• Iridium is seeking GMDSS

recognition under the process

defined in IMO Res. A. 1001 and

additional guidance provided in

Circ. 1414

• The proposal submitted to MSC92

was the first step in the process

to seek GMDSS recognition as

described in Res. A.1001 and

Circ. 1414

• A detailed application will be

submitted by the U.S. delegation

to the Navigation, Communication,

Search and Rescue (NCSR1) sub-

committee for verification and

evaluation

Res. A.1001 and Circular 1414

• The GMDSS recognition process as

defined in Resolution A.1001 is yet

untried; Circular 1414 has tried to

clarify the process set out in

Res. A. 1001

• Circ. 1414 suggests that a proposal

is to be made to the MSC, and the

evaluation to be done by COMSAR

(now NCSR), which will make a

formal recommendation to the MSC

• IMSO’s role is not clearly defined in

Circ. 1414, but suggests IMSO

would review any application and

provide input to MSC/NCSR

Iridium GMDSS Application Process in Practice

• The U.S. proposed Iridium to MSC92,

with the understanding that NCSR will

perform the application verification

and evaluation; MSC92 referred the

matter to NCSR1

• Iridium will submit a detailed

application describing compliance with

all requirements of Res. A.1001,

submitted via U.S. delegation to NCSR1

for verification and evaluation

• NCSR will review the application and

make a recommendation to MSC for

recognition, or request additional

information

• Iridium GMDSS recognition is on

schedule to take place at MSC95

(2Q, 2015)
