CSIR-NISCAIR Annual Report 2016-2017 53 6 6 IT Facilities & Programmes C SIR-NISCAIR’s scientific information dissemination and science communication activities are actively supported by a robust and modern IT infrastructure. With science communication and outreach activities relying heavily on modern ICT, services like Online Access of NISCAIR’s Primary Journals (NOPR) & Popular Science Magazines, Online Publishing Software (OJS), Website and Blog, and a state-of-the-art Data Centre have gained paramount importance. The volume of data being managed at CSIR-NISCAIR is showing exponential growth. The IT Division has updated its capabilities for management of information resources and services including hosting and sharing by adopting new ICT tools. The focus is on providing uninterrupted, authorised and secure access to NISCAIR and CSIR Resources to the scientific community and researchers all over the world and a platform for CSIR Labs for co-location of their critical services and databases. During the period 2016-2017 many new activities were initiated and ongoing activities strengthened. Some of the major activities are: A) CSIR HQRs & CSIR-NPL: HOSTING OF WEBSITE IN NISCAIR DATA CENTRE CSIR Hqrs & CSIR-NPL had requested to host their website in NISCAIR Data Centre. Along with the provisioning of server and logical security infrastructure, support services were provided to CSIR Hqrs. B) CSIR HQRs: HOSTING OF DEVELOPMENTAL VERSION OF CSIR ACCOUNTING SOFTWARE IN NISCAIR DATA CENTRE CSIR Hqrs constituted an in-house team to work on full time basis for upgradation of Accounting Software for CSIR Hqrs and its Laboratories. NISCAIR Data Centre is to be utilised for Central Repository of Data for the Software. This included Server Preparation, Security Policy Deployment and Authentication with remote access to CSIR Finance Team. C) SECURITY SURVEILLANCE THROUGH CCTV IN BOTH CAMPUSES OF NISCAIR To promote safety in both locations of NISCAIR, security surveillance systems using IP enabled CCTV cameras were installed at both the locations of NISCAIR. 23 IP

A) CSIR HQRs & CSIR-NPL: HOSTING OFWEBSITE IN NISCAIR DATA CENTRE

CSIR Hqrs & CSIR-NPL had requested to hosttheir website in NISCAIR Data Centre. Alongwith the provisioning of server and logicalsecurity infrastructure, support services wereprovided to CSIR Hqrs.

B) CSIR HQRs: HOSTING OFDEVELOPMENTAL VERSION OF CSIRACCOUNTING SOFTWARE IN NISCAIRDATA CENTRE

CSIR Hqrs constituted an in-house team towork on full time basis for upgradation ofAccounting Software for CSIR Hqrs and itsLaboratories. NISCAIR Data Centre is to beutilised for Central Repository of Data forthe Software. This included ServerPreparation, Security Policy Deployment andAuthentication with remote access to CSIRFinance Team.

C) SECURITY SURVEILLANCE THROUGHCCTV IN BOTH CAMPUSES OF NISCAIR

To promote safety in both locations ofNISCAIR, security surveillance systems usingIP enabled CCTV cameras were installed atboth the locations of NISCAIR. 23 IP

Cameras were installed at NISCAIR, VigyanSanchar Bhawan, and 11 Cameras at theNISCAIR, Vigyan Soochna Bhawan.

D) INSTALLATION OF DIGITAL DISPLAY ATRECEPTION FOR HINDI SOFTWARE

Provisioning of Server for digital display atreception. This included installation ofSoftware on Server for communication withSet Top Box connected to the Digital Display.

E) UPGRADATION OF VIDEOCONFERENCING FACILITY

For multiparty VC the VC Facility at NISCAIRwas upgraded with the installation ofPolycom Realpresence Group 500 VC Unit,

with 1+5 Multiparty HD Group Videofacility.

