1. Introduction

The support that you as Training Providers offer to apprentices is invaluable. The ITA Assessment

Department is committed to helping improve the apprenticeship process for you and your

students.

This manual provides important information concerning apprenticeship training requirements

and examinations. It constitutes a significant complement to the information available on the ITA

website. Some of the key areas related to examinations can be found at:

We hope that you find this manual helpful. The present version takes account of the

implementation of ITA standardized exams and of changes to some apprenticeship programs.

Recognizing that Industry Training programs are undergoing continuous evolution, however, we

urge you to treat it as a living document that will require periodic updating.

We are committed to ensuring you have access to the most current information and will ensure

that we are updating this document as realities on the ground change. It is our plan to make sure

to create a new version at least once a year but if there are substantive changes in between, we

will make those and recirculate.

This manual is best used on a device with access to the internet as it contains links to

additional information on the ITA website that are the most current and up to date.

2. ITA Examinations

2.1. Exam format and invigilation

ITA offers paper based and online exams. All ITA certification exams (Certificate of Qualifications

(CofQs) and Inter Provincial Red Seal (IP) exams) are paper-based multiple-choice questions and

must be invigilated by ITA or its designate.

2.2. Time limits for Exams

• Level Exams – 3 hours

• Certificate of Qualification exams – 3 hours

• IP Red Seal exams – 4 hours

Candidates can apply for an exam accommodation (see section 5), which can

extend the time limit by 1 hour.

2.3. Marks

• 70% or higher is considered a pass.

• 69% or lower is considered a fail.

2.4. ITA Standard Level Examinations

Apprentices taking training in a program where Standard Level exams (SLE) have already been

implemented are required to write an ITA SLE after completion of technical training. For the most

current list of SLEs, please visit the ITA website http://www.itabc.ca/exams/standard-level-exams

- this list is updated continuously.

2.5. BC CofQ and IP Examinations

An apprentice may write a BC CofQ or IP examination

• After successful completion of all the required technical training

OR

• As otherwise specified in the relevant Industry Training Program Profile

2.6. Certification

Apprentices are not automatically certified after successfully completing all levels of technical

training and the CofQ or IP exam. Typically, they still need to complete work based training hours

or, for some trades, pass a practical assessment. When they have done so, ITA Customer Service

will send a Recommendation for Certification (RFC) to their current sponsor. The RFC must be

signed by their sponsor and a certified journeyperson in that program or related program (as

specified in the Program Profile, if the sponsor signing off is not themselves certified) to attest

that the apprentice is working at the level of a certified journeyperson. The apprentice will

receive a BC Certificate of Qualification (with Red Seal endorsement, if applicable) once all

program completion requirements have been met.

2.7. Exam Eligibility

As a Training Provider, you should verify each apprentice’s eligibility to write an exam prior to

admitting him or her into technical training. You will also need to review the eligibility at least 6

weeks prior to the exam date (or on the 2nd day of class if technical training is less than 6 weeks)

in order to schedule the required ITA examinations.

Each Training Provider has a list of staff approved to access apprenticeship data in

ITA Direct Access (DA) , for trades programs they offer. Please submit requests to

update that information to [email protected].

Actions that can be completed by Training Provider through DA:

1. Check and confirm if candidate has an active DA account

2. Check and confirm that candidate is registered in DA, in a program with the

same trade as the exam (Foundation students may not yet be registered in a

program but they must have an active DA account).

3. Check that prerequisites have been met (e.g. CofQs or technical training verified

through transcript)

This verification involves three steps:

1. Search for the Apprentice Record in DA:

Select the “Search for Individual” hyperlink on the Home screen of DA to find the

students record. Search for individual by entering Individual ID or by using the

students first and last name – verify by using birth date.

2. Verify that the apprentice is eligible to attend technical training:

Select the “Program Registrations” tab to review the programs in which the

apprentice is registered. Ensure the student is both registered and active in the

trade program for which they are taking training (e.g., an apprentice registered as

a Plumber is not permitted to register in training for Steamfitter/Pipefitter). If the

apprentice is not active or is not registered under the correct trade, please have

them contact ITA Customer Service 778-328-8700 or 1-866-660-6011 (Toll free).

