NHS Highland staff have successfully delivered the 26 week guarantee to all patients for both outpatient appointments and admissions at the end of Decem-ber 2006. Daily monitoring work now continues to ensure that this position is sustained and plans have been agreed to work towards an 18 week maximum wait. Work has also begun on reducing diagnostic wait times, with some im-provement being achieved in CT and MRI. The vast majority of patients attending A&E between July 2005 and January 2006 were seen within 4 hours of arrival. A&E attendances have risen by 8% over the year.

Retirals Rhoda Corsie, PA/Admin Assistant, Finance, As-synt House will retire on 31 March 2006. Rhoda joined the Finance Department in February 1995 who all wish Rhoda a very happy retirement. Dr John Cormack, Associate Medical Director and Consultant Ophthalmic Surgeon retires from post in March 2006, after almost 32 years working in Highland, but will continue on an ad hoc basis to chair the Ambulatory Care Centre Group. Jean MacRae and Anne Macleod are two long serving members of staff who have gone well be-yond the extra mile in serving Gesto. Jean retired in February after 22 years service and Anne re-tired in March after 41 years service. More about staff retirals in the new staff magazine

changes and there will be little direct impact on staff still working in Argyll and Bute. Changes are being made to the website and an extensive piece of work is underway in IT, to re-configure Intranet connections so that Argyll and Bute staff and GPs throughout Highland will soon be able to have intranet access. A number of staff briefings are being planned for Argyll and Bute during May. These will be for sen-ior managers to meet local staff and hear about local issues. It will also be an opportunity for staff to have any questions answered or addressed. A Board Meeting of NHS Highland will be held in Argyll and Bute early in 2006-7. New non-executive members will be appointed to the Board. Cllr William (Billy) Petrie (pictured right), one of the new Non-Executive Board Mem-bers, attended the last Direct Health Services Committee Meeting on 7 March. Cllr Petrie is Convenor for Argyll & Bute Council.

Work is in progress with the integration of Argyll and Bute into NHS Highland as a fourth Commu-nity Health Partnership (CHP) on the 1 April. A consultation is taking place with regard to a pos-sible name change for NHS Highland. You can take part in this consultation (details are on our website and Intranet under Hot Topics). Appointments to key CHP management posts will be announced shortly. A leaflet is being pre-pared to introduce staff to NHS Highland and will include any initial changes, such as Complaints, Freedom of Information and Media contact infor-mation. Patient services will not be affected by the

There will be no smoking permitted anywhere within NHS Highland premises. This will include doorways and entrances to buildings. Trisha Morrison, Smoking Cessation Advisor in Alness, pictured below, firmly believes that the carbon monoxide monitor is a strong motivator to give up smoking. "Smokers can see their carbon monoxide levels drop form around 40-50 to 2-3 in just days. It is a catalyst that can make the differ-ence. The personal sup-port and encouragement is very important also." Trisha runs a clinic one day per week and has found the new service in great demand with new patients. Some are GP or nurse referrals, but many are self-referred on hear-ing about the excellent ser-vice from other satisfied patients.

& ����������=������������Assimilation Progress NHS Highland has begun to implement its pro-gramme to assimilate staff on to the new Agenda for Change Pay Bands. So far, most ancillary staff have been assimilated and received their first AfC pay, and we will assimilate and pay nursing and midwifery staff from March onwards. Our target is for staff to receive arrears within three months of the date of assimilation – but we have to balance this with the need to assimilate further groups of staff. Delays for Some Staff We are still awaiting guidance from Scottish level about how to assimilate Bank staff, so staff in this category will be assimilated later than their col-leagues in substantive posts. It is not the case that Bank staff will remain on Whitley. Assimilation of some other staff will be delayed too – often be-cause they have changed job since 1 October 2004. Other reasons why assimilation could be de-layed appear on the AfC Intranet page and on the NHS Highland Website. Key role for Managers One reason why assimilation is delayed for some staff is that we have not received information in time from operational managers. We cannot as-similate without full information about each mem-ber of staff, including movement between posts and leavers. Guidance on the data required will be sent to managers together with a spreadsheet for completion. The data has to be returned to us within a very tight timescale, otherwise it is immedi-ately out of date. We recognise that this is onerous for managers, but it is absolutely vital information without which we cannot proceed. We would ask managers to prioritise the request they receive from the Agenda for Change team, and to contact Carolyn Greig by email or phone (01463 706328) with any queries.

