Summary

One of the most important intelligence agencies of the country National Investigation Agency

conceded that the most deadly organisation in the world Islamic State is spreading its wings across the

country. Around 52 alleged IS people arrested on terror charges have relations with three Muslim

organizations Jamiat Ahle Hadith, Tablighi Jamaat and Darul Uloom Deoband. Interesting thing is

that most of the people trapped by Caliph Abu Bakr al Baghdadi are well educated people.

Fatwa issued by Imam of Tipu Sultan mosque Maulana Nurur Rahman Barkati against Prime

Minister Narendra Modi was vociferously criticized by Muslim journalist Shahid Siddiqui in his

weekly newspaper Nai Duniya. The newspaper reported that since Maulana Nurur Rahman

Barkati was not a mufti so he did not have the competence to issue fatwa. The newspaper also

alleged that Maulana Nurur Rahman Barkati was playing in the hands of West Bengal chief minister

Mamata Banerjee.

The Pakistan government expressed concern over Islamic madarsa becoming terrorist hub and closed

down over hundreds of madarsa. Pakistani newspaper said that after partition of the country number

of madarsa increased very swiftly and they were getting foreign funding. They have become terror hub

due to this financial assistance.

A ruckus was created in Rajasthan on the dead body of a Muslim man for not being allowed to be

buried in a cemetery. It is said that the dead person belonged to Tablighi Jamaat and belonged to Shia

community therefore Sunni community did not allow the body to be buries there. Earlier in Udaipur a

person belonging to Wahabi community was not allowed to be buried by a different sect and the body

was exhumed to be thrown away.

According to Siyasat (January 20), National Investigation Agency arrested 52 people having links with

Islamic State (IS). They included Hindu and Christians as well who were converted to Islam. Most of

the arrested people are well educated people. Out of the total arrested people 80 persons were

educated in schools in universities while only 20 per cent were educated in madarsa. NIA has lodged

12 cases in this regard so far while 2 cases had been filed in 2015. According to the sources, arrested

people belonged to all age group with 20 accused having higher education degrees, 12 diploma holders

and three post-graduate and higher degrees in computer education. 50 per cent of the arrested people

belonged to Ahle Hadith, 30 per cent belonged to Tablighi Jamaat and 20 per cent belonged to

Deobandi ideology. There were 85 per cent Sunni Muslims among arrested people and they are from

every state of the country.

Comment : The statement of National Investigation Agency makes it clear that Caliph Abu Bakr al

Baghdadi's organisation Islamic State had spread its wings across the country. Interesting thing is that

this dangerous organization is responsible for spilling blood of thousands of innocent people and it

succeeded to bring educated Muslims in its trap. The organisation also trapped some non-Muslim who

later got converted to Islam. NIA also arrested some people belonging to Islamic Research Foundation

(IRF) of controversial Islamic evangelist Zakir Naik who had been alleged to have converted non-

Muslims to Islam. They also conspired to send educated Muslims to join IS army via Syria. The

government had already banned Zakir Naik for five years. Now, the NIA is minutely investigating

people associated with this organisation. Investigation so far revealed that people associated with this

organisation have been found to be billionaire. The government agencies are also investigating that

how much money they are getting from the foreign source. So far Zakir Naik is out of the clutches of

law. He has challenged the government decision in the court and at present he is living in Saudi Arabia.

These are terrorist organizations :

According to the government agencies, most of the people associated with self proclaimed Caliph

Baghdadi belong to Wahabi ideological outfit Jamiat Ahle Hadith. Network of Jamiat Ahle Hadith is

spread across the world. This organisation was started in December 1906 in Bhopal and Ahle Hadith is

very old Islamic organisation. Their important leaders included so-called Sufi of Multan Baha al-Din

Zakariyya and his grandson Maulana Shams-al-Din ibn al Haweri and so-called Sufi of Delhi Abdul

Aziz Muhadit Dehelvi, Shah Muhammad Ismail Shaheed and another Wahabi Maulana Walayat Ali

Azeem Abadi. Interesting thing is that this Jihadi organisation had relations with Sir Syed Ahmed

Khan, Sheikh Abdul Haq Muhaddis and Maulana Abul Kalam Azad. Other significant leaders of this

organisation included Urdu novelist Abdul Haleem Sharar, Maulana Altaf Husain Hali, Maulana

Zafar Ali Khan and Maulana Abdul Wahab Arvi.

Jamiat Ahle Hadees recently planned to expand its influence among educated Muslims. Maulana

Asgar Imam Mehandi Salafi of Jamiat Ahle Hadith claimed that his organisation only works for

propagation of Islam and its does not have anything to do with terrorism while NIA claimed that this

organisation works as recruitment agency for Jihadi organisation IS because the educated persons

arrested in connection for bomb blast in Bengaluru last year had links with this organisation.

