

Also, through PRDC, suitable/appropriate packaging materials to improve/extend shelf life forthe following products were identified.

POLYMERS

Development ofPolypropylene andEthylene-1-Hexane CopolymerBlends. Isostaticpolypropylene andethylene-1-hexane copolymerblends were prepared bysolution blending,precipitation, drying and hotpressing. A technical paperon this project has beenprepared and submitted forinternational publication.

Characterization andDevelopment of Miscible Blendsof Polyethylene Naphthalate(PEN) and PolyethyleneTerepthalate (PET). PEN andPET blends were prepared bymelt blending and quenching inice water. The high performancepolymeric material may be usedas packaging material for acid andoxygen sensitive products. Atechnical paper on the study waspublished in the internationaljournal - “Polymer” Volume 42,7299-7306 (2001).

SPECIAL MATERIALS

Development of MachinableGlass Ceramics.Formulations and process forthe production of machinableglass ceramics weredeveloped. Machinable glassceramics are special type ofglass ceramics which can bemachined to close toleranceusing conventional metalworking process such asdrilling, sawing or lathetwining.

Development of NoveltyGlasses and Glass Ceramics.From the wastes of a glassfiber manufacturing plant,glass cullets and broken fiber/filament, ceramic body andglaze, novelty glasses andglass ceramics weredeveloped.

Recycling of PolyethyleneTerepthalate (PET) Plastics.Under this project, an effectivecleaning agent to removeimpurities in post consumerwaste PET plastics wasdeveloped. Likewise, cleanPET flakes were processedinto fiber/filament as potentialmaterials in the textileindustry.

Utilization of Waste GlassCullets. A process wasdeveloped for the productionof hand blown glass fromwaste glass melts. Pilotproduction was undertaken incooperation with East BayMPEX Glass Corporation.The products werecomparable to hand blownglass made from usedcontainer glass.

Pili Shell Powder forCosmetics. The project wasundertaken to find otherapplications of pili shellpowder in the cosmeticsindustry. Skin care products(creams as exfoliating agentand lotions) were formulatedand compared with existingsimilar products.

Totally Integrated RecyclingEffort (TIRE) Project. Acomprehensive and integratedprogram on the managementof scrap rubber tires wasundertaken in cooperation withthe Tire Importers and TradersAssociation of the Philippines(TITAP) and the PhilippineRetreaders Association (PRA).A Feasibility Study on Tires asa Supplemental Fuel forCement Manufacturing wasalso prepared. Tire-derivedfuel is a uniformly shreddedproduct produced from wholescrap tires.


ENVIRONMENT

WASTEWATER MANAGEMENTIndustrial PollutionManagement of SelectedIndustries at Laguna Lake.The project is aimed ataddressing industry needs insetting up pollution preventionprograms which would resultto reduced pollution load andproduction cost of participatingfacilities. Studies for fourcollaborating companies,namely, BMG Foods andReynolds Phils. Corp.,Florence Food Corp., andNissin Biscuit Corp. havebeen completed during theyear.

Removal of Phosphate andHeavy Metals in AqueousSolution by Fly Ash. Incollaboration with HokkaidoNational Industrial ResearchInstitute (HNIRI), Agency

Industrial Science andTechnology (AIST) and theMinistry of International Tradeand Industry (MITI) in Japan,ITDI conducted the projectwithin the framework of theInstitute of Transfer ofIndustrial Technology (ITIT).The study was able todetermine the viability of usingcoal ash in the removal ofphosphate using samples froma coal-fired power plant inCalaca, Batangas. The technology transfer andcommercialization activities ofthe Institute werestrengthened to hasten thedelivery, adoption andcommercialization ofappropriate technologies toentrepreneurs. As in all theother programs and projects ofthe Institute, active privatesector participation was

ENERGY

Energy EfficiencyImprovement. In collaborationwith MERALCO, the ITDIconducted a detailed study onthe energy use of its clientsconsuming not less than one(1) MW of electricity todetermine areas where theirenergy efficiency may beenhanced. The five (5)companies represented a feedmill, cocochemicals,semi-conductor, consumerproducts and a shopping mall.Based on the findings, thecompanies implemented thetechnical advice given onefficient energy utilization suchas : boiler efficiencyimprovement in the feed milland cocochemicals whichrealized 10% savings in fuel;and retrofitting of lighting atthe shopping mall with moreenergy efficient lightingsystem.

