PREFACEAndhra Pradesh is one of the promising states in the Country in promoting Livestock Sector. The Animal Husbandry Department has won the appreciation in implementation of schemes that suited to the needs of the farming community. The state stands first both in egg and meat production and second in milk production in the Country. The Livestock Sector is owned by about 92 lakh farm households in Andhra Pradesh as per Livestock Census 2007. About 80% of the Livestock Population is in the hands of small and marginal farmers and landless farm labour families. Livestock provides livelihood assurance to these families especially in Arid and Semi-arid regions of the State especially during drought, famine, floods, cyclone and other natural calamities. Livestock sector contributes to 6.32 % of GSDP. In financial terms, the contribution of livestock sector during the year 2008-09 is valued as Rs.23,834 crores at current prices. The estimation of major livestock products viz., milk, meat, egg and wool is taken up through Integrated Sample Survey Scheme formulated by Government of India. This year special care has been taken in incorporating data on Availability of Veterinary Infrastructure facilities in various divisions of Livestock Sector like Dairy / Small Ruminant / Piggery/ Poultry sectors, Academic Institutions, Livestock Markets and Fairs etc., in this report besides retaining the data already available in the previous years publication. Entrepreneurs / Unemployed Youth can utilize the Project Reports incorporated in this Publication for establishing Mini Dairies in a big way in order to make the Dairy enterprise a sustainable proposition. I sincerely thank the farmers of the State for their cooperation in providing necessary information to the field staff and also appreciate the efforts of the staff involved in bringing out this publication. Part - 1 : General Information about Andhra Pradesh1.1 IntroductionAndhra Pradesh was formed on 1st November, 1956 under the States' reorganisation scheme. The State has the longest coastline (972 km) among all the States in India. Andhra Pradesh is endowed with a variety of physiographic features ranging from high hills, undulating plains to a coastal deltaic environment. Telugu, the official language of Andhra Pradesh, is described by C.P. Brown as the "Italian of the East ". The state is situated between 12041' N Latitude and 770 and 84041' E Longitude. The state is bordered by Maharashtra, Chattisgarh and Orissa in the North, the Bay of Bengal in the East, Tamilnadu to the South and Karnataka to the West. Andhra Pradesh State can be geographically divided into three regions, namely Coastal Andhra, Rayalaseema and Telangana regions. The districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Sri Potti Sreeramulu Nellore Districts come under Coastal Andhra Region; Chittoor, Kadapa, Kurnool and Anantapur Districts come under Rayalaseema Region; and Mahabubnagar, Rangareddy, Hyderabad, Medak, Nizamabad, Adilablad, Karimnagar, Warangal, Khammam and Nalgonda Districts come under Telangana Region.

1.2 Soils and Crops1.2.1 Soils : Andhra Pradesh is endowed with a variety of soils ranging from poor coastal sands to highly fertile deltaic alluviums. Red soils occupy over 66% of the cultivated area and are mostly situated in Rayalaseema districts. These soils have a low nutrient status. Red earths which are commonly termed as Red soils can be sub-classified as (a) Dubba soils (loamy sands to sandy loams) (b) Chalkas (Sandy loam soils) (c) Sandy clay loams (d) Loams including silty soils (e) Deep loamy sands and (f) Sandy loams with clay subsoil. Chalkas occur mostly in the Telangana districts while red loams combined with sands are present in the upland regions of coastal districts. Black soils cover nearly 25% of the cultivated area and are generally associated with poor drainage. They are also called as Regurs or Vertisols and are of two types. The first category is in-situ soils while the other one is transported soils. While the first category can be noticed in the Coastal districts and parts of Telangana and Rayalaseema, the second category occurs in the valley regions of the slopes with calcareous concentrations. The in-situ soils are generally heavy in texture and high in salt concentration. The alluvial loamy clay soils found in Krishna and Godavari deltas cover 5% of the cultivated area. The coastal sands occupy only 3% while the remaining 1% is covered by laterite soils in certain pockets of the State.

