Kenya is set to remove all roadblocks along the Northern Cor-

ridor, as well as expand and upgrade transport infra-structure in order to promote trade in the East African Community region.

The Principal Secretary in the State Department for Regional and Northern Cor-ridor Development, Dr. Mar-garet Mwakima (pictured) said, the improvement of the transit corridor will enhance intermodal transport for both goods and movement of peo-ple in the region.

Perennial human con-gestion at the vital Likoni crossing channel is set to end following the construction of a floating footbridge that will link Mombasa Island to the mainland south.

The construction of the Sh1.7b pedestrian bridge by

the China Road and Bridge Corporation (CRBC) has started at the Liwatoni area of Mombasa Island.

The project, which is set for completion in November this year, is being undertaken by the State Department of In-frastructure through Kenya National Highways Author-ity (KeNHA).

The floating bridge will be a composite structure de-signed for pedestrians only.

The bridge deck will com-prise a 529 m long floating section, and 54 m long ap-proaches on either side of the floating span.

The bridge will have a dis-crete continuous structural system.

Further, they are also reminded that they are required to affix excise stamps on each bottle that has been refilled or packaged.

It is important to note that, it is an offence to manufacture excisable goods without an excise license and it is also an offense to be found in possession of, purchase or offer for sale excisable goods that have been manufactured by unlicensed persons and on which excise stamps have not been affixed or on which counterfeit stamps have been affixed. The Tax Procedures Act, 2015, under Section 89(7), provides that a taxpayer may apply for waiver of penalty or interest where they meet the conditions specified therein. The law requires that all applications for waiver of penalty and interest be properly justified and supporting evidence provided. KRA has finalised the roll out of the system enhancements for processing of the waiver applications and has embarked on clearing the backlog of the applications.

In order to expedite processing of the pending applications, KRA shall be contacting each applicant through email or SMS contact information provided on their iTax profile. The applicants will be required to submit supporting evidence for each application within a period of 30 days from the date specified in the afore mentioned communication.

Kindly note that all waiver applications that will not have supporting evidence presented by the specified deadline shall be rejected and the penalty and interest thereof demanded for payment.

People with diabetes are able to fight off the coro-

navirus disease if they control and manage their blood sugar levels well, according to health experts.

Diabetes Management Resource Centre (DMRC) Founder, Duncun Motanya says, people with diabetes should not live in fear due to the rising reports linking their conditions with the severity of coronavirus infection.

“A lot has been said about this subject and there’s cer-tainly some panic among people living with Diabetes Mellitus. While there’s some truth in this, it’s important to note that, it’s mainly uncon-trolled diabetes that lowers the

immunity of the patients with diabetes,” said Motanya.

He however, urged diabet-ics to observe high levels of hygiene, avoid crowded places and to ensure their blood sugar is well controlled, as well as taking care of their general health noting that the meas-ures will prepare their bodies to fight Covid-19. “Do not ig-nore any slight symptom you feel. Stop self-management. Avoid taking medications that are not backed by a doctor’s prescription,” advised Mo-tanya. In a press statement, Motanya also called on the Ministry of Health to help in-spire confidence among the diabetic community by ad-dressing misinformation on the link between diabetes and Covid-19

Please tell us about yourself and the journey you have travelled to be where you are today.

I can trace my journey to be the CEO of the Kenya National Heroes Council (KNHC) way back when I was 18 years as a youth advisor on climate change at The Hague, Neth-erlands. I lobbied heads of state worldwide. Then I came back to Kenya at a time the country was ex-periencing a political re-awakening and joined Ford-Kenya. I ran for the Makadara parliamentary seat and lost. I was then nominated to the East African Legislative Assembly (EALA) at 21 years. I was the youngest leg-islator then. Thereafter, President Mwai Kibaki appointed me ambas-sador at the age of 24 years to serve as Deputy Permanent Representative to Ethiopia and the African Union. During my tenure, I served as the Chair of the Committee of Permanent Representatives and Rapporteur of the African Diplomatic Corp, in the Kenyan Ministry of Foreign Affairs. I have also worked in various mis-sions, including as deputy ambassa-dor of Kenya in Somalia.

