(ISC)2 CHAPTER GUIDELINES

INTRODUCTION Thank you for your interest in establishing an (ISC)2 Chapter. This document will provide you with an overview for starting and maintaining a chapter in your local community. The basic structure of the (ISC)2 Chapter Program consists of the following:

- (ISC)2 Chapters can only be started by (ISC)2 members - A minimum of 15 members are required to form a chapter; exceptions may be made for

extenuating circumstances - Once a chapter is established, non-(ISC)2 members are eligible to join - Chapter officer positions may only be held by (ISC)² members - Non-(ISC)2 members are eligible to serve in other leadership positions such as committee chairs,

directors, etc. - (ISC)2 members are not required to join a local chapter - Individual chapters will determine membership dues (if desired) - Chapter dues will not be collected by (ISC)2

(ISC)2 Chapters are being formed around the globe! Here is a quick step-by-step guide to start an (ISC)² Chapter in your area:

1. Petition to form an (ISC)² Chapter

To initiate the process of starting a chapter in your local area, complete and submit an (ISC)² Chapter Charter Petition form. Once your petition is approved, (ISC)2 will reserve your right to form a chapter in your requested territory.

2. Submit an (ISC)² Chapter Charter Application

Complete and return the chapter application with a minimum of 15 (ISC)² members' signatures to start the application process.

3. Process Legal Documents Once the application is approved, (ISC)² will send you an information packet containing legal paperwork necessary to establish your chapter.

4. Receive an (ISC)² Chapter Welcome Kit Once the paperwork has been processed and finalized, you will receive a welcome kit containing your chapter materials. You are now an official (ISC)² Chapter!

5. New chapter announcement (ISC)² will send an email notification on your behalf to announce your chapter to all local (ISC)² members within your geographic boundaries.

CHAPTER BENEFITS There are several benefits to starting an (ISC)2 Chapter. Not only will you gain a sense of fellowship with colleagues in your profession, but you will be able to network and exchange knowledge with fellow (ISC)2 credential holders and other security professionals in your local community. Other opportunities consist of:

Engaging in leadership opportunities, such as:

- Serving as a chapter officer

- Speaking at chapter meetings or special events

- Mentoring credential seeking professionals

Studying with colleagues for (ISC)2 base and advanced credentials

Earning CPEs by participating in professional activities

Receiving special discounts on (ISC)2 products and programs

Participating in co-sponsored events with other industry associations

Assisting (ISC)2 initiatives by speaking at industry events, or writing articles for publication

Participating in local community outreach projects (public service) to educate people about information and application security

RULES & REQUIREMENTS The rules and requirements to form an (ISC)2 Chapter are as follows:

Membership

A minimum of 15 (ISC)2 members is required to start a chapter. Exceptions will be considered based on the number of (ISC)2 members available within the desired location.

Desired geographic boundaries should be declared when establishing a chapter. Any subsequent applications in the adjacent or overlapping areas will be considered on a case-by-case basis due to extenuating circumstances, such as commuting distance, number of members in the region, etc.

May only solicit members locally for chapter membership, however may consider individuals outside designated boundaries who seek membership with the chapter.

Chapter officers must always be (ISC)² members in good standing. Four officer positions are required to petition a charter and operate a chapter: President, Treasurer, Secretary and Membership Chair.

All (ISC)2 Chapter members are required to abide by the (ISC)² Code of Ethics.

The chapter is open to anyone except those who have been convicted of criminal activity or conduct that is considered contrary to community standards of justice, honesty or good morals

in the past four years. Individuals who have been convicted of any crime of violence, fraud, embezzlement, murder, rape or any form of computer crime are ineligible.

Chapter members should refrain from promoting or advancing commercial and/or political agendas, including the promotion of any outside organization, to the chapter membership. Only organizations sponsoring chapter events and activities may be promoted during the sponsored event/activity and subject to guidelines as set by the chapter.

Chapter charter members and Chapter officers may not be engaged in competitive certification or education activities or otherwise employed by competitors of (ISC)².

