S i n c e S i l v e r b r o o k R e s e a r c h u n v e i l e d its dazzling Memjet
printing technology in 2007, the consumers and suppliers have been waiting. But in May 2010, the long wait was over with the launch of the first Memjet printer at Ipex in the United Kingdom.
But wait! The premier launch of the new technology were label and postal printers, targeting the on-demand labels, and mailing and addressing markets. The A4/Letter size printer is still to come, even though Memjet said the launch of its first home and office printer was going to be in 2009. Silverbrook Research Pty, an Australian company, holds more than 2,500 patents. They have licensed their technology exclusively to the US-based company Memjet which has four divisions: Memjet Home and Office, Memjet Labels, Memjet Photo Retail, and Memjet Wide Format. But these divisions do not actually manufacture the printers. They rely on electronics manufacturers, ink and paper developers, manufacturers or companies which distribute and sell OEM and non-OEM printer supplies to partner with them.
The aftermarket printer supplies industry has developed this market, hasn’t it? Is there anyone from our industry willing to become a part of this revolutionary technology?
Government procurement is another important potential market opportunity for cartridge manufacturers. According to official figures, the Chinese government printer supplies market is worth 30 billion RMB (about US$4.4 billion). The central state-owned companies alone consume about 10 billion RMB (about US$1.45 billion) worth of printer supplies every year. T he Ar mor Group has s igned an
agreement for the acquisition of
Wecare4 , a European leader in
the collection, manufacture and sales of
remanufactured inkjet cartridges.
Following the announcement on February
4th of a strong recovery in results for its new
generation compatible laser and inkjet cartridge
business, Armor continued its process of growth
and innovation dynamic and confirmed its
commitment to transforming its Armor Office
Printing activity into a pillar of the Group’s
profitability. This very significant investment will
position Armor as one of the leading European
manufacturers for new generation inkjet
cartridges. Wecare4 headquarters is near Breda
in the Netherlands. Its manufacturing unit is
located in Moravský Písek in the Czech Republic.
The company was created in 1993 and employs
almost 200 staff. Its activity as a remanufactured
inkjet cartridge producer complements Armor’s
own. Armor belives this acquisition will see it
become the European leader in the three main
product ranges for new generation cartridges
(laser, new build inkjet and remanufactured
inkjet). Wecare’s strong brand presence in
Northern Europe opens up new opportunities
for Armor, notably in the Netherlands where
Wecare4 products will continue to be promoted
under the Wecare brand.
"Wecare4’s acquisition strengthens Armor’s
commitment in sustainable development.
We have become one of the very rare players
possessing mastery of the industrial process
for all three key ranges of the new generation
consumables market: laser, new-built inkjet and
remanufactured inkjet. Armor will thus offer its
customers a complete in-house manufactured
range, ensuring both a high quality process and
total product traceability”, explains Hubert de
Boisredon, Armor Group CEO. For Frank van
Meenen, current CEO at Wecare4, “Merging the
Wecare4 and Armor Office Printing businesses
will create the only complete platform in Europe
to provide the whole range of new generation
printing consumables to customers from one
single source.”
This new activity will be managed by Pierre-
Yves Léger, Managing Director for Armor’s
Office Printing activity, who will be able to rely
on Frank van Meenen's expert support.
Sustainable development is at the heart of
Armor's overall strategy, and is built into the
very nature of the Wecare4 activity which
consists of recycling empty cartridges into brand
new remanufactured cartridges. In addition,
the teams and management at both companies
share the values of humanism, innovation,
commitment and customer service – which
include meticulous quality control. All jobs
linked with this acquisition, both at Wecare4
and Armor, will be kept. Taking into account the
growth synergies resulting from the Wecare4
acquisition, Armor Group forecasts a turnover
of 170 million in 2010, 70 million of which will
be generated by the Office Printing side of the
business.

question many times in the
three years since Memjet
founder Kia Silverbrook announced the
technology and plans to introduce a product
before the end of 2007. Demonstration units
made it seem at the time that a product was
indeed imminent, but promises of products in
2007, 2008 and 2009 have not been met. Some
have even suggested that the announcement
was a hoax.
All that may be about to change. At IPEX
(Birmingham, UK), Impression Technology
Europe has introduced the RAPID X1 label
printer with Memjet technology. The Rapid
X1 is a roll to roll printer with an 8 ½” wide
5 color print head and a maximum print
resolution of 1600 x 1600 dpi. Maximum print
speed is 12 inches per second at 1600 x 800
dpi. The RAPID X1 is manufactured by Rapid
Machinery Company of Chatswood, Australia.

Australia. These branded products are textile
and garment inkjet printers.
Silverbrook Research, the parent of Memjet,
is also located in Australia.
Rumor has it that Memjet-based large format
devices may be coming this year as well.
It appears that the Memjet strategy has
changed from licensing the technology to
supplying key components, such as printheads,
drive electronics, and ink. The company may
also supply print engines for the home and
office sector.
That Memjet is serious was shown late last
year with their hiring of Len Lauer, former
COO of Qualcomm; a position he left to join
Memjet. He had been rumored to be joining
communications giant Verizon as its CEO, an
indication that he has major management talent.

Nandipl have built a commercial plant in India,

Pradesh, for manufacturing chemical toner, and
commercial production has successfully started.
NAND ipl’s state of art plant is the first plant of
its kind in Asia to manufacture chemical toner.

developed a Premium Bestone product set
that is designed for laser toner cartridges
remanufactured using only good quality,
once-used OEM parts from OEM virgin empty
cartridges.
NAND Ipl. said, in the next month or so they
should also be able to send out samples for
Bestone Chemical Colour Toners Standard
version for the same family of printers . This
Standard toner range will need a new OPC
and wiper blade every time and will work with
the commonly available OPC drums and good
quality wiper blades.
Addi t iona l l y the company has a lmost
completed development of color chemical
toners for other popular families of HP color
laser printers, namely HP 2600, HP 5500, HP
4600 and HP 4730. All Bestone Chemical Colour
Toners products have been designed to give

NAND Ipl. commenced commercial production

Co., Ltd. (HIOT) announced that
a patent was granted by the State
Intellectual Property Office of China for “a
high molecular weight dye, its preparation
& purification method and ink based on this
dye” ( patent number: ZL200710051304.0,
publication number: CN101007909).
This confirmed that HIOT has filled the
void for technology in this field in China and
HIOT’s inkjet dye production technology has
reached new heights.
According to HIOT, the achievement is
the result of four years of hard work. The
highlight of the technology is combining dye
modification technology with membrane
separation technology. The output is a high-
purity, high quality special dye for printers.
The products made with this technology enjoy
reliable performance and the technical indexes
of the products will hit international advanced
level.
Recycling Times also learnt that HIOT
will expand its investment on R&D, striving
to be the largest special inkjet dye and
pigment company of China in the next few
years.