NIA reached to the conclusion after long investigation that people arrested for having links with Jihadi

organisation have also been associated with Tablighi Jamaat which was set up in 1926 by a Darul

Uloom Deoband-educated scholar Mohammad Ilyas. Its headquarters is in a mosque called

Banglawali Masjid in Basti Nijamuddin area of Delhi. According to a report by the US intelligence

agency FBI, this organisation is a nursery for the recruitment of the Jihadi organisation called IS.

Network of this organisation is spread across 126 countries. Link of this organization was also found to

be with the organization of Caliph Abu Bakr al Baghdadi's Islamic State of Iraq and Syria (ISIS).

According to FBI, hands of this organization were found to be in several terrorist incidents in America,

Europe and Africa. This organization is not banned in India. Another important centre of Tablighi

Jamaat is in Rayvind in Lahore, Pakistan. This organisation also has links with intelligence agency of

Pakistan ISI.

NIA also revealed that 20 terrorists arrested in India for having links with Islamic terrorist organisation

IS belonged to Darul Uloom Deoband and follow Deobandi ideology. However, leaders from the

Deobandi ideology were constantly denying it. But this is also true that Pakistani terrorist organisation

Taliban e Pakistan's several terrorists keep visiting Deoband from time to time and they have been

enjoying the hospitality of Darul Uloom Deoband and have been lodged in guest house of Deoband.

Organisation of Deobandi ideology has very close link to the Congress. One of the general secretaries

of Jamiat Ulama e Hind Maulana Hafijurahaman was elected to Lok Sabha four times as the Congress

candidate while another general secretary Maulana Asad Madni was elected to Rajya Sabha four times

as the Congress nominee. AT present Jamiat Ulama is divided into two groups and Arshad Madni

group is linked to the Congress.

II

New controversy over Haj subsidy

Mouthpiece of Jamate Islami Dawat on January 19 indirectly opposed to the committee constituted to

reconsider Haj Subsidy. The newspaper alleged that the government deliberately did not want to end

this so it could indiscriminately spend money on Kumbh Mela and other religious programmes. As far

as Muslims are concerned, they never demanded any subsidy for Haj. Most of the Muslims consider it

wrong. They say Haj is a religious work and as per Islam only such people are eligible for it that can

spend money for Haj. The newspaper in its editorial claimed that Minority Affairs Minister Mukhtar

Abbas Naqvi's wanted to provide facilities to hajies but instead of giving subsidy he should provide

facilities to hajies that would be better. He first needs to reform Central Haj Committee. It is often

complained against Central Haj Committee that instead of facilitating it has been causing trouble for

hajies. Some people claimed that the real objective of giving Haj subsidy was to help a company called

Air India. The newspaper suggested that tender should be called from different airlines across the

world for Haj this will bring Haj fair. The second scheme could be to follow the path of Malaysia. As per

plans of Malaysian scheme, people interested to go to Haj have to invest into government schemes and

later on this money is spent on Haj pilgrimage. Haj subsidy is not a good thing for Muslims. Every

Muslim wants to spend his/her honest earning on Haj. Most of the people spend their life-long saving

for it. It would be better for Naqvi to prepare his government not to politicize Haj. Chairman of the Haj

Committee must not be appointed for his political allegiance. The Supreme Court suggested that the

money that was spent on Haj should be spent on scholarship of Muslim students. MP from Hyderabad

Assaduddin Owaisi has given a detailed suggestion on this. The need of the hour is convene a meeting

on this suggestion.

Dainik Siyasat on January 13 published a detailed news report on plan of ending Haj Subsidy that Rs

600 crore which is spent on Haj subsidy should be spent on education of girls. This suggestion was

given by Assaduddin Owaisi and this should be taken seriously. The newspaper said that the news

about ending Haj subsidy that the NDA government started would give anti-Muslim elements a

chance. The Modi government has set up a six-member committee to plan its execution. Mukhtar

Abbas Naqvi claimed that subsidy was started in 1932 when Port Haj Committee Act was formed.

Now with the demand from people like Owaisi, the Modi government has got a chance to end Haj

subsidy. Criticizing Owaisi on his view over Haj Subsidy, Siyasat wrote on January 14 attributing

opposition leader of Telengana Assembly Mohammad Ali Shabbir that Owaisi was an ally of Sangh

Parivar. He said that now the Majlish stand exposed. Addressing a press conference, he said that

Owaisi is trapped by the RSS and he spoke the language of the BJP of ending Haj subsidy which would

harm the Muslim community. He alleged that the BJP doles out huge subsidy to Hindu pilgrimage but

why Owaisi is keeping silent over it? He alleged Owaisi for corruption by saying that in year 2004 his

income was Rs 8 lakh that has gone up to 35 lakhs four year after. He informed his income Rs 4.5 crore in

2014 so people like Owaisi didn't require Haj subsidy but poor Muslims needed it.

Roznama Rashtriya Sahara in its editorial on January 15 indirectly supported ending Haj Subsidy.