Help available To help staff and managers understand the as-similation process and the new AfC terms and conditions package, we are running regular brief-ing sessions for managers and staff side repre-sentatives. These are targeted at groups about to be assimilated, and managers and staff reps will be invited to attend the appropriate briefing ses-sion. We have also prepared some Frequently Asked Questions which are on the Agenda for Change page of the Intranet and also on the NHS Highland website. Finally, we have set up a Helpline for staff who are going through the as-similation process – contact details appear on the paperwork each employee receives. Any queries arising after receipt of the assimilation letter should be referred to the Helpline and not the AfC Team. KSF Managers are reminded that all KSF Outlines should be completed and emailed to the KSF mailbox by 31 March. New and combined processes for these different strands are being agreed in part-nership with our new colleagues from Argyll and Clyde.

Area Partnership Forum The final Partnership Agreement will be completed by the end of March and both the Commu-nity Health Partnerships (CHPs) and Specialist Services Unit (SSU) are in the process of final-ising local operational arrangements for Partnership Working and Staff Governance. The Managing Health at Work Policy will be launched soon. All policies are available on the Intranet. A group has been set up by the North of Scot-land Planning Group (NOSPG) to agree a core set of activities that

would be safe and sustainable in rural hospitals. The group, led by Dick Manson and Andrew Sim (W Isles), includes experts to advise on care delivery and representatives from the Ru-ral General Hospitals (RGH) in the North of Scot-land; Belford, Caithness General, Balfour (Orkney), Gilbert Bain (Shetland) and the Western Isles Hos-pital. The first meeting early this year was to explore what is happening currently and all the challenges of training, continuous professional development of staff, recruitment and retention as well as possibili-ties of networking with teaching hospitals. A report is expected soon and more local focus group work will continue to develop the themes in advance of the next NoSPG meeting in May, which will begin to define the core activity of RGHs and key link-

ages to support that activity. A cli-nicians group, which includes doc-

tors, nurses and therapists from the hospital and the community members has been set up in Fort William which will feed into the NOSPG group. A wider steering group will include members of the public and partner agencies. “All of this work builds on earlier outputs from the Solutions Group and the collaboration with col-leagues in Oban, around joint working and sharing of skills.” said Gill McVicar, Mid Highland CHP Manager. She added, “Any plans for a new hospi-tal in Fort William can’t be developed further until we know what the hospital is going to do. This should become clearer with the work of both the NoSPG for RGH and the local Steering Group. A clinical brief will be the next step and all staff will be involved in developing this.” The post of long term locum Anaesthetist for Bel-ford Hospital is now being advertised and the post for a permanent Consultant Surgeon is about to go to advert. The Consultant Obstetrician posts in Wick will be advertised in late March with inter-views in May.

Two years ago there was a new contract for GPs. From 1 April 2006, there will be a new contract for community (High Street) pharmacies. There will be no big bang change on 1 April 2006; the con-tract changes will be phased in over a period of at least 12 months. Initial work, underway at present, relates to the provision of a robust IM&T infrastruc-ture so that community pharmacists and their staff can use computers to manage and store the nec-essary information about patient registrations and provision of contracted services. The new contract stems from The Right Medicine Report (a Strategy for Pharmaceutical Care in Scotland) published in 2002, which recognised the unique contribution pharmacists make to patient care and that this could be developed to ensure health gain, particularly where medicines are used. Equally, better use needs to be made of pharma-cists’ expertise in planning and delivering services. It will also help support and develop the role of pharmacists, recognising they are members of the primary care team who readily are accessible and have skills which are under often utilised. These can be developed to help improve patient care and to ensure that the skills within the primary care team are utilised most appropriately. Since last month’s recruitment drive we have a big increase in membership and the Highland Health-VOICES Network now has 125 members.

