It is my pleasure to welcome all the colleagues to participate in the International Symposiumon Remote Sensing 2010 hosted by Korean Society of Remote Sensing. On behalf of the
organizing committee, I hope this symposium will provide a good opportunity to share ourknowledge and philosophies in a broad spectrum of research fields related to remote sensing.As a professional academic organization, the ISRS has an important mission to develop andimprove theories, methodologies, and applications in remote sensing. With much concerns onglobal climatic changes, remote sensing has attracted a great attention because of its ability tomonitor and analyze the environmental state of our Earth at global and local scales. Moreover,environmental problems are closely associated with governmental policies and socioeconomicchanges of all over the world. In this context, remote sensing has the responsibility to collaboratewith neighboring academic areas including natural and social sciences in an interdisciplinaryframework.This symposium covers the research presentations and discussions in relations to sensors, dataprocessing, microwave, atmosphere, ocean, land, LiDAR, GIS, GPS, photogrammetry,KOMPSAT, COMS, and so on. I hope all of you can take full advantages of the program of theISRS 2010. The research outcomes shared among us should be also disseminated to other publicand private sectors for better understanding of remote sensing and related fields. I believe theISRS 2010 will play the role of enhancing our cordial relationships and also providing a varietyof precious information regarding all aspects of remote sensing and spatial informationtechnologies. Your active participations in discussion will greatly help the improvement ofscience and society as well.Finally, I would like to express my sincere thankfulness to the steering committee, organizingcommittee, and technical program committee of the ISRS 2010 and all participants who haveshown a great enthusiasm for the development of remote sensing. TheInternational Conference on Space, Aeronautical and Navigational Electronics 2010(ICSANE 2010) is the annual international conference of the Space, Aeronautical and
Navigational Electronics (SANE) committee of the Institute of Electronics, Information andCommunication Engineers (IEICE) in Japan. This year, it is a great honor to hold the ICSANE2010 as the Joint Conference of the ISRS 2010 (International Symposium on Remote Sensing)and the ICSANE 2010 (JCII-2010). On behalf of the organizing committee of ICSANE, I wouldlike to express my sincere appreciation to the organizing committee of ISRS and my warmestwelcome to all the participants in JCII-2010.ICSANE deals with very wide spectra such as space-based and airborne-based systems,electronic and applied radio wave systems, remote sensing, navigational and traffic control andso on. ISRS is aiming for remote sensing theories and applications; therefore, it is wellaccommodated with each other. Thus, it is really worthwhile to collaborate with each otherbetween Korea and Japan. The joint conference will provide a forum for the exchange ofinformation with emphasis on new developments, services and applications in these fields. Distinguished guests, Ladies and gentlemen, I would like to express my sincere appreciationand warm welcome to all of you for taking your precious time to participate in the
“International Symposium on Remote Sensing 2010” and the “2nd Workshop on EnvironmentalGeospatial Information.” The Symposium and Workshop are being held in beautiful Jeju Island,hosted by the Korean Society of Remote Sensing and sponsored by the Ministry of Environment.The two scientific events aim to share research results on a wide diversity of social phenomenathat were produced by applying advanced Information and Communications Technologies;remote sensing and geographic information technology. As a sponsor, I highly think of theseevents in that they have constantly and remarkably progressed in terms of both quantity andquality.Futurist Alvin Toffler emphasized in his book Power Shift the importance of knowledge as high -quality power. The Korean government has endeavored to establish a knowledge - based e-government, and earned the top rank in the UN E-government Survey in 2010.The ICT - particularly remote sensing and geographic information technology - has played apivotal role in moving Koreatowardaknowledge-basedsociety.The Ministry of Environment acknowledged how crucial it is to tap remote sensing andgeographic information technology and began building an Environment Geospatial InformationDatabase since 1998. The Ministry has continuously improved the database, producing a moredetailed vegetation map in 2009 and a land cover map with higher resolution in 2010.The environment geospatial information based on remote sensing and geographic informationtechnology has provided basis for study on major environmental media such as water, air andecosystem. And the study about the environmental media has yet again served as scientific basisfor devising Low Carbon Green Growth policies, creating a virtuous cycle.It is my sincere hope that experts from home and abroad share knowledge and information on avariety of topics to produce a fruitful outcome from this symposium.Lastly, I would like to express my sincere appreciation to the organizing committee for arrangingthis event. I hope you enjoy the splendid nature in Jeju where autumn shows the mostpicturesque landscape.

