• Attention and investment on traffic safety with
consideration to The Holy Quran where it says “who
saves a life, he saves all the lives of the world.”
• According to the Iran Fifth Development Plan, Article
163: government has to provide the State of legal
mechanisms to reduce ten percent (10%) road traffic
fatalities per each year of the plan.

• Vision – Safe roads for all Communities of Road Users
• Aims – Reduction of Road the Fatalities (Number of
traffic fatalities per 100,000 Inhabitants) during a 10 year period as it will be 9 by the end of 2020 (The index was 30 in 2008).
Preparation of National Road Safety Strategy Plan
– Analysis of high Reported Fatalities – Preparation of National Safety Action Plan for
each relevant communities/ selected Crash Types – Encouraging Basis: Training, Equipment &
Physical Improvements – Funding Assignment to Priorities – Monitoring & Evaluation
Innovation for Countries with High Frequent & Severe Traffic Crashes
Focusing on Pedestrians Safety around Roads Network
– Preparation of National Pedestrian Safety Action Plan
– Encouraging Basis: Training, Equipment & Physical Improvements
– 16% reduction of Pedestrian fatalities in 2010 - 2011
Schools beside Roads Network (3000 Schools)
(79% Reduction of Students Fatalities from 2005 to 2010)
Motorcyclists Safety Promotion Plan in Roads
(28% Reduction of Motorcyclists Fatalities in 2010 – 2011)

The Lives Saved due to Actions within Precedent Years
• They could while following Global Guidelines in order to
Build up their Safety Institutional Frameworks, do
simultaneously concentrating Actions towards targeting
groups (those user groups or crash types which impose
more frequent & severe results)
• For getting successful through this Innovation, it’s
necessary to go forward via a separated National Road
Safety Action Plan at each issue followed by determined
funding and evaluation.
Recommendation to Countries with the same Situation
• Iran’s accession to the Convention on Road Traffic
(1968) and Convention on Road Signs and Signals
(1968) was ratified by national parliament on 10
Dec 1975.
• After Iran’s Incorporation, the implementation of
safety regulations and basic operations based on
these conventions and their amendments.