We have now written to all members to invite them to come forward for the elections to join the Community Health Partnership/Specialist Services Unit Committees. These elections will take place during April and will be inde-

pendently run for us by Electoral Reform Services on a single transferable vote system. Two members of the Network have been invited to join the judging panel for the forthcoming Staff Awards Scheme. A number of innovations have been introduced in the Renal Unit, including a new dialysis technique called haemodiafiltration. Staff have also intro-duced a new exercise bike to aid more successful dialysis. Read more about these in the new staff magazine which comes out this month.

Over the past six months there has been a move to create a more stream lined District/Community Nursing provision across South Skye and Lo-chalsh. Traditionally there have been four district teams aligned with the GP practices. Over the last few years we have had increasing difficulties with recruitment, retention, career development and en-suring equity of provision and quality of practice is maintained, especially in the smaller teams. As a consequence, the nursing teams have been amal-gamated into two, to create more capacity within the areas, leading to prioritisation of service provi-sion in a more focused way, by strengthening local provision and working in a more integrated way to address health inequalities in the local population.

H&S Visit Health and Safety Executives (HSE) accompa-nied by a senior member of the Health and Safety Commission (HSC) will be visiting the Raigmore site of NHS Highland on Wed 19 April 2006. The visit will commence at about 10:30 in the A&E department and progress afterwards to other areas. This was the first question of the Staff Survey which seemed to flummox a lot of people! Here is a reminder of the structure of NHS Highland which will hopefully clarify where you “fit”. All Operational Services (DHS) are divided into 3 Community Health Partnerships (CHPs), Specialist Services Unit (SSU) and Facilities. There will be a fourth CHP (Argyll & Bute) from 1 April. Elaine Mead is the Chief Operating Officer who is responsible for all the Operational Services. SSU is all the specialist operational services based at our main District General Hospital, Raigmore. However, many Facilities, HR, Finance and other staff are based on this site. Corporate Services is comprised of Finance, HR, Public Health, Planning and Corporate Affairs. Many of these staff are based at either Assynt House or John Dewar House, but many are spread throughout the region at various sites. Similarly, Facilities Staff (Porters, Catering, Domestic and Estates) are based at several sites throughout the region. Acute Mental Health and Learning Disability Services, as well as Dental Services are hosted by the SE CHP and Sexual Health Services are hosted by the Mid CHP. There is an organisational chart and named Heads of Departments on the Intranet under “Organisation”. A huge amount of intensive work is underway by the web team over the next few weeks to reconfig-ure the Intranet so that colleagues in the new Argyll and Bute CHP will be able to log on to the NHS Highland Intranet. This will be invaluable in enabling Highland GPs to access the intranet also. Changes will also he made to the NHS Highland

web-site which will include information about Ar-gyll and Clyde and links to the former Argyll and Clyde website for historic information. These are short-term measures and a great deal of work remains to be done to integrate web-pages in the long term.

By the time you are reading this article you should have received, completed and returned your copy of the 2006 Staff Opinion Survey. All NHS Employ-ers in Scotland are participating in this national sur-vey which is designed to gather views from employ-ees about their working environment. This is the first staff survey in which every single member of staff has been asked for feedback in this

way and the survey will be repeated every 2 years. We hope to achieve a good response rate which will give us an accurate picture of what it feels like to work in NHS High-land. Our pictures show

the scene in the mailroom at John Dewar building on 18th & 19th February when over 7500 questionnaires were received from the printers for onward posting to all staff. All envelopes re-quired address labels to be attached and then all were franked for posting to home addresses. As you can imagine this was a large logistical exer-cise and many thanks are due to staff from the HR team, Support Team at John Dewar and all ‘volunteers’ for their help in ensuring the question-naires went out to meet the Scottish timescale. Employee Director Ray Stewart was also on hand to roll his sleeves up and label some envelopes.