Legal

(ISC)² retains the right to accept or deny any application for any reason.

An (ISC)2 Chapter will execute a non-compete agreement with (ISC)2 as part of the Chapter Affiliation Agreement and must agree to abide by all (ISC)² regulations and requirements.

Chapters will not be considered an “agent” or extension of (ISC)2. They will need to establish themselves as a legal entity in their own name. While incorporation is not required to form a chapter, depending on local legal requirements to establish an independent bank account, it will be required to apply for financial startup assistance from (ISC)².

Chapters may NOT bind (ISC)² or otherwise imply or infer agency on behalf of (ISC)².

Chapter must ensure compliance with all tax, privacy, and local/state or district/national laws applicable in their country.

Must abide by (ISC)² trademark usage requirements and (ISC)2 branding guidelines.

May offer non-commercial (ISC)² certification study groups, but may not promote or sell any unofficial (ISC)² education material for (ISC)² certification studies. However a chapter can sell (ISC)2 education material if it becomes an Authorized (ISC)2 Education Affiliate or obtains permission from (ISC)2.

Operations

A minimum of one annual membership meeting for elections is required to remain active.

Maintain an active chapter status by providing an annual report of activities. For newly formed (ISC)2 Chapters, reporting is required at 90 and 180 days during the first year.

Fees are not submitted to (ISC)², but periodic reporting of revenue and expenses is required.

Fee structure is at the discretion of the chapter.

Chapters may be formed as a joint chapter with another organization that is amenable to this structure, for example a chapter from another similar organization that is no longer active may also submit a chapter application to (ISC)2 .

Specific details on the requirements of starting and operating an (ISC)2 Chapter can be found in the (ISC)2 Chapter Affiliation Agreement. This document will be issued upon approval of the Chapter Charter Application.

SUPPORT FROM (ISC)2

(ISC)2 is dedicated to helping its chapters to become successful through increasing their membership and promoting the information and application security profession worldwide. To assist with the startup of a newly formed chapter, (ISC)2 will provide the following support:

Chapter Stipend (ISC)2 will issue a one-time stipend of US$500 to help cover the costs involved with starting up a chapter, such as for legal registration, bank account, website fees, venue rental, etc. In order for your chapter to receive the stipend from (ISC)2, you will need to indicate how you propose to use the funds, show proof of legal registration and establish a bank account. A Stipend Issuance Form should be completed and submitted to (ISC)2 with this information for the funds to be wired to your account.

Welcome Kit (ISC)2 will issue you a Welcome Kit containing your official chapter materials and various tools to assist with your business operations, member recruitment and events sponsorship. This packet will also include a variety of templates to help you with your marketing and communications efforts. In addition, (ISC)2 will make a special announcement on your behalf to local (ISC)2 members as a notification of your new chapter in their area.

CPEs (ISC)2 understands that it takes a great deal of time and effort to start an (ISC)2 Chapter, as well as to establish the foundation for it. For those who take a leadership role in forming a chapter, (ISC)2 offers up to 10 Group B CPE credits to all officers who charter an (ISC)2 Chapter, which are subject to audit. (ISC)2 recommends that you document your service hours by having an officer of your organization sign a statement specifying the hours.

Communications with (ISC)2 Once your chapter is established, (ISC)2 will communicate with your chapter officers on a regular basis via a chapter enewsletter, which provides information on new chapters, accomplishments of established chapters, new chapter tools, updates on (ISC)2 initiatives, etc. In addition, (ISC)2 features a regular “Chapter Passport” column in the (ISC)2 Magazine, InfoSecurity Professional, where chapters are highlighted or chapter program updates are provided.

CHAPTER FORMATION PROCESS This section provides important details to establishing an (ISC)2 Chapter in your local community. Before getting started, be sure to check the (ISC)2 Chapter Directory to review the list of chapters that are currently forming or have been already established. If your location is already listed, then contact the chapter for more information on how to get involved.

1. Petition to form an (ISC)² Chapter To initiate the process of starting a chapter in your local area, complete and submit an (ISC)² Chapter Charter Petition form. Upon approval, (ISC)2 will reserve the area you requested to

establish a chapter and recruit members. After 90 days of receiving approval, (ISC)2 will contact you regarding your progress and determine if this area should be released or if more time is needed. In addition, (ISC)2 will add your information to the (ISC)2 Chapter Directory for members to contact you with interest.

2. Submit an (ISC)² Chapter Charter Application To apply for an (ISC)2 Chapter Charter, complete and submit the Chapter Charter Application form with the signatures of at least 15 (ISC)2 members. If the minimum number of required members is not able to be met, then provide an explanation with the purpose and plans for forming a chapter in the desired location. (ISC)2 will review the application and provide a response within four weeks. Once your application is approved, you will receive the instructions and necessary paperwork to complete the process. If the application is declined, you will receive notification and explanation, as well as the next steps, if applicable, to resubmitting your application.

Please note the following when completing your application:

Outreach Email If you encounter difficulty in recruiting 15 members, notify the Chapter Program Manager who will make arrangements to email a list of local members in your area to generate interest in becoming a charter member and helping you to establish the chapter. Also, refer to social media sites, such as LinkedIn and (ISC)2’s InterSeC, to find (ISC)2 members. (ISC)2 has a group on each of these sites where you can notify others of your initiative.

Physical Signature Alternative In situations where chartering members are unable to physically or digitally sign the application, (ISC)2 will accept a member’s consent to join and agree to the (ISC)2 Chapter Guidelines via email. In the consent email, members must include and complete the following statement:

I am submitting my interest to become a charter member of the (ISC)2 _____ Chapter. I agree to the rules and requirements as outlined in the (ISC)2 Chapter Guidelines. My member ID is _____.

Include the member’s name and details on the application. Collect and submit copies of the consent emails along with the application. All materials should be sent at once either by email, fax or mail. Please avoid multiple submissions to prevent the loss of information.

Chapter Name In order to have consistency with the name of all (ISC)2 Chapters, (ISC)2 has established the following naming convention:

Chartering Officers You will notice on the application that there are four officer positions listed. (ISC)2 requests that these positions are filled by (ISC)2 members who will serve in these roles throughout the chartering process. These people will be the key players in establishing the framework of your chapter. Additional positions can be assigned if desired. Once you receive your charter and after establishing your chapter’s bylaws, elections may be held to determine new chapter officers.

Application Submission You may submit your application via email or fax to get the process started; however you will need to mail in the original application to (ISC)2 to keep on file.

3. Process Legal Documents

Once you receive approval on your application, (ISC)² will send you an information packet containing legal paperwork and other details necessary to finalize your chapter charter. This packet includes the Chapter Affiliation Agreement, sample bylaws, (ISC)2 branding guidelines, stipend issuance form, etc. You will need to set up the following in order to receive your charter, stipend and welcome kit:

Chapter Affiliation Agreement An (ISC)2 Chapter Affiliation Agreement should to be signed by an officer of your chapter and submitted to (ISC)2 to complete the application process. This is a document outlines the framework of your chapter and is legally binding. The agreement needs to be signed and the original mailed to (ISC)2. You may include the original application at this time. In return, (ISC)2 will sign and send you an electronic and hard copy for your records.

Bank Account In order to receive the stipend available for startup, a bank account must be set up in the name of the Chapter, with a minimum of two signatories required. The Stipend Issuance Form should be completed with the Chapter’s bank account information in order for the money to be wired to the account.

4. Receive an (ISC)² Chapter Welcome Kit

While you are in the process of setting up your chapter with the necessary documentation to complete your application, (ISC)2 will prepare your Welcome Kit containing an official welcome letter, signed charter, certificate, membership pins and forms. (ISC)2 will also provide you with a variety of customized marketing materials for your promotional and communication efforts, including templates for a website, HTML email, PowerPoint slides and brochure. Lastly (ISC)2 will provide you with guidelines and recommendations on various topics, such as financing your chapter, recruiting members and sponsors, earning and submitting CPEs, getting involved in the community, etc.

5. New chapter announcement Once you have received your charter and established your communications infrastructure (email, website, etc.), (ISC)² will send an email notification on your behalf to announce your chapter to local (ISC)² members within your geographic boundaries.

CHAPTER OPERATIONS Once you receive your charter, you will need to establish the groundwork for your chapter operations, including the official chapter bylaws, election of chapter officers, and communications infrastructure. This section provides a brief overview of the details in setting up your chapter. Chapter Bylaws Each (ISC)2 Chapter shall adopt its own bylaws or other governance document for its operations that comply with the (ISC)2 Chapter Affiliation Agreement. This document serves as the rules by which the chapter operates by, such as establishing member dues, types of meetings, election process, officer roles, etc. Sample bylaws are provided to chartering chapters to use as a model in establishing its own bylaws. Once your governance document (e.g. Bylaws) has been drafted and before it is formally adopted by the chapter, you will need to submit a copy (in English) to (ISC)2 for review and approval. Chapter Officers There are four required positions to operate an (ISC)2 Chapter: President, Treasurer, Secretary and Membership Chair. These officer positions must always be held by (ISC)2 members. Non-(ISC)2 members are eligible to hold other positions such as directors or committee chairs. These positions should be filled by four different (ISC)2 members when submitting the (ISC)2 Chapter Charter Application and fulfill these roles throughout the chartering process. The members who hold positions as chartering officers may be replaced pursuant to chapter bylaws. Each chapter can define the specific roles for each officer position; however, a basic job description for each one is as follows:

President – responsible for presiding over the business meetings and ensure that all rules and regulations are observed, appoint and serve as an ex-officio at all committees, decides tie votes and see that officers faithfully perform their duties.

Treasurer – responsible for keeping an accurate record of all chapter receipts and expenditures. Treasurer shall collect all dues and other monies, depositing in a repository in the name of the Chapter.

Secretary – responsible for recording the proceedings of the chapter, write and conduct the correspondence, as well as prepare reports due to (ISC)2.

Membership Chair – responsible for promoting the membership growth of the chapter, and ensuring new and potential members are able to start taking part as easily and smoothly as possible. Also responsible for maintaining membership records to ensure they are accurate and up-to-date.

Communications Infrastructure In order to be able to communicate with your fellow and prospective members, you should establish a website and email address. As mentioned earlier, (ISC)2 will provide you with a website template that can be hosted on a variety of web servers, or you may choose to develop your own website. However you will be required to abide by the (ISC)2 branding guidelines. When registering the domain name of your website, it must contain the word “chapter” or a variation of the word to differentiate your entity from the (ISC)2 organization.

The recommended naming convention for all (ISC)2 Chapter websites is:

www.isc2chapter-[location].[ext]

[location]: include the name of your chapter (full or abbreviated)

Example: www.isc2chapter-switzerland.com

[ext]: use the appropriate extension based on your availability or your location

Example: www.isc2chapter-london.co.uk

Reporting Requirements In order to be ensure that newly formed chapters are off to a good start, (ISC)2 requires that the chapter submit a Chapter Activity Report at 90 and 180 days after being established. Reporting will be required on an annual basis after the first year. Submitting CPEs (ISC)2 Chapters are official CPE Submitters for (ISC)2, which means you are eligible to submit credits earned on behalf of your members for participating in chapter events specific to the domains of the (ISC)2 CBK. Chapter officers will be required to maintain attendance records of members at these events for verification purposes since these credits are subject to audit.

CONTACT INFORMATION Now that you have reviewed the guidelines and are ready to start a chapter in your community, check the (ISC)2 Chapter Directory to determine if a chapter already exists or is forming in your area, or inquire with us at [email protected]. Then submit a petition to reserve your desired area. Upon approval from (ISC)2, you are then ready to start forming an (ISC)2 Chapter!
