INTRODUCTION  

In  June  2013  Telecom/Telematique,  Inc.  (T/TI)  was  awarded  a  contract  by  the  United  Nations 

Development  Program  (UNDP)  to  provide  a  Technical  Assistance  to  the  Iraqi  Offices  of  Inspectors 

General:  

Enhancement of IT Related Offices of the Inspector Skills of the General (OIGs Staff.) 

 It is expected to be a nine month project completed by March 30, 2014.     

 

BACKGROUND  

The capacity of Iraqi public  institutions was weakened by the cumulative effect of decades of violence, 

sanctions,  isolation  and  insecurity.    Since  2003,  they  have  also  suffered  as  a  result  of  the  confusion 

brought by  the  establishment of new  institutions  and new  rules  governing  the  relationship between 

institutions. Moreover,  the  breakdown  in  state  authority  since  2003  created  space  for  opportunistic 

actors who, in some instances, occupied high‐ranking positions in Ministries.   

The Government of Iraq (GoI) has made progress in recent years in regaining control over territory and 

gradually improving security in most parts of the country. In March 2008, the Government of Iraq (GOI) 

became a signatory to the United Nations Convention against Corruption (UNCAC), a commitment that 

was originally made  in  the  International Compact with  Iraq  (ICI). This  followed  the  first  international 

anti‐corruption  conference  for  Iraq,  held  in  Baghdad  in March  2008,  during which  the Government, 

together with the heads of the main Iraqi anticorruption entities  including the Inspectors General (IGs) 

declared their intention to develop a comprehensive National Anti‐Corruption Strategy and to establish 

effective preventive measures for corruption. The National Strategy was published  in September 2009 

and is currently being rolled out country wide. 

The IGs face a number of challenges that include: 

The lack of clarity about the IGs role and responsibilities. 

The difficulty of attracting qualified candidates  in view of the challenging environment the  IGs are exposed to.  Therefore, many staff members do not possess the required skills to carry out their tasks. 

The IGs are not empowered enough to be able to carry out their functions freely. 

The IGs lack several basic technical and policy tools to accomplish programme review. 

The  IGs  are  not  represented  in  the  provinces  to  be  able  to  adequately  follow  government projects that have been implemented.

Furthermore, the OIGs lack an up‐to‐date IT infrastructure and skills to facilitate their daily tasks and to 

enable them to carry out their duties and responsibilities in an efficient manner. 

 

OBJECTIVE  

The objective of this assignment is to conduct an IT Needs Assessment to establish a framework of what 

is available now and what is required in terms of skills and provisions to allow the OIGs staff to carry out 

their work efficiently. 

So,  the main  objective  of  this  project  is  to  conduct  an  IT  Needs  Assessment  for  all  OIGs  including 

evaluation of the internal and external environment of the current situation. 

 

IT NEED ASSESSMENT STRATEGY  

T/TI will conduct an IT Needs Assessment to establish a framework of what is available now and what is 

required in terms of skills and provisions to enable OIGs staff to carry out their work efficiently. T/TI will 

review  the  current  situation during  the needs  assessment,  and update our understanding of what  is 

available to connect the 33 or more sites of the OIG. 

 

So, T/TI conducts an IT Needs Assessment to: 

Establish a framework of what is available now. 

What  is  required  in  terms of skills and provisions  to enable OIGs staff  to carry out  their work 

efficiently? 

Review the current situation.  

Update T/TI’s understanding of what is available to connect the 33 or more sites of the OIG. 

 

To achieve this T/TI started with: 

Issuing a Questionnaire for the Offices of Inspection General (OIG) to study the current:

o Internet and Intranet Services 

o Human Resource 

The Needs  Assessment  period  began with  a workshop  to  assist  the  IG  offices  complete  the 

Questionnaire, discuss  the requirements  they have and anticipate, and schedule  the site visits 

by the  local telecom and  IT consultants to the key  IG Offices to assess the existing  IT systems, 

connectivity, and IT staff and skills. 

 

Conduct Site visits to most of the OIG to have a physical idea:  

During  the  site  visits  the  T/TI  engineers observed  the  existing  ICT  infrastructure,  interviewed 

managers,  and  collected  background  documents  on  applications  and  information  structure, 

business processes, and document sharing requirements of the offices.  