It is my great pleasure and honor to welcome all of you who participate in ISRS 2009 as theJapanese co-chairman of the Environmental Monitoring from Space of East Asia (EMSEA)
project, and as a member of the steering committee of ISRS 2009.The EMSEA project was proposed and initiated in 1991 by Prof. Soondal Choi and late Prof.Mikio Takagi, with the main objective of promoting research activities in spaceborne monitoringled by scientific communities of Korea and Japan. Since then, sponsored by Korea Science andEngineering Foundation (KOSEF), Japan Society for the Promotion of Sciences (JSPS), andMinistry of Education, Science and Culture of Japan (MESC), joint symposium/workshop hasbeen held once a year in Korea. In 1994, the 3rd annual EMSEA Workshop was held jointly withthe 10th Fall Symposium of KSRS, as “International Symposium on Remote Sensing” at Taejon.This actually was the starting point of today’s ISRS, and because of this I can proudly welcomeyou.The EMSEA activity is now more enhanced by Taiwanese colleagues who joined EMSEA since2006. Needless to say, remote sensing of environment, especially with the use of satelliteobservation, necessitates well-coordinated international cooperation and collaboration. Thisshould put its basis on timely and activated exchange of scientific and technological informationamong international communities with close friendship and mutual understanding. On thisrespect, I would like to remind all of you that this conference gives us an important and excellentopportunity. I do hope that all the participants enjoy this conference.I should also mention here the close partnership between the Korean Society of Remote Sensing(KSRS) and the Remote Sensing Society of Japan (RSSJ) as the Vice-President of the RSSJ. In2003, both societies have agreed in to send young scientists of each society to the symposium ofits counterpart. This exchange program has been kept continuing, and this year we Japanese havehosted two young Korean scientists and two KSRS representatives in the spring meeting of theRSSJ. I am very happy to report that RSSJ, in return, send a young colleague to this symposium,namely Dr. Nguyen Thanh Hoan, who won the RSSJ’s “Young Scientist Dispatch ProgramAward” this year. In addition, representing RSSJ, Prof. Kazuo Ouchi, the chair of the RSSJInternational Committee, is also attending the conference. I wish these kinds of programs andactivities keep encouraging young scientists and students to enjoy experiencing internationalcommunication and collaboration.Lastly, but not the least, I would like to express my gratitude to all the members of the executivecommittees, who put their dedicated efforts to have this conference to be a successful one.

It is my great pleasure to welcome all the attendees to join the International Symposium onRemote Sensing (ISRS) organized by The Korean Society of Remote Sensing (KSRS) and
Standing Committee of Environmental Monitoring from Space of East Asia (EMSEA). The ISRShas been very successful gathering valuable opinions from all over the world, and it aims to serve asan academic exchange platform in the remote sensing field.Nowadays, the melting of Polar ice caps, Climate Change, and other natural disaster issues havearoused more and more people°Øs attention, and continuous or even innovative monitoring need tobe achieved via remote sensing techniques. Interestingly, back in 1991, Prof. Mikio Takagi andProf. Soon-Dal Choi have foreseen the needs and started the EMSEA. The establishment ofEMSEA is far earlier than the Group on Earth Observations under United Nations as suggested bythe G8 in 2002, and the IGMASS (International Global Monitoring Aerospace System) as foundedby International Academy of Astronautics in 2008.In light of the establishment of EMSEA, GEO, and IGMASS, and by taking advantage of havingthe Formosat-2 and Formosat-3 data for the weather forecasting and disaster monitoring andmitigation, I and a group of Taiwan scholars initiate a non-profit organization -- TGEO (TaiwanGroup on Earth Observations). The founding TGEO general assembly and Workshop on EarthObservations was held at National Science and Technology Center for Disaster Reduction in Taipeiwith great success on August 23, 2010. On behalf of TGEO, I am very thankful to all the organizersand everyone who devoted efforts. Special appreciations are due to Prof. Choen Kim and Prof.Yongil Kim for their active participation in the founding events, and Prof. Hajime Fukushima andProf. Kazuo Ouchi for their warm greeting.The TGEO has edged itself into the earth observation field and will devote its efforts to seeking forsolutions to the global issues. The tenet of TGEO is to turn the global climate, oceanic, and otherenvironmental crisis into sustainable development of Taiwan by integrating aerospace and satelliteobservation techniques, geospatial information technology, sensor networks, and knowledgemanagement strategies. We commit to conduct long-term research and academic exchange in thefollowing fields: Natural Disasters, Health, Energy, Climate Change, Ecosystems, Agriculture,Biodiversity, Water Resources, and Meteorology. TGEO will be aligned with both government andnon-government; national and international organizations, including EMSEA, GEO, and IGMASS,etc to exert influence over the country and improve the social welfare.As the president of TGEO and a citizen of Taiwan, I am looking forward to allying ourselves withother Asian countries, especially Korea and Japan. The achievement of the abovementioned goalsrequires the corporation of all of you. I hereby express my wholehearted thanks to all organizersand everyone who gave their precious time and perspiration. Furthermore, I wish all the participantsa very pleasant stay at the beautiful Jeju island, and an overall success of the ISRS2010.

Jeju Island, KoreaJeju has a mild oceanic climate throughout the year with the smallest annual temperature range in the country. Thetemperature for the hottest summer months averages no more than 34.7˚C and no less than -1.5˚C or winter. The island is 73km wide and 41km long with a total area of 1,848 Jeju the largest island in South Korea, came intoexistence 700 to 1,200 thousand years ago when lava spewed from a sub-sea volcano and surfaced above thewaters. Then 100 to 300 thousand years ago, another volcanic eruption formed Mt. Halla. The final volcanic
eruption that took place approximately 25 thousand years ago created the crater lake, Baekrok-dam, at the summitof the mountain.Mt. Halla rises in the center of Jeju to 1950m above sea level. The rest of the island slopes down from its summitand is covered with dark gray volcanic rocks and volcanic ash soil. Relatively isolated from the rest of the world,the island’s nature has been well preserved in its prehistoric state. That is why traveling to Jeju is to travel back intime.Jeju’s natural environment has been preserved as best as possible. The fantastically shaped rocks decorating theseashores, the hundreds of Oreums (secondary volcanos) and the rarest species of flora around the Baekrok-damlake are all treasures waiting to be discovered by visitors. One cannot see Jeju unless one looks. It is like seeingonly trees before entering a forest.
Travel InformationJeju international airport is a main gate to Jeju-do and has a total of 17 direct airlines (12 local, 6
international), which links major cities of Korea and other countries. It is only and hou’s flight south of Seoul andthere are direct flights from Thkyo, Osaka, Nagoya, Fukuoka, Shanghai, Beijing, and Hong Kong.
Based on mid & long term airport expansion plans, 375.5 Mil. USD will be invested to expand the air port till2020. Air Transportation to Jeju Island
LanguageThe official language of the symposium is English.
Currency and Foreign ExchangeThe basic currency of Korea is won (KW). Notes include KW 1,000, KW 5,000, KW 10,000 and KW
50,000 denominations, while coins include KW 10, KW 50, KW 100, and KW 500 denominations. Foreign banknotes and traveler’s checks can be exchanged into Korean won at foreign exchange banks, airports, hotels andother authorized money exchange outlets. Hotels usually exchange currencies such as the US Dollar, the Euro, UKSterling and Japanese Ten. In the case of other currencies, visit commercial banks. The exchange rate is subject tomarket fluctuations. The basic exchange rate as of September 2010 is about won 1,200 to US$1
ElectricityElectricity is generally supplied in 220 volts, 60 Hz with two round prongs. However, 110 volts may also be
available in some hotels. You should check the electricity before using your appliances.

Credit CardCredit cards, including VISA, American Express, Diners Club, MasterCard and JCB are accepted at major
hotels, department stores, restaurants, and retail outlets.
Business HoursGovernment office hours are from 09:00 to 18:00 during the week. The five-day workweek has been
introduced in Korea and government offices are closed on weekends. Business hours for banks are generally from09:00 to 16:00 on weekdays. All banks close on Saturdays, Sundays and public holidays. Automated tellermachines are widely accessible. Business hours for department stores are from 10:30 to 19:30.
Tip & TaxTipping is not a regular practice in Korea. Service charges are often included in the bill for rooms, meals, and
other services at hotels and upscale restaurants. Koreans occasionally do tip when they are especially pleased withthe service they receive.
Upon request, visitors can receive nearly 10 percent VAT refunds for purchases at the “Duty Free Shopping”outlets. Goods must be taken out of Korea within three months of purchase to be eligible for a tax refund. Onlyforeign tourists in Korea can apply for this tax refund. Visitors can receive a refund on a receipt for a minimumpurchase of KW 50,000 (around US$ 49). To receive this refund, present refund receipts with the purchased goodsat the customs desk at the Incheon International Airport when departing. These receipts can be cashed in at theCash Refund Office in front of the Airport Duty Free Shop.
ElectricityThe standard electricity supply is 220-volts AC/60 cycles. However, outlets for 110 and 220 volts are
available at hotels.

Guidance for Oral and Interactive Presentation Speakers
Oral Presentation- The speakers in the Oral Sessions will have approximately 20 minutes for presentation and
discussion. All speakers are requested to report their attendance to the session chairmen orth the Registration Desk assistants at least 10 minutes before the session starts.
- A Beam Projector with an IBM-PC compatible notebook computer and a screen will beprovided in the presentation room.
- When presentations are projected electronically using the beam projector, you need toprepare them with on of Microsoft PowerPoint/HTML/PDF formats for IBM-PCcompatible computer using CD-ROM or USB Memory.
- We strongly recommend to upload you PC-formatted presentation file at least one-half dayprior to your presentation. Assistants will be available in each presentation room fromWednesday afternoon to Friday morning.
Interactive(Poster) Presentation- Poster sessions will be held at the Front Lobby on 27, 28 October.- Boards which can hold each poster in of 1100 mm height×950 mm width will be