Energy Use Assessment inSelected Food Industry. Tocreate awareness on theimprovement of energyproductivity in the foodprocessing and food servicecompanies, ITDI implementedthis project in cooperation withthe Philippine FoodProcessors and Exporters Inc.(PHILFOODEX). The projectinvolved the following scope :determine the specific energyconsumption and recommendthe energy savingopportunities for energyintensive operations. Actualactivities included audits onboilers, electrical and lightingsystems and evaluation ofefficiency in the use of electricand thermal energies. Anenergy audit manual for thefood processing industry isbeing prepared to build up thecapability of the industry toimprove the energy efficiencyof their production plants orservice facilities.

Analysis and Testing ofLandfill Gas (LFG) and SolidWastes from Carmona Landfill.The project is part of theprogram on the Extraction andUtilization of Landfill Gas inthe Philippines, a jointundertaking by PCIERD, theNew Zealand Government(through its project managingconsultant, Meritec), thePhilippine National Oil Corp. -Exploration Corp (PNOC-EC).,PNOC Holding Co. and theMetro Manila DevelopmentAuthority (MMDA). It is aimedat determining the potential forcommercial extraction andutilization of the gas fromCarmona Landfill as analternative source of energywith the end view of building apilot power plant that may bereplicated throughout thecountry. The study revealedthat decomposition of organicwaste and generation oflandfill gas is more rapid herein the Philippines due toclimatic conditions that resultto a higher initial rate of gasgeneration followed by arelative rapid decline. Theexpected 500 KW energyapplication was reduced toless than 100 KW supply.

Wastewater TreatmentTechnology Transfer andCleaner ProductionDemonstration (AUS-AID).The project involved theconduct of seminars/workshops on cleanerproduction and wasteminimization and developmentof industry best practiceguidelines.

Capability Building. TheCleaner ProductionTechnology Center (CPTC),one of the components of theIntegrated Program onCleaner ProductionTechnologies (IPCT), hasdeveloped its second trainingmanual “Cleaner Production(CP) Assessment.” andrevised its first which isentitled “ECO 201: Ecologyand Economics for SmallBusinesses.” The Center hasalso conducted twenty nine(29) trainings on special topicsto 1,276 participants.

Through the component onEnvironmental Managementthrough Cleaner ProductionTechnologies (EMCT), theIPCT has developed a trainingmodule on “BasicEnvironmental ManagementConcepts” which aims topromote the integration ofcleaner production in theresearch and developmentactivities of DOST. Using thenew module, fifteen (15)seminars were conducted forDOST R&D institutes andcouncils within the year.

CLEANER PRODUCTION TECHNOLOGY

As part of its technicalassistance to the textileindustry, EMCT, incooperation with PCIERD andthe Textile DyehouseAssociation, conducted theseminar on CleanerProduction and WastewaterTreatment Options for theTextile Industry. September 5,2001.

As a tool to systematize theintegration of cleanerproduction in research,development and technologytransfer, the followingguidelines were formulated:Guideline for Project ProposalPreparation; ProjectClassification Guidelines;Project Evaluation Guidelines;and Project MonitoringGuidelines.

Projects relevant to thepreservation of ecosystem inresponse to the principle ofSustainable Developmentwere also undertaken. Theseprojects, which involve wastemanagement and water qualitymanagement, include thebioreactor for municipal solidwastes; Laguna Lake project;phosphate removal by coalash; SOx removal andhazardous wastemanagement.

HEALTH

Studies on the BioactiveConstituents of Mosses andDevelopment of AbsorbentMaterials. The project outputconsists of a modified processof producing absorbentmaterials from non-conventional tropical plantsources and an additional listof bioactive substances fromplants.

Production of OrthopedicPlaster Bandage. The projectwas jointly undertaken with aprivate company engaged inthe production of rawmaterials/chemicals for thepaper industry. The ITDIprocessed the waste calciumsludge generated by thecompany into calcium sulfatehemihydrate and developedinto an orthopedic plaster.