Editor Syed Faisal Ali said that common Muslim was not benefitted by the Haj Subsidy. It is only

benefitting a government company called Air India. The newspaper claimed that providing help to

Hajies was very old tradition. There was a special department during Akbar that was known as Mir

Haj. Mughal rulers have built several houses in Mecca and Medina for Hajies. Earlier people used to go

to Haj by ship but after an accident in 1973 it was decided that Haj pilgrimage would be sent through

airplane. The decision to bear the burden of difference in the fare of ship and airplane by the

government was taken by Late Indira Gandhi. The newspaper expressed happiness that the

government constituted a committee to end Haj subsidy by 2022. The newspaper welcomed the

suggestion made by Owaisi in which it was said that the money used for the Haj subsidy should be

used for the scholarship of Muslim girls.

Salary for Imam demanded from the governmentAccording to Hamara Samaj (January 20), a delegation of Muslims demanded Prime Minister

Narendra Modi to implement ruling of the Supreme Court of providing monthly salary to Imam across

the country. The delegation also demanded that around 175 old mosques that were with Archeological

Survey of India that should be handed over to Muslims. This is to recall that land connected to these

mosques is worth billions. According to the newspaper, this delegation included over two dozens of

Muslim leaders besides Union minister of state for minority affairs Mukhtar Abbas Naqvi, Union

minister of state for External Affairs M J Akbar and Maulana Amir Ilyasi. According to the newspaper,

this delegation supported surgical strike in Jammu and Kashmir and said supporting demonetization

that this would help controlling black money and terrorism. The delegation thanked the government

for getting number of seats increased for Haj pilgrims.

According to Roznama Rashtriya Sahara (January 20), this delegation included 38 people and they

supported the policies of the NDA government in the meeting. This delegation told the government

that policies adopted by the Narendra Modi government regarding minorities generated some

support from the minority community. According to the newspaper, the eminent Muslim that were

part of this delegation included Vice chancellor of Aligarh Muslim University Lt General (Rtd.)

Zamiruddin Shah, Vice chancellor Jamia Milia Islamia Prof Talat Ahmad, Abu Bakr al Malabari,

Qamar Agha, journalist Shahid Siddiqui, Ghulam Ahmed Rahmani, Dr Atar Junaid, Faisal Azam,

Mohammad Farooq Azam, former intelligence bureau chief Asif Ibrahim, Maulana Yaqoob Abbas,

Khwaja Ifteqar Ahmed, Syed Nadeem, Dr Jalillulah, Dr Sirajuddin Qureishi, Pervez Ahmed, Mufti

Afroz Aalam. The delegation demanded that for the development of Muslims special capital fund

should be released. Amir Ilyasi told reporter after the meeting that delegation demanded Islamic

banking system, Modern Madarsa Islamic Bill and supported five universities for Muslims and

demanded them to be immediately implemented. This was also demanded that modern madarsa must

be set up across the country where modern education could be given. Union minority affairs minister

said that the meeting was very successful and PM Modi heard everything very carefully and assured

solution to the problem. He said that Muslims are against terrorism because Islam gives message of

peace therefore Muslims would not allow terrorism to succeed.

Controversy over burying dead body of

two sects of MuslimsAccording to Hindustan Express (January 15), a controversy erupted between the two sects of Islam

over burying body due to this body could not be buried. According to the police sources, Ahmed

Hussain from Sipahi Mohalla died due to illness but when his family members took his body to burry

in a graveyard and started digging a trench meanwhile people from other sect of Islam reached there

and said that they would not allow to bury the body because the dead person belongs to Tablighi

Jamaat and was not a Sunni.

People of Sunni sect said that Tablighi Jamaat was a non-Sunni sect so they would not allow them to

bury the body in their graveyard. This had caused clashes between the two groups and police had to

intervene. People of Sunni sect are saying that the diseased belonged to Bhilwara district of Rajasthan

so he should be buried in the graveyard of Tablighi Jamaat there. The police tried to short out the matter

but not to avail. This is to recall that in earlier instances also there had been dispute over offering namaj

among different sects of Muslims and one sect did not allow the other sect to offer namaj in its mosque.

Generally Muslims of different sects have separate graveyard and they don't allow people from one

sect to offer namaj in the mosque of other sect.

Tarek Fatah in the line of fire of radicals

According to Dainik Sahafat (January 15), radical Muslims started misinformation campaign against

liberal Muslim journalist Tarek Fatah. This is to recall that Tarek Fatah compared Ganga with Haj and

criticized madarsa. Leaders of Darul Uloom demanded immediate apology from him. Editor of Islamic

magazine Tarjuman Nadeem al Bahjadi said that some people were spitting venom against Muslims

and Islam to get cheep popularity. Tarek Fatah is one among them. Whatever Tarek Fatah had said

about Ganga recently could not be a statement of a sensible man? He is also trying to malign Islam on

triple talaq. Comparing Ganga water with Haj is a sin. Whatever Tarek Fatah is saying is just to keep

ruling class of India in good humor. He was chased away by Pakistanies from Pakistan for such

approach and now he is wondering to get Indian citizenship.

Chief of Fatwa Online Mufti Arshad Farooqui said if any Muslim claims that his Haj is complete just

coming close to Ganga then it was against Islam. Such person must apologize and must shun from such

actions. His criticism of madarsa is absolutely wrong. It appears that he is misguided.