What is the Heroes Council about?The Heroes Council was created

by an Act of Parliament, The Kenya Heroes Act (2014). This followed a report by a Government taskforce chaired by Prof. Vincent Simiyu while the current Director-General of the National Museums of Kenya, Dr Mzalendo Kibunjia served as the secretary. This taskforce went around the country seeking views from Kenyans on who and how they would want their countrymen and women to be recognized as heroes. This year, the Cabinet Secretary for Sports, Culture and Heritage Amb. Amina Mohamed gave life to the council by appointing me as CEO three months ago. So the Council is a mere three months old but we have hit the road running.

What is the mandate of the Coun-cil?

Our mandate is derived from the Act which gives us powers to recog-nize heroes; establish a criteria for the

identification, selection and honour-ing of national heroes; to provide for the categories of heroes; to provide for the establishment of the National Heroes Council and for connected purposes. The first schedule of the Act establishes the criteria for iden-tification, selection and declaration of heroes in the 14 categories. Besides the national heroes who will be rec-ognized every year during Mashujaa Day on October 20, we also have the mandate to recognize community heroes and we shall be working very closely with County governments to-wards this. We will also partner with County Commissioners, the Coun-cil of Governors, young men and women besides establishing a portal where every Kenyan will name any citizen who deserves to be named as a national hero. This will lead to making the naming of national he-roes very consultative and alive to the feelings of all Kenyans.

Besides this, we also have the mandate to look after monuments and statues. The National Museums of Kenya who have been looking after this aspect plan to hand over this responsiblitty to the Council. We are already in discussion towards that direction. We will also endeav-our to create a Heroes Square in every county in Kenya.

Why is it necessary to have the Council today?

The responsibility of recognizing heroes has been undertaken by the Cabinet Office in the Office of the President. However, the President and the Cabinet Secretary for Sports and Culture found it fit to activate the Kenya Heroes Act this year. I feel privileged to be the first Kenyan to lead the Council. We want to fulfil the aspirations of Kenyans who wanted the process of identifying, selecting and honouring heroes to be inclusive, participatory and transparent. We plan to engage them at every stage of this process. I personally expect to breath onto the process zealousness, openness, and energy by diversify-ing from the concept of naming tra-ditional heroes to the era of naming a new generation of heroes by rec-

ognizing doctors, dentists, teachers, professors, researchers, public serv-ants and even ordinary Kenyans who have gone out of their way to ren-der exemplary service to Kenya and Kenyans. Through this approach, the process of identifying heroes will be very exciting.

How do you plan to execute your mandate?

We will be faithful to the letter and the spirit of the law that establishes the Council. We have categories ranging from our freedom struggle to environmental conservation, sports to scholarship, professionalism, re-search, from arts to peace-making, statesmanship to spiritual leadership just to mention a few. In all these categories, we have a set criteria that will guide us. So we shall not be groping in the dark while naming national heroes.

How do you plan to inject fresh-ness into the national awards dis-course?

We want Kenyans to own this pro-cess and when we finally come up with a list for the president to give awards, Kenyans will stand up and say it belongs to them. We will have achieved our objective of making the process transparent and partici-patory. I believe that was what the taskforce that came up with the law creating the Council had in mind. Mark you, they had sittings in all the key capitals of our country.

What have you set for yourself (the Council) as priorities?

We have a strategic plan. I invite you to have a look at it. However, in a nutshell, we have set for ourselves three goals. Our first goal is to de-liver a credible list of Kenyans to be honoured on Mashujaa Day this year. Secondly, we want to have a road in Nairobi to be christened Tembea na Simba. This is structured along the Hollywood’s walk of fame in the US. Finally, we want to have the con-struction of the Heroes Square at Uhuru Gardens completed. These are our key deliverables and we want Kenyans to hold us to account come June 30th, 2021.

Does Kenya have a roll of national heroes?

