What is ISPM15?
The International Standards for Phytosanitary Measures Guidelines for Regulating Wood Packaging Material in International Trade (ISPM15) is one of several International Standards for Phytosanitary Measures adopted by the International Plant Protection Convention (IPPC). The IPPC is an international treaty to secure action to prevent the introduction and spread of pests of plants and plant products, and to promote appropriate measures for their control. ISPM15 is a standard on which many countries Wood Packing Material (WPM or SWPM) regulations are based upon.

Main Components of ISPM 15
Debarked wood used in the manufacture of WPM-Bark residue <3cm regardless of length, or-Bark residue >3cm, total size of any piece of bark <50cm²
Effective treatment--Heat Treatment (HT)
-56° C for 30 minutes
-Methyl Bromide Fumigation-Time/Temperature requirement-General use 3-4 pounds MB per 1000ft³ for 24 hours
Marking--Standardized stamp, traceable to source

Why ISPM 15?
-Reduce the movement of invasive plant pests spread through WPM-Pre ISPM 15, little awareness of pest issue associated with WPM-Reduce incidences of bark on WPM, which is a major pest carrier-Standardized treatment and marking requirements
-Promote international commerce by reducing Customs entry delays when properly treated and marked WPM is used-Insects in WPM are difficult to detect, expensive to treat at destination-Treating WPM at earliest stage reduces costs-Unmarked WPM automatically rejected-Marked WPM more quickly inspected and released

What is wood packaging material?
Wood packaging material (WPM), also called Non-Manufactured Wood Packing (NMWP) or Solid Wood Packing Material (SWPM) defined as "hardwood and softwood packaging other than that comprised wholly of wood-based products such as plywood, particle board, oriented strand board, etc., which has been created using glue, heat, and pressure or a combination thereof used in supporting, protecting or carrying a commodity (includes dunnage)."

What is the IPPC treatment mark?
For both heat treatment (HT) and methyl bromide (MB) fumigation programs , the quality/treatment Mark consists of:
-Agency trademark which is the identifying symbol, logo or name of the accredited agency
-Facility Identification which is the WPM product manufacturer name, brand or assigned facility number
-HT or MB mark
-Country code which is the two letter ISO country abbreviation
-IPPC approved international symbol for compliant wood packaging material and
-DUN when indication is used for dunnage

General questions about ISPM 15
How long are the IPPC marks good for?-IPPC WPM stamps are good for the life of the treated/marked article
What if I remanufacture or rebuild WPM to repair damage or reconfigure the article?
-The standard states that if greater than 1/3 of the article is replaced, the article must be retreated

What countries require ISPM 15 compliant WPM?-Since the list of countries adopting ISPM 15 standards changes and grows over time, it would be most beneficial to know how to look up a specific country’s requirements at the time of export.

NO! You have to be registered with one of the accredited inspection agencies.

How the ISPM 15 program works in the USA
Heat Treatment Program
The American Lumber Standard Committee (ALSC) is recognized by USDA-APHIS to administer the United States’ WPM Heat Treat program
The ALSC currently has 19 third party agencies accredited to monitor the heat treatment of WPM used in trade. There are over 5,000 WPM producers registered with the 19 agencies to produce compliant WPM
Each accredited agency must abide by the program requirements to heat treat WPM according to the ISPM 15 standard
Accredited agencies design their own IPPC logs and issue stamps and monitor their use on WPM. They also are responsible for auditing member producers.

Methyl Bromide Fumigation
Similar to the ALSC for heat treatment, the National Wooden Pallets & Container Association (NWPCA) administers the WPM Methyl Bromide fumigation program for the USDA-APHIS
The NWPCA has 5 accredited agencies to monitor licensed fumigators to perform methyl bromide fumigation treatments under their program for ISPM 15 compliant WPM.
The agencies are responsible for auditing members to ensure IPPC fumigation treatments are done according to the ISPM 15 standard and stamped properly with the MB treatment mark