1.2.2 CropsAndhra Pradesh has bountiful natural resources. Endowed with fertile land, water and conducive agro-climatic conditions, it is an agriculturally-prosperous state. Andhra Pradesh is the largest producer of rice in India and historically called the "Rice Bowl of India". It is also the leading producer of cash crops like Tobacco, Groundnut, Chillies, Turmeric, Oilseeds, Cotton, Sugar and Jute. It produces some of the finest varieties of mangoes, grapes, guavas, sapotas, papayas and bananas. Nearly 75% of its area is covered by the river basins of the Godavari, Krishna, Pennar and their tributaries. There are 17 smaller rivers like the Sarada, Nagavali and Musi, as well as several streams. Godavari and Krishna are the two major perennial rivers, and with their extensive canal system, provide assured irrigation.

1.3 Climate and Rainfall1.3.1 Climate : The average maximum temperature in most parts of Andhra Pradesh varies from 230 to 280C. Minimum temperature varies from 100 - 120 C . Summers are hot and humid on the coastal plains and in some places it touches above 420 C mark. The state of Andhra Pradesh experiences a very hot summer but when the monsoon sets in then the heat is reduced but it also increases the humidity. Andhra Pradesh climate is marked by the onset of monsoons in second week of June which continues till September. This rainfall is caused by South West monsoon winds. Heavy rains are experienced in northern part of the state. The state's coast receives heavy rain from North East monsoon winds or the retreating monsoon winds also in October-November heavy rainfall is caused in Rayalaseema districts. Sometimes it is associated with cyclones as well. 1.4 Area and Classification of Land : Andhra Pradesh is the fifth largest State in the country with an area of 275 Lakh sq.km, accounting for 8.4 % of India's territory. The 12-fold Classification of area and land utilization during 2008-09 in the State is as follows:

1.5 Human PopulationThe total population of the State as per Human Census - 2001 is 7,62,10,007. The rural population constitutes 72.70% and urban population 27.30% of the total state population. The Males population is 3,85,27,413 (50.55%) and Females 3,76,82,594 (49.45%). There are on an average 978 Females per 1000 Males in the State. The Schedule caste population is 123.39 lakhs forming 16.2% of total population. The Schedule Tribe population is 50.24 lakhs and constitutes 6.6% of total population. The literacy rate among total population is 60.47%. There are 216.92 lakh Agricultural workers in the State. Part - 2 :: Animal Husbandry at a Glance2.1 INTRODUCTIONAnimal Husbandry is one of the rapidly expanding sectors, playing a significant role in the rural economy by providing gainful employment to a large number of small/marginal farmers and agricultural labourers and raising their economic status. The economic support programs like distribution of Milch animals, sheep and poultry units have come to the rescue of the beneficiaries particularly scheduled castes, scheduled tribes and economically backward sections of the society. The activities of the Animal Husbandry Department have been oriented towards health of livestock and increased production of milk, meat and eggs and to provide adequate bullock power for agricultural operations. The schemes of the Animal Husbandry Department have been formulated in pursuance to the well-laid National policies to improve the Livestock production, to fight protein hunger and to improve nutritional standards of human population and also provide technical support for the maintenance of livestock and improvement of livestock breeds. Thus, Animal Husbandry Department has been rendering the services to all the sections of people, in particular weaker sections of society and playing a vital role in the rural development by generating additional source of income and employment, by protecting their valuable livestock.

2.2 LIVESTOCK RESOURCESAndhra Pradesh is well known for its livestock wealth. The State has the world famous breed of Ongole Cattle and Aseel breed of poultry which is the principle source for the development of broiler breeds in the world. Andhra Pradesh is also famous for SPS Nellore breed of sheep which is well known for quality mutton production. As per 17th Quinquennial Livestock Census-2003 Andhra Pradesh stands first in poultry (1005.80 lakhs) and sheep population (210.15 lakhs), second in Buffalo population (107.68 lakhs), third in total Livestock population (482.20 lakhs), seventh in goat population (64.27 lakhs), and eighth in cattle (94.24 lakhs) and pig population (5.49 lakhs) in the Country.