Part of the activities I have under-taken since I was named the CEO has been to meet heads of various insti-tutions and departments that have been executing our mandate or us to have a seamless transition. Some of these institutions include the Kenya National Archives, the National Mu-seums of Kenya, Sports Kenya, the Kenya National Library Services and the Sports Fund. These institutions are repositories of knowledge on our history as well as heroes. We are col-laborating with them to compile a list of heroes since part of our mandate is to keep a registry of all heroes in the country.

There’s been hue and cry that some heroes have been neglected. Any plans to address this?

Part of our mandate is to look after heroes and their families. A fund will be established towards this end

including putting some of them on medical support through the National Hospital Insurance Fund (NHIF). We want our heroes and their families to live and die in dignity.

Is there provision to award deserv-ing cases who are deceased posthu-mously?

Yes, the Heroes Act (2014) envis-ages this concept of naming our heroes even posthumously besides documenting their history. Indeed, if we get Kenyans who have done great things but have gone yonder and their names appear on the selec-tion and awards list, we shall forward their names to be honoured posthu-mously.

Do you feel you’re sufficiently grounded for this job; what do you bring on the table?

I bring openness, energy and zeal. I also bring a new mindset. We have a new set of heroes whom we must capture. Our job is not to identify he-roes, we’ll ask Kenyans to do it for us.

How do you want to be remem-bered long after you have exited from the Council?

I want to be remembered as some-one who ensured that we owned our own narrative. I will also ensure we have a presence in all the 47 coun-ties of this country by working with Kenyans of all walks of life to identify people who have rendered exemplary service to the country by employing the public participation concept in identifying our heroes.

The National Heroes Council was created under the Kenya Heroes Act 2014, with the mandate of identifying, selecting and taking care of the welfare of Kenyan heroess. The council is also mandated to originate policy relating to heroes, establish and oversee management of a na-tional heroes’ square and administer state assistance to heroes, among other responsibilities. The Council’s CEO, Amb. Yvonne Khamati ex-plained to MyGov’s Mutiiso Mbithi about the mandate of the new coun-cil and her plans to achieve the council’s objectives.

Pastoralists in Turkana county have received a

major boost after a non-gov-ernmental organization op-erating in the area gave them goats in a restocking exercise.

The initiative spearheaded by Child Fund will cover Tur-kana South, Turkana North, Turkana Central and Loima sub-counties, with each iden-tified household getting five goats.

The organization Program manager, Peter Lochuch said, the objective of the exercise is to support pastoralist house-

holds who have been affected by desert locusts invasion and the economic effects of Covid-19 pandemic.

The County Executive com-mittee member for Agri-culture, Pastoral Economy and Fisheries Philip Aemun launched the goat restock-ing exercise in Kanamkemer, Lodwar aimed at benefitting 126 families in the four sub-counties.

In his remarks, Aemun said the restocking program was part of the county government and partners’ agenda to sup-port residents to rebuild them-selves after negative impacts

of Covid-19 and the desert locust invasion that had made the community more vulner-

able due to destruction of their sources of livelihood.

“It’s one of the efforts that

we have initiated with part-ners as a recovery programme after the locust invasion. Fur-ther support will include dis-tribution of livestock feeds, treatment of animals as well as farm tools to support farmers,” he said.

He challenged partner or-ganizations in Turkana to com-plement government recovery efforts by pooling resources to support affected households to withstand shocks that had been caused by a range of dis-asters in the region.

Aemun said the Pastoral Economy department had strived to safeguard animal

health through its officers considering that nomadism was the main source of liveli-hoods in Turkana and part of the county government rou-tine agenda to cushion herders against incurring socio-eco-nomic losses due to disasters.

The Chief Officer for Fisher-ies, Livestock Production and Veterinary Services Abdullahi Yussuf said that the depart-ment is committed to improv-ing livestock production and productivity through its ex-isting policies as well as part-nering with other livestock stakeholders.

The County Government of Nakuru has initiated an emergency fund to

cushion teachers working in private institutions from eco-nomic shocks following the closure of schools in the wake of the coronavirus pandemic.

