It will be the same procedure each year: in accordance with

the advice of fisheries biologists across Europe, the

International Council for your Exploration from the Sea

(ICES) has again recommended a ban on cod fishing inside

the North Sea, the Irish Sea and west of Scotland.

As usual, the recommendations is likely to fuel a public outcry inside the regions where fishermen

live. And also the European Union (EU), which sets annual catch quotas for fish, must walk a great

line between conserving the short-term way ahead for the fisheries industry and the long-term

survival sea fishing tackleof fish stocks. This annual event has recently driven a wedge between

fishing and scientists communities, a negative place to start for addressing the situation of fisheries

conservation. Not only do fishing communities tend to dig inside their heels, but conservationists

sometimes exaggerate the necessity for draconian reductions in quotas.

Marine biologists often disagree over the ideal way to conserve declining fish stocks worldwide (see

Nature 419, 662-665; 2002). Plus it isn't certain that fishing for threatened species -- for example

European cod -- must stop entirely, if stocks are going to recover. This current year, as an example,

cod stocks within the North Sea appear to have bounced support by almost one-third, albeit from a

worryingly low estimate of 35,000 tonnes, regardless that some fishing is permitted. ICES thinks

that no fishing should be allowed until stocks reach 150,000 tonnes.

But fish population dynamics is undoubtedly an uncertain business. Biologists' models don't work

well if the stock involved is small, as is the situation with European cod. Fish populations can

fluctuate enormously from a generation to another, based on environmental conditions such as the

weather, ocean turbulence and plankton availability. In the event the hydrographical conditions are

favourable next season, cod stocks may recover further -- but they could in the same way easily

collapse. So, coming from a http://www.tpwd.state.tx.us/fishboat/fish/recreational/fishreport.phtml

precautionary point of view, it really is understandable that scientists recommend fishing bans,

whilst they don't know for sure that continued fishing will obliterate European cod.