2.5 Salient features of various schemes implemented during 2008-09 2.5.1 Normal State Plan Schemes1) Supply of Life saving drugs to livestock possessed by Tribals in Tribal Areas: Under this scheme certain life saving drugs will be supplied on free of cost to livestock owned by Tribal in Tribal areas. This will sustain the Livestock health and help in effective control of epidemics in tribal areas. Mobile veterinary Clinics for backward and Tribal areas: Under this programme all the departmental activities will be made available to the farmers at their doorstep. At present 42 Mobile veterinary Clinics are functioning in remote, backward and tribal areas of the state. Supply of Fodder Seed Minikits: Under this programme improved fodder seed minikits on 75% subsidy basis will be supplied to small and marginal farmers and other weaker sections proposed with milch animals under poverty alleviation programmes. This will enable them to raise sufficient fodder for feeding their high productive livestock. Deworming of Sheep and Goat and supply of essential drugs to prevent and control disease epidemics: The entire Sheep and Goat population in the state will be dewormed twice in a year on free of cost basis. Besides it is intended to provide certain essential drugs to the institutions to prevent and control sheep and goat diseases during disease out breaks. Conduct of fertility camps and Deworming of Milch cattle: Milch cattle belonging to Schedule caste and other category of farmers will be screened for their reproductive status through conduct of fertility camps and necessary remedial measures will be proposed to make them fertile besides deworming them. Supply of Essential drugs and vaccines to prevent and control Animal Diseases: Through this scheme, field Veterinary Institutions will be strengthened additionally through supply of essential drugs, medicines and vaccines for the prevention and control of disease epidemics. Strengthening of Animal Disease Diagnostic Laboratories through supply of Essential needs: Under this scheme District Animal Disease Diagnostic Laboratories will be supplied with essential needs like Microscopes, Autoclaves, incubators and chemical reagents. Extension and training programmes : The State Animal Health training centres, Regional Animal health training centres and existing publicity wings in the state will be strengthened with extension tool kits and other audiovisual equipment.Integrated Sample Survey Report - A.P. - 2008-09 & 2009-10 (P)

Establishment of Integrated Livestock Development (ILD) centres: 500 ILD centres will be established in 8 districts Nizamabad (55), Khammam (41), Prakasam (44), SPS Nellore (47), Medak (83), Mahaboobnagar (38), Kadapa (60) and Adilabad (132) of the state to increase the breeding operations in the uncovered areas. This will be implemented with the assistance of JK Trust Gram Vikas Yojana. Sheep Insurance: Under this scheme, the entire sheep population in the state will be insured on 50% subsidy basis. Modernization of Animal Vaccine Production and Disease Diagnostic Units: The Animal Vaccine Production units and Standardization units located at Hyderabad and Samarlakot and District Animal disease diagnostic laboratories located at districts will be modernized/ strengthened conforming to GMP and GLP standards. This will be implemented with the assistance under RIDF- X. Quality Assessment (Control) laboratory: A quality assessment (control) laboratory will be established at Hyderabad to assess the phyto residual matter in livestock products and feed residues as per WTO guidelines and advise farmers in taking preventive measures.

2.5.2 CENTRALLY SPONSORED SCHEMES13) Professional efficiency development through A.P. State Veterinary Council, Hyderabad: Veterinary Services & Veterinary Practice in the State will be regulated by registration of Veterinarians and publishing technical articles every month. Integrated Sample Survey for estimation of production of Major Livestock products in the State: Under this scheme, the data on Major Livestock products like Milk, Meat Eggs and Wool production of the State will be collected to arrive at the contribution of Livestock Sector to GSDP. It is mandatory for all states to estimate these items. ASCAD (Assistance to States for control of Animal Diseases) The main objective of the scheme is to upgrade and strengthen the vaccine production facilities and also for purchase of vaccines to protect Livestock against economically important diseases. Apart from this, training of field staff is also covered under this programme.

2.5.3 CENTRAL SECTOR SCHEMES16) National Project on Rinderpest Eradication (NPRE) : The post vaccination sero monitoring and surveillance work is under way in the state. This is continued to declare the State free from Rinderpest disease that will help us increase our Livestock export. 18th Quinquinneal Livestock census : The enumeration of household wise livestock, farm equipment and fisheries census data of entire state is completed. After tabulation and compilation, a compendium of final data was submitted to Government of India. Foot and Mouth disease control programme : It is meant to protect the livestock against foot and mouth disease. It is being taken up in Rangareddy, Medak, Chittoor and Ananthapur districts with two rounds of free vaccination in a year so as to make these districts as disease free zones. This will enable us to improve our livestock exports to other countries as per WTO guidelines.

2.5.4 SPECIAL SCHEMES1. a. " PASU KRANTHI PATHAKAM " PRIME MINISTER'S PACKAGE: (UNDER ANIMAL HUSBANDRY SECTOR) Government of India have sanctioned "Special Livestock & Fisheries Package" with the objective to provide supplementary avenues of income to the small and marginal farmers who are more vulnerable to economic distress, through livestock and dairying in Mahaboobnagar, Rangareddy, Medak, Nizamabad, Adilabad, Karimnagar, Warangal, Khammam, Nalgonda, Chittoor, Kadapa, Kurnool, Ananthapur, Guntur, Prakasham and SPS Nellore (16) districts. This programme will be implemented in a span of 3 years, i.e., 2006-07, 2007-08 and 2008-09. CHIEF MINISTERS SPECIAL PACKAGE FOR AH SECTOR Under this scheme it is proposed to induct milch animals / heifers from outside the State and supply to BPL families on subsidy basis. In order to make the dairy enterprise a sustainable one, necessary backward linkages such as feed, fodder, medicines and other logistics will be provided to them. JEEVAKRANTHI PATHAKAM Under this programme, Breeding Rams, Ram Lamb Rearing Units and Sheep and Goat Units will be supplied on subsidy basis to BPL families among shepherds to enhance their economic status. RASHTRIYA KRISHI VIKAS YOJANA (ANIMAL HUSBANDRY SECTOR) Rashtriya Krishi Vikas Yojana (RKVY) is being implemented in the state with 100% Central Assistance during 11th Five Year Plan ( 2008-09 to 2011-12) in order to achieve 9% growth rate in Animal Husbandry Sector. 2.6 LIVESTOCK CENSUS 2.6.1 BRIEF HISTORY OF LIVESTOCK CENSUS :Keeping in view the importance of livestock in the economy, the Government of India started Livestock Census in the country in the year 1919-1920 and since then it is conducted once in every 5 years. The Livestock Census conducted quinquennially is the main source of data required at every possible administrative and geographic level for proper planning and formulation of programmes meant for bringing further improvement in this sector and for its effective implementation and monitoring their impact. The 8th Quinquennial Livestock Census 1956 which is the 1st series after formation of the A.P.State was conducted separately for Andhra and Telengana regions but the combined data was released finally in the report. The Director of Economics and Statistics, Andhra Pradesh was the in charge of conducting the census up to the 16th Quinquennial Livestock Census 1999 which was conducted in the state with 15-5-1999 as reference date. The Department of Animal Husbandry is in charge of conducting the Livestock Census from the 17th Quinquennial Livestock census 2003 with reference date 15-10-2003. It is the 10th in series after formation of the Andhra Pradesh State. The present census is the 18th Quinquennial Livestock Census 2007 conducted with reference date 15-10-2007. It is the 11th in series after formation of the Andhra Pradesh State.

2.6.2 REFERENCE PERIODThe reference data for the 17th Quinquennial Livestock Census was 15-10-2003 and for the 18th Quinquennial Livestock Census was 15-10-2007. The data relating to the animals actually found living on this date at sun rise and at the location irrespective of their ownership is collected. Livestock in transit, involved in trade movement or fairs during the period of enumeration, wandering herds of cattle, goats and camels is enumerated in the village in which they encamp on the reference date. Stray cattle and dogs were enumerated at the place of their availability on the reference date.

2.6.3 COVERAGEThe entire area of the Andhra Pradesh State has been covered with house-to-house enumeration in all the villages and towns have been done keeping in view the reference date and time.

2.6.4 TRENDS IN LIVESTOCK POPULATION: During the period from 2003 to 2007, Cattle Population increased by 19.09%. There is an increase of 61.69% in Crossbred cattle population and 26.63% in non-descript cattle. Adult female crossbred cattle have increased by 63.75% between 2003 to 2007. During the period from 2003 to 2007, Buffalo Population increased by 23.25%. There is an increase of 83.06% in Graded buffalo population and 39.13% in non-descript cattle. Adult female Graded buffaloes have increased by 35.48% between 2003 to 2007. The Sheep and Goat population increased by 21.53% and 49.77% respectively. The Poultry increased by 23.27% between 2003 to 2007.