3. Confirm that the apprentice is eligible to write the CofQ or IP examination:

Select the “Transcript” tab, and the student’s official ITA Transcript will be

displayed. Review the Summary of Program Completion Achievements to ensure

successful completion of all previous levels of technical training.

2.8. Requirements Regarding Training Sequence

In general, apprentices are permitted to take levels of technical training in any order. The only

requirement is that apprentices must successfully complete all levels of technical training prior to

writing the CofQ or IP. Apprentices should be discouraged from registering for the completion

level of their training until they have earned a mark of 70% or higher on the previous levels of

training they have undertaken.

An exception applies to apprentices registered into a progressive credentialing program

(e.g., Professional Cook, Partsperson). Students in these programs must achieve

certification at each level before being considered eligible to write the CofQ/IP at the

next level. For example, an individual requesting to write the Professional Cook 2 CofQ

exam must hold PC 1 certification and be currently registered into the PC 2

apprenticeship program.

2.9. Requirements for the Automotive Service Technician Program

Effective February 11, 2013 the following changes were implemented to the Automotive Service

Technician program:

• Apprentices can continue technical training without completing 1500 hours for each

level.

• Apprentices are able to continue technical training without formal ITA certification at

each level.

• Apprentices are able to progress through to AST 4 without having to return the

Recommendation for Certification (RFC) for each level.

• Apprentices can either claim certification at the end of each level (up to four

certificates), or continue straight through to AST4 and claim certification at the end of

the program (this second option means that only one certificate will be issued with the

IP Red Seal endorsement).

• Apprentices are able to exit the program at any stage and claim certification as long as

ALL of the following requirements are met for that level:

o technical training completed

o CofQ exam written and passed

o 1500 hours accumulated

o RFC signed by employer and returned to ITA.

This means that any apprentice who foregoes certification at the AST 1 level, for

example, and moves on to AST2 level training will not receive certification for either

level until she or he has completed all of these requirements for that level, including the

accumulation of all required hours.

• Notwithstanding any of these previously identified changes, an apprentice must still

pass the Certificate of Qualification (CofQ) exam for each level where it is required

before he or she can write the CofQ in the next level (i.e., they must pass AST1 CofQ

exam before you will be allowed to write the AST2 CofQ exam, etc.).

2.10. Examinations for Foundation Programs

The following ITA Foundation (Pre-Apprenticeship) Programs include a requirement for trainees

to write an examination, as specified below, after successful completion of training:

1. Appliance Service Technician – IP Examination (not a requirement to complete

Foundation program)

2. Automotive Refinishing Prep Technician – CofQ Examination (not a requirement to

complete Foundation program)

3. Automotive Service Technician – AST1 CofQ Examination

4. Bricklayer – Level 1

6. Embalmer & Funeral Director – Level 1 Common Core

7. Landscape Horticulture – Foundation Examination

8. Parts & Warehousing Person 1 – CofQ Examination (not a requirement to

complete Foundation program)

9. Road Builder & Heavy Construction Foundation – Foundation Examination

10. Baker - Level 1

11. Welder -Foundation Examination

12. Meatcutter - Level 1

13. Motorcycle & Power Equipment Technician -Level 1

14. Hairstylist – Level 1

The following Foundation Programs offered by Private Training Providers also include a

requirement for examinations:

1. Carpenter – Level 1

2. Plumber - Level 1

All Private Training Providers offering Foundation Programs must schedule the appropriate ITA

examinations, where necessary.

Where an ITA examination is required at the end of a Foundation Program, the exam must be

scheduled and the following information provided to ITA with 6-8 weeks lead time to ensure

delivery:

• exam date

• exam time

• exam location

• the names and ITA ID numbers for all candidates who will be writing the exam.

2.11. Creating ITA IDs Online

In order to write an ITA exam the individual being scheduled MUST have an ITA ID number.

Please ensure all students create an ITA ID number online prior to scheduling them for an exam.

