Mj recollection is of one or more each, from thecities of Baltimore. Philadelphia, Albany, TroTi-denc- e,

Lawrence, Manchester, If. U- - and others.The trial vac severe and protracted: testing, themachines in their every capacity; throwing largestreams and small streams, streams horizontal andperpendicular : streams through fifty feet cf hose,

then adding fifty feet lengths until they were play-

ing through 1000 feet or more, horizontally, then

vertically, playing one stream, then two or more

from each machine, and with nozzles of varied

diameter.The horses with harness on were stabled tempo-

rarily on the " Common," engines each a givendistance from their respective horses, then trials ofcf the time required from a given signal, to attachhorses to the engines, dash off as if for life, orupon a race course, get up fire and stsam upon

the fleetest run, to a certain amount requisite for

efficient service in the shortest space of time. Trialson time, trials with each other, trials cf variouskinds cf fuel, trials with water of their own suction,and water famished by hydrants, trials of throw-

ing the) water from one machine to another except

the last, and various others : all of which were wit-

nessed by delegations from the city authorities cfBoston, Salem, Lawrence, Lowell, Nashua, NewBedford, Taunton and Trovidence and other citiesand towns. At that time if I mistake sot, all butthree or four of the cities of the Western Stateswere dependant upon the old band engines; and as

Boston had acauired a world-ind- e reputation for mak-

ing those machines, it was hard to convince her peopleanything better than their own make could possiblyexist : but that three days trial, witnessed by tensof thousands, was a death blow to Boston notions of

the former stripe, and must have convinced everyintelligent unbiased mind, of the vast superiorityand economy of steam over muscle in fighting fire

as in propelling machinery for any other purpose.From that day to this, the old men-killi- ng

breaks " with their volunteer force, " firemen'sriots ' and boy iaaendiarism have given way tosteamers, picked and paid men, throughout thecountry, just as fast as city and village fathers "could bring their minds to see that a small sacrificeof present machines, was the way to economy,efficiency and safety.

Though I had " run wld der machines" in Bos-

ton at an earlier day, and felt a strong aloha for theinstitution, I became a thorough convert by thegreat prepondence of evidence, to lha innovationalready adopted, if my memory is correct, by NewYork, Philadelphia, Baltimore and San Francisco.

On my return I witnessed while in San Francisco,on several occasions the superior merits of the new,OVer the old system, and have ever sioce advocatedand arged as occasion offered, a stop to further ex-

penditure to support our present system, and theadoption of a Steam Fire Engine, and a paid Depart-ment for Honolulu.

And I would now ask the Minister over thathis coadjutors, the press, and the public,

ff it is not time to relieve our firemen friends of theonerous duty they have voluntarily, and generously,so long and so willingly performed for the publicgood.

Thepeople of tLo United States have been ipcciallysatisfied by the increased facilities furnished tothem by this treaty for carrying on postalcommunication with other countries, at moder-ate rates of pottage, and with full security forthe safe delivery of their f jreign correspondence.For eome time past, many people in thisHawaiian Kingdom bare alco been of opinionthat it would be very useful and advantageous forourselves to join the Postal Union in question;and there can be no manner of doubt about thematter, if other circumstances permitted theadoption of euch a course. A special Article ofthe treaty (Art. XVII) provides for " the entryinto the Postal Union of countries beyond sea,not yet forming part of it " so that, in point offact, there would be no difficulty in the way ofthe Hawaiian Kingdom joining the postal Union,on compliance with the conditions laid down in theArticle above cited, which are mcro formalities.But here, as in the case of a great many othervery useful improvements, arises the inevitablequestion of cost. The proportion of the expenseto be borne by each individual state included inthe Postal Union is exprescly laid down in sec-

tion XXVII of the "Detailed Regulations for theexecution of the treaty" for that end. Thecountries included are divided into six classes,and each contributes in the proportion of a cer-

tain number of units towards the general ex-

penses. In view of their division, countries ofthe first class contribute at the rate of 25 units,while those of the sixth class contribute at therate of 3 units. It suffices here to eay that GreatBritain and the United States belong to thefirst class, and little Luxembourg figures alonein the sixth class. Now, it might be supposedthat it would be very satisfactory for ourHawaiian Kingdom to join the Postal Union,with the fame classification as Luxembourg;but, still the cost would come very heavy on ourExchequer ; in fact bo heavy as to exclude thepossibility of this government making so greata pecuniary sacrifice even to secure for the peo-

ple the unquestionable advantages - which thePostal Union ensures to its members. It ap-

pears, however, that there is just a possibility ofthe Hawaiian Kingdom being included indirect-

ly in the Postal Union, without entering intothe foregoing classification. Section XXIX ofthe Detailed Regulations," fixes the "Districtof the Union," from which it appears that cer-

tain, so to speak, outlying Territories, mostlyinsular, are aggregated to one or other of theStates included in the Postal Union it is truethey belong to their dominion; Thus Iceland andthe Faroe Islands are aggregated with Denmark ;

the Balearic Isles, the Canaries, and the Spanishpossessions in Morocco, with. Spain; Algeria,with France; Malta, with England; Madeira andthe Azores, with Portugal; finally, the GrandDuchy of Finland, with Russia. Now, takinginto account the proximity of the Hawaiian Islesto the United States of North America, theintimate relations between the two countries,still more closely drawn together by the lateReciprocity Treaty, and finally the sublime ex-

ample of a pcoplo just emerged from savagerystriving to attain to the rank of a civilized na-

tion, with wonderful success, it must be saidin short, giving due weight to the entirely ex-

ceptional conditions of this astonishing littleChristian Kingdom of savage Polynesia, we be-

lieve that it is by no means unreasonable to hope

that Hawaii-ne- i might be aggregated to theUnited States, as regards the Postal Union, inthe same way that the Faroe Islands, the Bale-

aric Isles, Malta, or Madeira, are aggregatedto the countries that claim dominion over them,and so included with tbcm in the Postal Union.We suppose it to be almost needless to observe

that the independence of the Hawaiian Kingdomwould in no wise be affected by euch an arrange-ment, if it bo possible. At all events, there could

be no barm for our government to duly authorisethe Hawaiian Diplomatic Resident at Washington Hon. Mr. Allen to broach the subicct tothe government of the United States ; and we

doubt not that, it the proposal were lavorablyreceived by the United States government, itwould not be very difficult, through the goodoffices of the same friendly government, to in- -

duco the other members of the Postal Union toi

consent to this exceptional arrangement in favourof the youngest born of all the Kingdoms of thecivilized world, which even for this reason, hasstrong claims upon the sympathy of the eldermembers of the Christian family of nations.

The latest intelligence ironi Eastern Europeis of a reassuring character. The announcementthat a peace has been arranged between thePrince of Servia and the Padishah, his Suze-

rain, affords grounds to hope that the Turkishdifficulty will be ultimately settled by ami-

cable negotiations. It is true, the Conferenceat Constantinople broke up without havingeffected any definite purpose. But, subsequentevents have mitigated the gravity of 6uch anabortive attempt of the European Diplomatists.In truth, those most concerned are best qualifiedto settle their own affairs : and this is preciselywhat has since occurred in European Turkey.The Feudal tributary Prince of Servia has wiselyresolved to como to terms with his lawful Suze-

rain, regardless of the Russian party, who havebeen so violent in hounding him on to fightagainst the Supreme Head of the Turkish Empire,of which his own territory is, as be well knows

a tributary, vassal State. Trince Milan got alesson that doubtless made a deep and lastingimpression upon him when Tchernayeff pro-

claimed bim King, and the Czar was so indig-

nant, and peremptorily ordered Milan to decline

the honour, under pain of losing his RussianMajesty's countenance and favour. The eyes ofthe Panslavist party were opened upon that oc-

"Thesame spirit," exclaimed that journal, "nowanimates Russia, as in 1853-4-- 5, a selfish spiritof aggrandisement at the cost of the Turk, underthe cloak of leligious sympathies with the Chris-

tians of Turkey." Now that peace has beenarranged between the Porte and Servia, it isdifficult to understand upon what point Ruseiacan ground a casus belli with Turkey. Ourlatest accounts from Russia announce that thewar spirit is abating somewhat, and that theCzar seems lees inclined now to go to war withTurkey, than before the Servian peace. Never-

theless, preparations are still actively being madeon the Russian side of the Pruth for an armedinvasion of Rouinania, and an expedition of 200,-00- 0

men is to be sent on through that state tothe Danube, aud ultimately perhaps to Constan-tinople, according to Russian plans, in the eventof war between the Czar and the Padishah. ThePadishah of course has no wish to go to war withRussia ; so that the queetion of war or peaceentirely rests upon the will of one man theRussian Autocrat. A policy ofeccms to be the course decided upon by Englandand the other European powers. Let us leavethe Turk to his fate say all of them. On theirside, the Turks, in the event of a Russian at-

tack, are fully resolved to fight to the last Os-manl-ee.

To fight a man, you must get at him and

this seems to be the real difficulty in the case.By sea, Russia can do nothing againBt Turkey,at least until the Baltic and Finland ice meltsin May next. No Russian expedition canreach Turkey-in-Europ- e by the Black Sea, for

the reason that Hobart Pasbah's fleet would

be able to prevent them. Their Mediterraneanfleet has been forced to cet out of his reach1by steaming off to the United States. Again, Jto attack Constantinople by land, a RussianExpeditionary force must either march throughAustrian or Roumanian territory ; the formerroute is out of the question as involving warwith Austria, and as for the latter, it can notbe forgotten that, in 1853 a Russian Army of70,000 men, was driven back from the Danubeby Omar Pashab, and ultimately forced to re- -

treat again beyond the Pruth, at a time, too,that the Turks were alone, and not yet alliedwith any of the European powers. Moreover,

allowing that a Russian army of 100,000 or200,000 men succeeded in forcing the passageof the Danube, they would be Btarved out,like the troops of Cambyses, before they couldeven reach the Balkans, that is, if they dependedon the resources of the country ; and if obligedto victual their soldiers with supplies broughtup from the rear, the cost would be incalcula-

ble and the mode uncertain. It cost England6,000,000 to send up 10,000 men to Magdala,

only 350 miles' march. The only 6ide on whichthe Turks are really assailable is in Asia Minor,as the events of Ears proved during the Crimeanwar. An expedition, setting out from TiQis

could march by the shores of the Euxine, follow-

ing the route of Xenepbon, to the Bosphorus,with many a htird-foug-

ht battle on the way,perhaps, but still with the best chance of seeingat last, the ; Ileplalophis, the "Seven-hilled- "

Stambool beyond the blue waters of Marmora.The Turks however are on the watch in thatquarter, and 40,000 MoossoolmannB have ralliedaround Kara, ir. anticipation of its being at-

tacked by the Ruseians. Yakoob Boy, the war-

like Moossoolmaun Khan of Kashgar is reportedto have beaten an army of 20,000 Russians atTashkcnd in Russian Toorkistaun, and thencemarched on towards the Ehirgiz Wolga Tartars'country. Ibis needs confirmation. I lie Polesare also preparing, they say, to rise up againBtthe Russians, in the event of a Russo-Turki-sh

war. So that Russia is likely to have lots offighting if she wants it at home as well asin Turkey.

In conclusion, while we think that the probabilities of a Russo-Turki-sh war are now some-

what diminished, and that a peaceful settlementappears more likely now than before the Servianpeace, we await with the liveliest curiosity thenext reports from Eastern Europe, as likely toconvey conclusive intelligence, one way or other

concerning this questio vexata of the Russo- -lurkish pmkia!

Spencer, whowas passing up Fort street and detected the smell cffire from the wooden premises on the corner cf Fortand Hotel Btreets, occupied in the upper story byMr. II. L. The Fire Department was promptly oahand, and worked with such skill and energy that.in spite of the combustible nature of the buildingand its contents, in half an hour the fire was out,The upper story only waa consumed, showing thatthe fire must have originated there, but in whatmanner is yet unexplained. Mr Chase's loss isstated at $2000, and that of Grunwald & Schutteat $1000, the damage of the latter being mainlysustained by water and in removiag, as none oftbem goods were destroyed. In fact, owing to thepromptness and energy of the firemen nearly thewhole lower part of the building was left standing,and adjoiniug wooden houses were only severelyscotched. While congratulating the city on theefficiency of our volunteer Fire Department whichwas so apparent to all on Sunday last we may bethankful that the fire occurred in the day time, forhad it been in the night the progress of the devouring element would probably have not been so soonstayed.

Hawaiian Theatre. The performances of theCombination Troupe Lave given great satisfaction,and the applause of the audiences has been frequentand hearty, and well deserved, as it is apparentthat the performers do their best endeavours toplease. Mr. Luproil and Miss Madeline are very

perfect in their wonderful performances, and Mr,Causland is so full of musio that bellows and coffee

At tbe Honolulu Iron Works during the pastweek, several attempt to weld a new piece into

the old shaft have failed, owing to causes wellunderstood by mechanics, and an entirely new shaftis being made, the welding of which was successfullyaccomplished on Thursday last. In consequenceof the new shaft, extra work is necessitated, butevery exertion will be made to have the steamerready for service again by the second week inApril.

And in view of tbe Pacifio Mail Steamship Comp-any agreeing to let their ships touch at llonolalu,going and returning, fur tbe purpose of receiving anddelivering tho mailt, landing and receiving freightand passengers, ills Majesty's Government willagree to allow the said Pacifio Mail Steamship Co.tho following privileges, benefits and exemptions,namely :

The promise of the Minis-ters to ask from the Legislature a subsidywas made by them and. accepted y the Com-pany in good fai.h. The appropriation waagranted in due time, and without any newconditions demanded by the Legislature, ex-

cept that the money should not be paid for anypast services, but only for future service tobe rendered by the P. M. S. S. Co. The pass-ing of the item of 20,000 for mail subsidy iathe Appropriation Bill, was accompanied bythe following resolution of the blouse :

pany."Thia resolution has been interpreted by His

Majesty's present Minister of Finance to mean" that the Legislature had no intention tosubsidize the ervice as heretofore performed,but a contract which should stipulate for fur-ther advantages, such as making Honolulu aterminal port, etc."

The resolution certainly does not expressany such thing, and, it appears to us, cannotbear such interpretation. It refers only tothe time of commencement of, not to conditionsin the contract. These conditions had beenalroady agreed upon. In fact we have theassurance of the late Minister of Foreign Af-fairs that the majority of the members of theLegislature did not desire to subsidize a linewhich made Honolulu a terminal port, but onthe contrary just such a one as we now havewith the advantages which its large numberof transient passenger confer upon the tradeof Honolulu, especially so far as it is represented by the small native traders in frucuriosities, etc.

The Vienna correspondentof the Times says : The general deelarations madeby Turkey of her willingness to give guaranteesif she does not succeed in introducing reformsafter certain intervals of grace, have now comeup again in a more precise form, viz.: That aperiod of three years be given the Porte to carrythrough by means of the Constitution the reformsdemanded by the Powers. If the Porte does notsucceed, it will pledge itself to accept the guar-antees proposed by the Conference. News of thisdisposition on the part of the Porte comes fromvarious sides, eo that it may be supposed thatthere is a wish that it should be known. It may bemeant as a feeler as a counter project to the sug-gestion, which i3 attributed to Russia that thePowers should grant a certain interval, but pledgethemselves to use coercion if the reforms are coteffected at its expiration. It however deserves at-tention as the first step taken by Turkey since theConforenfle indicating a desire to approach theviews of the Powers. There seems to be commonground between the Turkish and the Russian sug-gestions on which an understanding may not bealtogether impossible, if what now comes merelyas a report from various quarters really representsthe views and intentions of the Porte.

In the face of the Russian telegraphic agenciesauthoritative contradiction of the impending move-ment of the Russian army across the Prntb, thereis again news to-da- y that the Roumanian RailroadCompanies received intimation from Russian head-quarters to prepare everything for the transporta-tion of troops. It is said that Russia has also sentdetailed instructions for the regulation of thewhole transportation business. There can be littledoubt that preparations are being gradually madefor action, although Russia may have not fixed thetime, and may thus, with good conscience, con-tradict reports about immediate action. , -

Vienna, Feb. 28. A special from St. Petersburgsays the announcements of immediately pendingmilitary action are premature. There is. however,in any case, a prospect that energetic steps will betaken. The decision depends on the replies of thePowers to the Russian circular. The answer ofEngland is expected at the end of the present week.

The Daily JYinct correspondent at Vienna says:It is confidently asserted that Russia will dispatch asecond circular to the Powers, pointing out the in-tolerable uncertainty of the present crisis and re-minding them that the first circular still remainsunanswered.

Berlin, Feb. 22. The German Reichstag openedto-da- y. Emperor Williams' speech opening thesession adverts to the depressed state of commerceand industry, and also to the deficiency in theBudget. He proposed that the deficiency, amount-ing to 25,500,000 marks, be met by raising matri-culato- ry

contributions payable by States. Thespeech also refers to Eastern affairs, and expressesthe opinion that the peace of Europe will not bebroken. The dangers which might result from theEastern question still unsolved, threaten Germanyin a less degree than any other coantry. Theempire has remained true to the principles which itlaid down for itself at the beginning of Easterncomplications. The Conference has not succeededin obtaining from the Porte those concessions whiohthe Powers judged expedient to demand in the in-terests of humanity, and as a means of securingpeace for the future. Nevertheless the proceedingsof the Conference have led to this result, that theChristian Powers have arrived at a common under-standing among themselves respecting the guaran-tees to be demanded from the Porte. Before theConference met such aa understanding lacked uni-versally recognized expression. By this means asolid basis has been secured for confidence thatpeace will be preserved among the Powers. Evenshould the hope be disappointed that the Porte willof its own accord carry out reforms regarding thetreatment of its Christian subjects which the Con-ference considered, the request in the interests ofEurope, should the expectation now entertainedbased upon the promise of the Porte on the onehand and the opening of negotiations for peace onthe other with Servia and Montenegro fail to berealized, the Imperial Government, which, recog-nizing the faot that the present question does notprescribe any precise line of conduct for itself, willcontinue to exercise its influence as hitherto inbehalf of the protection of the Christiana in Turkeyand the preservation of the peaoe of Europe; aboveall things, however, strengthening its own goodrelations with the governments allied or otherwisefriendly to it.

London, February 26. In the House of LordsLord Stratheden moved an address to the

Queen, praying that ner Majesty would adoptmeasures to prevent hostilities in the East and se-

cure an adherence to the treaties of 1856 and pro-mote the welfare of the races sub!ect to Turkey.Lord Stratbeden urged that the Government should,by the accfptance of his motion, declare that theywould adhere to the treaties as far as Parliamentwould permit them; by their thus taking np a moredecided attitude than hitherto little doubt wouldremain that the peace of Europe and Asia wouldbe secured. Earl Gray made a strong anti-Russi- an

speech. He deprecated interference betweenthe Turks and their subjects. The Earl of Derbyreplied, nis main point was in refutation of LordStratheden's argument, that England's treaty obli-gations were unchanged, whatever might be resultof the conference. He said this argument, carriedto its logical conclusion, involved the consequencethat if the Powers once bound themselves by treatyto protect a State they must still continue bound,even if it wilfully voted against their own advice.Lord Stratheden's motion was rejected withoutopposition.

KCSSIA'S PEACEFCL PROTESTATIONS.

The Berlin correspondent of the! Tivies says :The Russian Government has given the most pacificassurances which, it would appear are creditedeverywhere except in Vienna. Russia frankly in-timates that she has no wish to rcake war, anwould be happy to desist from hostilities weresome regard paid to her feelings and the positionin which she is placed. There is at this momentevery chance of avoiding a conflict, if Turkey canb.e irjdced to appoint some Christian Governorsand make a bona fide attempt at administrative re-form. As each Power wishes to be the last to an-swer the Russian circular, no written answer willprobably be given for some time. This universalsilence and the Emperor's speech at the openingof the Reichstag, seemed to have produced a sober-ing effect at St. Petersburg.