independent manufacturer
of color toner cartridges and solid inks for
use in color business printers, announced its
quarterly financial results for the three and
nine months ended March 31, 2010.
Financial results for the quarter ended March
31, 2010 include:
• Net revenues of $5,175,000, representing
a $9,000 or 0.2% decrease year-over-year and a
$411,000 or 7% decrease over the previous quarter.
• Gross margin at 36.3% of net revenues,
versus 40.6% for the same period last year.
• Net loss of $2,703,000 ($0.22 per share),
versus a net loss of $1,496,000 ($0.13 per share)
in the same quarter a year ago.
For the three and nine months ended March 31,
2010, Media Sciences lost $2,703,000 ($0.22 per
share basic and diluted) and $3,013,000 ($0.25
per share basic and diluted). This compares with
a net loss of $1,496,000 ($0.13 per share basic and
diluted) and $1,535,000 ($0.13 per share basic
and diluted), respectively, for the three and nine
months ended March 31, 2009.
For the three months ended March 31, 2010,
as compared to the same period last year,
net revenues declined by $9,000 or 0.2% to
$5,175,000 from $5,184,000. Year-over-year for
the three months, sales of color toner cartridges
increased by about 11% and solid ink product
sales decreased by about 10%. Net revenues
increased by $175,000 or 1% to $16,268,000
from $16,093,000. This increase in net revenues
was primarily driven by the revenue impact
of greater year-over-year sales of toner-based
products and continued
rapid growth of European
sales, partially offset by
attr i t ion in sales to a
price sensitive and less quality oriented imaging
channel.
Year-over-year for the nine months, sales of
color toner cartridges increased by about 11% and
solid ink product sales decreased by about 8%.
Levin continued, "During the quarter, significant
effort and resources were applied to the recently
announced transformative acquisition of Master
Ink. During the conference call we will review the
many significant strategic benefits the acquisition
is expected to provide us, as well as the improved
scalability, operating leverage and margin
improvement we anticipate. Upon closing,
we expect to quickly enjoy the benefits of the
combination, including a reduction in the cost of
our existing toner based product line."
Media Sciences third quarter loss widens
H P announced recently that it has re-filed its Federal District court
litigation pertaining to the sale of patent-infringing cartridges as
well as the sale of products incorporating stolen components.
The re-filing of the complaint identifies an additional defendant, Asia
Pacific Microsystems Inc. (APM) of Taiwan, an affiliated company of
Taiwan-based UMC Group. The re-filed case also adds Hewlett-Packard
Development Company, a subsidiary of HP, as a plaintiff in the case. HP
is also making the same changes to the case before the U.S. International
Trade Commission.
The original case was Hewlett Packard v MicroJet Technology, No. C
10-00965 EMC, US District Court, Northern District of California (San
Francisco). The Federal District court and ITC complaints also name the
following as defendants: Mipo Technology Limited of Hong Kong, Mipo
Science & Technology Co. Ltd. of China, Mextec Group Inc. D/B/A Mipo
America Ltd. of Florida, Sinotime Technologies Inc. D/B/A All Colors of
Florida, and Ptc Holdings Limited of Hong Kong. HP will soon be taking
similar steps to introduce APM as a defendant in parallel litigation on the
patent claims before the ITC.

through ISO9001: 2008 quality
management system certification.
On March 16, 2010, experts from Beijing
Xingyuan Cert i f icat ion Center reviewed
HIOT according to the standard of ISO9001:
2008. After that, HIOT was certified that the
quality management and control fulfil led
the requirement of ISO9001: 2008 quality
management system. The quality management
system of HIOT has objective on every level
of its operations and the existing quality
management system also fits the description of
GB/T19001-2008—ISO9001:2008.
HIOT have several products that obtains the
ISO9001: 2008 quality management standard,
including inkjet color paste, liquid dye, design
and production of a complete set of membrane
equipment.

STMC certification in May 2010 after completing a
rigorous STMC training programme.
In the Shenzhen branch factory employees are
trained by certified trainers and verified to be
compliant with STMC quality test methods.

for the company. The new plant in Shenzhen will
have the production capacity of 100,000 pieces of
ex-factory cartridges in the second quarter of 2010.

On May 21, Trend Vision Technology (Zhuhai) Co., Ltd (Trend
Vision) announced the release of a reactive dye ink for
digital textile printing.
The ink can be used for all piezoelectric printers, such as MIMAKI, EPSON,
MUTOH and QualiJet HS digital textile printers.
According to Trend Vision, the ink has high chemical and physical
stability, and leaves printheads free of clogging. It is intended for printing
on the cotton, silk, wool, etc. with piezoelectric printers. However,
before printing, all the fabrics need pretreatment.

Trend Vision introduces reactive dye ink for digital textile printing
Apex Microelectronics Co., Ltd. (Apex) has announced the
launch of a replacement chip for HP CE278/285 cartridges.
According to Apex, HP released several models on April
20, 2010. The HP LaserJet Pro series of printers drew lots of attention
w i th many “ smar t ” func t ions .

only manufacturer in the world to
introduce compatible replacement
chips forCE278 and CE285 cartridges,
which it did as early as April 12 2010.
After repeated trials, the chip Apex
introduced has proved to virtually
equal OEM products. Apex has applied ASIC design and this chip is
compatible with Apex’s Unismart system.
The new ASIC chips have full functionality with OEM products so there
will be no problems in terms of compatibility with firmware. ASIC design

C anon India, maker of digital imaging equipment, expects to
sell 50 cent more units of its printing segment in 2010 as
compared to the sales in 2008. The expected increase in sales
will be a result of the company's latest Image Express Campaign.
At an investment of Rs 10 crore (about $2.1 million), the company
plans to push sales in Tier I and II cities through a yearlong mobile
campaign to leverage Canon's brand image.
"We expect our printer sales to go up by 50 percent with the Image
Express Campaign which has kickstarted in Ahmedabad today," Kensaku
Konishi, president and chief executive officer, Canon India said.
Canon India holds plans of investing Rs.55 crores (about $11.6 million)
in the sale and promotion of digital cameras in India. Besides, Canon is
rolling out aggressive marketing plans to touch Rs 450 crore revenue in
camera division out of a total of Rs 1,100 crore (about $231.9 million)in
2010.
The company has also planned to launch 100 new products this year, of
which they have already launched 18 cameras, 18 printers and 20 copier
machines, Konishi said.
Currently, 50 percent of the company’s
revenues are from Tier II and III cities and
the company expects this to go up to 70
percent in five years, Konishi said.
The company is also expanding its
international service networks from seven
to nine, including one in Delhi. According
to Konishi, Canon's total business grew by
40 percent in 2009 from Rs 840 crore last
year to Rs Rs 1100-1200 crore this year.

S amsung India Electronics plans to aggressively grow its laser
printer business by taking on the market leader HP.
As a leader in LCD monitors, the Korean MNC wants to
dominate the printer market with an enhanced product offering, a
sharper focus on B2B business and a strong distribution channel.
On May 19 Samsung unveiled eight new models of monochrome laser,
network and multi-function printers competitively priced at between Rs 5499 to
Rs 12,999. It has also lined up a slew of 33 printers across the three categories.
Ranjit Yadav, director, mobile & IT business, Samsung Electronics said
the launch included ML 1666, the world’s smallest laser printer, with an
affordable price of Rs 5499.
He said printers accounts for an 11 to 12% share of the total IT sales.
While all the printers are currently imported from Samsung’s plants
abroad, it will look at starting to produce them at the Indian.
He said, "This year, we will aggressively grow our printer business,
aiming for a 56 to 58% jump in volumes to garner a market share of 30%.
This will be against the 10 to 11% growth in total volume projected by
IDC which expects it to grow to 9.5 lakh units in 2010".
General Manager, IT solutions business, Uday Bhat said that in printers its
market share went up from 17% in Q4 of 2009 to 24% in Q1 of 2010. "This
year, we will use the new models as a game changer to become a
strong number two player with a share of 30%. Next
year, we will emerge a market leader".