Governor Lee Kinyanjui said at least 3,000 teachers from the educational facilities in Na-kuru County are in dire need of food.

“We have injected into the fund the initial Sh 7.182 mil-lion to cushion this vulner-

able group that has been going without pay for the past four months, unable to sustain themselves in the face of the Covid-19 pandemic.

They face imminent eviction from their rented houses while their families have nothing to eat,” observed Mr Kinyanjui.

The governor noted that teachers in private schools within the devolved unit had contributed immensely to education of the residents and added that “it is time we stand with teachers. No teacher should go hungry while we watch.”

He said teachers in these in-

stitutions should be listed as vulnerable persons adding that private schools, unlike public ones, do not receive capitation funds from the government, a situation he said threatened their existence.

My administration will work with the private schools to profile the most vulnerable and mobilize support to cushion them during this time. There is a compelling need to address this category of workers in our society” said Mr Kinyanjui.

While commending the governor for the initiative, a former civic leader at the de-funct Municipal Council of

Nakuru William Ating’a urged him to also consider extend-ing the same support to over 10,000 auxiliary staff in private schools that includes drivers, cooks, cleaners, watchmen, caregivers and finance staff who have also lost their jobs in the County as their services are no longer required.

He urged the county ad-ministration to buy the food stocks and distribute them to the affected workers. Equally affected, he said, are teachers employed in public schools by the Boards of Management.

“Hundreds of thousands of employees working in pri-

vate schools have been forced to take salary cuts, ordered to take unpaid leave or laid off. Only the staff deemed ex-tremely essential are occasion-ally asked to go to carry out specific duties and are paid for only the days they work” said Mr Atinga.

He said the plight of non-teaching fraternity in private schools had been underesti-mated as institutions facing financial crises had resorted to sacking them. Some in-stitutions, he observed, were asking their staff to take com-pulsory unpaid leave.

In March this year, Presi-

dent Uhuru Kenyatta ordered all schools , universities and tertiary institutions shut down to reduce the danger of the spread of the Covid-19 across the county, when the first cases were reported in Kenya.

Following the closure, 15 million primary and second-ary school learners are now at home.

The Private Schools Teachers Association of Kenya (PSTAK) Nakuru Chapter Secretary, Hawala Fredrick said that the unprecedented crisis had forced its members to venture into manual jobs.

The Government of Kenya through the State Department for Housing and Urban Development (SDHUD) under the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works is committed to the construction of a railway city. In collaboration with Kenya Railways and the Nairobi Metropolitan Services (NMS), SDHUD with the Railway City Development Authority intends to redevelop the Nairobi Central Railway Station and its surrounding areas into a multi-modal, transit oriented, urban development dubbed “The Nairobi Railway City”. 5. Social amenities to cater for the development taking cognizance of growth;

8. Serve as critical project and initiative for Kenya’s efforts in a post COVID recovery period.

The project site is located at the centre of Nairobi city and is surrounded by the industrial area to the south, the CBD area to the north and dilapidated and ready for redevelopment residential houses on the eastern side. The total area is 172ha (425 acre) and will be the largest and most ambitious development to be undertaken in Nairobi metropolitan region since independence that will attract local and international private capital to the region.

1. The Kenya National Highways Authority (KeNHA) is an autonomous Agency established under the Kenya Roads Act (2007) responsible for the Management, Development, Rehabilitation and Maintenance of Class A, B and S roads.

2. In the implementation of its mandate, the Authority experiences challenges which require short (3 months) to long term (36 months) research and development of innovative solutions to ensure proper utilization of the increasing scarce resources e.g. materials, cost and quality.

3. To this end, the Authority intends to shortlist and develop a pool of qualified professional individuals and/or research teams to be clustered in research panels of between three to five members in the following broad thematic areas.

4. The shortlisted researchers shall be expected to, as and when called to do so, conduct research and come up with proposals on identified priority areas. The services shall include but not limited to; (i) to analyze research project requirements; (ii) to develop research methodologies; (iii) to undertake literature reviews; (iv) to conduct data collection and analysis (qualitative and quantitative); and (iv) to create reports and scientific publications.

5. The research and development of innovative solutions shall be a continuous process; however, the shortlist shall be updated every 3 years. Each individual research project in the program will however have clearly defined start/end dates, quarterly deliverables and budget.

6. The Kenya National Highways Authority, KeNHA, being an authorized agent of the Government of the Republic of Kenya, now invites eligible individual researchers and/or research teams i.e. (a) Consulting firms; (b) Individual practitioners; (c) Individual academics, and academic institutions; (d) Professional research organizations and other not-for-profit institutions; and (e) Partnerships of the above to indicate their interest in providing the above services.

The Government of Kenya has applied for a Grant financing from the African Development Bank toward the cost of Technical Assistance for Public-Private Partnerships in Transmission Lines and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for the Development of Guidelines for the review of Privately Initiated Investment Proposals (PIIPs) for Power Transmission Infrastructure Projects

The services included under this project are development of guidelines for reviewing Privately Initiated Invest-ment Proposals for transmission projects in order to encourage private sector participation. This will include the development of an affordability and value for money assessment criteria; project risk analysis, standard project agreement template and PIIP policy. The consultant will also be expected to provide comprehensive capacity building. The consultancy service will be for a period of six (6) months. Interested consultants will be expected to have acted as consultant and/or transaction adviser and successfully completed the full scope of work, including taking Energy Sector Public Private Partnerships (PPPs) to financial close in Sub-Saharan Africa, other emerging markets and mature PPP markets.

Nakuru County Gov-ernment will set up a special unit that will

collaborate with security per-sonnel and health authorities in enforcing Covid-19 safety guidelines in public service vehicles.

Governor Lee Kinyanjui said though PSVs were required to reduce the number of passen-gers by almost half, some op-

erators were carrying beyond the prescribed numbers and disregarding sanitization pro-tocols.

“Recurring complaints from passengers of non-adherence of public service vehicles to COVID-19 restrictions is legit-imate and requires immediate redress. We shall commence immediate crackdown of all offenders for endangering their own lives and that of passen-gers,” said the County boss in a statement issued by his Com-

munications Unit.From the beginning, the

PSVs were also instructed to provide water and soap for passengers or sanitizers to clean their hands before boarding the vehicle. The con-ductors were also expected to ensure only those donning masks were allowed into their vehicles. At first it worked quite well but, some are now ignoring the guidelines, put-ting the passengers and them-selves at grave risk.

The Governor lamented that after a commendable cam-paign to curb the spread of Covid-19, it was a pity that complacency and reluctance to strictly observe the safety measures outlined by health experts in the transport sec-tor were eroding the gains that had been made.

The Cabinet Secretary, Ministry of Water, Sanitation and Irrigation is in the process of promulgating the Irrigation (General) Regulations, 2020 as provided under section 34(1) of the Irrigation Act, 2019.

In compliance with the provisions of the Irrigation Act, 2019 and the Statutory Instruments Act (No. 23 of 2013), the Ministry announces to the public the availability of the draft Irrigation (General) Regulations, 2020 and draft Regulatory Impact Statement.

The main objective of the draft Irrigation (General) Regulations, 2020 is to ensure sustainable development, manage-ment, financing, provision of support services and effective regulation of the irrigation sector in the country. The Regula-tory Impact Statement contains detailed information on the Irrigation (General) Regulations, 2020.

The Constitution of Kenya, 2010 and the Statutory Instruments Act, 2013 require the public to participate in the decision making-process through submission of comments to the Ministry. opted to engage themselves in income generating activities to cushion themselves against Covid -19 pandemic follow-ing the closure of schools in March, 2020.

The primary and second-ary school students in Mwa-namwinga and Kayafungo locations said, they formed small groups and have been engaging in vegetable grow-ing, charcoal burning and tap-ing mnazi alcohol for sale so that they could earn income to support their parents.

“We have not abandoned school but we attend to our daily studies during the even-ing and spend the day busy in our activities so that we can raise some income. Those tap-ing mnazi are making a boom-ing business owing to the high demand,” said William Ka-risa who comes from Mwan-amwinga location and is the chairman of one of the groups.

19- year old Karisa who is a Form 3 student at St. Georges’ High School, Kaloleni Giriama

said his group is made up of 10 students from two different high schools and have been engaging in vegetable growing since April, 2020.

“After the outbreak of Covid-19 which was first re-ported in March 2020, we did not foresee the re-opening of schools anytime soon and be-cause the long rain season had just begun, we immediately opted to move into farming. We have been growing toma-toes, sukuma wiki and spin-ach but the tomatoes did not do well because of the heavy rains,” he said.

He said his group did not want to be lured into immoral activities like sex and drug abuse as has been the case by some of their colleagues, a rea-son why they came together and be busy throughout the day.

“Some of our colleagues in this area have been victims of immorality with some being arraigned on defilement and drugs abuse charges. Idle-ness has caused them all these problems and the only solution is to engage in genuine eco-nomic activities,” he said.

Karisa said at his Kibwab-

wani home that they have been harvesting sukuma wiki and spinach since May this year and have raised over Sh.20,000 from the sales which they share to meet needs for their families.

“We cannot remain idle for nine months before the re-opening of schools next year. There are many things we can do apart from our evening studies provided we are main-taining the Ministry of Health guidelines on containment of Covid-19 pandemic,” he said.

Gabriel Charo who is a standard eight pupil at Mit-sikitsini Primary School in Kayafungo location said, he is leading 13 of his colleagues in taping mnazi drink for sale.

The 17 year old boy said they have been raising a good in-come which necessitated them to join local savings groups, adding that they have saved over Sh. 30,000 since April when they started their activ-ity after the closure of schools.

Kaloleni Deputy County Commissioner Reuben Rotich commended those disciplined students but advised them not to be attracted with money and end up dropping out of school.

als who are bringing beg-gars on the streets of Nairobi.

Labour and Social Protec-tion CS Simon Chelugui said his ministry has noticed the worrying return of those beg-ging on the streets especially children, whom he termed as vulnerable to both internal and cross-border trafficking.

Chelugui said the crime of trafficking in persons is not only a cross-border phe-nomenon but also happens within the country and sin-gled out child trafficking from the rural areas to urban areas for domestic work.

He also revealed that women and girls are the most affected victims of human traffick-ing globally, an issue that has

prompted the government to put on notice the perpetrators of human trafficking in Kenya.

Mr Chelugui said accord-ing to statistics, women have been ranked at 49 percent while girls are at 23 percent globally, noting that the most prevalent forms of traffick-ing in the country are for la-bour and sexual exploitation.

“From July 2019 to date, 612 cases of child labour have been reported on the Child Protec-tion Information Manage-ment System,” said Chelugui.

He said globally, people are trafficked for sexual ex-ploitation, forced labour, forced begging, forced mar-riage, child sale and child sol-diers, organ harvesting and other forms of abuses and cautioned Kenyans against falling prey to trafficking.

The CS who was flanked by the Ministry’s Chief Admin-istrative Secretary Patrick Ole Ntutu and Principal Secretary Nelson Marwa, was speak-ing during the commemora-tion of the World Day Against Trafficking in Persons at his Boardroom at NSSF Building which was conducted virtually due to the Covid-19 pandemic.

The theme for this year’s celebrations is, “Committed to the cause-working on the frontline to end human traf-ficking’ which focuses on the first responders to human trafficking, those working in different sectors to iden-tify, support, counsel and seek justice for victims of trafficking and challenging the impunity of traffickers.

Police in Makueni County have been directed to ar-rest civil servants who flout

government covid-19 guidelines.The public outcry comes at a

time when some civil servants have allegedly been found drink-ing in bars across the county con-trary to the government covid-19 guidelines.

Giving the directive, Makueni County Commissioner (CC) Mr. Mohammed Maalim urged the police to enforce the law without taking into consideration the sta-tus of the persons they meet in the bars.

“Our Sub-county police com-mander, can you go back to the drawing board, ensure you enforce government directives. Let us not give regard to whom you will meet in the bar. Nobody will be spared I can assure you because I am told some of our leaders are the ones leading by giving bad example. Our strong message is this, if we don’t get hold of you as a govern-ment officer, I will sack you and be arraigned in court,” said Mo-hammed while addressing youths

at Mikuyuni Secondary School in Kibwezi Sub-county where he launched the Interlocking Stabi-lised Soil Blocks (ISSB) production as a legacy project for Kazi Mtaani programme on Monday.

Consequently, Mohammed warned that the government will take stern measures against in-dividuals who are stigmatising people who have contracted the coronavirus especially in the so-cial media.

He challenged them to avoid this and instead asked them to spare their energies in educating

Kenyans on how to combat the covid-19 pandemic.

On ISSB, the administra-tor said that the youths will be trained on the technology to pro-duce 500,000 blocks that will be cheaper and cost effective in con-structing classrooms, laboratories and dormitories besides other amenities at the school.

He further said the ISSB tech-nology will go a long way in con-serving the environment since we do not need to burn the blocks but rather dry them in the sun which is in plenty in the area.

The National Environment Management Authority (NEMA) has shut down

Kitui’s main slaughterhouse indefinitely due to sanitation and pollution concerns.

The abattoir, which serves hundreds of butcheries within Kitui Town and neighbour-ing urban centres, was closed following an impromptu in-spection by a team of NEMA officers.

Leading the inspection, NEMA Deputy Director for En-vironmental Planning and Re-search Dr Charles Lange said, the facility was handling meat under unhygienic conditions thereby exposing consumers to health hazards.

Dr Lange also put the abat-toir management on the spot for reckless disposal of efflu-ent which he lamented had re-sulted into extensive pollution of the surrounding areas.

“We have established that the slaughterhouse does not uphold required sanitary standards and has been hap-hazardly discharging untreated waste into the immediate envi-ronment,” he said after serving a notice of closure.

“Consequently, we have or-dered the cessation of all op-

erations until proper sanitation and waste management meas-ures are put in place,” added the NEMA official.

Kitui County NEMA Director Njoki Mukiri expressed fears that families residing in adja-cent residential plots were at risk of a possible disease out-break.

“They have been living in a filthy environment and forced to withstand the foul stench from the improperly disposed waste. This must stop,” she emphasised.

The slaughterhouse is man-aged by the County Govern-ment of Kitui.

At the same time, the bal-

looning population of urban dwellers in Kitui town threat-ens its sewerage capacity amid concerns of environmental pollution occasioned by un-controlled effluent discharge.

County Commissioner John Ondego has warned that in less than 15 years, the Sh 2.2 billion plant will not sustain effluent discharge from the residents and businesses.

“TANATHI Water Services Board should start its expan-sion plans in earnest in a bid to stem the illegal effluent dis-charge into water bodies. The capacity of this sewerage plant will be stretched and there is need to start plans to develop

another one,” said Ondego.The County Chief lamented

that concerns about sewage flooding, sewer bursts and the discharge of raw or semi-treated sewage into the envi-ronment have made news in the recent past.

Ondego emphasized that appropriate sanitation is fun-damental not only in promot-ing public health, but also in ensuring environmental sus-tainability.

“Sewerage services play an important role of protecting public health through proper sanitation standards that pre-vent the transmission and spread of water borne diseases such as diarrhea and cholera,” said the administrator.

He further said that well planned and regulated sewer-age system protects the en-vironment through nutrient recycling as well as prevent-ing surface and underground water contamination.

The County Commissioner pointed out that in a bid to address sewerage problems in urban areas in Kenya, the government has undertaken a number of capital sewerage projects in some of the major towns.

ceipt System (WRS) Council to oversee the operations of warehouse receipt system in the agriculture sector.