Many Foundation students will not have been registered with ITA in the past. If a student does

not already have a unique personal ITA number, she or he should create one by visiting

www.itadirectaccess.ca. Students who have been registered with ITA in the past should be

advised to contact ITA to retrieve their ITA number if they do not have a record of it.

Registration instructions for Foundation students are available online at www.itadirectaccess.ca.

For students who do not have access to the Internet, please have them complete a

Direct Access Registration form found at http://www.itabc.ca/apply-

apprenticeship/forms#Training Providers.

2.12. Scheduling

Where an ITA Standard Level, CofQ, or IP examination is required for a class, the examination

must be requested by the Training Provider on the Exam Request form found here

http://www.itabc.ca/apply-apprenticeship/forms#Training Providers . Apprentices typically write

the required ITA examination on the last day of their technical training class. Details such as the

examination date, time, room and campus location, and a list of candidates with ITA ID numbers

should be completed on the Exam Request Form and e-mailed to [email protected] no later

than 6 to 8 weeks prior to the date of the exam. ITA will make every effort to accommodate the

date and time requested.

The Assessment Department receives a high volume of requests throughout the year.

While we try to schedule exams exactly as requested, we sometimes need to propose

adjustments to the timing in order to ensure that every candidate is provided with an

appropriate opportunity to write their examination. We may consequently ask you as

the Training Provider for some flexibility with respect to your request.

For the peak periods listed below, please ensure that you request your exams early so that we

can begin the process of booking the required number of invigilators.

Although we have seen overall growth in volumes in each month, our high-volume months are:

• December – mid month when all training sessions are ending

• May – mid month when all training session are ending

• June – due to a high volume of ACE-IT classes

It is easier to remove a student from a scheduled exam than to add a student to an

existing exam. If you need to add a student, this must be requested at least two weeks

prior to the date of the exam, before distribution (this is when we send exams for

printing and delivery to exam location) of the exam takes place.

2.12.1. Exam Scheduling Process

The Training Provider completes and submits the ITA Examination Request form no later than six

weeks prior to the requested exam date. The completed form (a “fillable pdf” available for

download at http://www.itabc.ca/apply-apprenticeship/forms#Training Providers) should be

emailed to [email protected]. The form needs to be fully completed. Forms with missing

information cannot be processed and will be returned.

ITA verifies the eligibility of all candidates prior to scheduling the examination. If

someone is found to be missing a requirement two weeks prior to writing the

examination, that individual is considered ineligible and will be removed from the

exam event.

• We will make NO exceptions to this two-weeks-prior deadline for individuals who are

missing a level of technical training or whose previously completed training has not yet

been recorded on his or her ITA apprenticeship record.

• ITA will send a notification back to the Training Provider confirming the exam details, as

well as a list of the eligible individuals. ITA will also provide a list of ineligible candidates

and the requirement(s) that they are missing.

• Prior to the examination date, Training Providers must notify ITA of any individuals who

failed or withdrew and as a result, are not eligible to write the examination. Instructors

should also advise ineligible individuals not to attend the ITA examination session.

2.12.2. Scheduling Examinations for Trades with Progressive Credentials

When scheduling examinations for trades with progressive credentials, all apprentices

must meet the program requirements prior to submitting the ITA Exam Request form. For

example, an apprentice who is currently taking PC 2 technical training must be a certified

PC 1 and be an actively registered PC 2 apprentice to be eligible for the PC 2 CofQ exam.

Please direct apprentices who are not eligible to write with the class to contact ITA

Customer Service at 778-328-8700 or 1 886-660-6011. Apprentices can discuss their

situation with an ITA Customer Service Representative (CSR) and book a re-write exam.

2.13. Marking

ITA will upload marks into candidate’s DA profiles based on the following service levels:

Written CofQ and IP exams 10 Business days

Written SLEs 1-3 Business days

Online Exams 1 Business day*

* If more than 50% of a class fails the exam, the marks are submitted to ITA’s Standards

Department for review to ensure they are indeed correct. In most cases these are

uploaded into DA within 1 additional business day.