Essential Oil of Cymbopogoncitratus (lemongrass) as aPotential Anti-fungal TopicalEye Medication: In VivoStudy. In cooperation with anopthalmologist, ITDIimplemented the project whichinvolved the following :inhibitory concentration (invitro) of lemongrass oil againstFusarium, Aspergillus andCandida species; toxicity andpenetration tests onexperimental animals; and,corneal ulcer treatment trial onrabbits.

Elemi Oil Extraction / andProduction and PossibleApplication onPharmaceutical/CosmeticProducts. ITDI collaboratedwith a company engaged inthe manufacture of cosmeticsand skin products for theconduct of verification studieson the extraction andpurification of elemi oil whichwas used in the formulation ofgermicidal soap, cream andlotion.

Pilot Scale Studies onCarrageenan Capsules. Afterthe successful development ofhard and soft capsules fromcarrageenan at the laboratoryand bench scales,semi-commercial productionand market testing of theproduct was undertakenthrough the cooperation of aprivate company engaged inthe production of genericdrugs, pharmaceuticals andother health care products.

Water Permeable Tiles fromWaste Ceramics. Tiles thatmay be used for pavementsand walkways weredeveloped from waste ceramictiles mixed with other claymaterials.

Performance Study of LocallyProduced Organic Coatingsunder PhilippineEnvironment. The projectinvolves the evaluation of theperformance of our localorganic coatings as protective/anti-corrosive coatings ataccelerated weatheringconditions as compared withthe imported ones. Monitoringof specimens were done at thefollowing exposure sites :PGH-Manila, ITDI-Bicutan,Philsteel-Cabuyao, Calaca,Batangas, Cebu and Cagayande Oro. Results of the studywill enable the coating industryto manufacture products thatare more responsive andappropriate to local weatherconditions.

Development of FiberReinforced Plastics (FRP)from Waste Glass Mat. Aprocess was developed for theutilization of Fiber ReinforcedPlastics (FRP) formulatedfrom waste glass mats asnon-load bearing constructionmaterials.

Fabrication of RapidChloride Ingress Test Cell.A test cell for rapid chlorideingress was designed andfabricated. It is intended torapidly test the resistance ofconcrete to chloride ingress.

Utilization of OverburdenMaterials for Brickmaking.Formulation studies of sixsamples of waste materialsexcavated in the operation ofa coal mining companyshowed that out of the sixsamples, three were suitablefor the production of bricks /tiles based on their waterabsorption and compressivestrength values.

Scrap Laminated PackagingMaterials for LightweightConstruction Materials andProducts. A process for theutilization of scrapplastic-aluminum laminates aslightweight constructionmaterials was developed. Theproject specifically addressesthe disposal problem ofscraps generated by Nestle,Phils. As part of the project,ITDI fabricated a grinding/crushing machine that couldprocess 50 kg of scraplaminates per hour.

Application of ContinuousITDI Rice HullGasifier-Combustor forPower Generation (RHGC).In previous projects, theRHGC has been proveneffective as heat source forvarious applications such asbrickfiring, pottery, palaydrying and others.

This time, its use has beenexpanded - for powergeneration in industrialprocesses, particularly the ricemills. The systemincorporates gas cleaningprior to feeding of gasproduced to engine-generatorsystems.

Co-combustion of LocalCoal Agriwastes by FluidizedBed Combustion (FBC) forSteam Generation. Abubbling fluidized bedcombustion (FBC) reactorwas designed and fabricatedfor the co-combustion of locallow-grade coal andagri-wastes. The systemoffers an increase inefficiency, better control forNOx and SOx emissions andthe use of less expensivematerials for SO2 absorption.This has been developed asalternative to fossil-basedpetroleum fuels used forprocessing agriculturalproducts.

This program aims to

The program has the followingcomponents: a) technologyinterventions for improving thedelivery of basic services tothe poor; b) technologyinterventions in support ofmicro-enterprises andlivelihood opportunities forpoor families; c) networkingof institutions engaged in thedelivery of “pro-poor”technologies; and, d) aspecial technology programfor the disabled.

During the year, the Institute,in cooperation with otherDOST agencies continued toimplement the project S&TIntervention ProgramTowards Improvement of theQuality of Life in SeveralCommunities: Bagong Silang,Caloocan City; Escalante,Negros Occidental andMarbel, South Cotabato.