Lawyer Naseem Ansari said that Tarek Fatah had gone mad and he was making statement against

Islam to get cheep popularity. The person declining words of prophet cannot be a Muslim but a non-

believer (Kafir). He has given this statement to keep communal government of the country happy. He

demanded that people like Tarek Fatah must be banned from entering into the country.

Dainik Siyasat in its January 17 issue alleged Tarek Fatah that he is deliberately trying to defame Islam

to keep Central government happy. The newspaper said that the BJP government was using Tarek

Fatah to divide Muslim votes in the elections. The newspaper claimed that Tarek Fatah was speaking

the language of sin and this was the reason he equated Haj and Ganga yatra. His statement is absolutely

against Islam and Muslims must remain cautious with such agents of the government.

First branch of Islamic bank to be opened in Gujarat

According to Siyasat (January 14), chancellor of Maulana Azad National Urdu University Zafar

Sareshwala informed that Islamic Development Bank (Jeddah) decided to expand its activities by

opening its first branch in Gujarat. He said that this is the first occasion when Islamic Development

Bank would open its branch in a non-member country. He said that he had met president of Islamic

Development Bank, Jeddah. Ambassador of Saudi Arabia had announced opening of this bank during

Vibrant Gujarat Summit. He said that Saudi Arabia was taking special interest in India and 97

delegates of Saudi Arabia participated in these summits that were associated with the government or

private sector. He said that 240 delegates from other Islamic countries also participated. He claimed

that 57 Muslim countries are members of this organization and branches of these banks were set up

only in these countries. He said that when he informed Saudi Arabia that there are 25 crore Muslims in

the country then Islamic Development Bank decided to start its activities in India. He said that several

Saudi companies and Indian banks and companies signed contracts and Saudi Arab was investing in

several areas. Islamic Development Bank and National Skill and Educational Institute entered into a

deal of $55 million during Vibrant Gujarat Summit. Saudi Bank decided to make available 50 medical

vans in the rural area of Gujarat. He said that after Gujarat the bank would expand its activities outside

Gujarat. This would improve condition of poor Muslims and Islamic Development Bank would have

important role in the development of the country.

Urdu newspapers vocal against maulana issuing

fatwa against PM

Nai Duniya on January 23 alleged in a write up that imam of Tipu Sultan mosque in Kolkata Maulana

Nurur Rahman Barkati was doing politics instead of fulfilling his religious obligations. He has issued a

fatwa against Prime Minister Narendra Modi. He declared Rs 25 lakh bounty to a person who would

blacken the face of the PM. The newspaper also criticized that this political statement is being given

colour of fatwa. After this fatwa became a matter of ridicule. Muslims have become a matter of joke

while the only person who was benefitted by this was Maulana Nurur Rahman Barkati. His name is

popular among newspaper and people started knowing him but for what reasons? Not for imamat, not

for any welfare works for Muslims but for political works and Muslims were at the receiving end. This

is true that majority of Muslims don't like ideology of Modi but that does not mean undemocratic and

things against Sharia and action that might cause clashes should be taken. Every Muslim is concerned

that what is happening. Why imams are doing politics instead of imamat? Now imams are using foul

language. Why religious places have become political battleground? If he wants to do politics, why he

is doing imamat? Isn't an imam is misguiding the entire community? Can an imam issue a fatwa?

Imam has only right to lead prayer. Who has given the right to a person issuing fatwa who is not a

mufti? How the statements of offering Rs 25 lakh bounty to the person blackening face of PM a fatwa?

In whose hand Maulana Nurur Rahman Barkati playing? There might be political dispute and

differences might be there but there should be a limit to everything. Everyone knows Maulana Nurur

Rahman Barkati that his political imam is Mamata Banerjee. This statement will help Mamata Banerjee

but not the Muslims. Who has given him right to issue religious fatwa in politics? Maulana Nurur

Rahman Barkati wants to remain in limelight by giving such statements but this is bringing defame to

mosques, intensifying hatred in the society and environment of the society gets spoiled. No one likes

this kind of politics in the country. Jamate Islami of West Bengal called this statement unnecessary.

There is a limit to fatwa. Where there is a controversy over anything, its answers are sought in Sharia

and Hadish and then fatwa is issued. Jamate Islami said that Narendra Modi was elected Prime

Minister of the country and everyone had the right to oppose his policies but instigating people for

blackening his face was absolutely an irresponsible statement.

Mufti Muzaffar Hussain Ashrafi of Mumbai criticized the statement of Maulana Nurur Rahman

Barkati and said that calling such kind of statement as fatwa was wrong. Maulana Nurur Rahman

Barkati is only doing politics and Muslims have got nothing to do with it. If he wants to do politics, he

must give up Imamat because this would save Islam from disrepute and Muslims from being

misguided? The newspaper wrote that all Imams across the country are equal and being known as

Shahi Imam is also wrong.