The construction work on the improvements to Por-tree Hospital on Skye is nearly finished, with the minimum disruption to patients and staff. The ex-tension to Portree and subsequent refurbishment of the MacKinnon Memorial will provide excellent, modern facilities for patients on Skye. The number of beds available in Portree will be increased from 13 to 18, bringing the total bed complement on the island to 42. The newly refurbished and extended part of the hospital has now been occupied and the construc-tion company are working on the remaining part of the building. This part of the contract is expected to be completed by the beginning of May. Garry Coutts, Chairman, NHS Highland said: ”The new facilities in Portree have been designed to in-corporate the services previously used at Gesto Hospital, but in a far more up to date, modern build-ing, conducive to current high quality health service practice .” A new automatic front entrance door is now avail-able to outpatients and visitors and a new lift has been installed to provide for access to the first floor

where a new reception and waiting area is pro-vided. A waiting area has been provided for A&E and the Out of Hours service and 8 new clinic rooms are now available, 2 of which are specifi-cally for audiology and podiatry clinics. The other 6 will be used by visiting specialists. Gill McVicar, General Manager for the Mid High-land CHP who is responsible for health services on Skye is delighted that the work on the hospital is nearing completion. “The benefits to patients and staff will be excellent. Once everything has been completed,, there will be 8 single occupancy rooms, 6 of those ensuite, and patients and staff will have the best of modern equipment and tech-nology to deliver an even better quality service.” Alison Hudson, Assistant General Manager, with responsibility for Skye and Lochalsh is delighted with the improvements. Alison said: “We are committed to developing and supporting services as locally as possible, where appropriate, in line with the current Scottish Executive recom-mendations. We will now look forward to explor-ing the potential for improvements in Broadford.”

a sell-out. Michelle Fraser sold tablet and some football cards and I arranged a race night on 4th March in the Recreation Hall with auctions, raffle, buffet and disco. We got race sponsors and the staff were magnificent in sponsoring individual horses (not to mention buying tickets for the event and donating prizes). The outcome of all this was a final total raised of just over £3,100, which we had not even thought of reaching. Linda's treatment is to be done in April and, with the money raised from here, she is now at £6,400, so well on her way and we can only wish her well in this. A big thank you is due to all the staff for their ef-forts and contributions to a very worthy cause. Linda MacLean was my deputy for some time in the old Highland Acute Trust until she contracted MS. This was so aggressive it very quickly confined Linda to a wheelchair and eventually she had to give up work. She is always smiling and optimistic and very stoical and her 2 young sons are ex-tremely good at helping their mother, as is Gary, her husband, who works in the A & E Department. Linda has tried nearly everything available here, to try and arrest the advance of the muscle deteriora-tion, to little or no effect. She then came upon a new treatment called stem cell treatment and found this could be done in Holland, but not in the UK and not on the NHS. The drawback was that the treat-ment will cost £8000 plus travel, accommodation and expenses so she decided to launch an appeal for help in raising the required amount. Finance De-partment staff decided that we would contribute in some way and Margaret Featch started the ball roll-ing by putting together a hamper and running a raf-fle for it. During the week beginning 27th March, Channel 4 will be running a programme series entitled 'The trouble with older people'. The programmes are scheduled to be aired at 9 pm. The first pro-gramme (on Monday 27th), called 'Me and my Mum' is a very personal and deeply moving ac-count of the experiences and views of Tony Rob-inson (from Time Team) when he had to arrange for his mother to be admitted to a care home. He publicly reflects on his own decision, considers what alternatives might have been available and asks why we never talk about what happens to vulnerable and frail older people. Tony is in turn angry, comic, loving, distressed, but above all passionate that the debate should be aired. The publicity that goes with the programme suggests that this programme could do for the care of older people what Jamie Oliver did for school dinners! Definitely one not to be missed!! So make a note of the date. There will be 3 further programmes on Tuesday, Wednesday and Thursday of the same week.

Ronnie Wheelhouse, well known Paper Man at Raigmore, is retiring on 31st March. He spoke and joked with everyone and he will be very much missed.