C anon Australia has totted a billion dollar yield after letting its
multi-function printer dealership to Darwin-based integrator
CSG.
ASX-listed CSG has agreed to pay $10 million for licenses to sell the
devices from dealerships in national capitals and for sub-contracting
rights over an existing portfolio of 10,500 multi-function devices.
Canon Australia senior general manager Craig Manson said that the
company's calculations confirmed the billion yield expectations but
declined to reveal the longevity of the contract.
"This is a big move for us," Mr Manson said.
CSG announced that it would raise $40m through an institutional
share placement to fund the deal and its recent acquisitions of Leasing
Solutions Limited and Aaromba Technologies Limited for $20m and $2m
respectively. Its first payment to Canon of $6m will be on July 1.
On May 12, CSG signed a $31 million deal with Canon to take over the
servicing of 10,500 multi-function devices (MFDs).
CSG has also become a Canon MFD dealer in Sydney, Melbourne,
Canberra, Adelaide and Perth in addition to its arrangement with Fuji
Xerox.
Existing Canon MFD customers will receive services from CSG
immediately.
To help fund the $31 million deal with Canon and other activities, the
service provider is aiming to raise $40 million in a fully underwritten
institutional placement.
The company recorded revenue growth of 30 per cent year on year to
$111.9m, EBITDA growth of 10 per cent to $23.9m and NPAT up 11 per
cent to $12.3m.
At the time of the deal, CSG CEO, Denis McKenzie, said in an ASX
statement that the company’s IT Services business had a strengthening
sales pipeline and margins were down during the half due to new
revenue at lower margins.
The Print Services business experienced significant sales of new
equipment and highly profitable churn to color printing, McKenzie said.
Canon cuts big printer deal with CSG
O n May 5, Epson introduced the latest member of its
NX line of multifunction printers, the Stylus NX420.
Targeted at home users and students, the new print/
scan/copy device costs $100 and features 802.11n WiFi, as well as
USB 2.0 connectivity.
The printer uses Epson’s smudge, fade, and water-resistant
DuraBrite Ultra pigment inks in four individual cartridges – one each
for cyan, magenta, yellow and black – claiming print longevity of up
to 118 years. Using ISO speed tests, the company claims print speeds
of up to 6.4 pages per minute in black and 3.3 pages per minute color.
To print photos without a Mac, the NX420 offers a built-in memory
card slot that supports multiple types of SD, xD-Picture Card, and
Memory Stick formats and a 1.5-inch preview LCD. Editing features
include sepia, black and white and red-eye removal.
The Stylus NX420 has a 1200-dpi optical resolution and flatbed
scanner with 24-bit output.

Hewlett-Packard (HP) India has introduced its OfficeJet4500
All-in-One printers in India. HP claims that this new series of
printers offers energy-efficient printing devices with a stylish
look that would be very useful for users looking for convenience of a
multifunctional, in a compact device.
The OJ 4500 series is designed to address consumer preferences based

The big picture
The size of government purchasingLet’s first just spend a minute to take a look the big picture
of government procurement of China.
What exactly is the size of government procurement in
China? According to the introduction by Mr. Ding Xuedong,
Minister of the Ministry of Finance People’s Republic of China,
on May 7, China’s Government Procurement System has been
under full implementation and is developing rapidly. In 2002,
the government bought only 100.96 billion Chinese Yuan
(about $ 14.78 billion) worth of goods. Since the Government
Procurement Law came into effect in 2003, the amount of
goods purchased by the government has taken leaps and
bounds. Last year, this figure went beyond 700 billion Chinese
Yuan (about $ 102.5 billion). If we do some calculations, we can
see the scale of government purchasing is growing at an annual
speed of 35.2% on average. However, in stark contrast to the
rapid growth, the percentage of GDP government purchasing
takes up is around 1.8%. We learn that government purchasing
in some developed countries occupies about 10% of the total
annual GDP. So there is plenty of room for China’s government
procurement to grow.
What about the room for printer supplies? According to the
statistics provided by Xinhuanet, the online news service of
Xinhua News Agency in China, the printer supplies that the
Chinese government purchases every year amount to more
than 30 billion Chinese Yuan (about $ 4.4 billion). The central
enterprises alone need about 10 billion Chinese Yuan (about $
1.45 billion) worth of printer supplies every year.

The government starts to buy and the companies in the industry begin to fight for more market share. On March 19, the first Government Procurement Meeting was held in Beijing, hosted by the Government Procurement Newspaper Office. The theme for the Meeting was “Aftermarket printer supplies: the way to government procurement”. How did printer supplies become the hit topic for the beginning of the year on the government procurement agenda? There are millions of reasons for this. In this article, we will draw a picture of the China’s government procurement for the benefit of aftermarket printer supplies makers and remanufacturers.

third party printer supplies in China, we have to talk about
Zhuhai city. As a pioneer of aftermarket supplies purchasing,
the Zhuhai Municipal Government first opened its doors
for third party printer supplies in 2008. In that year, office
supplies purchasing had a total value of 10 billion Yuan, in
which third party printer supplies accounted for less than 1%.
However, the influence of the revolutionary transformation
in Zhuhai is profound. Zhuhai Municipal Government is not
only the first government to purchase third party printer
supplies but also the first government to propose a “bid
package model”.
In the old days, government procurement bought office
equipment (printers, fax machines and so on) and printer
supplies in the same package called “office equipment”.
They made no distinction between printers and the supplies
a printer used. When they purchased office equipment,
they would ask printers manufacturers to bid. The OEMs
who got the procurement package also supplied the printer
consumables for the equipment. The “Bid package model”
means government separate office equipment from the
supplies they need, thus they can buy printers and other
office equipment from one manufacturer and supplies from
another. In order to make room for the emerging third party
supplies market, the Zhuhai Municipal government took
things to the next level. They further separated OEM printer
supplies from aftermarket printer supplies. When they
purchase printer supplies, they release two standards, one for
OEM printer supplies, one for aftermarket printer supplies.
Any company or product that meets the standards can bid
(public invitation) for government procurement.
After the Zhuhai Municipal Government made this
historic move, many other governments followed suit.
According to Dr. Tom Zhang, secretary general of the
Zhuhai Printing Consumable Industry Association, there
have been more than 10 provinces or provincial level cities
that have purchased third party printer supplies – Tianjin
city, Heilongjiang Province, Zhejiang Province, Shangdong
Province, Jiangsu Province and Gansu Province to name just a
few. The municipal cities include 27 cities, namely Zhuhai city
of Guangdong Province, Qindao city of Shandong Province,
Kaifeng city of Henan Province, Nibo city of Zhejiang
Province, Nanning city of Guangxi Province and so on.
Zhou Shunliang, director of the Government Procurement
Center of Zhuhai Municipal City, said: “In the first half of
2009, the percentage of aftermarket printer supplies was
up to 30% of the total printer supplies procurement for
the Zhuhai Municipal Government. That is almost five
times of that in 2008. We are the ice-breaker of purchasing
aftermarket printer supplies in the public sector.” He is very
proud of what Zhuhai has set for the rest of the country. He
provided Recycling Times several important numbers. There
were 37 suppliers who won the contract to supply Zhuhai
Government Procurement in 2009. The 37 suppliers were
distributing 49 brands of products, of which 16 were OEM
products and 33 were aftermarket products. From here, we
get 67% aftermarket printer supplies and they made up 30%
of the total government procurement for printer supplies in
Zhuhai. According to Mr. Zhou, this is the highest percentage
of aftermarket printer supplies in government procurement
across China.
Wang Zhihui, deputy director of the Government
Procurement Center of Zhuhai Municipal City, said: “We have
run the ‘bid package model’ for more than two years now.
The aftermarket printer supplies and remanufacturers are
very enthusiastic and they’ve benefited a lot from the model
we built up. The percentage of third party printer supplies
has taken up 35% of our total procurement plan for printer
supplies in 2010. ”
In other regions, many centralized procurement organs
of provinces have started to apply the “bid package model”
when procuring printer supplies. Anhui Province added
aftermarket printer supplies to its procurement plan in 2008
and they set a 20% elimination rate for aftermarket products.
That is, they will only eliminate 20% third party suppliers
from the bid process.