Dispute over Raheel Sharif being made chief of

Islamic Army Alliance

According to Weekly Nai Duniya (January 23), the anti-terrorism forum constituted by Saudi Arabia

was the eighth wonder of the world and its chief has been made Raheel Sharif. Discussion was focused

so far that the organisation of 39 countries was not anti-Islamic but anti-Iran. Now it appears that Saudi

Arabia is posing new problems instead of looking for the solution to the problem. The country is

fanning differences in the name of unity. They talk about terrorism but target is Iran. There is

friendship with Israel and controversy is being spread in Islamic world over the enmity with Iran. Now

Pakistan cannot escape from the responsibility because if it steps into Yemen, the Shia community of

Pakistan would get angry and this would cause tension. A wrong message would go to Pakistani Shia.

Raheel Sharif does not want to lose his job even after retirement. Now, controversy started over the

new role of Raheel Sharif. People are saying that this would spoil image of Raheel Sharif while the other

group is saying that Raheel would not become puppet of Saudi Arabia and would not become part of

any conspiracy against Iran. Royal family of Saudi Arabia had very important role in the formation of

this joint forum. Its headquarters is in Riyad. This alliance was a pantomime and no one was ready to

accept that Saudi Arabia was fighting for terrorism. Everyone believed that it is the fight for regional

supremacy by giving it a different colour, it is being made part of the Islamic world. People are saying

that Islamic terrorism is increasing in the world due to Wahabi ideology. A journalist in Yeman said

that it was like a cigarette company opposing cigarette. It is expected from Saudi Arabia that it would

give up its policies based on Wahabi ideology. However, Iran is also not that innocent. Strange thing is

that no country is ready to speak against Israel.

Erie prevails in Pakistan over Raheel Sharif being given the command of unified force because

Pakistanis believe this would harm them. Former chief of Pakistani Army General Aslam Beg and Talat

Masood termed it a wrong step and said that this appointment was not in the interest of Pakistan.

Former finance minister of Pakistan said that he was hoping that General Sharif would honor Pakistani

constitution and law. Most of the Pakistanis believe that Saudi Arabia itself is the biggest supporter of

terrorism. So Pakistan will have to pay heavy prize for it and Pakistan will be defamed in Islamic

world. Opposition political parties of Pakistan said that Nawaz Sharif came to power in Pakistan with

the support of Saudi Arabia. The unified command under the leadership of Saudi Arabia does not

include Iran, Iraq and Syria. Its target is to divide Islam. This command included such countries which

have close links with IS and Taliban. Turkey is the country which is helping IS while Qatar is giving

financial help.

Dawat in its editorial on January 9 welcomed the decision of Raheel Sharif being made chief of

International Islamic Army that Sharif made it clear the purpose of this Army was to fight against

terrorism and this was not against any Islamic country. According to the newspaper, suggestion on

this was made by the defence minister of Saudi Arabia Army in 2015 which was immediately

approved. After that its command centre was made Riyad and its number became 39 in March 2016.

Iran is not part of it. It is said that its working would be like OIC. This is to recall that the number of OIC

members is 59 so 20 members are still not part of it. This has caused severe differences between Shia

and Sunni however the US welcomed this decision. But there also concern was shown. Germany

openly criticized and Muslim world is in dilemma. There is one understanding that already divided

Muslim sect is further divided.

According to Munsif (January 13), the new controversy started with the appointment of former Army

chief of Pakistan Raheel Sharif as its commander. Some people are of the opinion that this would affect

unity of Islamic nations. Abdul Tarek said that this was an honorary and a job without salary. A forum

of Islamic nations was definitely constituted which is political. This forum does not include Shia

nations. Iraq can't join this forum as its 60 per cent population is Shia while 40 per cent Sunni and

joining this Army might divide Shia and Sunni there. Moreover, relations between Saudi Aran and

Iran are bitter. Egypt that was once very close to Saudi Arabia was now angry with it because Arab has

stopped its oil supply and it refused to hand two islands to Saudi Arabia which were with Saudi Arabia

a few decades ago and were handed over to Egypt temporarily. Tension between Saudi Arabia and the

US has actually benefitted Saudi Arabia and the country for the first time trying to become self reliant.

It fought Yeman war without the support of any country. Spokesperson of the Pakistan government

earlier supported Raheel Sharif being appointed chief of International Islamic Army but now it has

changed its stand and said that Rahil Sharif did not take the permission of the Pakistan government

before accepting this position. Some people are complaining that in the Islamic unity Syria is not a

party.

Two women arrested for driving motorcycle

According to Akhbar Mashriq (January 16), Iranian police arrested two women for allegedly driving

motorcycle. The government spokesperson said that they were arrested because their action was

against the Islamic morality. This is to recall that these two women tried to drive motorcycle in a park in

front of men. After their picture was made online, the order was passed to arrest these women. There is

a ban on women driving motorcycle in Iran.

Mosque in the line of fire of jihadies

According to Hamara Samaj (January 21), mosques in Saudi Arabia are in the line of fire of terrorists.