3. “Exam Day”

3.1. Approved Government-issued Photo Identification on Exam Day

Apprentices must arrive at the exam session with approved, valid government-issued photo

identification. Individuals who fail to present appropriate identification to the invigilator will not

be permitted to sit the exam session and will need to contact ITA Customer Service to reschedule

the session.

Candidates must bring one of the following types of PHOTO Identification with them to the

exam. Photo identification MUST BE VALID AND CURRENT on the day of the exam.

• Provincial Driver’s License (issued by a Canadian Province or Territory)

• Provincial Identification Card (for example, BC Identification Card, Alberta Identification Card)

• Passport (Canada or foreign)

• BC Services Card

• Combination Driver's License and BC Services Card

• Canadian Permanent Residency Card

• Canadian Certificate of Indian Status

All the above documents must be originals, legible and not torn or altered in any way. Copies or

certified copies will not be accepted. Samples of acceptable photo identification can be found

Expired identification and identification with no expiry date will not be accepted. If the

examinee cannot show an unexpired government issued identification, they will not be

allowed to write their exam. They will need to reschedule with ITA and pay any

necessary rescheduling fees.

3.2. Examination Facilities

• An appropriate examination room with locking door must be provided.

• Washroom facilities must be in close proximity and ideally within eyesight of door

where the exam is taking place.

• Room size must be adequate to accommodate individual tables for each

candidate.

• Candidates are to be spaced to prevent compromise of the examination through

copying or communication between candidates.

• A minimum of one person space between writers is required, and each student

should have at least 3 ft. (92 cm) of personal space.

• Tables should be arranged to ensure that candidates are not sitting face to face.

• All trade-related information should be removed from the walls.

• Room must be located in a quiet space so candidates are not distracted.

ITA invigilators may request an alternate room or, if necessary, decline the session if the

facilities and/or arrangements do not meet ITA requirements.

3.3. Online Exams

3.4. Multiple Exams Requested on the Same Date

When multiple classes are writing ITA exams on the same day and time, ITA prefers to group two

or three exams sessions together. In this instance, those providing the facilities (Training

Providers, in most cases) are asked to supply a larger room that can accommodate 40 to 48

individuals. This is ideal when the candidates are in different trades (e.g., Plumbing and Carpentry

classes that end on the same day).

3.5. Exclusion of Instructors and Third Parties

Only candidates and invigilators are permitted in the room during examinations. Invigilators will

not initiate the start of the exam writing process until the room is secure. Instructors and staff are

neither allowed in the exam room nor permitted to view any examinations administered by ITA.

For Standard Level examinations, there is a limited exception to the rule for online

exams only. Instructors can invigilate these exams provided the exam is not for a trade

they instruct. For example, a Millwright instructor can invigilate a Standard Level exam

for Carpentry, but cannot invigilate a Standard Level exam for Millwright.

Candidates must not discuss the contents of an examination with their instructor following an

examination.

3.6. Security Personnel

Where appropriate (e.g., outside of regular work hours - nights, weekends,), the institution

hosting the exam must provide security personnel to escort the invigilator and examination

materials to and from the examination location.

3.7. ITA Quality Assurance

ITA is always looking to continually improve the security of all ITA exams and exam sessions.

The quality assurance process includes, but is not limited to, evaluating the performance of

invigilators.

ITA performs random visits throughout the year on exam sessions (Class, monthly and one-off

sessions) as well as to Service BC locations.

4.1. How to schedule to re-write an exam

1 Review and meet the requirements in the table provided below.

2 Pay any exam scheduling fees.

3 Identify the location you would like to write your exam.

4 Schedule your exam by,

a. Completing the Examination Application form and emailing to

Customer Service, or

b. Contact Customer Service and book your exam.

5 If you are applying for an Accommodation, the form(s) must be emailed

5. Accommodations

ITA makes accommodation for candidates who may not be fairly tested under standard

procedures. Candidates eligible for accommodation include those:

• With documented physical, emotional, or learning disabilities

• Who lack English-language proficiency and who request translation services (For written

IP examinations, candidates can request French language editions.)