Who gets a share of the big market?Good news came on January 22 2010 when Ninestar Image
Co., Ltd was listed in the bidding results of the first Office
Equipment and Pinter Supplies Government Procurement
(Contract Supply) of Shandong Province.
In April, Print-Rite won the bid for Zhuhai Municipal
Government Procurement in 2010. Print-Rite also reaped
many government purchasing bids in other provinces and
cities of China.
Thus far, many third party printer consumables have
been listed on the government procurement plan, such as
Jialianxin Image Products Co., Ltd of Zhuhai, Zhuhai Clear
Technological Co., Ltd., Zhuhai Gree Magneto-Electric Co.,
Ltd. and Foshan Shunde Cobol Industries Co., Ltd.
Why aftermarket printer supplies?There are at least three benefits that can be harnessed by
public organizations consuming aftermarket printer supplies.
Firstly, Chinese governments look to circular economic
development as the strategy goal for a sustainable national
economy. Remanufacturing printer supplies is consistent with
the characteristics of a circulation economy, taking energy
conservation, recycled materials and a green environment
as the blueprint for the industry. Aftermarket printer
consumables are green for the environment. Statistics prove
that making a brand new toner cartridge needs about 3.4
liters (0.75 gallon) of oil. By refilling and recycling cartridges
instead of buying new ones, the oil used is reduced and
people can save up to 50% on the cost of a new cartridge.
Because recycling cartridges is environmentally friendly,
people feel good about supporting sustainable development
for the planet's limited resources. The government will set an
example of protecting the environment.
Secondly, as OEM cartridges are very
expensive, that's a great saving on
financial capital if the government buys
aftermarket printer supplies. According
to our interview with several leading
companies in Zhuhai, we learned that
for the same quality of products, the
aftermarket cartridges are about 50%
to 60% of the price of OEM products.
Government procurement in 2008
was about 10 billion Yuan (about $
1.46 billion). If we apply that saving
percentage of 40-50% to calculate the
total saving for government on printer
supplies in 2008, we get about four
billion to five billion Yuan ($ 590 million to $ 732 million) in
savings.
Thirdly, the government will encourage national brands
to innovate if they buy aftermarket products. Currently, the
aftermarket printer supplies industry has often made do with
simple copy OEM supplies. Yet better support can foster an
innovation culture. Take Print-Rite for example, Print-Rite
owns more than 1,000 patents.
Make it in government procurement
Efforts from the industryThe media in the industry
Because there are doubts about whether the quality of the
aftermarket printer supplies is reliable, the market in China
doesn’t absorb enough products. What is the situation in
public organs? For years they have used OEM supplies. This
is a habit based on the feeling that OEM printer supplies are
not bad and they guarantee quality. “This concept that OEM
printer supplies are better in quality has close relation to the
fact that government users don’t understand aftermarket
printer supplies. What are aftermarket printer supplies? What
is good about aftermarket printer supplies? They don’t even
care”, said Yan Xiaoyan, chief editor of China Government
Procurement Journal. “The most pressing action is to
promote aftermarket supplies. Make sure that the procuring
agencies know the environment friendly printer supplies.
That is very important”, she added.
Although the aftermarket printer supplies industry has
been developing in China for nearly 30 years and establish
a good image, gaining some market share, the government
procuring agencies may not understand aftermarket printer
supplies enough.

Jia Qinlin, director of the Government Procurement Center
of Tianjin Provincial Government, said: “The lack of awareness
about aftermarket printer supplies contributes to blocking
the way to them getting a share of government procurement.
Many procurment agencies have doubts about exactly what the
quality of aftermarket printer supplies is” Even if they would
like to give aftermarket printer supplies a try, they will just take
a wait-and-see attitude before they take actions.
In order to clear the doubts in consumer’s mind, the
media and associations in the industry have done a lot to
promote aftermarket printer supplies. Recycler China has
also been engaging in efforts to publicize the industry in
China. It invites delegates from companies in the industry
for dialogues, forums, seminars and other meetings or
conferences, covering issues on technology, developing the
industry for the common good, government procurement
and many other acute problems facing the industry. In May
2009, Recycler China joined the Government Procurement
seminar together with the China Financial and Economic
News and the China Computer Industry Association (CCIA),
addressing on the issue of aftermarket printer supplies. In
April 2010, Recycler China hosted a round-table meeting
during CIFEX 2010. Proposals for the promotion of the
industry were forged at these productive meetings.
Another association, the Zhuhai Printing Consumable
Industry Association (ZPCIA), is making an extraordinary
contribution to the industry on the path to government
procurement. They have drafted many
influential reports and lobbied to raise the
profile of the industry. In May 2009 ZPCIA
drafted The Declaration in Response to
Government Procurement for a Government
Procurement seminar. The paper shows that
the aftermarket printer supplies industry
embraces gover nment procurement
and wil l do many things to meet the
requirements of government purchasing. In
July 2009, ZPCIA led the drafting of Advice
on Implementation of Promoting Policy
Addressing Self-Innovation and National
Brand, Supporting the Healthy Development
of Printer Consumables Industry Government
Procurement. They also consolidated a
report based on their own data about the
printer consumables industry system and
information on patents in the industry. The
report was submitted to the Department of
Exchequer and the Ministry of Finance for their reference.
Located in Zhuhai, the birthplace of the major printer
consumables companies, ZPCIA spares no effort to promote
government procurement in the industry. At the end of
2009, it assisted Zhuhai’s Municipal Government to work
out a rating scale for printer supplies inviting bids. During
the implementation of the rating scale, ZPCIA also joined
the assessment for companies’ eligibility for government
procurement.
ZPCIA also hosts series of conferences for the development
of the industry. The first Chinese Printer Consumables
Industry Conference on Remanufacturing Technology and
Market Development was held on March 26, 2010. The
attendance doubled the association’s expectations.
The second conference is coming up on June 25, 2010.
The quarterly conference will address issues regarding
government procurement. Based on the exploration of
government procurement in aftermarket printer supplies
and the achievements of the Zhuhai Municipal Government,
the methods, standards, procedures and other requirements
will be introduced at the conference. According to Zhang,
secretary general of the Zhuhai Printing Consumable Industry
Association, “the conference will help raise the percentage
of aftermarket printer supplies in government procurement.
The other cities across China can also learn from Zhuhai’s
practices and speed up government procurement uptake of
aftermarket printer supplies.”