Saudi Arabia army killed attacking two terrorists hiding in mosque in Riyad. The Saudi Arabia

government accepted that terrorists related with IS were misusing mosques. According to the

government source, terrorists had attacked Al Ahsa mosque in 2014 by machine gun in which at least 7

people were killed and nine got injured. This attacked was claimed by the IS. As per the recent

information, several Islamic terrorists were arrested by the Army in a raid at Al Ahsa mosque.

Corps of Indians awaited to reach India

from Saudi Arab

According to Inquilab (December 13, 2016), dead bodies of over 150 Indians are awaited to be sent to

India from the past one year. Most of the dead people belong to Telengana and Andhra Pradesh whose

bodies are kept in mortuary. Their relatives are unable to bring them back to perform last rites and

Saudi Arab is helpless to provide any help. External Affairs ministry of the country had written several

times to the Embassy but no development took place. Dead bodies of persons lying there were victims

of accident, illness, murder or suicide. There are lakhs of people belonging to Andhra Pradesh and

Telengana working in Saudi Arabia. As per sources, the process of sending them back is very

complicated and this is the reason many people fail to bring bodies of their relative to India and are

forced to bury their relatives there only. If anyone dies due to murder or accident, his body cannot be

brought back till the case is sorted out. In most of the cases companies of the diseased refuse to bear the

expanses of sending them back making the matter more complicated.

Differences between Saudi Arabia and

Egypt growing

Dawat on January 8 published a write up in which it was accepted that differences between Saudi

Arabia and Egypt increased. The newspaper said that growing differences among nations of the

Arabic world was not good for Islam per se. According to the newspaper, relations between former

president of Egypt Abdel Fattah el-Sisi and Saudi Arabia were very good. After the coup against

President Mohamed Morsi who was having close link with Muslim Brotherhood, Saudi Arab provided

help of $5billion to Abdel Fattah el-Sisi. This makes it clear that Army rule in Egypt had the support of

Saudi Arabia. The then ruler of Saudi Arabia Abdulla bin Abdul Aziz gave statement against Muslim

Brotherhood openly. The newspaper said that western countries are putting pressure on Abdel Fattah

el-Sisi to resume democratic system in Egypt. On such delicate occasions, Saudi rulers gave clear

message that they must not interfere into the matter of Egypt. Shah Abdulla announced that the Saudi

government was with the new ruler of Egypt. External Affairs minister of Saudi Arabia recently visited

Paris and put pressure on the French president to support Egypt. Saudi Arab has opened its coffer to

bring Army rule in Egypt. There were 37 treaties signed between Saudi Arabia and Egypt and as per

these treaties Saudi Arabia had to spend $25billion in Egypt.

Shia youths sentenced to death

According to Inquilab (January 16), three Shia youths were shot dead for killing three police officials in

Manama the capital city of Bahrain. They were alleged to be causing a bomb blast in 2014. Protest

erupted by the Shia community across Bahrain after Shia youths were sentenced to death and there

were clashes between people and security forces. Army used guns and poisonous gases against

demonstrators. Human Right Organisations said that situation of Bahrain was very tense after these

sentences and they were the black days for Bahrain. This is to recall that clash between Shia and Sunni

continuing from the long time.

Morocco bans on Burqa

According to Siyasat (January 12), Muslim country Morocco has banned selling and keeping

Burqa and Naqab. This is to recall that Morocco is an African Islamic nation. According to the

government spokesperson, this step has been taken for security reasons because thief and dacoits

too are using Burqa. A campaign has been started by the government to tell the people against

Burqa and Naqab.

Turkey police arrests accused of New Year

ever mass murderer

According to Hindustan Express (January 20), the person who had played bloodbath on New Year

eve in a club in Turkey has been arrested. The person killed 40 people. The arrested person revealed

that he belonged to terrorist organisation Islamic State and was instructed to do so. Important

people associated with the terrorist organisation instructed him to target night club because

security arrangements at the night club was poor. So he had killed the guard and entered the club

and fired over 250 rounds of bullet. On his tip off, four more terrorists were arrested that included

three women.

According to Siyasat (January 15), the Turkish government arrested two Chinese Muslims for the

terrorist attack at a night club on the eve of New Year. The responsibility of the attack was taken by IS

and it claimed lives of 50 people.

Madarsa in Pakistan den of terrorists

According to Chauthi Duniya (January 16), the Pakistan government accepted that most of the Islamic

madarsa had become dens of terrorists. These madarsas are getting huge foreign funding and students

here are being given terror training. The Sindh government requested the home ministry of the

Pakistan government to ban 94 madarsa of involved in terrorist activities.

According to the data of the Pakistan government, at present there are over 10 thousand Islamic

madarsa in Sindh only where 8 lakh students are active and 5.5 lakh students are getting education.

There are 818 foreign students. Earlier a government committee told in its report that this was

confirmed after intelligence reports that 50 madarsa in Sindh have direct links with terrorist

organisation that included 27 in Karachi, 12 Hyderabad, 4 Larkana, 6 Sakkar and one Ghotki. The

government emphasized that financial assistance to these madarsa must be curtailed and their

accounts must be investigated. According to the Punjab government, around 14 thousand madarsa

have been registered in the state. Investigation of Islamic madarsa is continuing in Sindh and 167

madarsa have been sealed for their alleged links with terrorism.

As per the Pakistan government sources, there were just 189 madarsa at the time of partition of the

country in 1947 which had gone up to 990 in 1977 and during the reigns of Zia ul Haq their number had

gone up to 8000. There are around 1 lakh non-registered madarsa. At present the number of registered

madarsa in Pakistan is around 20 thousand. As per another source, there around 35337 madarsa

registered in Pakistan and they are getting domestic as well as foreign funding. The Pakistan

government accepted that they are getting maximum funds from Saudi Arabia and Iran. Saudi Arab is

running 172 madarsa in Pakistan and Iran is running 84 madarsa. Besides that Thailand, Turkey,

Qatar, UAE, the US, England and several European countries are making fund available to these

thousands of madarsa. As per the government report, maximum numbers of madarsas are running

through charity in Faislabad besides such madarsa are also available in Lahore and Jhang. The

Pakistan government accepted that no reliable information was available about the unregistered

madarsa running in other parts of the state. Recently on the request of the Turkish 164 institutions

funded by the Turkish organizations were closed. The Pakistan government recently issued a

resolution that no madarsa could get foreign add without the permission of the Pakistan

government. Spokesperson of the Pakistan government said that this ordinance must be

implemented strictly. If any madarsa gets foreign funding prior approval from external affairs

ministry of Pakistan is necessary.

Islamic terrorists attack Philippines jailAccording to Siyasat (January 5), Islamic terrorists attacked the biggest jail of the south Philippines

and after killing the guard they set 158 jihadi terrorists free. This is to recall that Islamic terrorists in

south Philippines are in the armed rebellion for the separate Islamic state. Recently they supported

merger of their organisation with the IS. According to the government sources, terrorists belonging to

this organisation were lodged in this jail. Over one hundred armed terrorist attacked this jail in broad

daylight. Jail warden told reporters that terrorists got released from the jail were important people of

Islamic terrorist organisation. Army started a nationwide campaign to get information about these

prisoners. In this search operation over 18 people got killed. This jail is situated in the dense forest and

is situated 950 kilometres away from the capital of Philippines. Prisoners that escaped from the jail

belonged to Moro Islamic Liberation Front. Attackers were well equipped with arms and ammunition

and they overpowered 24 gaurds. This is to recall that Islamic terrorists attacked the same jail in 2007

and got their 49 terrorists released. The government sources said that this was the biggest attack in the

history of the country.

Five UAE diplomats got killed in

Afghanistan bomb blastAccording to Inquilab (January 12), as per the United Arab Emirates sources blast in Kandhar got

killed five diplomats of United Arab Emirate. These blasts happened at the governor's office. UAE

announced three days national mourning. This is to recall that bomb blasts in Kabul and Kandhar

killed 60 people. Spokesperson of Taliban claimed the responsibility of these blasts. Spokesperson of

Taliban said that they wanted to target higher officials and intelligence officials. As per Talibani

sources, dead people included chief of the intelligence department. Over 150 people have been killed in

these blasts so far.

Dainik Etemaad in its editorial on January 15 said that due to these blasts tension started between the

relations of Pakistan and Saudi Arabia because it was said that there was hand of Pakistan in these

blasts. Activities of IS in UAE has been intensified. Pakistan refused to send its army to Yemen to take

action against terrorists. Pakistan denied that there was any relation with terrorists active in

Afghanistan. The newspaper said that the way Talibani activities increased that cannot be ignored.

According to Inquilab (January 22), around 22 people got killed in Parchinar at Pakistan-Afghanistan

border and 40 got injured. This blast took place at a vegetable market and was executed by a remote

control. The banned organisation Laskar e Jhangavi took the responsibility of this blast. This is to recall

that another blast took place in this town in which 22 people got killed. Parchinar is an important city

along the Pakistan-Afghanistan border and in this region Shia and Sunni dispute keeps on happening.

According to Dainik Siyasat (14 January), banned jihadi organisation Lashkar e Jhangvi Chief Asif

Chotu has been killed in a police encounter. According to the government statement, terrorists were

passing by on motorcycle and they were challenged by the police. Four terrorists were killed in this

police encounter and three fled. Two others were identified as Shakir Ali and Nurul Amin. Two A K 47,

two pistols and huge number of cartridges were recovered from them.

Seats for women in Parliament demanded

to be increased

According to Hindustan Express (January 16), Pakistan Women Commission requested the

government to increase the number of seats for women reserved in Pakistan Parliament. According to

chief of the commission Khavar Mumtaz, every political party must give 10 per cent seats to women

and every parliamentary sub-committee must appoint one third woman as its members. Mumtaz said

that it was important to give more tickets to women to ensure participation of women in the politics of

the country. A journalist asked woman commission chief that on reserved seats politically strong

families would nominate people from their own family how this would be checked? She said that this

was true that a few families dominate politics of Pakistan. This is to recall that in the Pakistan National

Assembly out of 342 seats 60 were reserved for women while women are 48 per cent of the total

population of the country. Therefore it is necessary to increase number of nominated seats in Pakistan

Assembly.

17 supporter of IS arrested

According to Inquilab (January 24), the Indonesia police arrested 17 such people who are suspected to

have links with jihadi terrorist organisation Islamic State. This is to recall that these Indonesian citizens

were deported from Turkey to Indonesia. Intelligence agencies of the biggest Islamic country of the

world suspected that people having links with IS might cause trouble in the country as well. People

arrested, who were deported from Turkey, included children as well. A spokesperson said, “We are

investigating that who had sent them to Syria and who had arranged money for them?” The

spokesperson also accepted that Islamic jihadi organizations were spreading their wings in Indonesia

and in the past two years over one thousand such people have been arrested so far who were going to

Syria to join IS. As per spokesperson, hands of Islamic terrorists were found in several terrorist

activities in the country. The government is trying to keep a watch on such people who are keeping

contact with these terrorist organizations.

Talaq by Qazi illegal

According to Siyasat (January 12), Madras High Court ruled that talaq by Sadar Qazi was just a

certificate and it did not have any legal importance. Chief justice Sanjay Kishan Kaul and M.M.

Sundaresh ruled on former MLA Badar Sayeed's Public Interest Litigation. Badar Syed filed in his

petition that divorce by qazies does not have any legal sanctity therefore such certificates must be

stopped. The high court bench referred Qazi Act by saying that it did not have any legal and

administrative right while Muslim Personal Law Board and Sharia Defence Forum argued that

certificate from Sadar Qazi has the status of Sharia referring Muslim Personal Law Act 1937's section 2.

Badar Sayeed and women Lawyer Association said in the court that certificates issued by Qazies were

breaking family because they didn't know the status of these certificates. So the court must ban it.

According to Hamara Samaj (January 20), the Supreme Court ruled in one of its decision that people

associated with church cannot decide on divorce of Christian people. The court ruled that Christian

padre did not have any right to give acceptance to divorce. The court quashed a petition by an

organisation demanding giving legal sanctity to divorce on the rulings of church.

In another decision, the high court instructed that instructions issued by church on divorce are not

legal.

Tickets to Muslims for Assembly elections

According to Hindustan Express , Bahujan Samaj Party president Mayawati announced

fielding 97 candidates in Assembly elections in Uttar Pradesh. She told the media persons that she was

fielding 403 candidates in Assembly elections that included 97 Muslims 85 Dalits and 106 backwards

and 113 upper caste candidates. She announced that her party would not enter into alliance with any

political party. She alleged that none of the promises made by Narendra Modi in 2014 were fulfilled.

She said that demonetization had destroyed people and people of Uttar Pradesh would give befitting

reply.

According to Hamara Samaj (January 22), Samajwadi Party announced 58 Muslim candidate for Uttar

Pradesh Assembly elections so far.

Chief of Tablighi Jamaat in controversy

Controversy over a leader of a faction of Tablighi Jamaat Maulana Saad visiting Bangladesh is sorted

out. According to Dainik Sahafat (January 13), when Maulana Mohammad Saad reached airport to

participate in International Islamic Conference then he was stopped there as Bangladesh government

had banned his entry into the country. He was allowed to enter Bangladesh on the condition that he

would not give any speech there. It is said that Maulana Mehmood Madani played very crucial role in

not getting permission to Maulana Saad. This is to recall that in this International Muslim Conference

50 lakh Muslims claimed to have participated in it. There is an ongoing dispute between Maulana Saad

and Darul Uloom Deoband. Darul Uloom Deoband asked Maulana to apologize but he refused. After

that supporters of Maulana alleged Darul Uloom for financial irregularity and also for issuing fatwa in

lieu of money. This further deteriorated their relations. It is said that Darul Uloom Deoband put

pressure on the organizers of the conference that they must not allow Maulana Saad to enter

Bangladesh. On this the Bangladesh government stopped him from entering the country. Now he was

allowed to go the Bangladesh with a condition that he would not address the conference. This

incidence made differences between both the organization public.

Doors of Darul Uloom Deoband closed for politicians

According to Hamara Samaj (January 15), the biggest educational institution Darul Uloom's doors

have been closed for leaders of all political parties. This is to recall that the moment either Lok Sabha or

Vidhan Sabha elections are announced political leaders start visiting Darul Uloom to get its support.

Darul Ulom did not issue fatwa in support of any political party so far. Chief mufti of Darul Uloom

Deoband Abdul Qasim Naumani said that he would not meet any political leader because it is their

policy to keep away from politics. He said that generally when any political leader meets any office

bearer of Darul Uloom discussion in political corridors starts. This is to recall that leaders like Indira

Gandhi, Rahul Gandhi, Mulayam Singh, Akhilesh Yadav, Azam Khan and Nasimuddin Siddiqui of

BSP had visited Darul Uloom.