He added that WRS is in-tended to offer a range of so-lutions to farmers, especially the smallholder farmers who face several challenges related to inefficiencies brought about by lack of a transparent and structured market system.

“The Warehouse Receipts System is not an end in itself but principally, a first step in the creation of a functional Agricultural Commodities’ Exchange,” he said adding that it will create flexibility in the sale process as farmers will not be forced to sell in distress

at harvest time when prices are low but will have a choice to wait for the advent of more favourable prices.

Munya further said the warehouse receipt will also encourage increased lending to the Agricultural sector by pledging the receipt, which reflects the value of the com-modity, as an alternative col-lateral and mitigating risk associated with non-payment within a structured trading system.

Jane Ngigi, who is going to chair and steer the formation and operations of the council for the next three years, said:

“We will create linkages to the existing networks and as

expected we will reach out to most of the small scale farm-ers involved in the business that WRS will support going forward,” she said.

Other members of the WRS council are Anthony Muriithi Ag. Director of Agriculture Food Authority (AFA); Rose Mutuku from Eastern African Grain Council (EAGC); Eng. Kennedy Wandera from the Ministry of Agriculture; Chris-tine Mwai from Kenya Bank-ers Association (KBA); Benson Loktari from the Council of Governors (COG) and Samwel Ogolla who is the Ag. CEO of the Warehouse Receipt System (WRS) Council.

The County government of Nakuru has launched a cam-paign for the adoption of al-ternative building technology that uses cheaper materials compared to conventional stones.Governor Lee Kinyanjui said, his administration has set up Alternative Building Materials Technology Centers (ABMTC) at Mirera, Kagoto and Molo polytechnics to train and equip the youths with skills in the manufacture and use of cheaper building materials.“Each of the centers is equipped with machines de-signed to help in the manu-facture of alternative building materials. The use of alterna-tive building materials other than stones could cut the overall cost of construction, reduce the total time taken to put up a building, hence increase home ownership in

a country grappling with a shortage of houses,” said the governor.He noted that Technical Vo-cational Education Training Institutes (TVETS) and Youth polytechnics if well-funded, equipped and given grants to conduct research have the greatest potential to come up with new technological in-novations that will see future houses being made in record time with or without use of brick and mortar.The County boss said Vision IV Youth Housing Coopera-tive Society Limited has also been identified to offer train-ing in Alternative Building Material Technology (ABMT) in partnership with the De-partment of Land, Housing and Physical Planning under the Directorate of Housing.By Anne Mwale

Equity Group Foundation (EGF) is venturing into the health sector with plans to fund the construction of 300 low-cost affordable clinics across Kenya in support of the government’s agenda of achieving Universal Health Coverage.Equity Bank’s Director of Marketing Mr. David Nyamu said plans were underway to establish the affordable clinics in various parts of the country as a way of giving back to the community and enhancing access to quality health services, especially for people in poor areas.He was speaking on at Mwatate sub-county hos-pital during an event to donate a consignment of Personal Protective Equip-ment (PPEs) worth millions to medics in Taita-Taveta County.“The Foundation intends to further our engagement with Kenyans and open 300 affordable clinics under the Equity Afya programme,” he disclosed. The items donated included dispos-

able gowns, surgical masks, N95 respiratory masks, ni-trile gloves, hair cover and gumboots. The items will be distributed in Mwatate and Taveta sub-county hospitals which were identified as iso-lation centers for Covid-19 patients. Nyamu said that EFG would send more consignments to the county health facilities to support war on Covid-19. He stated that EGF had dis-tributed PPEs worth Sh237 million to 68 isolation cent-ers in the 47 counties. The money is part of the Sh1.1 billion raised by Eq-uity CEO Dr. James Mwangi, Equity Bank and Mastercard Foundation with both Dr. Mwangi and the bank con-tributing Sh300 million each and Mastercard Foundation donating Sh500 million.Nyamu said all PPEs were locally procured to support Kenya’s industries and man-ufacturing sector.The event was attended by Governor Granton Samboja, Women Representative Lydia Haika among others.