Zhang tells Recycling Times that ZPCIA is now working on
speeding up government procurement of aftermarket printer
supplies. He proposed that aftermarket printer supplies
should occupy a certain percentage in total printer supplies.
And this should be set as a criterion for government financial
budgets. So for example, it should specify that the percentage
of aftermarket printer supplies should reach 30% in the first
two years, 50% in three years and so on. There should be
qualitative standards for public purchasing if the government
really wants to purchase aftermarket printer supplies. Simply
applying the “bid package model” is not enough.
So as to solve the problem of insufficient laws and
regulations, the media in the industry has consolidated the
efforts of the industry to standardize the remanufacturing
process. Zhuhai now has the Environment Control for
Remanufacturing of Laser Toner and Inkjet Cartridges.
Shanghai has the Technical Standard for Remanufacturing
Laser Printer Toner Cartridges and another standard
approved by National Environmental Protection Bureau,
namely Technical Requirements for Environmental Labeling
on Products – Reprocessed Toner Modules.
Although this is far from enough, the media has been
playing its role of promoting the industry. This also helps
prepare the industry for government procurement.
The aftermarket printer supplies makers
As the core of the industry, how do remanufacturers
and makers of aftermarket printer supplies respond to
government procurement?
There is now a comment “To see how world consumables
are doing, look at China. To see China’s consumable
industry, look at Zhuhai.” Zhuhai produces more than
70% of the world’s ribbons, 60% of its aftermarket inkjet
cartridges and 20% of its remanufactured toner cartridges.
However, the industry in Zhuhai cannot combat irregular
competition and insufficient standards. If it is to compete
with OEM printer supplies for a place in government
procurement, the printer consumables industry in China
is in an embarrassing situation. On the one hand, they
embrace government procurement and try to improve the
quality of aftermarket supplies. On the other hand, some
companies neglect the common interests of the industry
and make some substandard products for the market. These
poor quality remanufacturing products are cutting out the
breathing space for quality products. The OEMs also try to
suppress the aftermarket industry. OEM printer supplies
have 50% of the market share. Using their advantages of
brand awareness, technology and patents, OEMs never
hesitate to grab every possible inch in the printer supplies
market.
To be a counterpart of OEM printer supplies, the printer
consumables industry has a lot to do. “The government
procurement market gave us lots of surprises in 2009. I hope
government procurement of aftermarket supplies policy can
be popularized in every corner of China”, said the deputy
general manager of Fan Ling Trading Company Limited of
Zhuhai, Print-Rite’s domestic sales company.

not involving commercial secrets is now published through
media selected by agencies supervising and managing
government procurement. At present, Public Finance
agencies have selected China Financial and Economic News,
China Government Procurement Net and China Government
Procurement Journal to publish government procurement
information of the whole country. The information published
by these media is free of charge.
The government also holds many seminars to promote
the laws and regulations of government procurement
for aftermarket remanufacturers. The seminar named
“Government Procurement: L aws and Regulat ions,
Practice and Case seminar” received a warm welcome
and government procurement agencies of different levels
attached great importance to the seminar. Since June 2005,
the seminar has been held nine times and the number of
trained staff has reached more than 2000. The seminar covers
issues on the knowledge of aftermarket printer supplies.
Companies in the industry are invited to
demonstrate their own products and give
presentations during many sections of the
seminar.
Get to know government
procurement
Laws and regulationsThere are laws and regulations supporting
aftermarket supplies. The Circular Economy
Law became effective on January 1, 2009.
The law has been formulated for the
purpose of promoting the development of
the circular economy, improving resource
uti l izat ion eff iciency, protecting and
improving the environment and realizing
sustainable development. In Article 47, it
stipulates that the state adopts a government
procurement policy that is good for the
development of circular economy. Entities
and individuals purchasing goods with
funds from the public finance should give
preference to energy-saving, water-saving,
material-saving, environmentally-friendly
and recycled products. Aftermarket printer
supplies definitely fit the standard of circular
economy for their environmental-friendly
features.
Government procurement has preferential policy for
environmentally-friendly products. There is now a very
important list of what products can enjoy preferential
procurement called “Government Procurement List on
Environmental Labeling Products”. Many products by Print-
Rite, Zhuhai Seine Technology Co., Ltd. (a subsidiary of
Ninestar Image Co., Ltd.) and Shandong Forever Technology
Co., Ltd. are in the list. Print-Rite has 153 products listed,
taking up 63% of all the remanufacturing cartridges listed.
Real problemsWe have seen some ver y encouraging progress in
government procurement for aftermarket printer supplies.
However, there is still much room for practices to be
improved. Take the “bid package model” for example,
the effect is not ideal. Some heads of Government
Procurement Centers (responsible for conducting centralized
procurement) think that government policies are not
going to help aftermarket printer supplies in government
procurement. Some say the “bid package model” just gave

us the ticket for the industry to get into the government
procurement market, while it didn’t help earn market
recognition for aftermarket products. Only with the common
efforts of both the government procurement agencies and
the industry can the industry be bid winners.
Although aftermarket supplies offer a price advantage, the
“bid package model” doesn’t solve the price issue once and
for all. At the first Government Procurement Meeting hosted
by the Government Procurement Newspaper Office and
China Government Procurement Net, Wei Shizhen, minister
of information, Shangdong Provincial Organs Government
Procurement Center said, “In order to avoid the rise of OEM
printer supplies, we have a second price bidding for those
who entered the contract supply list, hoping the suppliers
would lower the price by competition. We set 40 points for
assessing the aftermarket printer supplies, 35 points for
average price, 5 for discount rate. But it is almost impossible
for the price to come down. One factor is that the categories
of printer supplies are not clear. Therefore, it is extremely
difficult to compare the prices and the products. Another
factor is that users have no exclusive budget plan for printer
supplies. Thus the procurement activities are not under
constraint of government procurement.”
The government procurement of aftermarket printer
supplies is going on very well in Zhuhai, but there are also
problems. Wang Zhihui, deputy director of the Government
Procurement Center of Zhuhai Municipal City, said: “In
Zhuhai, we separate OEM printer supplies and aftermarket
printer supplies. Two kinds of products have different
bidders, we hoping to circumvent the problem of comparing
the two products. However, in real practices, OEM printer
supplies also have differences on quality, price and service.
Difference suppliers differ in many areas. There are generally
three kinds of suppliers: specialized suppliers (distributors
of one brand), general suppliers (sell many products under
many brands), small resellers (sell many products under
many brands on a small scale). Specialized suppliers offer a
better service but the price is relatively high. Small resellers
offer the lowest price, but the service is not satisfying. This
is very hard to pick one for bidding invitation work and the
choice of government procurement.”

How does the government buy?Article 26 of Government Procurement Law of
the People’s Republic of China reads: government
procurements may be made in any of the following ways:
a. Public call for bids;
b. Invitation-based call for bids;

c. Competitive negotiations;
d. Single-source purchases;
e. Price inquiries;
f. Other ways of procurement as recognized by the
departments of the State Council in charge of the supervision
and administration of procurements.
Public call for bids is the most commonly used method
of government procurement. Public invitation means that
the bid inviter, in the form of an announcement for bidding,
invites unspecified legal persons or other organizations to bid.
Requirements of the products will be listed for the bidding.
The suppliers (bidders) who fulfill the requirements can go
for the bidding. There are five phases, bid invitation, bidding,
opening, evaluation and winning of bids and signing contract.
• Bid invitation
Preparing tender documents for bid invitation and
arranging for bid evaluation. The government procurement
agencies will prepare documents to specific requirements
giving the name and address of the biddee, nature of
the project subject to the biddee, the quantity, technical
specifications of the products and the qualification of bidders.
Opening, evaluation, place and time of announcing winners
for bidding, bid bond amount, implementation methods,
how to acquire the bidding documents, major articles of the
contract and how to sign contract will also be included in the
documents. The content can only specify the requirements
of the products, not brands or manufacturers.
The biddees or government procurement agencies will
announce invitation for bids on designated publications and
websites. If the bid is an Invitation-based call
for bids, invitation letters will be sent out to the
biddees.
• Bidding
The bidders will prepare bid documents
according to the requirements of the biddee.
The document should be sealed and sent to
the specified place of submission prior to
the deadline for submission set in the tender
documents.
• Opening
Opening means to open the bid documents in public,
announce the names of bidders, bid price quotations and
other main contents of bid documents. Records on the
bid opening will be made and placed in files for future
reference.
• Evaluation and winning of bids
The bid assessment committee may deny bids if, after
the assessment, it believes that they fail to satisfy the
requirements set forth in the bid documents. The bid
assessment committee may demand that a bidder make
necessary clarifications or explanations on the contents
with ambiguous denotation of his bid documents, but the
explanations may not exceed the scope of his bid documents
or alter any substantial contents of his bid documents. The
bid assessment committee will assess and compare all bid
documents according to the bid assessment standards and
methods set in the tender documents. The winning bidder
will be identified and get bid-winning notice from the biddee.
The winners should be able to satisfy the maximum
various comprehensive assessment standards set in the
tender documents or be able to satisfy the maximum various

assessment with the exception of the bid price quotation
which is below cost.
• Contract signing
A written contract will be signed according to the bid-
winning notice between the bidders and the biddees.