F) MANAGEMENT AND UPKEEPING OFDIGITAL INFORMATION RESOURCEFACILITY (MAUKDIRF)

The Digital Information ResourceFacility has been created to provideuninterrupted, authorised and secureaccess of NISCAIR and CSIR Resourcesto the scientific community and researchersall over the world. The DIRF alsohouses ISO 27001:20013 certif iedTier II Level Data Centre (DC). It issuccessfully hosting CSIR and NISCAIRcontents.

G) FTP SERVER CREATION

For the convenience of the users in NISCAIR’stwo locations, an FPT Server has beencreated to share the files between users ofthe two locations.

H) CSIR–IPU PATENT PORTAL IN DIRFDATA CENTRE

CSIR-IPU Patent Portal is hosted in DataCentre. This facility is exclusively for PatentAttorneys and CSIR IP Coordinators, torecord research output, maintain a databaseand documentation for online filing ofCSIR’s Intellectual Property. It is a gatewayfor measuring novelty index and IPutilisation.

I) NISCAIR E-PAYMENT TRACKINGSYSTEM (NIePTS)

NIePTS is an online Intranet based solutiondesigned and developed by the IT Divisionon special request from Finance & Accountsdepartment. The system provides amechanism to host central repositoryfor bank and personal details of all

CSIR-NISCAIR employees (permanent as wellas temporary), pensioners and vendors. Thesystem also has repository for details of allbills reimbursed by the Finance & Accountsdepartment. The system automaticallygenerates cheque amounts combiningsimilar bills and sends emails to stakeholdersafter sending the list of cheques for ECS tothe bank.

J) NISCAIR ONLINE RECRUITMENTSYSTEM (NORS) FOR GROUP II,III AND IV

NORS is an online application designed anddeveloped by IT Division, for onlineapplication submission for recruitment ofstaff in CSIR-NISCAIR as per the CSIRrecruitment guidelines. Applications areinvited from Indian citizens for filling thepositions at CSIR-NISCAIR.

The IT Division updates the baseversion to incorporate features as per therecruitment process from time to time. Thesoftware has been hosted in the DataCentre.

K) HOSTING OF NATIONAL KNOWLEDGERESOURCE CONSORTIUM (NKRC)PORTAL IN DIRF DATA CENTRE

The National Knowledge ResourceConsortium (NKRC), established in year2009, is a network of libraries andinformation centers of 39 CSIR and 24 DSTinstitutes. NKRC facilitates access to 5,000+e-journals of all major publishers, patents,standards, citation and bibliographicdatabases. Apart from licensed resources,NKRC is also a single point entity thatprovides its users with access to a multitudeof open access resources.

L) HOSTING OF SOFTWARE FOR ONLINERECEIPT OF APPLICATION FORRECRUITMENTS IN CSIR-CDRI,CSIR-CRRI & CSIR-NPL

NISCAIR provided the following services:

Hosting of software in Data Centre foronline receipt of applications forrecruitment

Backup of Database

Remote Login Provisioning

Monitoring and Maintenance of Process

M)AADHAAR ENABLED BIOMETRICATTENDANCE SYSTEM (AEBAS)IMPLEMENTATION AT NISCAIR

As per the Govt. of India Initiative, theimplementation of AEBAS in NISCAIR hasbeen completed. The process included:

Registration of Organisation

Registration of Employees

Supply, Installation, Commissioning andTesting of the Desktop and Wall mountdevices

Trial Runs

Implementation

N) PROCUREMENT OF VIRTUALIZATIONSOFTWARE & DEPLOYMENT OFVIRTUALIZATION IN DIRF DATACENTER

Server Virtualisation enables the utilisationof existing servers to the fullest of theirefficiency. Server virtualisation utilises thephysical host machine hardware & partitionsthe host machine into multiple logicalinstances – called Virtual Machines. Each ofthese virtual servers can run an independentoperating system and applications. Manyphysical servers in DIRF Data Centre havebeen virtualised and virtual servers were alsoprovisioned to CSIR Labs for hosting of theircontents.