The procedure for requesting accommodation can be found on the ITA website at

http://www.itabc.ca/exams/accommodations-esl-disability-options.

5.1. Guiding Principles

Candidates must have met all ITA requirements for examination and submitted a completed ITA

Request for Exam Accommodation form and, where required, supporting documentation and

recommendations from a qualified professional.

Examination procedures should enable every examinee equal opportunity to demonstrate the

knowledge, skills, or competencies being assessed. Special examination conditions must not give

a candidate an unfair advantage over other candidates.

Accommodations change the delivery of an examination but must not reduce the validity and

reliability of the examination, compromise the integrity of the examination/credential issued, or

lower achievement criteria in the program standard.

5.2. Accommodation Request Procedure

disability-options and complete the “Request for Examination Accommodation Form”.

• Requests must be received at least 30 days prior to the scheduled or requested

examination date to allow for appropriate arrangements to be made if the request is

granted.

• Approved requests for examination accommodation will be scheduled only at ITA

Customer Service or Service BC offices.

• If an apprentice requesting an exam accommodation is part of a class taking technical

training, ITA will attempt to schedule the exam for that individual on the same date and

at the same time as their class, even though they will be writing at a different location.

Training Providers are asked to identify such individuals when submitting the exam

request for the class.

• Applicants will be informed in writing of the determination (by e-mail).

• Requests for reconsideration of denied accommodation will be determined by the

Manager of Assessment.

5.3. English as a Second Language Accommodation Option

If English is the candidate’s second language, they may apply to use a Translator/Interpreter, a

translation dictionary, or they may request a French exam version (IP exam only).

5.3.1. Using a Translator/Interpreter

If English is the candidate’s second language, they may apply to ITA to use a

Translator/Interpreter during their exam. ITA must receive their application at least 30

days before the requested exam date. The candidate will be given an additional hour to

write their exam.

How to Apply: Complete the following forms and return to Customer Service,

2. Request for Examination Accommodation form

3. Translator/Interpreter Declaration form

• Translators/Interpreters must be at least 18 years of age and provide approved

photo identification that bears an expiry date. Please refer to Section 3 for ID

requirements.

• Before the examination, the ITA Invigilator will ensure that the identification

provided matches the Translator/Interpreter Declaration submitted to ITA.

• The translator/interpreter must NOT:

• Be a certified journeyperson or employed in the trade or a related trade

• Have practical knowledge of the trade

• Assist with the same exam more than once in any 90-day period or on

any more than two occasions

• The translator/interpreter must only provide direct translation from English into the

candidate’s preferred language of the printed questions and answer options from

the examination booklet. She or he will provide no additional information or

interpretation of any kind to the candidate. This includes helping the candidate

answer questions, perform calculations, and make measurements.

• Exam/reading/translation may be recorded for quality assurance purposes

• An individual examination session will be extended by an additional hour in

recognition of the extra time required for translation.

5.3.2. Using a translation dictionary

If English is candidate’s second language, they may apply to ITA to use a translation

dictionary during their exam (ITA does not provide a translation dictionary). ITA must

receive their application at least 30 days before the exam. The translation dictionary

may be used to translate words or phrases from English into candidate’s preferred

language. Dictionaries providing definitions, examples or similar information, are not

permitted.

The ITA invigilator will examine the dictionary before and after the exam. Any

unexplained markings will be reported to ITA and could result in cancellation of

candidate’s exam if they are deemed by ITA to be a possible compromise of the

exam.

Candidate will NOT be given extra exam time to use a translation dictionary.

3. French Version of Exam

Candidate may apply to have a bilingual (French and English) version

of your written IP Red Seal exam. Contact ITA customer service if you

would like to schedule a bilingual exam.

5.4. Disability Options

5.4.1. Using a Reader:

Exam accommodations are available if candidate has a disability that requires their

exam to be read to them. Candidate must apply to ITA for permission to use a Reader

during their exam. Candidate will be given an additional hour to write the exam. ITA

must receive the application at least 30 days before requested exam date. Candidate

may request that ITA provide a Reader, or request permission to use their own Reader.

