    It is my pleasure to issue this congratulatory message on the inauguration session and launch of the Trade Business Forum from 25th to 28th June in the State of Israel mainly to strengthen Bilateral, Commercial, Trade, Culture, and other relations between the two Friendly Nations.

    The Forum is organized by the Embassy of Sri Lanka in Israel with co-organizers Sri Lanka Export Development Board in Sri Lanka, Ministry of External Affairs in Sri Lanka with Israel Sri Lanka Chamber of Commerce and LR Group in the State of Israel.

    Main topics dealing with during the Forum will include Tourism, Hi Tec, Water, Energy, Medical, Apparel, Employment, Agriculture, Green House, Cultivation, Dairy, Fish, Flowers, Diamond, Gems, Jewellery, Rubber, Hospitals, Pharmaceuticals, Highways, Construction, and other topics suggested by the Business Community based on their requirements. This is a continuation of the initiatives taken by the Embassy of Sri Lanka during the historical visit ever - by HE the President of Sri Lanka to the State of Israel and meetings with the Hi End business community, Trade Mission to Sri Lanka organized by the Embassy of Sri Lanka in Israel with the Israel Sri Lanka Chamber of Commerce in the State of Israel, Trade Mission to CHOGAM led by the Sri Lanka Ambassador in Israel with active involvement of EDB, the Ministry of Trade and Commerce in Sri Lanka and continuous interactions of Israel Sri Lanka Business Communities with public and private sector participation in both Sri Lanka and Israel.

    It is indeed hard work by the co-organizers and the Business Communities in both countries aiming to achieve development and prosperity of both Friendly Nations harnessing their talents, experiences, knowledge and resources for development and prosperity. I wish Success, Development Prosperity and Peace for both Israel and Sri Lanka to achieve the Aspirations of people and the Two Great Nations.

    It is with immense pleasure that I extend this congratulatory message on the occasion of the Israel Sri Lanka Business Forum which is being organized by the Embassy of Sri Lanka in Israel together with the Ministry of External Affairs of Sri Lanka and Sri Lanka Export Development Board on 25th June 2014, in Tel- Aviv.

    I am pleased to note that the business community in Israel envisages establishing long-term collaborations with the Sri Lankan business leaders with a view to expanding horizons in terms of investment and trade with Sri Lanka, in many sectors including tourism, energy, agriculture, health and the apparel industry. I am glad to be at this Forum together with a strong business delegation representing key industries in Sri Lanka. This Business Forum will enable a cross section of the stakeholders in both Sri Lanka and Israel to interact with each other, engage in a matchmaking process, forge valuable contacts and make the participation as productive and as meaningful as possible.

    Relations between Israel and Sri Lanka are vibrant. The visit by H. E. Mahinda Rajapaksa, the President of Sri Lanka to Israel in January this year further strengthened the friendly ties between our two countries. I am confident that the Israel Sri Lanka Business Forum would further enhance the ongoing close collaboration between our two countries resulting in increase of two way trade and investment and also provide a solid platform to strengthen our multifaceted relations and promote closer economic cooperation for our mutual benefit in the years to come.

    Message from the Chairman & Chief Executive Sri Lanka Export Development Board

    I am pleased to send this message on the occasion of the Israel Sri Lanka Business Forum & meetings being held from 24th to 27th June 2014 for strengthening bilateral Trade and other relationships between the two Nations.

    Sri Lanka and Israel have been friendly countries and cooperated closely on many international events for decades, particularly in expanding economic and bilateral trade. It is noteworthy to mention that H.E Mahinda Rajapaksa was Sri Lankas first head of State to visit Israel since both countries gained independence in 1948.

    We value Israels special expertise with regard to water, and the usefulness of further projects connected with drip irrigation, an area in which Israel has developed sophisticated techniques and other aid to agricultural productivity. I am confident that Sri Lanka, being a traditional agricultural nation could gain much from Israeli expertise.

    The Sri Lanka Export Development Board (EDB), the premier government organization for development and promotion of exports from Sri Lanka functions under the Ministry of Industry & Commerce. The EDB is committed to assisting in developing interactions between business communities in Israel and Sri Lanka in order to strategize and open up new business avenues and also enhance the existing ones between the two countries

    The enthusiasm of the Sri Lankan companies to enter into the Israeli market is evident from the 24 member delegation visiting Israel this time. The trade between Sri Lanka and Israel stood at US$ 172 million in 2013 of which 72% is accounted by diamonds.

    I hope that this event will generate new business avenues for both Sri Lankan and Israeli businessmen. I wish to extend my best wishes for all success in their business endeavors.

  • Established in 1950 under the Monetary Law Act No.58 of 1949 (MLA), the Central Bank of Sri Lanka (CBSL) is the apex institution in the financial sec-tor in Sri Lanka. It is a semi-autonomous body and, following the amendments to the MLA in Decem-ber 2002, is governed by a five member Monetary Board, comprising the Governor of the CBSL as Chairman, the Secretary to the Ministry of Finance and Planning and three members appointed by the President of Sri Lanka, on the recommendation of the Minister of Finance, with the concurrence of the Constitutional Council.

    With a view to encouraging and promoting the development of the productive resources of Sri Lanka, the CBSL is responsible for securing its core objectives of economic and price stability and finan-cial system stability. The CBSL is also responsible for currency issue and management. In addition, the CBSL is the advisor on economic affairs as well as the banker to the Government of Sri Lanka (GOSL). On behalf of GOSL, the CBSL, as its agent, is re-sponsible for four agency functions of: management of the Employees Provident Fund; management of the public debt of Sri Lanka; administration of the provisions of the Exchange Control Act; and admin-istration of foreign and government funded credit schemes for regional development.