For the Livelihood Center

established in BagongSilang, Caloocan, ITDI hasconducted fourteen (14)training sessions for 141participants from July 1999 toDecember 2000. Thetechnologies diffused in thesetrainings are: candle making,calamansi processing, meatprocessing, ceramic artwareproduction and resin-bondedartware production.

To support the trainingprograms, simple equipmentand production facilities wereinstalled at the Center for thecommercialization of thetechnologies. Specifically, ITDIprocured the following testingequipment in connection withquality improvement of foodproducts; salt refractometer,sugar refractometer, portableph meter and hydrometer.

At Escalante, NegrosOccidental, twenty three(23) rebel returnees havebeen trained on candlemaking and ceramicsproduction from October toDecember 2000. As ofNovember 2001, sales havealready been generated fromcandle making and eightregular workers are employed.To increase productionefficiency, prototypes ofcandle dipping machines werefabricated.

To explore other livelihoodopportunities, ITDI conductedverification studies on theclay deposits of Sagay,consultative meetings withceramic manufacturers, visitsto ceramic producers inBacolod and nearby towns.From the clay samplesobtained, decorative wareswere developed.

Testing and CalibrationCapabilties. To upgrade otherDOST Laboratories, theNational Metrology Laboratory(NML) assisted PAGASA inthe design of a system for themaintenance of time standardand its dissemination; helpedDOST Region IV in thepreparation of project plans forthe establishment of acalibration laboratory; and,upgrading of calibrationfacilities in Region VII.

The NML also developed alocal Laboratory ProficiencyProgram to cater to the middleand low accuracy levels.Training in propermeasurements and calibrationwere conducted for users ofmeasuring instruments in themanufacturing industry.

Trial production runs of softcapsules from carrageenan forpharmaceutical use wereconducted using the facilitiesof Drug Makers BiotechResearch Laboratories, Inc. inSan Pedro, Laguna. AMemorandum of Agreemententered into by and among theITDI, the Shemberg MarketingCorporation, a processor andsupplier of carrageenan, andthe Drug Makers BiotechResearch Laboratories, Inc.aimed to further improve theprocess developed by the ITDIusing the carrageenan productof Shemberg as raw materialand the production facilities

of Drug Makers. This projectwill not only providelivelihood opportunities forthe people of Mindanao butwill also reduce theimportation of bone gelatincapsules from animalsources thereby savingforeign currency for thecountry. The technology isexpected to be ready fortransfer andcommercialization.

The Institute also establishedthe processing conditions forminimally processed andindividually quick frozen(MP/IQF) durian and pomelo.With this process, fruitsretain their original freshnessand natural qualities,contributing to the increasingdemand for such productsworld-wide. The technologyis now ready for transfer andcommercialization.

Harnessing S&Tfor Good Governance

To enhance awarenessamong the general public ofthe Institute’s S&T programsand projects, promotionactivities were aggressivelyimplemented. These activitiesincluded the dissemination ofS&T information through 68press releases, participation in3 S&T exhibits and 7 fora.There were also 20 TVfeatures of technologies andservices aired at ASYM overChannel 2, and 34 radiointerviews of researchers andscientists. Four issues of theITDI News (the Institute’sofficial organ) were likewisepublished and circulated toindustry clients and evenschools/universities.

The ITDI homepage has beenperiodically improved andupdated to cater to theinformation needs of variousclients.

In addition, the ITDIMemorabilia and Centennialcoffee table book werelaunched in time with theInstitute’s centennialanniversary in July. Bothprojects chronicle thedevelopment of science andtechnology in the country andsome of the major S & Tbreakthroughs ever made.

The memorabilia is open tothe public and has beenvisited by 1,055schools/students, while thebook is a rich reference onS&T history.

To promote the CleanerProduction TechnologyProgram, seminars,workshops and meetings wereorganized and conducted incooperation with variousindustry and professionalorganizations and governmentagencies including the DOSTagencies, Philippine Instituteof Chemical Engineers(PICHE), Industrial Initiativesfor a Sustainable Environment(IISE), Guardians for EarthAssociation, Inc.(Pollution Control Officers’Association of Mindanao),Philippine EnvironmentPartnership Program (PEPP)and San Miguel BeerCorporation.

Promotional / Informationmaterials such as the CPTech Transfer, the Officialnewsletter of IPCT,brochures on ECO 201, CPAssessment and WasteMinimization in Auto RepairShops, and posters onHazards on Oil and Solventshave been circulated startingthe last quarter of 2001. Atthe same time the officialwebsite of IPCT(www.cptech.com.ph) hasbeen opened for publicviewing.

To increase the level ofawareness andunderstanding on the criticalrole of packaging, fifteen (15)food packaging and labelingseminars were conductednationwide to a total of 550participants.

Continuous upgrading of thePackaging Library andInformation ResourceSystem is being undertaken.The PRDC website wasrevised, databases onpackaging suppliers, trends,regulations are updated; adigital library was designedand the development ofe-library for packaging wasstarted.

Started in2001, the EMs represent theresults of R&D efforts wheretechnologies find actualapplications. An EM iscomprised of a businessopportunity plan (BOP),marketing plan, process /product description andequipment specificationsdemonstrated either thruactual set-up of commercialproduction facility in theInstitute or thru plant layoutsfor easy set-up in other areas.

The R&D programs andprojects are refocused to beresponsive to the currentnational needs as called for inthe State of the NationAddress (SONA) of PresidentArroyo and the Medium TermPhilippine Development Plan(MTPDP).

This thrust has also createdthe need for human resourcedevelopment to enhance theskills / capability of manpowerto obtain the desiredtechnological outputs.

ITDI shall continue withits Technical SeminarSeries to harness thecapability of the staff inpresentation anddocumentation ofsignificant results ofstudies undertaken.

In its desire to promote anenvironment of synergismwithin the Institutethrough constant dialoguewith the staff, a Generalassembly will be heldthree times a year. ITDIwill also continue toexplore organizationalreforms that may beinstituted to furtherimprove the quality anddelivery of its services.

To protect / extend the lifeand optimize theutilization of facilities,repair / renovation /maintenance of such shallbe made one of theintegral activities of ITDiespecially on thelaboratories being appliedfor ISO accreditation.

ITDI will establish newand strengthen itsexisting linkages withlocal and foreign industryand institutions toincrease its contractprojects. As a result ofsuch collaborations, ITDIforesees significant influxof resources to augmentits regular funds throughfunding counterparts orincome.

To upgrade the manpowercapability of ITDI, 530personnel availed of 83

various staff developmentactivities such as trainings /workshops / conferences.Foreign and local scholarshipgrants availed by ITDI staffproduced two graduates thisyear: a Ph. D. in ChemicalEngineering and an MSDegree in Food Science.Fourteen staff are stillpursuing their doctoral studieswhile 21, their master’s.

Under the Graduate Program /Diploma Course initiated in CY2001, ten (10) ITDI staff withBS in Electronics / ElectricalEngineering were enrolled inthe Diploma Course in PowerElectronics offered by UP, LosBanos.

To enhance and document thetechnical capability of the ITDIstaff, the Technical SeminarSeries was initiated. Weekly,ITDI staff are scheduled topresent scientific papers(published / unpublished),R&D work, thesis (MS / PhD),trainings, the output of which

is a Technical Seminar SeriesProceedings for information/dissemination.

Efforts to build up thecapability of ITDI staff alsoinclude the following :

The National MetrologyLaboratory sent its trainors tolocal and foreign trainings andseminars to enhance furthertheir expertise, knowledge andskills in the areas of moisturemeasurement system,uncertainty of measurement,GPIB programming, pressureand flow measurement andcalibration, technologies inmass measurement andAC-DC transfer. Metrologystaff were also sent to localand foreign training andseminars sponsored by NMLAustralia, APLMF Japan,APMP/APEC Singapore, DHInstruments, Philmets andITDI.

The PRDC continuouslylinked with packaginginstitutions and sent its staffto specialized training andconferences such as theCODEX on Food Labelingmeeting in Canada (May2001) and the study missionto the Republic of Chinaunder the PackagingTechnology CooperationProject (Sept. 2001).

Through the Enhancement ofCapability in RemoteInstrumentation UtilizingIndustry AutomationSoftware project, basicindustrial automationsoftware for designingremote process monitoringsystems was acquired. TheEPCD staff also gainedproficiency in the use of HMISCADA systems forcustomizing industrialautomation applications.