• Overseas companies choose RemaxAsia Expo 2010
After the announcement that Static Control would take part
in the show, Future Graphics, another global leader in the
value-added distribution of imaging supplies, also announced
that it will exhibit on RemaxAsia Expo 2010, with a stand
area of 156 m2. They will also sponsor for the luncheon of
the first Global Remanufacturing Industry General Assembly.

Industry ForumThere is an old saying in China, which says “Good wine needs
no boast”. With a proper marketing strategy, good wine will
be well-received than ever. Famous Strategist & Economist
Prof. He Xuelin talked about Marketing in China on the forum.
He discussed product positioning, brand positioning, pricing,
product planning, public relations and marketing strategy in
great detail analyzing various product promotion cases.
There is no doubt that marketing is vital for the success
of a company. However, another gateway to success is to
understand the development of the industry and see where
the industry is going. Static Control’s Steve Weedon discussed
the recycling for reuse laser cartridge market opportunity
in China, the technologies, performance demands and how
North America and Europe started and grew to the mature
aftermarket industries they are today – outlining what lessons
had been learned that could benefit China. Weedon pointed
out that the BRIC (Brazil, Russia, India and China) market is full
of potential. BRIC is growing rapidly and the consumer market
is developing towards maturity. Other new Static Control
programs were also presented on the forum.
In recent years, India has expanded by leaps and bounds,
with printer supplies industry making steady progress. Sanjeev
Mahajan, Vice President, Marketing & Exports of Navran
Advanced Nanoproducts Development International Pvt
Ltd (NAND ipl) introduced the Indian printer consumables
industry. Manajan demonstrated to the delegates that there
has been a good start to 2010, with estimated sales of laser
monochrome printer and multifunctional
printers standing at about 1.25 million units,
with the total number of installed printers up
25% and sales revenues up 12% to 15%. He
mentioned that consumers who don’t use
printer supplies very often don’t feel the quality
and the yield of printer supplies. Yet leading
distributors are reluctant to sell printer supplies
of low quality or inadequate services.
With the development of science, technology
and networks each passing day, the View-
on-Demand webinar series by Static Control
drew attention on the forum. Mr. John Zhang,
Senior Sales Manager for Static Control in
CIFEX 2010: another successOn April 23 and 24, the North China Consumables Forum and Expo (CIFEX) 2010 was held in Hebei Province. With support from the Handan Municipal People’s Government and printer supplies companies across China, the event welcomed 52 exhibitors, 983 visitors and 103 delegates. A major theme was “Connecting China, Connecting the World”, and its purpose was to promote the dual concepts of “Handan – Consumables Center of North China” and a “Zhuhai in the South, Handan in the North” printer consumables industry structure. During the show, a productive round-table meeting discussed the themes of increasing communication and avoiding hostile competition. Ideas and views were exchanged and many suggestions were put forward for ways in which to guide the future development of the industry. Experts from America, India and China shared their opinions.The forum and expo, held in the Handan Zhaoshang Hotel in Handan, was hosted by the Handan Municipal People’s Government and Recycler Publishing & Events (Zhuhai) Ltd, supported by the Handan Economic Development Zone and Handan Sub-branch of China Council for the Promotion of International Trade (CCPIT Handan).

based library of technical training and informational programs
available exclusively to Static Control customers in multiple
languages. Mr. Zhang said: “Now we can deliver our knowledge
and technology to our customers through field webinars.
The number of webinars we provide is up to hundreds and
the content is informative and substantial. They focus on
technology and remanufacturing instructions of cartridges.
The webinar are available in 28 languages, including Mandarin,
introducing our products to remanufacturers from 165
countries.”
As the organizer of the event, Recycler China provided
the latest information for the industry. Tony Lee, Imaging
Director of Recycler Publishing & Events (Zhuhai) Ltd. talked
about the global printer supplies industry. He also elaborated
on the challenges and opportunities and put forward
coping tactics for the difficulties ahead of us. The challenges
include an unfavorable economic climate, trade conditions,
increasing costs, intense competition and other potential
risks. However, there are also opportunities ahead. The big
picture for the printer supplies industry is still optimistic.
More and more consumers have sought aftermarket printer
supplies during financial crisis in order to make savings, thus
popularizing aftermarket supplies.
In today’s business world, understanding different cultures
can promote success. David Gibbons from Recycler Publishing
& Events (China) Limited gave a speech on the differences
in business culture that exist between the Western world and
the Oriental world. David concluded with his ideas about how
to provide a better service for customers and what should be
taken care of in every stage of attending a trade show.
CIFEX 2010Building on the momentum gathered by the success of the
CIFEX 2009, CIFEX 2010 achieved brilliant results. This forum
gained great support from the Handan Municipal People’s
Government and compatible printer supplies companies
from across China. There were 52 companies at the Expo,
drawing 983 visitors from all around the country.
During the two-day event, printer supplies of all kinds were
exhibited, including ink, chips, components, cartridges, refill
machines and so on. Although the scale of the show was
small, it was highly spoken of by many visitors.
Tianjin Suncopyer Official Equipment Co., Ltd. joined CIFEX
event for the second time. Ms. Liu from the company said: “I
think this year’s show is larger than last year’s, there are more
exhibitors and more visitors. The show is very effective and the
organizer offers very good service, with everything in place.”
Zhuhai Reachfill Machinery Equipment Co., Ltd., like Tianjin
Suncopyer, had its second show in CIFEX. They met lots of
customers this year. Sales manager Mr. Yang commented: “This
year, we have harvested a lot. Many potential customers showed
up and we made several deals at the booth! The event has
absolutely surpassed expectations! I hope RemaxAsia Pacific
Expo 2010 in September will be even better than CIFEX 2010. We
have a very big stake on RemaxAsia Pacific Expo 2010.”
Mr. Hu from Wanttech International Pty Ltd. told us: “On
the whole, CIFEX 2010 is better than CIFEX 2009 in terms of
scale, number of visitors. I think this year; the event is more
mature and extensive. We saw over 20 potential customers at
the show. It is excellent in general.”
Recycler China released Recycling Times (English) at CIFEX
2010. The magazine is an English language publication
providing the remanufacturing industry with information
gathered mainly from China and Asia.

Reception dinner hosted by the Handan
Municipal People’s GovernmentOn the night of April 22, the Handan Municipal People's
Government hosted a reception dinner for the guests of the
event at Jindu Hotel. A representative from Handan Municipal
People's Government gave a welcome speech to all the
distinguished guests present at the banquet. It was a very present
evening with all the experts and insiders gathering together and
raising their glasses to toast the achievements of the industry.
During dinner, they had the chance to move around and talk to
each other for small discussions on future development.
Opening ceremony and contract signing
ceremonyOn the morning of April 23, the grand opening of the
North China Consumables Forum and Expo (CIFEX)
2010 took place. Guo Dajian, the mayor of the Handan
Municipal People's Government made the opening
speech. Ding Yinghui, member of the standing committee,
executive deputy mayor also attended the ceremony. Wu
Weidong, deputy mayor performed the opening ceremony.