    The Governor of the CBSL functions as its Chief Executive Officer. The Governor, Deputy Governors and several Assistant Governors, along with the

    Heads of Departments, form the senior management of the CBSL. Functionally, the CBSL presently consists of 27 Departments , each headed by a Director (or equiv-alent), reporting to the Governor or the Deputy Governor through an Assistant Governor, with the exception of the Internal Audit Department, which reports direct-ly to the Governor. The Economic Research and Bank Supervision Departments were explicitly set up under the original legislation establishing the CBSL, with certain statutory functions. The Economic Research Department is required to compile data and conduct economic research for the guidance of the Monetary Board and for the information of the public, while the Bank Supervision Department is required to engage in the continuous regulation and supervision of all banking institutions in Sri Lanka.

    The Central Bank has two core objectives:

    Economic and Price Stability

    Price stability safeguards the value of the currency in terms of what it will purchase at home and in terms of other currencies. Price stability or stable prices means low inflation. Experience has shown that the economy performs well when inflation is low and is expected to be low. Interest rates are also low in these conditions. Such an environment allows an economy to achieve its growth potential and fosters high employment. Free from the disruptive effects of high and variable infla-tion, both consumers and producers make economic decisions with confidence. Low inflation or price stabil-ity fosters sustainable long-term economic growth and employment. The Central Bank uses monetary policy measures to control inflation.

    Financial System Stability

    A stable financial system creates a favorable envi-ronment for depositors and investors, encourages effi-cient financial intermediation and the effective function-ing of markets, and hence, promotes investment and economic growth. Financial system stability means the effective functioning of the financial system (financial institutions and markets) and the absence of banking, currency and balance of payments crisis. Financial instability is caused by bank failures, excessive asset price volatility, and collapse of market liquidity or a dis-ruption to the payments system.

    BOARD OF INVESTMENT

    The Board of Investment of Sri Lanka com-

    pletes 35 years of existence in 2013. In this

    time, it has acted as an engine of growth cre-

    ating a considerable impact on the countrys

    economic development. The organization had

    its origins in the Greater Colombo Economic

    Commission(GCEC), which was established

    in 1978 to generate development in the

    outskirts of Colombo. Fourteen years later,

    in 1992, the Commission was reconstituted

    as the Board of Investment of Sri Lanka (BOI)

    with its mandate encompassing the entire

    island.

    The BOI is structured to function as a

    central facilitation point for investors. BOI is

    committed towards continuously improving

    the countrys investment climate. The Board

    of Directors drawn from the Private and Pub-

    lic sectors and its several departments are

    geared to facilitating the investment pro-

    cess.

    BOI companies today employ over

    470,000 workers. They account for near-

    ly 65% of Sri Lankan exports and 86% of

    the countrys industrial exports. The BOI

    is therefore a significant agent of Social Change and its existence of over 35 years

    has radically transformed Sri Lanka both

    economically and socially, placing the

    country in a position where it can compete

    in an increasingly globalized world.

    Significantly, when you sign an agree-ment with the BOI, the provisions embodies

    in the agreement remain valid for the life

    of the enterprise. Successive Governments

    cannot change these provisions, ensuring

    a degree of stability that few other coun-

    tries can offer or match.

  • TOURISM

    The tourism sector has been experienc-ing an impressive growth both in terms of tourist arrivals and in foreign exchange revenues after the restoration of peace and normalcy in the country in 2009. Achieving another remarkable milestone in the countrys booming tourism indus-try, tourist arrivals reached one million in 2012, an increase of 17% over 2011 and foreign exchange earnings exceeded US$ 1 billion, an increase of 16% over 2011.

    The Sri Lankan government has iden-tified the Tourism sector as a key growth area in post-conflict development with an ambitious target of attracting 2.5 million

    visitors by 2016. The Board of Investment (BOI), the agency tasked with attracting Foreign Direct Investments (FDI) to Sri Lan-ka, has been playing a pivotal role in exe-cuting this strategy, by attracting top tier tourism and hotel investors to the country. Companies that have already committed major investments include the premier Asian luxury hotel chain, the Shangri-La Group (Hong Kong/Singapore), Indias up-scale ITC Group, Thailands Minor Group, Spains RIU Hotels & Resorts, Singapores Aman Resorts, Banyan Tree Group Singa-pore and the Mustafa Group of Singapore.

    The Sri Lanka Bureau of Foreign Employment (SLBFE), the foremost organization looking after the welfare aspects of Sri Lankas migrant workers and their families was established in 1985 under the Act No. 21 and amended by Act No. 4 of 1994 and Act No.56 of 2009, the primary legislation that deals with foreign employment. From the outset, the SLBFE operated under the supervision of the Ministry of Labour and in the year 2007 it was transferred to the newly created Ministry of Foreign Employment Promotion & Welfare (MFEPW) and was given tasks that include the formulation and implementation of foreign employment policies & promotion programs. Most of the MFEPW programs are administered by the SLBFE.Over the past two decades, the SLBFE has given the highest priority to prompting foreign employment. Hence, the SLBFE maintains a database that lists jobs available by country and by local recruiting agent. Labour attaches abroad are SLBFE employees, and the SLBFE covers the cost of operation of labour missions, safe houses etc. Labour attaches arrange necessary legal services for migrant workers at no charge, and arrange for their safe return to Sri Lanka.