5.4.2. Additional Exam Time:

Exam accommodations are available if candidate has a disability that requires them to

have extra time to complete their exam. Apply to ITA for additional time for the exam

6. Recording Results

6.1. Technical Training Results

Training providers must submit their technical training results to ITA within 15 days of the last day

of class. For programs where an SLE is required, Training Providers will have to wait to receive the

SLE results, blend them with students' in-school mark, and submit the final blended mark to ITA.

To do this, they can use the ITA Technical Training Result form or enter the results directly into

ITA DirectAccess, using the correct Class Session ID (see below for more detail on the procedures

to follow) as found in Direct Access for scheduled classes.

For information on how to blend the marks, please refer to Official Program Standards

Notification (OPSN) 2014 012: Calculating and Reporting Marks for Apprenticeship Programs with

Standard Level Exams available at http://www.itabc.ca/training-providers/official-program-

standards-notifications.

Some programs don’t follow the standard 80:20 blend, some exams are “must pass”, etc.

6.2. Practical Assessment Results

Practical assessment results are not part of this blended mark and must be reported

separately to ITA.

This is done by completing the ITA Practical Assessment Results Report Form and sending it via

e-mail to [email protected]. The form (a “fillable pdf”) is available for download at

http://www.itabc.ca/apply-apprenticeship/forms#TrainingProviders.

Practical Assessment results CANNOT be entered into Direct Access directly by the

Training Providers.

6.3. Entering Results into ITA DirectAccess

1. Select “Record Course Results” on the Home Screen.

2. Select the Find button beside the “Scheduled Courses” field, and search for the

applicable course by either:

• Entering the Session ID (this ID applies to public training providers only and can

be found on www.tradestrainingbc.ca)

OR

• Entering at least three of the required fields (e.g., Organization, Course Name,

and End date of the course); this will populate the list of classes your organization

offers; select the class for which you would like to enter results, and this will

populate the field; finally, select the Next button on the bottom of the screen

3. The “Record Course Results” screen will display. Select the Add Course Result

button to record a result for each apprentice. When you enter the individual ID,

the student’s first and last name will automatically appear. If the system can’t

search by individual ID, search by students’ first and last names using the Find

button.

4. Enter a positive, whole number less than 100 in the Final Mark field. Although the

field will accept a negative number or a number greater than 100, an error

message will display upon submission. Please do not enter results for students

who withdrew from the course. If an individual did not complete the course, do

not enter”0” as a result; rather, enter nothing at all for this individual.

5. Once the final results for each Individual have been entered, click the Next button

and the “Record Course Results” screen will confirm all the information entered.

6. Review the information on the “Record Course Results” screen. If any information

needs to be changed, click the Back button to navigate to a previous screen to

change the information.

7. When you have confirmed the information is correct, click the Submit button once

ONLY.

8. If you have already submitted the mark and realized later that you made a

mistake, please email [email protected]; as you will NOT be able to make

corrections yourself.

6.4. Direct Access Warning Messages

o A course must be completed and graded before you record course results.

ITA Direct Access will not allow entry of course results with future dates. An error

message will appear.

o If you press the Submit button more than once you will see a message stating

that duplicate results have been entered. If you see this message, you are free to

navigate from the screen – your results have been entered. The “Record Course

Results” Confirmation screen will display confirmation that results have been

submitted.

6.5. Using the ITA Technical Training Results Form

The ITA Technical Training Results form (a “fillable pdf”) is available for download at

http://www.itabc.ca/apply-apprenticeship/forms#TrainingProviders. Training providers who use

this should e-mail their completed forms to [email protected] . Before e-mailing, ensure all

fields on the form are complete:

6.6. Recording ACE-IT Technical Training Results

These are instructions for School Districts that are approved designated training providers and

deliver the program fully within their school district. Training Providers in partnership with School

Districts can report results as they would with their regular students.

Once an ACE-IT class completes its training, the School District must submit the technical training

results to ITA within 15 days from the last day of class. Results are to be submitted using:
