Part A. Brief Introduction of the Community

A.1 Briefly describe the community and its history

Founded in Oct. 1964, North Sichuan Rd subdistrict is located in west-central Hongkou discrict, administering four main roads- three longitudinal Siping Rd, Wusong Rd, North Sichuan Rd, and one latitudinal Haining Rd. It covers 2.29 square kilometers, having jurisdiction over 32 residents’ committee, total 88 quarters. The subdistrict owns North Sichuan Rd Commercial Street, which is also the only one in the whole district. Metro Line 3, Line 4, Line 10 and over 20 bus lines pass through the whole commercial street, providing very convenient transportation.

In the subdistrict exists 2424 enterprises, in which most are small businesses, containing main types such as shopping, catering, leisure and service. There are one Grade 3, Class A hospital, two Grade 2 hospitals, and one community health service center. Health Service Center governs 4 standardized health service stations. Four organizations for the elderly are set up. One spare-time college, 6 high schools, 7 elementary schools, and 6 kidergertens are distributed among the area. Different service organizaitons such as Community Affairs Service Center, Community Life Service Center, and Community Health Service Center are open to all groups of residents in the community.A.2 Describe the vision and objective of the community relating to its safety A.2.1 The vision of safe community construction

Take“construct safe community, build harmonious Chuanbei” as the safe community construction vision; propose thr idea of“everyone enjoys the right of health and safety”; aim at enhancing safety awareness and prevention skill of community residents; reduce various unsafe factors; create safe, ordered, and better Chuanbei home.

A.2.2 General objective of safe community construction Strive to realize community accident and injury control target at

below points:(1) Injury rate of residents come down every year;(2) Control fire incidents within 10 times per year, zero heavy

fire accidents.(3) Traffic injury accients reduce by 5% every year.(4) Public security cases reduce by 3% every year.(5) Zero death case in work places.(6) Zero mass death, injury and large area of fire accident in

crowded places.(7) Satisfaction rate of residents to community safety reaches

up to 85% and above.A.3 How does the local government participate in safe community construction work? Who is in charge of relevant work?

As detached office of Hongkou district, North Sichuan Rd subditrict takes full responsibility of construction and administration work of the community. It has formed the safe community construction leading group, which is captained by the director of the subdistrict and membered by its main functional and operation departments. They collaborate with each other and led by the subdistrict who gives support from personnel, fianace and material sides.A.4 Describe general situation of the community

(1) Safety of the elderly. The number of the elderly is 9.2% higher than the average level of the whole city; Injury incidence rate of the elderly over 65 years old in the community is 796.41/100,000, ranking first out of all ages.

(2) Safety of children. Children in the community account for 9.0% of all permanent residents. According to the evaluation of community CDC to home and home environment injury factors for children from 1 to 6 years old, injury incidence rate at this age level reaches 39.01%, or 10.95% by person, belonging to high risk group.

(3) Safety of the disabled. The disabled in the community account for 4.2% of all permanent residents. Due to the inconvenience brought by body, mind, vision, hearing or multipal disabilities, this group suffers more injury than healty people.

(4) Safety of the work place. The community governs now 10 construction sites, which are high risk places and could incur easily work place injury. Migrant workers with low safety skills accounts for large proportion, easy to get injured.

(5) Safety of public places. The community owns three large markets whose total business area reaches 80,000m2 and daily

visitors over tens of thousands (peak hours over one hundred thousand). High density crowds moving in limited space cause many potential risks.

(6) Safety of traffic. Countless roads pass through the community, bringing about a lot of traffic. Most of schools are located in traffic line and crossroads; 46,271 production and business operation employess work in the community, in which around 80% live outside the community; students in 20 schools go to and from school every day. During rush hours and the time when students go to school and back home there is a lot of traffic and it’s easy to bring accidents.

(7) Risk of fire. Many old quarters exist in the community and the ficilities are in bad condition, which are potential fire hazards. A large number of small restaurants are open around the old quarters using obsolete facilities and the employess lack knowledge of safety, which may cause fire.

(8) Safety of public security. There are plenty of crowded places in the community, where vagabond to commit crimes happen a lot; in old quarters technology facilities for crime prevention are not complete and obsolete, and break-ins happen from time to time.

Part B. Composition of the Community

B.1 Describe demographic composition of the community By Dec. 31st, 2014, the community has a permanent resident

population of 73,875, in which 16655 are domestic migrants and 969 are foreigners. The detailed composition of gender and age is as below:

The community has a total production and business operation employees of 46,271, around 17% of which are migrant workers.

There are 3,091 disabled people and 1,820 people entitled to minimum living allowance, respectively taking up 4.2% and 2.5% of permanent residents. B.2 Describe general situation of safe community construction work

The subdistrict started safe community construction work in March 2011, established safe community construction leading group (hereinafter the leading group), set up safe community constructional and organizational network, and compiled the Implementation Suggestions of North Sichuan Rd Subdistrict Safe Community Construction and Three Years Working Plan of North Sichuan Rd Safe Community Construction. It conducted injury baseline survey, set up injury monitoring network, collected injury data from government departments such as public security (Fire-Fighting, Traffic, Police) and Safety Supervision Department; It also carried out community public opinion survey on safey demand, made 12 safe promotion plans including safety of the elderly, safety of children, etc. implemented 28 safe promotion projects for high risk people, high risk environment and vulnerable groups. In Dec. 2012, North Sichuan Rd subdistrict was named Shanghai Safe Community, later in Nov. 2014 was named National Safe Community.B.3 Describe the support and incentive measures provided by the community and its superior unit for safe community construction work B.3.1 The support and incentive measures provided by the community for safe community work

The subdistrict established Safe Community Construction Office (hereinafter the Construction Office), allocated 8 full-time and part-time staff and provided office and equipments for it. It set up special funds for safe community construction and funds for safe promotion to reward those outstanding companies and individuals. B.3.2 The support and incentive measures provided by superior unit for safe community work

In 2011, Hongkou district established safe community construction leading group, confirming Safety Supervision Bureau coordinating the safe communition construction as the daily working organization. During last four years, the bureau held many times various kinds of special training, organized study and communication tour to sister communites, and included safe community construction into annual subdistrict work assessment.

The bureau successively appropriated more than 100,000RMB for North Sichuan Rd safe community construction. B.4 Describe the planning or programming relating to the safety of the community

(1) Hongkou People’s Government printed and distributed Notice of Hongkou District on Implementation Suggestion of Safe Community Construction, proposing the general objective of building all subdistricts of Hongkou into Shanghai, national and international safe community by 2015.

(2) Hongkou Safey Supervision Bureau made the Twelfth Five Year Plan of Safety Production, requesting reinforcement of management, implementation of measures and reduction of various production safety accidents.

(3) The subdistric office made and issued Notice on publishing Implementation Suggestion of Hongkou District North Sichuan Rd Subdistrict Safe Community Construction and Three Years Work Plan of North Sichuan Rd Subdistrict Creating Safe Community, and by focusing on community safety construction problem and demand, made and implemented 12 major categories of safe promotion working plans and 28 safe promotion projects. B.5 Describe the administration and coordination department in the community specifically in charge of safe community construction work

The Subdistrict Safe Community Construction office is in charge of detailed administration and coordination work. The director of Community Safety Office is also the director of Safe Community Construction Office. B.6 which department is the leading one of safety promotion/injury prevention?

B.7 Whether has safe community construction work been in the form of long-term mechanism

(1) Make long-term plannings (see detailes in B.4); include it into subdistrict work assessment; list safe community construction budget into annual work budget as support.

(2) Accident and injury monitoring team issues a report and submit it to the Construction Office who reports to the leading group as the main basis of planning safe promotion projects.

(3) Performance evaluation team carries out every year the evaluation work according to the objective of safe promotion plans and projects, and submit it to the Construction Office as the main basis of improving work continuously.

(4) The Construction Office proposes the new year’s construction working plan and safe promotion project based on previous year’s safe community construction work, reports to the leading group for approval, then organize the implementation of each project department and coordinate the solution of relevant problems.

(5) All leading and participating departments keep close communication by regular meeting, email, wechat and phone call, and share in real time subdistrict safe community construction situation and update.

(6) Every year join national and municipal level safe community construction training and exchange conference; according to the construction work demand, organize in real time the expert advisory team to discuss and solve the problem.

(7) The District Safety Supervision Bureau organizes the assessment of subdistrict safe community construction work every year.

B.8 Describe safety promotion category and coverage area of big projects

Safe promotion plan contains 12 major categories of safety contents, covering all ages, relevant environments and places. See datails in Guideline No. 2. B.9 Drawing up, adoption and implementation of safety promotion objective

Drawing up: safe promotion working teams propose the planning and objective based on the community diagnosis result. The Construction Office is in charge of collection, organization and evaluation.

Adoption: the leading group discusses and decides to adopt or not.

Implementation: the Construction Office coordinates different safe promotion working teams to organize and implement. The working teams lead the members and relevant departments for the detailed implementation. B.10 Evaluation and report of safety promotion objective

There are five main evaluation methods: ①analysis and evaluation of injury monitoring data; ②evaluation of residents questionare survey result; ③hire third party evaluation organization; ④evaluation of leading group meeting; ⑤ experts evaluation.

Part C. Guide Line No.1: there is one cross-departmental

organization in charge of safety promotion

1.1 The organization of safe community construction and its responsibility 1.1.1 The organization

The leading group is led by subdistrict office director; the minister of Subdistrict Arms Department which is in charge of safety is the standing assistant group leader; the other five members including subdistrict office leaders and director of police station are assistant group leaders; the responsibles of relevant subdistrict departments, departments of public security, health, municipal, city management, housing management, and education, nursing home, association branches, association of the elderly, Red Cross, representative of social organizaitons, colleges and universities, property management companies, enterprises and institutions, residents’ committee, and volunteers constitute the 42 members. The leading group set up the Construction Office which is in charge of daily safe community construction work under the jurisdiction of Subdisict Safety Office.

Three special teams are set up to guide the coordination and promotion of safe community construction, including accident and injury monitoring team, performance evaluation team, and expert advisory team; 12 safe promotion teams are formed to plan and implement safe promotion plans and projects.

1.1.2 Responsibility (1) the leading group: make general planning and objective of

safe community construction; coordinate functional departments, enterprises and institutes, and social organizations to participate together, improve the management and operation mechanism; provide necessary manpower, financial and material guarantee; organize periodical performance evaluation and request continuous improvement.

(2) the Construction Office: make annual objective and plan of safe community construction; take charge of daily coordination and management work of safe community construction, lead the implementing management of all safe promotion plans and injury prevention projects; organize the expert advisory team to evaluate the proposal and implementation effect of key projects; develop safe community publicity and training; report to the leading group and superior unit the safe community construction work situation; organize and participate in safe community study and exchange tour at home and abroad.

(3) Accident and injury monitoring team: establish and improve community injury monitoring network, guide the work of injury monitoring station; organize injury survey; finish injury monitoring report.

(4) Performance evaluation team: make safe community performance evaluation target; evaluate safe promotion/injury prevetion target and plan, evaluate the preventing measure and implementing process.

(5) Expert advisory team: guide the making of safe community working plan, guide the planning and implementation of safe promotion plans and projects of each work team; evaluate the feasibility and effectiveness of safe promotion projects; assist each work team to develop community safety diagnosis.

(6) Each work team: organize community safety diagnosis; take charge of making its own working plans and projects and organizing the implementation; report in time rate of progress and relevant information. 1.2 Describe the cooperating and participating situation of local government and health department in safety community promotion and injury prevention

Hongkou District Safety Supervision Bureau coordinate and guide the subdistrict safe community construction; District Public Security Bureau, Education Bureau, Health Bureau, and Civial Affairs Bureau guide or participate in the safe promotion projects such as anti-theft in old quarters, safe walking of pupils at school gate, sports safety of junior high school students inside school, and fall

prevention of the elderly. Community CDC and Health Service Center participate in the community residents injury baseline survey, and take charge of works such as injury monitoring and data analysis, and guide the safe community construction as member of expert advisory team.1.3 Describe the situation of social organizations such as the Red Cross, the elderly organization and sports organization in safety promotion work participation

(1) District Association for Mental Health associating with Shanghai Anxinhuai Psychological Service Center built and trained 72 volunteers for psychological comfort of the elderly, developed 32 times of mental health team training for the elderly in 32 quarters and has 733 old people participated; it also developed 160 times of individual service.

(2) District Youth Home Public Service Support Center planned and implemented safe promotion project of junior high school students’ violence prevention in four high schools; planned and implemented community “119” promotion project of fire protection volunteers service team, developed 64 volunteers, and the patrol times reached 46,720 from its foundation in May 2014 to April 2015.

(3) Subdistrict Red Cross organizes aid exercise in the community every year, helds residents self-aid and mutual-aid class.

(4) Subdistict association for the elderly set up 7 company meal service stations and 9 residents’ committee meal service stations in the community, organize the volunteers to provide meal service for over 300 old people; build 11 elderly physical exercise teams.

(5) Community Life Service Cneter associating with Subdistrict Red Cross developed first aid training for 192 cadres in residents’ committees and youth social workers; planned and implemented safety promotion project of mental rehabilitation “Sunshine Home of the Heart”, provided special place, staff, and rehabilitation service such as Morita therapy to the mentally disabled.

(6) Safe Kids Worldwide jointly with subdistrict education quarter planned and implemented projects such as home safety of children, safe walking of pupils at school gate and sports safety of students in the school.

(7) Shanghai Sonic Youth Volunteer Service Center planned and implemented projects such as safety of Aisi Children’s Par, public safety of Shanghai Xingwang International Fashion Emporium, and fire safety of the elderly in old quarters.

(8) Shanghai Houtian Rescue Public Service Promotion Center developed 15 times of self-aid and mutual-aid safety training among the elderly in the community, covering 32 residents’ committees and 1103 old people.

(9) Subdistict social work station classifies and evaluate drug addicts in the community and organize face to face helping activity; implements medical assistance to those drug addicts entitled to minimum living allowance and using methadone for treatment, sets up methadone support team and develops targeted theme activity and psychological guidance.

situations2.1 Safety plan of the elderly 2.1.1 Background of the community

Community injury monitoring reports in 2011 shows that injury level goes up with the increase of age, and the injury incidence rate of the elderly over 65 years old is 796.41/100,000, ranking No.1 of all ages. Most injuries are fall, with incidence rate of 649.95/100,000 in elderly group. Most of them occur at home, taking up 80.46% of total elderly injuries.

In 2011 the subdistrict jointly with District CDC carried out the high risk caused fall environment evaluation among 436 elderly families, which shows that these factors as causes happened a lot such as not using non-slip floor tile at home, not using two-way switch in bedroom, no handle beside closestool and bathtub/shower room, no non-slip mat, no telephone in the kitchen, and not installing hand or motor-driven lifting clothes hanger.

Two old people committed suicide in the community in 2011. Both of them lived alone. The questionare survey to 497 high aged people living along shows that around 72% of them feel lonely and need psychological comfort. Almost 50% of cadres of residents’ committee report the mental health problem of the high aged people living along. 2.1.2 Objective

2.2 Safety plan of children 2.2.1 Background of the community

In the community exist 2 0-3 years old children’s early learning subcenters and 1 children’s park, which are important activity places of childrens. The survey shows that these places have potential risks of edged desks and chairs, exposed switches, and rough steps and roads.

The subdistrict jointly with District CDC carried out evaluation to home and home environment injury factors for 928 children of 904 families from 1 to 6 years old and it shows: home injury incidence rate in last year is 39.01% calculating the number of children and 40.95% calculating person-time; main injury type is fall (90.53%) and mainly happened in living room and bed room when they are playing; main injured parts are head, face and upper limb, taking up respectively 28.42%, 18.16% and 17.89%; main injury nature is superficial injury (abrasion and contusion), taking up 87.89%; the parents have general lack of correct awareness of home safety of children; there are many injury risk factors at home.2.2.2 Objective

The community has 732 people with vision disability, 370 with hearing disability, 23 with speech disability, 1133 with physical disability, 303 with intelligence disability, 500 with mental disability, 30 with multipal disability. Barrier-free facilities are not enough and have an effect on the trip of the disabled; the disabled lack awareness of scientific rehabilitation, which affected the result; the disabled group have no confidence of self-respect and have difficulty in employment because of social factors and their own physical problem. 2.3.2 Objective

2.5 Safety plan of working space 2.5.1 Background of the community

There are 31 office buildings and 2 industrial parks where 2424 enterprises are situated, in which there are 416 small dinning places, 237 special equipment users, 10 hazardous chemicals business units, 21 places of public entertainments, 7 large markets and food markets, 17 idle workshops, 19 undergroud space business units and 10 construction sites under construction. There are also many “9-small places” with complicated business models and bring difficulty in management. The main potential safety risks are bad work environment, lack of effective safety management and unstandardized use of power and gas.

The community injury monitoring result shows that in 2011 one production safety accident occurred with one badly injured person. The cause of accident is that the scalffold in construction site collapsed and fell. In 2011 total 127 harms occurred in community work places, 128 people got injured, and mainly happened in

construction sites, small innovation and small dinning places. 81% of the injured were migrant workers. 2.5.2 Objective

There are 27,892 families using gas under jurisdiction. Over 70% of them installed gas in last 90s, around 8% installed in last 40s. there is a general aging of gas pipes and facilities. Community injury monitoring shows that in 2011 there was one gas toxicosis case and no death. 2.9 Safety plan of fire protection 2.9.1 Background of the community

More than 80% are old quarters in the community. They are mainly masonary-timber structure, with general potential fire risks such as low fire resistance grade, old electrical wiring, narrow fire passage and stacking materials. Most of the small restaurants are located around old quarters with obsolete facilities, employees lack safety knowledge, which bring out many fire risks.

In 2011 there were 29 fire situation, fire alerts and accidents without casualty, causing 60,000RMB direct economic loss. 17 times occurred at resident’s home, taking up 58.6%, in which 13 times were in old quarters and elderly family; 9 times occurred in production and business units, in which 6 times were in small restaurants. Daily potential safety risk inspection shows that in high end commercial residential buildings such as Liyang Huafu and Hongye Huayuan there are a lot of group-oriented leasings. Some three bedrooms-two living rooms houses of around 130m2 are divided into more than 10 rooms by simple materials for leasing.

2.10 Safety plan of public security 2.10.1 Background of the community

The community owns commercial street and many old quarters. The former has a lot of visitors in high density, easy to happen pick pocketing case; the latter has a general situation of incomplete anti-theft and monitoring facilities, easy to happen stealing case.

In 2011 the community received total 26,412 police reports, in which there were 12,694 stealing reports, taking up the most, 48.1%. In stealing reports, the number of pick pocket case is 5,679, taking up the most, 44.7%, happened mainly in crowd places such as Qipu Rd; the second most is stealing non-motor vehicle, had 3,326 reports, taking up 26.2% of stealing case, happened mainly in old quarters. Besides, there were 322 break-in cases, taking up 2.5% of total stealing case, happened mainly in old quarters. Although it takes up less percent, it caused great insecurity of residents.

There are 1 basketball field, 39 fitness spots, and 247 sets of fitness facilities in the community. The residents especiall the elderly and children use a lot these facilities to do exsecise and play. But due to incorrect use of some people and incomplete daily management of facilities, the damage ratio is high (39.4% in 2011) and it’s easy to bring about sports injury. level of vulnerable group3.1 Safety promotion and injury prevention project designed and implemented for high risk people 3.1.1 Safety promotion project of the elderly on the stairs “Chair of Love”

There are 170 old-style public-owned buildings under jurisdiction in which many elderly live, involving over 1,700 families. Because there is no elevator in such buildings, it brings difficult for elderly residents in third floor and above to go up and down the stairs, easy to happen injury such as fall and it becomes problem of travel difficulty. In March 2014, the project “Chair of Love” was launched.

Measures and effect of the project(1)Plan to set up a rest place in parts of the corriders in 3 rd and

5th floor of buildings many elderly live in. Cadres of residents’ committee prganized resident advice seeking, and 133 buildings agreed to install.

(2)Project team jointly with District Housing Authority designed foldable chair installed on the wall, which can be open when rest and rebounded when not using, and is called “Chair of Love”

(3)“Chair of Love” was checked and accepted after finishing the installation, and transferred to owners congress. Two parties signed quality guarantee and maintainence agreement.

At this present 160 Chairs of love were installed in 3rd or 5th floor of 133 old buildings. The satisfaction rate of the elderly to this project reached 100%. For the rest 37 old buildings that haven’t pass the advice seeking of resident, the project team will contrinue to work and try to realize installation rate of more than 90%.

3.1.2 Safety promotion project of cognitive disorder prevention of the elderly “Memory of No Delay”

Cognitive disorder is a kind of degenerative disease that has direct relationship with aging. Due to the lagging of science education and lack of recognition of current medical resources to this disease, 85% of the patients are difficult to be found and interfered by health and social system. There are 20 patients of cognitive disorder under jurisdication, but only 11 patient families are willing to publish and receive treatment.

Measures and effect of the project(1) Establish cooperation with Shanghai Geriatric Institute of

Chinese Medicine ， Yueyang Hospital Geriatics Department, Shanghai University Biomedical Engineering Department, and Shanghai University of Traditional Chinese Medicine School of Rehabilitation, with their help to guide the design and implementation of project.

(2)With the help of microfilm, carry out the popularization and traing of cognitive disorder knowledge of community residents and cadres of residents’ committee, propose the idea of preventing cognitive disorder from me. More than 1,100 people participated in 20 times.

(3)Carry out “Relief Check” activity, set up 4 screening spots in the community, and made primary screening for 200 eldely above 65 years old since 2014.

(4)Helded 12 “Aged Intelligence Training” brain fitness courses, carried out interactive games of hearing, speaking, reading, writing, painting and paper folding around the theme of attention training, communication training and memory training. Organized total 120 elderly to participat since 2014.

(5)Carry out activity of home intervention “Hand of Love”, doctors from Yueyang Hospital Geriatrics Department and volunteers provide home service for 11 identified families of cognitive disorder in the community, give cognition evaluation and non-drug auxiliary treatment advice such as acupoint therapy and food therapy, offer anti lost yellow bracelets for the elderly with lost tendency.

Through the project, the cognitive rate of the elderly participated in the activity to cognitive disorder increased from 53.9% of before activity to 90.7% of after activity; the satisfaction rate of family of cognitive disorder to the intervention reached 100%.

3.1.3 Psychological comfort promotion project of the elderly living alone “Old Fellow”

There are 807 high aged elderly living alone (including the elderly of no family) under jurisdiction, taking up 13.4% of permanent elderly above 80 years old. 2 elderly sucided themselves

in 2011, both are high aged living alone. According to survey, the high aged elderly living alone have a general feeling of loneliness, and need psychological comfort. While the retired low aged elderly participate very actively various charity activities in the community, so it is the best option to let them make friends with high aged elderly living alone.

Measures and effect of the project(1) Organized 340 low aged (average 67 years old), health

and charity loving elderly to connect with 807 high aged eldey living alone, providing them psychological comfort service.

(2) Connect the elderly living nearby, connect those having similar family condition and interest, make sure they have commen topic and can communicate with each other.

(3) Every day call once the high aged eldely living a good health, call twice (morning and afternoon) the high aged elderly living alone with severe disease or unconvenient body.

(4) Carry out “Small Stool” activity. Go home of the high aged elderly living alone twice a week to sit and talk with them.

(5) Focus on the high aged elderly living alone with tendency of depression, organize certified psuchological consulting volunteers and doctors from Community Health Service Center to give home service and individual case intervention. From June 2013 to May 2015, helded total 74 times psychology evaluation and served total more than 160 people.

(6) Volunteers provide home meal service for 93 high aged elderly living alone with unconvenient movement, while the elderly who can travel could eat at residents’ committee nearby; provide the high aged elderly who live alone an dneeds a doctor the doctor-help service, helping them to get medicine or accompanying them to hospital, total served over 12,100 times.

(7) Establish interest salon for the elderly. The volunteers together with the connected high aged elderly carry out interest groups such as painting, handwriting, knitting and jigsaw, and visit the new city views, enriching their spiritual life.

Through the project, the volunteer service passion of low aged and health elderly were applied, the satisfaction rate of high aged elderly living alone reached 95.8%, and no suicide of the elderly happens in the community. The next step is to give professional

3.1.4 Sports safety promotion project of the elderly riding team

Bicycle is a very popular and convenient transportation tool. The aim of this project is to guide the elderly to ride a bike frequently, enhance the body function of lower limbs, improve the balance and coordination, and reduce the occurrence of fall injury.

Measures and effect of the project(1) Under the direction of Shanghai Elderly Sports

Association, an elderly riding team of 99 people is formed, in which the youngest is 60 years old and the oldest 87 years old. There is one captain in charge of daily activity organization, one instructor coordinating with the captain for organizing activity and in charge of sports instruction of members with bad health condition, 5 medical assitants taking first aid medicine as belonging during exercise and 10 safety officers and also the bicycle repairmen.

(2) Every Tuesday and Thursday in the morning organize 2 hours of morning exercise by riding a bike, every time with 30km round travel distance. Members are odered to wear helmet, riding clothes and prepare water bottle, keep maximum 18km/h, no esercise when no feeling well and in raining day; bought insurance for every member.

(3) Held twice a month low speed riding activity for members above 70 years old and in bad health, with 7-8km round travel distance and maxium 15km/h; held once a month long distance riding activity for members under 70 years old, with 100km round travel distance, set up rest plce on the road to drink water; members must report to the captain when they go out for riding by themselves

(4) Carry out safety education class instead of riding from July to September, invite experts of Shanghai Elderly Sports Association to teach class.

(5) Have general meeting of all members at the first Sunday of every month, review the situation of previous month; have backbone meeting at the last Sunday of every month to design the activity route of next month.

(6) Organize every year the members to participate in match of Shanghai bicycle skill, joining in the projects such as slow riding and 30m obstacle race, and made good achievement almost every time.

Since the lanch of the project from 2012, the members have a general reflection that health condition is improved the leg is more powerful and the body is more agile, and no fall injury happened.

3.1.5 Home safety promotion project of the 0-3 years old infants

The subdistrict jointly with community CDC carried out evaluation to home and home environment injury factors for 928 children of 1-6 years old in 904 families, and the result shows that in 2011 the injury incidence rate of children under 3 years old is 38.8%, main injury is fall (90.53%). Therefore it is very necessary to carry out home safety promotion project of 0-3 years old children.

Measures and effect of the project(1) Provide all families with 0-3 years old infants the

children’s home safety specialpublicity material containing key cognitive intervention point; establish infant home safety publicity coner in 2 0-3 years old early learning subcenters, and provided more than 300 special publicity materials.

(2) Helded 2 times public education activity of children injury firs aid, licensed doctors from American Heart Associaion demonstrated and teached the operation way of circulation and foreign matter removal through child and infant dummy. During activity some common children injury prevention interactive booths are set up such as child fall, burn and scald, and asphyxia, attracting parents and children to experience, around 280 parents and children benefited from it.

(3) Each quarter chooses one highly cooperative 0-3 infant family as community infant safety suggestion model family, total 30 families. Experts from Safe Kids Worldwide carry out training, teaching prevention knowledge of infant home safety, use of tool kit and first aid skill. Provided teaching video after the training.

(4) Each infant safety suggestion model family carries out company intervention as per the proportion of 1:2, visiting another 2 0-3 yeas old infant families in the quarter, total 60 families, providing them teaching intervention video, introducing the use of tool kit, assit the change of behavior.

Before the project, 27.13% of the parents thought injury could be prevented; after the project the proportion increased to 89.4%; the satisfaction rate of parents to child injury firs aid training is

100%; 96.5% of parents think the child injury prevention training knowledge is very usefel; the application rate of tool kit reached 89.7%.

3.1.6 Home safety promotion project of the 3-6 years old children

There are 1989 children of 3-6 years old under jurisdiction. The result of child home safety awareness baseline survey on 508 parents of 6 kindergartens under jurisdiction shows that: parents have general lack of right prevention knowledge of 5 types of common child home injury including fall, toxicosis, burn and scald, drowning and asphyxia; lack training of child injury prevention skills. The plan is to carry out child home safety training on kindergarten teachers, children and parents, improve the risk factors of child home safety.

Measures and effect of the project

(1)Organize the responsible people and safety officers of 6 kindergartens to carry out training of preventing child home injury. After the training, these 6 kindergartens held child home safety public course for the parents through parents’ meeting according to the standard PPT course provided by Safe Kids Worldwide, with 100% coverage; provided 1,500 theme publicity materials; 300 auxiliary tool kits of child safety behavior.

(2)Invited doctors from Shanghai Children’s Medical Center to have first aid simulated training of children’s coma and asphyxia caused by various injuries, 60 parents of 2 kindergartens and 6 safety officers of 6 kindergartens participated. These safety officers who have been trained will train the parents of kindergartens, with 100% coverage.

(3)Carry out safety behavior guiding education of 3 types of common child home injury including fall, burn and scald and toxicosis to children of 3 kindergartens.

(4)Improve the risk factors of child home safety.

① For fall prevention: installed 1500 window stoppers in living rooms and bedrooms, pasted up 1000 reminders of

③ For toxicosis prevention: interfere in the storage management of living room, provided 300 storage box; interfere in the storage management of kitchen, provided 500 child safety locks; provided 150 gas safety inspection card; provided 500 labels of potential toxicosis risk, encourage children to identify the articles that might cause toxicosis after wrong intake in home environment with the guidance of parents, and paste up toxicosis risk marks.

④ For drowning prevention: pasted up 1000 reminders of “No Water Storing” for parents and “Mom, watch me playing water!” for children in bathroom/toilet.

⑤ For asphyxia prevention: provided 300 small article test bucket of child asphyxia prevention to help children and parents understand the size of articles that might cause child asphyxia.

⑥ For electricity prevention: provided 500 plug protection devices and 250 electrical wire storage tools.

⑦ For other home injuries: installed 200 windproof door clamps and sscurity door covers.

The evaluation result of the project shows:(1)Parents’ ability of preventing child home injury has been

improved: 98% of the parents think the safety training has enriched child home injury prevention knowledge; 77% of the parents the home survey and guidance played an active role for them to correctly identify child home injury risk; satisfaction rate of child first aid injury training reached 100%.

(2)Children’s self-prevention awareness of home injury is improved: 91.3% of the children can form clear fall prevention safety awareness; 80% of the children can correctly differentiate whether the daily articles has burn and scald risk; 77.1% of the children can judge the article is cold or hot by three steps (look-touch-ask) and have the right behavior; 100% of the children can form clear toxicosis prevention awareness.

(3)Through the child home environment intervention, several exposed risk factor index in living room, bedroom and bathroom decreased a lot during the evaluation of home environment factors.

3.1.7 Safety promotion project of the mentally retarded rehabilitation “Sunshine Home”

There are total 49 trainees in the community “Sunshine Home” at average 33 years old, all are patients with mild mental retardation. Due to the lack of ablitity to live independently and social communication, quite a lot of adults with mental retardation have become the worries of the family and serious social problems. The purpose of this project is to strengthen the ability of independent living and participating social life of mental retarded rehabilitation clients.

Measures and effect of the project (1) Every week organize the trainees to join in matches of

threadinganeedle, sewing a button, clipping suster, lapping quilt, and tieing shoes, in order to improve their coordinating ability of hands, eyes and brain; held family games, oriental land one day family tour, to close the communication and relationship between the trainees and their parents.

(2) Jointly with the disabled in association for the physical disabled, go to community nursing home to do hair cutting and massage for the elderly; jointly with university students volunteer team of residential area, carry out donating books, study and visit tour; jointly with the cadres of residents’ committee, participate in the quarter environment correction activity and visit flower exhibition of Luxun Park.

(3) Every day use the community fitness ground to organize the trainees to do rehabilitation exercise, carry out two times a week sports exercises benefiting the trainees, organize the trainees every year to join the community fun games for the disabled.

(4) Co-build with China Construction Bank Hongkou Branch and East China University of Political Science and Laws Youth League Committee, carry out activities with the trainees regularly such as exchange, sports exercise, talents learning, visit and interaction.

Through above activities, the independent living ability of the trainees are improved, and the satisfaction rate of parents reached 100%; 95% of the trainees can communicate actively with people and do simple social work, equipped with some social life ability.

3.1.8 Safety promotion project of mental rehabilitation “Sunshine Home of the Heart”

Currently there are 71 patients with mild mental illness living in the community, easy to happen sucide problem or cause trouble. The aim of the project is to provide mental rehabilitation service for them, avoid any trouble causing injury, and form caring atmosphere in the community.

(1)Built project base in the community, in which classroom, rehabilitation room, Ping-pong room, meeting room and outdoor activity field are set up. Right now 23 registered trainees are accepted by community recruitment, volunteer registration and individual file evaluation. There are special person in charge of the base, and made Trainee Attendance Checking System, Medicine Taking System, Emergeny Planning System and Security System.

(2)Take Morita therapy, combine psychological intervention aided by hand made, painting, music and writing weekly report to finish 4-phase (meditation period, light operation period, heavy operation period and training period of adapting to the society) treatment; bring in the concept of “Recovery” from Hongkong New Life Psychiatric Rehabilitation Association and combine it with the idea of “Rehabilitation”, extract it into 11 rehabilitation elements and integrate them into the life of mental rehabilitation clients and their families; carry out activities of “work treatment, farming treatment, sports treatment and entertainment treatment” that are appropriate for the trainees within their power.

(3)The social workers from Shanghai University guide the volunteer team to Sunshine Home to held activity of “Fireflies” confidence team once every week; professional psychological consultation teachers from Shanghai Zhiyin Psychological Consulting Center go to Sunshine Home twice a week to do psychological service for the trainees; organized parents to carry out 6 times lectures and forums of health knowledge and psychological service.

(4)Helded music treatment team activity with students major in social work from Dresden University; held reading exchange activity with Hongkou library regularly; carry out disabled-healthy exchange activity of “Help the Disabled to Integrate, Be Happy and Sunny” together with “Friends of Chuanbei Social Workers”; Create Sunshine Inn newspaper, reflecting the life of the trainees.

Since the start of the project, the patients with mild mental retardation in the community keep stable without causing trouble. Sunshine Home of the community is chosen as the model sunshine home. We plan to mobilize more families with mild mental retardation to join in sunshine home activity; for those patients who don’t want to join in sunshine home, we will implement intervention with the help of social work resouces.

3.1.9 Safety promotion project of junior high school students’ campus violence prevention

According to the District CDC’s baseline survey on the situation of campus violence suffering of 6,507 middle and elementary school students in last 6 months: 17.83% said they have suffered campus

violence in last 6 months; further survey result of campus violence suffering of 1,146 students from 4 middle schools in the community in last 6 months shows that 307 students suffered language violence, taking up 26.8% of total investigated; 221 students suffered physical violence, taking up 19.3%. after campus violence, the common reaction of students are angry, feeling wronged and wishing to revenge, self-restraining is the most common solution.

Measures and effect of the project (1)Each school carries out theme

lecture, film analysis and knowledge contest of preventing campus violence, help sudents analyse the form of representation and inner reason, share the method and skill of preventing campus violence.

(2)Each school set up one campus violence prevention team, carrying out team activity. Organize in school “Sunshine School Protective Umbrella”, “Caring Ambassador” and such activity, help students improve the ability to distinguish and recognize campus violence behaviors, enhance companion awareness, strengthen the ability to react in campus violence and self-protection awarensss.

(3)Transform the campus violence prevention team activities and theme activity of each school to publicity board and exhibit in all schools.

The survey on 150 randomly-slected students who have participated in the activities shows that their recognition of campus violence concept and its harms, their ability to solve conflict and contradiction reasonably and their communication skills are greatly improved; people who are willing to be volunteers of preventing campus violence increased from 50% to 73.9%. this project is still being continued.

3.1.10 Safety promotion project of methadone support team Methadone-replacement maintainence therapy is a kind of

general therapy using legal, safe and effective medicine to replace drugs, and chage patient’s high risk behavior and resume all functions through treatment. In 2011 total 54 drug addicts joined in Methadone-replacement maintainence therapy in the subdistrict, taking up 11.7% of all registered. Invite professional doctors to teach “Treatment of Chronic Disease Casusd by Drug Abuse”, answer the worry and question of team members, help them treat their health problem objectively; exercise meditation relaxtion; arrange homework of Where is My Advantage.

(3)“Actually I’m good too” theme activity. Organize visit tour; held singing competition of inspirational songs; arrange homework of When do I show Negative Mood Easily.

(4)“How to Handle Bad mood” theme activity. Share homework; invite professional psychological consultation teachers to do psychological evaluation for team members, explain the reason why bad mood shows up and right dealing skill; exercise meditation relaxation; arrange homework of the Confusion of Communicating with People.

(5)“Learn Effective Communication, Improve Interpersonal Relations” theme activity. Invite professional psychological consultation teachers to explain effective communication skills, arrange team members to use such skills to interact by role playing; exercise meditation relaxation; arrange homework of the Feeling of Joining Team Activity.

(6)“We Have a Better Tomorrow” theme activity. Organize team members to do visit tour; social workers do review report, team members interact and participate; discuss and solve the relations after the finish of team activity.

Through the 6-phase theme intervention activity, established psychological support network composed by professional doctors, psychological consultation teachers and social workers, improved companion support among team members, firmed the confidence to abandon drugs; over 80% of the members owned the willing and confidence to find an appropriate job with their own efforts.

3.2 Safety promotion and injury prevention project designed and implenmented for high risk environment 3.2.1 Safety promotion project of the elderly in Hongye Nursing Home

Hongye nursing home was open in Oct. 2014, now owns 100 elderly with the average age of 84, in which 20 need complete care and 41 need first-grade care. Accident injury prevention is especially important.

Measures and effect of the project(1) Improve the hardware environment inside the nursing

home. Added one barrier-free passage; installed handles in stairs and corridors;did soft packing protection for 280 sharp corners in the rooms; laid non-slip floor tiles and mats, installed handles, provided bath chairs for all toilets and bathrooms; installed beepers for all beds, toilets and barhrooms for emergency use.

(2) Carry out training of professional nursing knowledge and fire safety knowledge, and real exercise of escape drill and emergency response plan for nursing personnel.

(3) Community Health Service Center set up health care service station in nursing home, including total 3 family doctor clinics, 1 office treatment and 1 injection room, arrange doctors and nurses to provide medical service for the elderly in the nursing home and residents around; carry out health education lectures of fall prevention and chronic disease control for the elderly in the nursing home.

Since the project, no accident injury of the elderly happened in the nursing; the satisfaction rate of the elderly to the intervention measures is 94.8%.

3.2.2 Safety promotion project of Aisi Children’s Park Aisi Children’s Park was built in 1955, and re-open in June 2015.

In the park there are two play areas for older children and younger children respectively. The survey shows that some potential safety risks exist in the park such as sharped stone corner, big step gap and incomplete warning marks, which are easy to bring accident injuries to children.


(1) Renovate the activity environment of children’s park

① Do fence protection for the sharp side of stones along the road and set up 85 warning marks; did soft packing protection to the steel wires binding the trees and pack the steel ropes; set up warning marks for the automatic irrigation terminal device, and did soft packing protection to the breathing opening at the root of trees.

② Set up 38 step reminders in places such as overpass and wooden road at viewing platform, installed anti-fall nets; set up warning boards on stone road in the lawn to remind the younger children not to fall; added 10 warning marks of “No Climbing” at flower stream platform; set up anti-clip warning marks on the resting bench; added warning marks at hot water supply spots.

(2)Strengthen daily safety administration① During open time of the park, arrange security guards for

both two play areas.② Set up surveillance cameras in key areas such as play area,

in order to implement dynamic management of facilities and children.

③ Carry out one patrol every two hours, focus on viewing platform, flower stream platform and water loving platform.

(3)Improve emergency disposal ability① Make emergency plan for accidents and reasonable escape

passage and route, set up indication map and marks. Held training and check of emergency knowledge for the workers and guardians in the park, organize emergency exercise, improve the direction and disposal ability for emergencies.

② Install traffic statistics system at the gate of park to do real-time statistics of number of people. When the number reaches up tp 1,500, initate emergency plan, adopt limitation measures to form one-way close and one-way circle.

③ For the situation that part of fire hydrants are blocked by greens, set up isolation region centered on fire hydrant and remove the plans inside.

④ Added 4 warning marks at water-loving platform, installed 6 life rings with drag rope. The park is equipped with first aid case, stretcher and wheelchair.

Since the re-open, no child injury accident happened in the park.

3.2.3 Safety promotion project of school sports in Xinhua Junior High School

In 2011 happened 5 student accident injuries in the community, 3 of them were in Xinhua Junior High School. All injury types are fall and happened when students did sports in the sports field. The site visit shows that there are many potential sports safety risks in the

campus, students have a general lack of right sports exercise skills and self-protection knowledge. Therefore this project is set up.

Measures and effect of the project (1)Choose 80 students from one class of Grade one and one

from Grade two to participate in the survey of “Voice of Image Watches Potential risks of School Sports Environment”. From the angle of students, give positioning and classification to the potential risks (sharp surfaces) related to sports environement in the school, make them into images and exhibit inside school.

(2)Changed 2 concrete fields to rubberized fields; did soft packing protection to all frames and columns of basketball stands, did soft packing protection in 12 places to the sharp corners in indoor fitness room; pasted up 6 warning boards at the covered drains beside the track in the sports filed; installed 3 convex lens at the corners of corridors with blind zone; did soft packing protection at sharp corners of fire hydrants in the corriodrs, pasted up 41 reminder marks on the steps.

(3)Carry out sports safety companion education activity. Chose 20 students and 2 sports teachers from Grade one and Grade two as the core members of “Companion Education”. They were divided into two groups, 10 students for each group, according to the sports safety intervention activity they participated in, use the behavior intervention experience tool provided by project team, activity procedure guided by experts, evaluation form and target, covering total 700 students; provided all students bookmark of“5 key points of sports safety”.

(4)Set up small “Sports Safety Experience Room”, organize 236 students in the school to take the straight line wearing special glasses, and experience the feeling of concussion and being impacted by obstacles.

(5)Include the emergency rescue knowledge training course of 4 class hours into teaching program, open training classroom for it, organize all students to participate, carry out emergency rescue skill contest every year; held every year red cross youth summer camp with

3.2.4 Safety promotion project of “Migrant Worker’s Home” There are 86,271 production and business operation employees

in the community, in which migrant workers take up more than 50%. Injuries and accidents happen from time to time in the construction site, industrial park and office buildings where there are many migrant workers. Community injury monitoring shows that in 2011 there were total 127 injuries in work places of the community, 128 people got injured, mainly happened in construction site, small renovation and dinning places, and 81% of the injured were migrant workers.


(1)Jointly with Shanghai Jiahua Property Co., Ltd, Ouyang Investing Co., Ltd, and Guangtian Real Estate Co., Ltd, established 3 “Migrant Worker’s Home” in Space 188 Creative Park, Franchaise Chain Originality Park, and Guangtian 108 construction site, set up in them special classrooms, arrange safe production knowledge publicity position, choose one representative

(4)Invite the responsible person of District Social Insurance Bureau, police station, Subdistrict Education Quarter and Association for Mental Health to carry out the study of employment injury insurance, residece permit, sons and daughters going to kindergartens and schools and psychological adjustment for migrant workers.

(5)Held 80-points contest, learning Shanghai Dialect and such interest team activity, organize watching a movie and learning foreign language.

(6)Set up suggestion box for migrant workers, encourage them to provide plans actively for themes such as safety and health. The suggestions such as “hope to organize watching a movie” and “don’t know who to ask when applying for a residence permit, hope to get help” are all adopted to improve.

“Migrant Worker’s Home” attached total around 3,000 people to participate in various training and activities, and played an important role for reducing injury of work place (see details in the form as below).

3.2.5 Safety promotion project of height fall prevention in construction site

Currently there are 10 sites under construction in the subdistrict. In 2011 happened one construction site accident, one person got heavily injured because of the collapse and fall of scaffold. The project team organized potential safety risk inspection of construction site and found 81 potential risks mainly focusing on fall from height (total 67, taking up 82.7%).

Measures and effect of the project(1)Implement safe production notification to builders,

supervisors and contractors of all construction sites, and supervise the set up of the responsible of height fall prevention.

(2)All construction sites make sure that the contractor can only put the height operation facilities into use after they are confirmed qualified, enhance the dynamic inspection of limb and hole operation, work well on the safety check of wearing labor protective equipment and take notes. From 2011 to May 2015, 774 potential safety risks were found, 294 illegal bahaviors were corrected, and all were improved within prescribled time.

(3)Carry out various safe production publicity activities such as bringing safety knowledge to construction site, organize the contractors to held safety training; carry out insistently safety technology fundamental education and height fall prevention safety education as per relevant department and project.

Since 2012, no height fall accident in construction site has happened. 3.2.6 Safety promotion project of simple renovation of shops along the street under 300,000RMB

Because of the rapid development of E-commerce, entity economy shows an obvious tendency of shrinking, exchange rate of shops long the street is high, and it caused frequent renovation, around 120 times in one year. Most of them are small renovation project below 300,000RMB, the job site has a general potential safety risk of electric safety, height operation and operation against regulations, easy to happen injury accident of wokers and pedestrian, so we should standardize these behaviors.

Measures and effect of the project (1)Draw up and issue Regulations of North Sichuan Rd

Subdistrict Office on Renovation Project along the Street below 300,000RMB, and Notice on Supervision of Shops and Its Renovation Project below 300,000RM, requesting that the renovation work must be put on file and do safety operation according to the rule.

(2)Organie the employees of shops along the street to participate in the training and evaluation of safety qualification certificate for “the responsible person, safety management staff”, total trained and certified 170 people.

(3)Depend on grid administration of the subdistrict, use residents’ committee as the unit, set up grid officer in each grid, total 503 people. Each grid officer report immediately to subdistrict grid administration platform after finding unfiled small renovation of shops along the street. From 2014 to May 2015, 183 cases were found and reported.

(4)After receiving the unfiled small renovation report, Subdistrict Safe Production Office arrives the location with one hour to deal; after the first issuance of Notice on Enhancing Safe Production Supervision of Projects within a Prescribed Amount, Safe Production Office adds this renovation project into daily supervision until the end of the project; after City Management Detachment does the first on-site check on approval procedure of shop sign, it follows up the daily patrol, supervise the construction of shop sign, make sure it is set up according to the rule until the end of the project. From 2014 to May 2015, total inspected 244 times (including correction repeat check), found more than 540 potential risks, with 96.2% correction rate.

(5)Set up tip-off hotline for potential accident risk report, total received 6 cases and inspected all of them.

Since the implementation of the project, there is no one safety accident of small renovation project of shops along the street happened.

3.2.7 Safety promotion project of old elevators in old residential quarters

94 old elevators in 19 places are used more than 15 years in the community, all are located in old quarters, taking up 10.3% of all elevators. The survey shows that the safety problem of old elevator is serious. The main problems are abnormal noise and shake of cabin, and be trapped, which cause the feeling of unsafety.

Measures and effect of the project(1) Set up special maintainence fund for old elevator. The

fund will be paid from the 5 million per year special fund for the safety guarantee of special equipment set by district government, in order to support the maintainence of elevator when property management company, owners commission and public housing maintainence fund could pay.

(2) Carry out thourough inspection and maintainence once every half month for old elevator. Once the staff of property management company finds potential safety risk, they should stop the elevator immediately, give repair, reform or replacement. Residents’ committee shall push the correction of elevator.

(3) Implemented complete reform for 6 old elevators with severe risks.

(4) Held lecture of elevator safety knowledge; post up safety publicity picture inside the elevator; draw up Emergency Rescue Plan for Elevator Accident in Residential Area of Sichuanbei Community, organize the residents in the community every year to carry out emergency disposal exercise.

Now, 94.7% of residents think that the elevators in the community are “very safe” and “safe”. This proporation is 12.3% higher than before the intervention; the satisfaction rate of residents to the project intervention is 92.1%.

3.2.8 Safety promotion project of Shanghai Xingwang International Fashion Emporium

Shanghai Xingwang International Fashion Emporium is a super big professional wholesale and retail market of apparel, with a business area of 80,000m2 and 2600 booths, is the public place with highest density crowds. Every day tens of thousand people go in and out, bringing the accident and injury risk of stampede, fire, public security and special equipment.

Measures and effect of the project(1)Carry out evalution of public security risk in the building

jointly with Shanghai Sonic Youth Volunteer Service Center, management company of the building, and representatives of

owners at each floor, total more than 60 people, inspect various safety risks inside and outside the building, draw map of risks, and propose suggestion with the type of team brain storming.

(2)Improve inner safety management system of the building① Check every day fire pump room, escape indication marks,

emergency lamps, etc., provide or renew in time if any missing; patrol every day fire passage to make sure it’s unblocked; special fire officer of the building has spot check every Friday, the building give inspection to all fire hydrants twice a month; carry out the inspection and maintainence of special equipement according to the

rule, renew in time old equipment; added 30 surveillance cameras in key parts of the building.

② Do one floor patrol every two hours, fine the owners who pile up in the fire passage or occupy the road, fine people who smoke in the building and connect wire privately, every year punish total more than 180 people.

③ Strengthen the safety management of vulnerable restaurant areas in 5th floor, carry out routine inspection to all restaurants once a week; the restaurants clean range hoods and ground greasy dirt every day; the building organize certified professional cleaning company to clean kitchen equipments for each restaurant; every restaurant is equipped with fire extinguisher.

④ The building signs with all business owners Public Security and Fire Safety Responsibility Guarantee and Notice on Eletric Safety of shops.

(3)According to the situation of visitor monitoring acquired from reseatch and study, request the building to add more securiry guards at all gates in rush hours to ease the flow. Keep all entrances and exits open without lock.

(4)Posted up safety warning marks in 577 eye-catching places of the building; use radio to broadcast security reminder every hour; encourage the owners to participate in anti-theft work, set up police report hotline in every shop.

(5)Correct cross door business of shops along the street in first floor, set up special patrol force with the form of government buying the service, implement post duty system, supervise strictly cross door business. Correct the situation that many courier companies pile up articles around the building, pack on site and cause the blocking of sidewalk, and provide special field for them.

(6)Formed one emergency security team of 18 people at Grade III alert level; established emergency plan for safety accident in the building and emergency rescue plan for being trapped by elevator, formed one volunteer fire fighting team of 11 people from security guards of the building and carry out training regularly.

Since 2011, the building has been keeping good safety status without fire accident and mass safety accident. The owners’ feeling of safety to inside and around the building reached 87.3%, 9.6% higher than before the project.

3.2.9 Promotion project of road safety WebGIS administration and analysis system

The traffic safety of the community is under jurisdiction of both first and third traffic police detachment, which brings inconvenience to traffic safety administration, and collection, analysis and

application of accident information. The purpose of this project is to set up community traffic safety WebGIS administration system based on WebGIS platform, space data base and traffic safety analytical technology, realize the consistency and constancy of traffic safety analysis and improvement, and improve community traffic safety management level.

Measures and effect of the project(1) Set up road network layer information and traffic

detection device layer information in accordance with the scope of jurisdiction of the subdistrict, and show all roads, crossings and traffic detection device and relevant information.

(2) Set up community traffic safety WebGIS administration and analysis data base based on the administration area of the subdistrict, which is the first one in the whole city. Connect with Municipal Traffic Police Hearquarters, realize exact positioning and stationing of traffic data in GIS layer of road network, carry out statistics, analysis and display of time and space distribution, frequency, type, severity and form of accident, in order to provide basis for the work.

(3)Introduce illegal behavior data, law enforcement data (e-police, velocity measurement, surveillance, etc.), traffic flow data and weather data based on accident analysis. Carry out correlation analysis and traffic environment-related accident cause analysis for these data and accident data, put software and hardware correction measures into force such as adjusting daily duty model and improving traffic safety risks.

(4)We are working on improving early warning function, monitoring the number and tendency of traffic accident and illegal behavior, and focusing on producing early warning information for black spots based on analytical conclusion of historical data; form traffic safety map every month and publish to the community, guide the residents and drivers to participate together in the construction of maintaining traffic safety of the community.

3.2.10 Safety promotion project of high incidence crossing of traffic accidents Wusong Rd/Haining Rd

There were 1,781 accidents happened in the crossing in 2011, 75 of which happened in Wusong Rd/Haining Rd, taking up 4.2% of total crossing accidents. The main accidents are motor vehicles related and pedestrian related. According to the research and study on site, this crossing is main traffic jam spot of Hongkou district, and left-turn is prohibited in the whole Wusong Rd, which restricts the effiencicy of the road, causes the congestion of the crossing, and it is easy to happen accident between vehicles; the main pedestrian-related accidents happened in the elderly above 65 years old, because overpass is set here and crossing on the ground is not allowed, but the elderly choose to cross the road from the ground because they have difficulty in climbing to the overpass.

Measures and effect of the project(1)Added one round-turning lane.

Changed the fourth lane of total five of Wusong Rd near Haining Rd towards north into round-turning lane, set up round-turning signal lamp to relieve the congestion of the crossing; moved the stop line of south side Wusong Rd 20m backwards, and set up straight line eaiting area; painted solid line in the round-turning lan, right side straight-going lane and west side the second straight-going lane, prohibiting that the vehicles of both sides change lane into round-turning lane.

(2)Mobilize the staff of the subdistrict office and companies and residents nearby to provide volunteer traffic service in this crossing.

(3)Post up publicity board of traffic safety behavior in the crossing to exhibit traffic accident cases of jaywalking.

A series of measurements greatly reduced the traffic accident incidence of this crossing (see details in the form as below), the satisfaction rate of motor vehicle drivers and the elderly nearly is 97.6% and 91.3% respectively.

3.2.11 Safety promotion project of pupil walking at the school gate

Most schools in the community are located at the crossings and key roads, the traffic organization at school gate during from and to school is in chaos, and the traffic safety need of schools and parents is strong. The road safety basline inspection survey on 673 pupils of 7 elementary schools during from and to school carried out together with Safe Kids Worldwide shows that: walking to school is popular, more than half of the pupils have the experience of walking to school by him/herself; there is a proportion of traffic injury when walking to school; the students have problem in basic knowledge of road safety and explanation. The main purpose of this project is to enhance students’ recognitive level and behavioral competence of walking safety, and improve the traffic order of school gate.

Measures and effect of the project(1) Carry out the activity “Voice of Image” community

children watch traffic environment photos of school gate. Organize 68 students of low grade from 2 elementary schools with complicated school gate environment to find and shoot problems related to traffic safety at school gate with the help of parents, use photos to express their needs of traffic safety improvement at school gate, improve their recognition of risk factors of walking safety at school gate. According to the investigation and shooting, the main risk factors are “disorder of school gate during rush hours, lack of traffic signal lamps and school mark at school gate, crowded alleies at school gate during rush hours and broken sidewalks around the school”.

(2) Correct the situation of disorder at school gate during rush hours

① All elementary schools in the community implement staggered rush hour plan, three central elementary schools postpone half an hour every day to school to improve traffic order at school gate; Haining Rd No.1 Elemetary School open “loving night care class” to avoid walking alone after school.

② Organize 33 parents and 30 community volunteers to carry out activity of protecting the students to leave school safely during rush hours.

③ Zhongzhou Rd Elementary School faces Zhongzhou Rd, which is only 6m wide and vehicles travel in two directions. The project team jointly with school and traffic police department successfully changed Zhongzhou Rd to one way road and decreased the walking risk.

(3) Inspect the situation of school mark, slow down mark and sidewalkmarkof 19 schools in the community, corrected 3 missing or blocked marks.

(4) Removed 2 single-storey houses along the street jointly with three central elementary schools, broadened the sidewalk at school by 8m; jointly with Chongming Rd Elementary School signed agreement of motor and non-motor vehicles parking with parents, requesting them to park at the places 5m outside the school gate when picking up children, and invited students to be parking supervisors to push parents to follow the agreement.

(5) Corrected the risk of broken sidewalk around the school. Relaid 90m pass (500m2) at school gate of North Sichuan Rd No.1 Elementary School, and meanwhile maintained and adjusted manhole cover; repaired 4 road surfaces with hollow of other school gates.

(6) Strengthen the law enforcement intervention on illegal situation of two-wheeled motor cycles and non-motor vehicles at elementary school gate, traffic police department carried out successively 8 times special movement; strengthen law enforcement efforts of disordered parking and overspeed at school gate, since 2011 has fined 30,000RMB from total 800 people.

(7) Carry out walking safety recognition education of students. Open walking safety courses in 4 elementary schools with outstanding traffic safety problem and where sons and daughters of migrant workers take up a lot; teach students to use light-reflecting hangtag, provided 2,476 light-reflecting hangtags in 7 elementary schools, with 100% coverage area.

After the implementation of the project, students’ recognition of vehicle light signal, vehicle wheel differential, speed, vehicle blind zone and such knowledge related to safe walking increased by 19.8% on average; the recognition of crossing the road from two vehicles parked at the side the road increased by 27%; the recognition of visibility-related knowledge of pedestrian increased by 20%. 100% of students are provided light-reflecting hangtag, with average application rate of 86.7%, showing clear intervention effect.

3.2.12 Safety promotion project of fire protection of the elderly in old residential quarters

Most residential buildings in the community are very old, with the general potential risks such as low fire resistance grade, aged electrical wiring, narrow fire passage and stacking materials. In 2011 there were 17 fire accidents happened in residential buildings, talking up 58.6% of all fire accidents of that year, 13 of which happened in old buildings and houses of the elderly.


(1)Invite the retired elderly residents to draw community risk map, 1,440 elderly from 32 residents’ committee participated. After the training, the residents themselves find the risk factors in living environment, give points to the potential safety risks especially fire risks, and finally form the risk may conforming to the reality. The map is posted in eye-catching place by residents’ committee to make the residents learn and understand, recognize and prevent the risks.

(2)Carry out disaster prevention and duction self-aid and mutual-aid knowledge training focusing on self-aid in fire accident and escape in 32 residential areas jointly with Shanghai Houtian Reduction and Rescue Public Service Promotion Center, 1,800 elderly participated, and 1,300 publicity materials were provided. Gave more classes in old quarters such as Zhongzhou, Kunshan, Yongfeng and Puxi where there are more fire accidents.

(3)Carry out fire safety experience camp for the elderly. Organized the elderly in old quarters to participate in fire safety experience camp, set up prize game of fire safety knowledge, using fire extinguisher, escape from heavy smoke room, emergency bandage, escape by breaking barriers and such projects, total 6 times with the participation of more than 1,200 elderly.

(4)Every year held fire escape general exercise for the elderly, covering all quarters; organize regulay property management company of old quarters to go to fire detachment for fire safety training.

(5)Focus on the inspection of aged electric wires in old residential buildings, replaced total 50,000m aged electric wires; removed combustible materials in corridors and balconies of 147 places and kept the emergency access unblocked; made experiment in Shanyi Quarter by installing one fire hydrant every 25m to improve fire-protection rating.

(6)Provided 1,700 high aged elderly who live alone/empty nest elderly in the community kitchen timer on the situation that the elderly cause fire by cooking empty pans. According to the return visit, the application rate reached up to 80%.

In past three years, the number of fire accident of old residential buildings has been going down (see details in the form as below), the target of decreasing by 10% every year was realized. Fire accident incidence decreased by 10% on year-on-year basis in old residential buildings, and no community fire casualty accident happened. We plan to promote the fire hydrant experience of Shanyi Quarter, and extend the activity of fire safety experience camp for the elderly.

3.2.13 Promotion project of fire protection volunteers in small restaurants “Community 119”

The elderly learn how to use fire extinguisher, simple emergency bandage and escape from heavy-smoke house

There are 416 small restaurants in the community, mainly distributed in the area of old residential buildings along the street. Besides the risk of low fire resistance rating of the building and aged electric wiring, more situations exist such as incomplete fire fighting devices, unclear indication mark of emergency exit, lack of basic fire safety knowledge of employees and unsound fire management system. In 2011 there were 9 fire accidents of production and business operation units, 6 of which happened in small restaurants, taking up 66.6%. the main causes are pan fire with oil and excessive heating of flue. This project is set up on above problems.

Measures and effect of the project(1) Establish volunteer service team mainly composed of

cadres ofresidents’ committee and community residents, total 64 people, patro two times every day the small restaurants, push business owners to correct the potential fire risks, repot those who cannot correct immediately to police and Office of Community Safety. Since the start of the project in May 2014, the patrol service reached up to 46,000 times, found 1,354 potential risks, with 92.4% correction rate.

(2) Combine the strength of District Fire Detachment, North Sichuan Rd Police Station and gas company to carry out the joint disposal of complicated problems, found and handled total 287 fire safety risks, with 94.3% correction rate; confiscated 152 illegally used and stored gas cylinders, detained 5 people, and fined 81,000RMB.

(3) Promote the system of small restaurants cleaning kitchen equipments periodically on kitchen greasy dirt problem of small restaurants presented by many volunteers, hire third party professional cleaning company to implement, realize that the places easy to be stained are cleaned every day such as wall beside the cookers and the flue cover, and the flue pipe in Chinese restaurant is cleaned at least once every 60 days.

(4) Request small restaurants to put fire extinguisher in fixed place on the situation found by volunteers that the fire extinguishers in small restaurants are put randomly, not easy to catch and failed to be maintained, realize 100% allocation of fire extinguisher and fire blanket.

(5) Guide small restaurant owners to draw up emergency resuce plan, and organize emergency exercise.

A series of measures helped realize the target of greatly reducing fire accident incidence in small restaurants (see details in the form as below). Next step is to draw color-separated early warning map of fire safety in small restaurants to publish to the community, and enhance the supervision of the public.

3.2.14 Safety promotion project of group-oriented leasing prevention in the quarter

There are a lot of group-oriented leasings in high end commercial residential buildings such as Liyang Huafu and Hongye Huayuan. Some house owners even divide a house of 100m2 into more than 10 rooms by simple materials for leasing, which causes outstanding safety risks and strong reflection of residents nearby. It is urgent to stop and improve group-oriented leasing.

Measures and effect of the project(1) Find: on one side, find group-oriented leasings depending

on gridintegrative administrative service platform; On the other side, carry out the inspection of group-oriented leasing jointly with Real Estate Office, police station, fire detachment and residents’ committee; third, receive hotline report, resident’s complaint, report of property management company and assistant management officer of community.

(2) Identify: Real Estate Office identify the group-oriented leasing houses. House owners, residents’ committee, owners commission, proterty management company, assistant management officer and other relevant department cooperate during home inspection; public security department dispose according to the law those who obsutruct the inspection.

(3) Joint law enforcement: dispose 37 group-oriented leasings who refuse to correct jointly with North Sichuan Rd Police Station and relevant department by dissuading, interview and removing.

(4) Long-term administration mechanism① Write stoping group-oriented leasing into Owners Agreement,

if any violation, owners commission could authorize property management company to adopt coersive measures such as stoping water and power.

② Enhance the patrol, dissuade and stop immediately once find grop-oriented leasing and unstandardized leasing.

③ Experient elevator reform and door card system in Hongye Huayuan Quarter, realize “one house, one card, one password”; improve emergency elevator, realize “exit only”, preventing the group-oriented renters to go in from emergency exit.

④ Real Estate Office, property management company and residents’ committee register all rental houses, sign with owners Notice on Legal Responsibility of House Leasing, provided 86 notices for all real estate agencies, requesting them to write in agency contract “group-oriented leasing is now allowed”.

⑤ Residents’ committee and property management company give publicity to the risk of group-oriented leasing in quarters such as Liyang Huafu.

Since 2014, 130 group-oriented leasings were found and 90 of them were successfully corrected, such situation is controlled, and the satisfaction rate of residents to the project reached 96.5%. several medias also gave reports.3.2.15 Other projects

promotion projects, working process and changing effect

6.1 Describe the way of project evaluation adopted and how to adalyze and evaluate the project

The subdistrict makes and implements North Sichuan Rd Subdistrict Constructs Safe Community Performance Evaulation System as below:

(1) Project feasibility evaluation: the Construction Office carries out the argument and evaluates the feasibility of project preparation

based on injury monitoring data, residents questionare survey, third party organization evaluation report and expert evaluation.

(2) Project process evaluation: evaluate the applicability and effectiveness of intervention measures by using the ways such as safety inspection, public supervision, taking advice, accident and injury variation tendency.

(3) Project effect evaluation: ① annual report. Make annual summary to safe community working situation especially the implementation situation of safe promotion projects at the end of each year and report to the leading group. Members of the leading group, Municipal Safe Community Promotion Center, experts from District safety supervision Bureau and the society will evaluate and discuss the safe community construction work; ② accident and injury data comparison. Distrct CDC and Community Health Service Center collect, analyze, compare and evaluate the injury data from each injury monitoring station; ③ after the implementation of projects, experts from performance evaluation teamevaluate the effect by site check, questionare survey and watching the variation of injury monitoring date; ④ carry out baseline survey, sampling survey and talks to specific group, place and unit related to safe promotion projects, and learn project effect.6.2 Describe how the project evaluation result is applied

Adjust or continuously improve the intervention measures of implemented projects by applying project evaluation result, and take the result as the basis of making safety promotion plan or planning new project.

(1)Plan new project. For example experts evaluated and indicated that there is no intervention on 0-3 years old infants living in the community, for this “Home safety promotion project of the 0-3 years old infants” is added.

(2)Make plan for continuously improvement. For example it is found that there are too many small restaurants and will take time for volunteers to be familiar with when implementing the project of fire safety volunteers in small restaurants, therefore we plan to draw color-separated early warning map for fire safety of small restaurants in the community to enhance the supervision of the public.

(3)Adjust measures of project. For example it is found that all implementers of the project of psychological comfort for high aged elderly living alone and they have a lack of common interest, therefore the project is changed to psychological comfort promotion project of the elderly living alone “Old Fellow”, and the low aged elderly provide psychological intervention service for high aged elderly living alone.

According to the comparison and analysis of injury data of people in different age levels from 2011 to 2015, the injury incidence of all age levels is going down; the community residents injury mainly happened in the group of 40-64 years old and the group of 65 years old and above, who need constant and special intervention.

6.3.2 Change of knowing, believing and doing of residents In Oct. 2012 and Oct. 2014 respectively, the Construction Office

carried out random questionare survey on the general situation of safe community construction work in 32 residential areas of the community. The targets selected include cadres of residents’ committee, community volunteers, enterprises and institues, small business owners and employees, and residents.

In the first survey provided 3,200 questionares and all were reclaimed. The result showed that the geneal satisfaction rate of community residents to safe community construction work was 87.5% and the recognition rate was 89.7%;

In the second survey provided 3,200 questionares and all were reclaimed. The result showed that the geneal satisfaction rate of community residents to safe community construction work was 89.4% and the recognition rate was 93.2%, increased by 1.9% and 3.5% respectively.

The result also showed that the targets’ recognition of injury increased, the number of people who think that “injury could be prevented”, “hope to learn knowledge of prevention”and “willing to learn and use safe products to prevent injury actively” increased by 28.6%, 12% and 28.5% respectively.

Each work team also carried out special questionare survey for the people covered before and after the implementation of promotion plans and projects. For the result please refer to the descriptions of each plan and project in Guideline No.2 and No.3