The site visits occurred during September 3‐23, 2013 and conducted by T/TI local telecom and IT 

specialists.    The  information  obtained  during  the  site  visits  to  15  IG  Offices  was  compiled 

together with the completed Questionnaires from IG Offices, analyzed and submitted to the T/TI 

telecom and IT specialists who produced the IT Needs Assessment. 

 

On September 1, 2013 T/TI  local team  in cooperation with UNDP, conducted a Workshop for the Focal 

Points of IGs at the Sheraton Hotel in Baghdad, Iraq.  T/TI team presented the benefits of the IT system 

and presented a general overview related to the Enhancement of the IT skills of the OIGs.  

FPs showed a lot of enthusiasm during all sessions. 

Those who have not submitted the response to the needs assessment questionnaire were able to fill it 

in at the workshop. Some of the FPs were asking for advice and help. 

T/TI team was directing them to the right approach. Attendees confirmed that what T/TI presented  is 

exactly what they are looking for and are looking forward to receive the outcome of T/TI’s work. At the 

end of the workshop, T/TI local team distributed the evaluation form.

Which software is licensed and for how many users? 

What available connection to Internet or internal government networks? 

What LANs are in place for each IG office, what is connected? 

Which system templates are used in their work? 

 

OUTCOMES  

Part 1:  Software & Licenses 

There is no unified software or application that does all the IG internal operation and processes.  

There is no idea or thought to have such software. 

Some  of  the  OIGs  have  customized  automated  systems  for  IG  office  flow management  but 

almost using MS Access and this is much less than the offices need.  Most of those systems are 

not  compatible  with  the  Standard  Operating  Procedures Manual  of  the  Inspectors  General 

Offices in the Republic of Iraq. 

There is no Archiving system according to the archiving standards.  What is available in few OIGs 

doesn’t meet the minimum security standards. 

There is no automated auditing system or software used by IG offices to manage their work.  If 

we assume that they like to execute such a system (for example, Finance Auditing), then most of 

the Ministries  don’t  have  financial  systems,  and  even  if  they  have  one,  you will  find  it  is  a 

standalone system with no unified application.  

No standard unified  template(s)  for  IG  internal operation and process.   Some of  the OIGs use 

some  info  that  they got  from some  training, but  in general  they are using offline or hardcopy 

templates, and the number of used templates differs between one IG Office and another.   

Almost there  is no  list of process  in OIGs done electronically and with workflow.    (except very 

few cases) 

Employees within  the  same  IG  office  and  between  IG  offices  communicate with  each  other 

manually  and  by  mobile  phones  and  the  internal  PABX  phones.    No  automated  system  is 

available. 

Employees within  IG  offices  communicate  and  connect with  the ministry  they  are  located  in 

manually and by mobile phones and the internal PABX phones.  No automated system available. 

Some of the IG Offices have e‐mail domain but no one has an e‐mail system. 

No portal secure Website for IG in Iraq. 

The  operation  system  used  for  laptops  and  desktops  in  the OIG  are Microsoft Windows  XP, 

Microsoft Windows  7,  and  few  of  then  use Microsoft Windows  8.   Most  of  these  operating 

systems are not licensed. 

There are very few servers related to OIGs; for those servers, the operating system is Microsoft 

Window server 2003 and 2008.  Most of these operating systems are not licensed.

Some OIGs have customized developed software with differences.   Some offices have a  list of 

tools doing part  standard business  roles.  For example;  some offices have  separated Vacation 

system, Absence System, Promotion system and all of these separated systems should be part of 

the standard HR system.  In addition, some offices do not have any tool or automated system. 

 

Part 2:  Hardware and Network Infrastructure 

In general, OIGs have an accepteble number of computers if we compare them with its use.  The 

number  and  specs  of  these  computers  should  be  increased  and  updated  according  to  the 

applications and systems that T/TI will recommend. 

Most of the current computers are used for office work and emails. 

There  is no dedicated network  for most of  the  IG offices  inside  the Ministries where  they are 

located.  Few of the IGOs that have their own Network; it is below expectation and not designed 

according  to  international  standards.    In  additional  to  that,  they  are  still  using  old  low 

performance network devices with old infrastructure. 

 

Part 3:  Internet and Intranet Services 

Most  of  the  IG  offices  use  the  ministry  Internet  service.  Some  have  separated  Internet 

connection through a service provider. No Intranet connectivity and services between IG offices. 

None of the IG offices are connected to WiMax service. 

 

Part 4:  Human Resource 

T/TI team noticed that there  is a big difference  in  IG offices sizes.   But  in general, about 50%  ‐ 

70% use computers with basic skills for MS office and email service.  

None of the IGOs have a training plan.  Few IGOs believe that if the IT staff are trained and got 

professional skills, they will resign and look for a better opportunity. 

The qualified  IT  staff are very  limited because about 50% of  them are newly graduates    from 

computer departments  in different universities or colleges and the other 50% are a collection of 

Engineers  (Chemical,  Electricity,  Agriculture),  Math,  Art,  Translators,  …  etc.  with  different 

specializations and capabilities.

RECOMMENDATIONS  

Part 1:  Software & Licenses 

All  automated  systems  and  generated  reports  should  be  according  to  Standard  Operating 

Procedures Manual of the Inspectors General Offices in the Republic of Iraq 

According to T/TI perceptive, we need to start with below systems as a start: 

o Official Letters (In/Out) Registration. 

o Archiving system  

o Document Management System (DMS). 

o Auditing System 

o HR System 

After that T/TI will design a unified system to cover all the IGOs requirements compatible with 

Standard Operating Procedures Manual of the Inspectors General Offices in the Republic of Iraq.  

This system should be used by all OIGs. 

 

Use  a Unified  secure Web  domain with  portal  applications  and  documents  library  for  all  IG 

offices with centralized management to serve and keep the security. 

Use high end developed tools and standards  in the customized  in‐house systems development 

by the selective IT developers from OIGs IT staff. 

All software, applications, and operating systems should be licensed and upgradable. 

 

Part 2:  Hardware and Network Infrastructure 

Have new dedicated wired / wireless secured network infrastructure for each of the IG 

offices. 

Each IG office should have its managed secured network devices to manage and monitor 

data. 

Implement CCTV system inside the IG office and the Ministry itself. 

All employees within the same IG office should have the capability to communicate with 

each other electronically according to the internal policies and procedures. 

All IG offices should have the capabilities to communicate with each other electronically. 

It is better to have one unified network handled and managed centrally. 

Have Voice and Video over  IP system centralized for all OIGs or at  least within each IG 

office to: 

o Eliminate redundant Networks 

o Consolidate IT Staff

o Simplify Administration and Maintenance 

o Reduce hardware 

o Reduce cabling – 1 cable for voice and data 

o Reduce WAN Charges 

Should  have  a  Centralized  Data  Centre  for  all  IG  offices  with  centralized  Servers, 

applications, systems, and Database. 

Should have Central IT department to serve all the IG offices.  TTI could recommend the 

team from serious IG offices because of their business knowledge, good technical skills, 

ability to  learn and team work capability (such as selective IT employees from IG office 

for MoH). 

Should have data monitoring system with secure application and database. 

There  should  be  a  localized  dedicated  Data  Room  in  each  IG  office  to manage  and 

monitor the internal and external network. 

 

Part 3:  Internet and Intranet Services   

Compression and encryption device should be used at the Internet and Intranet border in each 

IG office for better performance and security. 

Each IG remote offices should be connected to IG main office as a one Intranet. 

It  is  possible  to  connect  all  OIGs  to  a  central  unified  Data  Center  by  one  of  the  following 

suggestions: 

o WiMax  service  that  has  just  been  completed  by  MOC  SCIS  and  can  provide  any 

bandwidth needed by any  IG office; with download  speed up  to 10 Mbps and upload 

speed up to 3.5 Mbps. 

o FTTH  service  the  implementation  of  which  has  started  in  a  number  of  locations  in 

Baghdad and some provinces.   T/TI recommends  if the  ISPs can use the electricity and 

high  voltage  towers  to  lay  the  Fiber optic  cable  instead of  the  laying  the  Fiber  cable 

underground with very expensive cost of the civil work. 

o Use the WBBN that is under the umbrella of SCIS after upgrading the network. 

o Use a V‐SAT system at each  IG office with a HUB at  the main Data Centre of all OIGs.  

This solution is the easiest but the most expensive. 

 

Part 4:  Human Resource 

Training plan is very important for the IT team and should be categorized to: 

o IT Management 

o IT Auditing 

o IT Infrastructure Network 

o Hardware troubleshooting and maintenance

Deliver Train the trainers training to selective IT group from the IG offices to handle the training