Booth—the bargaining chipYour booth, as the visual presentation of your company,
is the most important element for the realization of your
success at the show. The message a booth conveys has a very
extensive influence. The booth needs not only to house your
products but also fulfill your needs for promotion, research,
talking with customers, negotiations and storage of literature.
At its best, the booth can be a place where visitors can relax
and talk. All these purposes have their own unique features
and need specific room, location, equipment and so on.
1. Choose the best locationAs an exhibitor, you should have a clear picture about the
floor plan of the show in order to choose a great spot for the
booth. The most visited places are areas near the entrance,
the exit, the restrooms and catering services. However,
visitors seldom go to the storage area. When choosing a
booth, try to stay away from remoter areas. Never choose
a booth in odd corners just for the purpose of saving a few
dollars; this is effectively losing the ship for half penny worth
of tar.
Big corporations can consider sending a group to visit
the show or setting up a special booth to show your brand
and products. For companies with small booths, things will
be a little different. The booth may lack enough space for
negotiation. You may not get enough room to sit and talk
with visitors. This is not conducive to finalizing deals. If you

not easy to read. We suggest that you go for bold and catchy
colors and add some creative elements to the pictures, so
that your booth can attract visitors from afar. Avoid using dull
colors for your promotion materials and pictures.
Another important aspect is to choose products according
to the size of your booth. You don’t want your booth to
look overcrowded or too empty. The design of the booth
should also go with the tone of your brand. If you can,
keep some consistency with your former booths, too. Take

lounge where visitors can sit and talk is

Write a catchy slogan for your showA trade fair is a platform where you can show your brand

companies confront each other at the show. You need a
proper theme or a catchy slogan to stand out. The slogan
can be printed at the packaging of your products, business
card or documents. The words of a slogan can highlight your
company’s culture or the things you want your company to
be remembered by.
Apart from a slogan, you need a theme for your show. If you
would like to establish relations with specific distributors, you

promote your recognition and outplay other exhibitors.
Firstly, you can send some package gifts. Send the first part
to whomever you want to invite along with your invitation
letter. They need another half to complete the gift and they
cannot complete it unless they pay a visit to your booth.
Statistics prove that this approach can improve your rate of
visits but that you need to make fun and special gifts if you
really attract lots of visitors.

Seize the situation and changeUnder the tempering of years, situations may breed some
emerging companies that are fast-developing. However, some

If a company wishes to stand in the tide of history, it needs

As early as 1986, MMC was established in one of China’s
Special Economic Zones – Zhuhai. At that time, MMC made
computer floppy disks with an output of over 100 million
pieces every year and was one of the three largest companies

companies in the business were few and the competition
was nowhere near as intense as it is today. Second, the profit
margins in the printer consumables industry were very high
at that time. We saw that with the popularization of the
computer, parts and components for computer peripheral
devices would definitely go up.”
In 1997, MMC started to manufacture inkjet printer supplies
such as inkjet cartridges. It was a makeover change from
the sunset floppy disk industry to sunrise printer supplies
industry. This bold move successfully brought MMC out of
its hardships. In 2000, MMC dipped its feet into laser printer
supplies, further enriching its product line.
“After these years of development, the annual production
capacity of MMC is 30 million inkjet cartridges and 1.2 million
toner cartridges per year. In the past three years, MMC has
pooled investment in ribbons and relevant products. In
2009, the increase on ribbon production was 100%. Under
the impact of the financial meltdown and the structure of
products, 2009 witnessed a drop in production of inkjet
printer supplies from its peak at more than 2 million pieces
per month to only 1 million pieces per month. However, the
production of toner related products increased, to a monthly
output of 100,000 pieces”, said Mr. Li, in an outright and
down-to-earth manner.
Responsibility goes firstMMC is affiliated to Gree Group., a state-owned enterprise,
while MMC is a joint-venture. As a part of a state-owned
enterprise, what is MMC’s role? Mr. Li said: “We are a branch
of a state-owned enterprise, which means that besides
focusing on economic benefit, MMC needs to shoulder more
social responsibilities. We are required to operate according
to standards and demonstrate business integrity. Second,
as a flagship company of Zhuhai city, Gree Group has high
brand name recognition which can help us be accepted
by consumers. We also make full use of this advantage to
promote the growth of MMC.”
According to Mr. Li, the printer supplies industry in China
still needs more regulations to standardize the overall
production. The threshold to get in the industry is low, since
the technology requirements are not clear, without industry
standards in place. Unfair competition has filled the market.
MMC has always been holding up “business integrity” as its
operation motto. The word “responsibility” is very important
to MMC. They are responsible for the quality of the product,
for the customers, for the employees.
Responsibility to customers means delivering products of
trustworthy quality that use high technology. To this end
MMC has increased its investment in R & D in the past few
years. They have a research center and a research team of
several dozen. They also cooperate with colleges, universities
and research institutions to resolve key technical problems.
Mr. Li said proudly: “Our innovation patent on an ink volume
sensor can sense an actual volume of ink in Brother inkjet
cartridges. It is a product by experts and professors in the
optical field. This is not only a leading investment in China; its
working theory is beyond many experts in the industry, since
the optical theory is very complicated. Since the Section 337
Investigation in 2007 (where Epson took legal action against

we have focus more on patent and intellectual property
protection. We now have two people in the technical team
who collect and analyze intellectual property rights of related
technology. They provide us with the first-hand information
for our innovation.”

Quality Management System certification. MMC has formed a
complete and strict quality control and production management
system. This will remain effective and not subject to any changes.
In order to improve quality and satisfy customers, MMC sets up
a monthly Customer Feedback Report. Customers’ opinions and
complaints will be collected according to different categories.
Relevant departments need to follow-up and take measures to
improve products and services.
The soul of a company is its management team. MMC
adopts a people-oriented management. Mr. Li smiled and told
us: “MMC has more than 600 employees; of these more than
200 have worked in MMC for more than 10 years. We don’t
lose our talents in the management team for recent year. The
stability of our management personnel is admired by many
companies. No matter what difficulties the company is faced
with, MMC will not lower its costs by redundancies. We have
social responsibility on our shoulders”, said Mr. Li
However, persistence in running a business is not always
easy. MMC has walked all this way for so many years, bearing
social welfare in its shoulder.
Networking for strengthMMC has always focused on markets both home and
abroad and opening its sales network so as to stand out in the
increasingly competitive market. Two brands, Gree and MMC,
are promoted worldwide. “Currently, MMC has selling agents in
the USA, Australia, South America, Asia and Africa, forming an
international sales network. By attending trade shows at home
and abroad, paying exchange visits to important customers
around the world and delivering excellent technical support
and after-sales service, MMC maintains close business relations
with many customers. Customer loyalty is also very high,” Mr.
Li said in praise of his young and vivacious sales team.
In recent years, MMC has laid a sound foundation in the
domestic market. In the past two years, many partners and
selling agents have stood by MMC despite of the restructuring
of Gree Group. Many partners have grown alongside MMC,
with long term cooperation turning into close ties. At the
beginning of 2009, MMC put more capital into its domestic
market and supported the development for selling agents
in China. In April 2010, MMC gained a $8 million from Gree
Group for new facilities. When expanding the sales network in
China, MMC builds different channels according to different
market segments. Now, MMC has fostered its selling agents
in all the large and medium sized cities across China. In large
markets such as Beijing, MMC has its own office set up in
charge of market development. In some cities which don’t
benefit from designated selling agents, MMC encourages its
employees to be MMC’s agent. This arrangement is win-win
and vital for the steady growth of the company.
“In the future, MMC will aim to strengthen competitiveness
in the market rather than baking an oversized cake and let it
be ruined”, Mr. Li continued, “MMC will not expand by unfair
competition. However, we will improve technology and quality
and bring more added value to our products. Adding some
features to the products and focusing on patented innovative
products are the objectives of MMC. MMC will also explore new
projects with support from parent company Gree Group and
lay solid foundations for the sustainability of MMC.”
Mr. Li Mr. Li is modest and sincere during the interview but
very is confident. His actions are the embodiment of his words
when he said: “MMC will take sustainability into consideration
and will not unrealistically compare itself with some very high-
profile companies. We are down-to-earth here in MMC. ”
MMC is following its path with unique developments,
innovation and persistence.

The second North China Consumables Forum and Expo
2010 (CIFEX) has successfully concluded. As the organizer of
the event, Recycler China has a very deep understanding of
and impact on the printer supplies industry and the event’s
efficient organisation commanded our admiration. The local
government of Handan was highly supportive of the event
and the high expectation the Handan government has for the
printer supplies industry is touching.
Many companies attended CIFEX 2010. From the structure
of the companies in China, this indicates, on the one hand,
that the industry is developing very rapidly like a hundred
flower blossom; on the other hand, however, this shows that
the centralization of the industry is not high enough. Market
forces dictate that a well-developed industry commonly has
two or three leading companies which occupy large amount
of the market share and a certain amount of companies which
take up the specific market segments. However, this is not
the case in China. But the authors believe that with increased
competition of the market and consumer development, the
structure of a well-developed printer supplies industry is
bound to be formed.
Every company has its own ways of grabbing more market
share. The authors believe that publicity and promotion
of the brand is the gate way to a high market placing.
Yet applying strategic means to achieve this publicity is a
tricky task. The authors hold that by applying for a famous
provincial trademark and a well-known trademark of China is
a very wise approach to reach popularity in China market.
If a product wins the name of a provincial famous
trademark or well-known trademark of a country, the profile
of the brand becomes higher and special protection will
guard the brand.
Take the Guangdong Famous Trademark as an example.
The owner of Guangdong Famous Trademark is entitled to
the following rights:
• Can use “Guangdong Famous Trademark” on the
package, decoration, instruction and ads on a certified
Guangdong Famous Trademark product.
• Upon the date of the announcement of attaining the
Guangdong Famous Trademark, if anyone else tries to register
a name that is identical or similar to a Famous Trademark, as
the name of a company and the act is misleading consumers
and may cause potential harm to the lawful rights and
Protection and publicity of a brand
Protecting and publicizing a brand is an increasingly important issue in printer supplies industry. In the USA, business can apply for trademark for protection of their brand names. In China, we have two other kinds of applications that you can file for in order to gain special protection for your existing brands. The two applications are Provincial Famous Trademark (Province level) and Well-Known Trademark (state level). If a brand becomes a provincial famous trademark or well-known trademark of a country, it can promote public awareness and increase the favorability of that brand in China. The trademark will also get special protection. In this issue, Lawyers Helen Duan and Jack Xu from Zhuhai Innopat Intellectual Property Co., Ltd. will explain to you on the issues concerning the protection and publicity of a brand.

interests of the owner of the Guangdong Famous Trademark,
the registration authorities will not register the name. To the
approved and registered trademarks, identical or similar to
a Famous Trademark, the owner of the Guangdong Famous
Trademark is entitled to submit a request to the registration
authorities or higher authority, seeking possibilities of
changing the name of a registered trademark which is
identical or similar to a Famous Trademark. The registration
authorities deal with the situation according to the laws and
regulations.
• Without the permission of the owner of the Guangdong
Famous Trademark, no one can use the name, package,
decoration or use similar name, package or decoration of a
Guangdong Famous Trademark product in another product.
• If the lawful rights and interests of the owner of
Guangdong Famous Trademark are severely compromised
in regions outside of Guangdong Province, the owner can
request for help from the provincial administrative authority
for industry and commerce who can assist the owner with
damage control and other proceedings.
A company which applies for the Guangdong Famous
Trademark is required to fulfill the following conditions:
• The registered trademark has been active for three
years and remains valid as of the date of approval for the
registration for the trademark.
• The trademark is familiar to the
relevant public and enjoys a relatively
high public awareness in the market.
• The application trademark should
demonstrate good quality and have a
good reputation.
• For the past three years, the key
economic indicators such as sales
volume, revenue, net profit, tax
payment of the application trademark
shall be in a leading place in the
industry in Guangdong. The coverage
of the product shall be extensive.
• In the event that the application
trademark product is for export,
the trademark shall be registered in
the relevant country or region and
the coverage of the product shall be
extensive.
• For the past three years, the
owner of the application trademark
has not been subject to a penalty for
violations of laws and regulations in the fields of trademark
administration, production management, labor security
management, environmental protection, production safety
and so on.
• The applicant shall have a complete system for use,
management and protection of the trademark.
It is obvious that to apply for Famous Trademark is difficult.
However, the pressure of high standards can give impetus
to the applicant. Only with high standards can a company
promote the management and publicity of the brand.
Compared with Provincial Famous Trademarks, the Well-
Known Trademark of China is more difficult to apply for.
But greater effort wins greater reward. The Well-Known
Trademark of China is more influential. In addition, the
Well-Known Trademark of China can be applied for beyond-
category protection, which effectively prevents the free riders
from using the same trademark on other products beyond
where the current trademark is used.
The Chinese Well-Known Trademark refers to a trademark
that has a relatively high reputation to the relevant public in
China. In this circumstance, the “relevant public” includes the
consumers related to certain kinds of products or services
indicated by a trademark, manufacturers of the commodities
or other operators who provide relevant services and the
sellers and other persons involved in the market such as

the other market players, the sales persons such as reseller
or distributor who manufacture similar products or provide
similar services.
Currently, the application approach is passive application,
that is, the National Bureau of Industry & Commerce will
not identify whether a trademark is effective for Well-Known
Trademark or not. When a dispute occurs, the owner of the
trademark will submit request for identification.
The following materials are required for certification of a
Well-Known Trademark.
• Relevant materials showing the extent of knowledge of
the trademark by the relevant general public;
• Relevant materials showing the duration of the
trademark, including the materials involving the history and
scope of the use and registration of the trademark;
• Relevant materials showing the duration, extent
and geographic scope of any publicity work, including
ways of adverting and promotion, geographic scope,
type of publicity media and the quantity of the launched
advertisements;
• Relevant materials showing that this trademark has been
protected as a famous one, including the
pertinent materials that the trademark
has been protected as a Well-Known
Trademark in China, or in other country
or region;
• Other evidential materials that can
prove the famousness of the trademark,
including the materials regarding the
recent three years' output, sales revenue,
profit and taxes, and sales territory of
the principal commodities using this
trademark.
The application methods of Well-Known
Trademark of China have two approaches.
T h e f i r s t o n e i s A d m i n i s t r a t i o n
Certification.
• Case certification: when a dispute of trademark rights
occurs, the owner of a trademark can apply for Well-Known
Trademark certification from the National Trademark Bureau
with the recommendation of provincial administrative
departments for industry and commerce.
• During trademark opposition process, the owner
of a trademark can apply for Well-Known Trademark
certification.
• During the trademark dispute process, the owner of a
trademark can apply for Well-Known Trademark certification.
The second one is Judicial Recognition.
In a civil case concerning infringement of trademark
rights, People's Court at middle level or higher level is
entitled to certify Well-Known Trademarks during trial of
civil cases.