O) NISCAIR INTRANET SITE: ACCESSTHROUGH SECURED LOGIN

NISCAIR Intranet site (https://intranet.niscair.res.in) has been madepublicly available on the Internet throughusername and password. The employee canaccess official circulars, OMs, and formswhile away from office. The site is runningfrom DIRF Data Centre.

P) IT INFRASTRUCTURE DEVELOPMENTAND MAINTENANCE

NISCAIR has LAN infrastructure of 300 nodesat Pusa location and 360 nodes at SV Margwith 1 Gbps (1:1) Leased Line InternetConnectivity. NISCAIR scientists are makinguse of the IT Infrastructure for data transfer,communication, exchange of manuscriptsand data with authors and referees.

Q) DEVELOPMENT/MANAGEMENT OFFACILITY MANAGEMENT SOFTWARE

Many Facility Management Software havebeen developed in-house for automation ofvarious functionalities in the organisation.

(i) DIRF Reception ManagementSystem: The Reception Management Systemcaptures all relevant information of visitorsin a secure database file, including visitor’sphoto, name, reason for visit, and entry andexit times. The process takes 15-20 seconds.This application typically consists of threefundamental components: a) VisitorRegistration, b) Visitor Gate Pass Printing,and c) Reporting Functionality.

(ii) DMIS Software: DocumentManagement Information System (DMIS)is a web-enabled application, withfunctionalities including online entry forreceipt and dispatch, action taken, replyreceipt and dispatch, file creation,file transfer to different officials andmaintenance of letter and file movementdata.

(iii) Guest House Management andMaintenance: The software provides facilityof online booking of guest house.

(iv) Registration & Billing Software forMarketing Division: The registration andbilling software for different services likeTranslation, Bibliography, Bibliometrics, ISA,CAPS, etc. in marketing division is used forregistering the customers, invoicegeneration, bill preparation, etc. Thecomplete software is upgraded for newfinancial year processing.

R) IT HUMAN RESOURCE DEVELOPMENT

CSIR-NISCAIR provides six-month training(from January to June and July toDecember) to MCA students and to otherstudents pursuing Computer Science/ITcourse leading to M.Sc., B.E., B.Tech., M.E.,and M.Tech. Degrees to work on projects inthe area of application of IT as partialfulfilment of their degree courserequirements.

In the year 2016-17 a batch of 3 studentsattended the training programme.

S) ONLINE ACCESS OF NISCAIR’SPRIMARY JOURNALS & POPULARSCIENCE MAGAZINES (NOPR)

NISCAIR Online Periodicals Repository(NOPR) hosts online its research journals,Popular Science Magazines & NaturalProducts Repository at http://nopr.niscair.res.in. All the 18 researchjournals have been added under OpenAccess mode for accessing full text. Researchcommunities including students not only inIndia but also all over the world are beingbenefited by open access of NISCAIRjournals. This has enhanced accessibility andvisibility of NISCAIR journals at the Nationaland International level. Current issues ofall the research journals are publishedonline in NOPR for open access well beforethe publication of print version for theimmediate benefit of researchers.

Digitisation of following 11 journals hasbeen completed from Volume 1 Issue 1 andthese are available for online & open access:

To increase the visibility of NISCAIRjournals, all the 17 journals have beenregistered with the Directory of Open AccessJournals (DOAJ), Registry of Open AccessRepositories (ROAR), Directory of OpenAccess Repositories (DOAR), Google Scholarand other prominent search engines.

The following three Popular ScienceMagazines published by NISCAIR are alsohosted on NOPR for online access:

It is based on opensource publishing software ‘OpenJournal Systems (OJS)’, which has beencustomized as per NISCAIR requirement.This system is available at http://op.niscair.res.in.

Hindi website has been developed usingUnicode fonts for proper display of Hindifonts.

Bilingual office forms, internal orders/circulars/notifications are regularly hostedon intranet website (intranet.niscair.res.in).
