Don Onwiler will provide an overview of current activities and programs at the

National Conference on Weights and Measures (NCWM). He will provide a general NTEP Activity Report, report on increased services as a result of the new staff position of NTEP Specialist, and update on the Verified Conformity Assessment Program, the NCWM’s Professional Certification Program and discuss the possible addition of an entry-level exam below actual professional certification for licensing service agents.

Since 2008, Don has served as Executive Director of the National Conference on Weights and Measures where he oversees all aspects of the daily operations of NCWM, including NTEP, meeting planning, membership, publications, and all other programs and activities of the Conference. Prior to 2008, Don was Program Manager for the Nebraska Weights and Measures Division where he supervised 15 inspectors, conducted NTEP evaluations of scales, and served in various roles in the CWMA and NCWM, including NCWM Chairman in 2007 and NTEP Committee Chairman in 2007 and 2008.

Euramet cg-18, the Definitive Standard for the Calibration of Analytical BalancesMark ReufenachtQuality Assurance ManagerHeusser Neweigh

This workshop will cover the new documentary standard Euramet cg-18, “Guidelines on the Calibration of Non-automatic Weighing Instruments.” Euramet cg-18 has recently been revised and updated. This documentary standard is used around the world by calibration service providers, accreditation bodies, national metrology institutes, regulatory agencies, and balance users. It is recognized as “the standard” for the calibration and use of analytical weighing instruments (balances and laboratory/bench-top scales).

The workshop will provide an overview of the contents in cg-18, including the mandatory measurements that must be made for the calibration of a balance (e.g., linearity, span, sensitivity, eccentricity, etc.), uncertainty calculations associated with a balance calibration, and the user’s uncertainty (global uncertainty) for the use of the balance in every-day weighing applications. including sources of weighing errors in analytical environments, methodologies for quantifying the errors, and computation of balance calibration uncertainty and global (user) uncertainty. This workshop is designed for beginner to advanced calibration technicians, ISO/IEC 17025 assessors and accreditation bodies, or managers wanting a better understanding of balances calibration and mandatory measurements.

Mark specializes in the calibration and measurements with weighing instruments (balances & scales), weights, and related mass sub-fields (pipettes, volumetric, force, etc.). Mark is an instructor at the National Institute of Standards and Technology (NIST, Gaithersburg, MD) teaching fundamentals of metrology, uncertainty, mass calibration, balance calibration, and revising related NIST handbooks and standards. Mark is the Technical Chair of ASTM E617 (Precision & Laboratory Weights) and ASTM E898 (Balances & Scales). He is an ISO/IEC 17025 Assessor and the Quality Manager at Heusser Neweigh, a primary mass calibration metrology laboratory. Mark resides in the San Francisco Bay Area. He is best known for his innovative training of assistance dogs.

Kevin Detert started with Avery Weigh-Tronix in 1994, directly out of university. An Electrical Engineer by degree, he created a focus on embedded software design and writing software for embedded systems. Kevin started out as an applications engineer, supporting customers and creating custom software applications for AWTX programmable products as well as PC and PLC systems. Over the years he took on various manager roles and has served as the Head of Global R&D for AWTX for the past 6 years. On a personal note, Kevin is very involved with his children’s school and extracurricular activities as well as community and sport events. An avid home stereo enthusiast as well as a 30+ year NASCAR fan, he enjoys traveling to many tracks and events and has now recruited his wife into a fan as well.

Jim Daggon has been in the scale business since 1976 when he joined the Metrodyne Corporation and has been designing special systems and projects for customers ever since. In 1982 he joined Digi Matex Inc. and was with them until 2002 when Rice Lake acquired the company. Jim holds a BS in Electrical Engineering from the University of Bridgeport and is currently the Senior Product Engineer for Emerging Technologies with Rice Lake Weighing Systems.

This six-hour session will include training on Handbook 44 followed by an open book test. All participants in Handbook 44 training and testing will receive a copy of the 2016 Scale Code Field Manual (a direct copy of NIST Handbook 44). Successful completion of an ISWM-recognized Handbook 44 training and testing course is prerequisite for taking either the ISWM Certified Weighing Technician or Certified Weighing Salesperson exam and will also satisfy the recertification requirements for currently certified CWTs, CWSs, and CWPs.

December, January and February generally provide pleasant temperatures in the Orlando area. Humidity can still be on the higher side, and rainfall is at a minimum.

The average high temperature is 72 degrees, and the average low is 50 degrees. It is, however, always a good idea to pack a light jacket.

Orlando International Airport (MCO) is the closest airport.

Taxi and Shuttle Service

The taxi fare between the Orlando International Airport and the Rosen Plaza Hotel is roughly $30.00 each way. Parking

The ISWM has secured a special parking rate for those driving to the Conference. The rate is $6.00 per day for self-parking for overnight guests, 50% off the regular rate.
