IRD is pleased to highlight its own experience gained in the Country especially in the road sector:

IRD Engineering is present in the two entities of Bosnia, with its branch in Sarajevo and its subsidiary company in Banja Luka.(“IRD Inženjering d.o.o.”). Since January 2014, IRD Inženjering doo has licences issued by the relevant ministry for drafting of technical documentation for all structures for which the Construction Permit is issued by the Ministry of Spatial Planning, Construction and Ecology.

Moreover IRD Engineering has license for the design activities issued by The Federal Ministry of Physical Planning

Below a resume of relevant experience in the Country is presented:

From 2020 IRD Engineering is carrying on the Supervision of Construction Works on Poprikuse-Nemila Section of

Motorway Vc. The project, promoted by Motorways of Federation of Bosnia and Herzegovina and financed by the EIB and the EBRD, aims at the delivery of design review and works supervision services for the construction of this 5.5 km-long motorway section what will include the Golubinja tunnel (length of tunnel tubes is TL1 = 3,659m and TD1 = 3,659m), two viaducts, and two bridges. IRD is acting as “the Engineer” in accordance with FIDIC Conditions of Contract, Yellow Book.

From 2020 IRD Engineering is carrying on Supervision of Works for the Motorway on Corridor Vc, Section Pocitelj

– Bijaca, Subsection Pocitelj – Zvirovici. he project, promoted by Motorways of Federation of BH Ltd and financed

by the European Investment Bank (EIB), aims at the delivery of works supervision services for the construction of a 10 km-long motorway section, an interchange, and a 980 m-long bridge.Works are organized in two separate lots, one for the motorway and the interchange, and the second for the bridge. The implementation period is expected to last 57 months.IRD is having the duties of “the Engineer” in accordance with FIDIC Conditions of Contract, Red Book.

IRD Engineering in 2016 carried out the duties of FIDIC Engineer (Yellow Book) under FIDIC Design-and-Build

Conditions of Contract on the Detailed Design Review and Works Supervision of Banja Luka-Doboj Motorway, Prnjavor-Doboj section (km. 35+300 to 71+912.51). The project envisaged the construction of a 36.6 km section, 4 lanes motorway, bridge over river Bosna in length of 412m, 2 trumpet interchanges, together with construction of Toll Stations, Service Areas, Motorway Operations Centers and maintenance Compounds and Weigh-in-motion sites, EBRD loan. Investment Value 198 mln € and value of consulting 7.5 mln €. For the project IRD carried out: Supervision of Detailed Design

• Review and approve each of the Contractors Documents, including his designs, as detailed in the Construction [main works] Contract. Among other activities:

• Check that the detailed design complies with employees requirements.

• Approve the relevant Contractor’s Documents, comprising (but not limited to) Drawings, Design Reports, Material Specifications, Test Reports, Construction Schedule and General Construction Method Statements.

• Reporting to the Employer any non-compliance of the design likely to cause material delay or other adverse consequences;

• At all times ensure that the Design Documents are commented upon and returned to the Contractor in accordance with the Design Submission Schedule and the Contract. Supervision:

• Supervision of all above works under FIDIC Conditions of Contract for Plant and Design-Build (1st edition1999) - Yellow Book

• Provide full supervisory services, quality control, monitoring of progress and contractual administration of the works;

• Issuing interim certificates for monthly payments and certifying completion of the works;

• Organising tests of materials in the certified laboratory;

• Verifying and approval of the Detailed Design and delivering to the Employer all reports, record, certificates and addenda of the Contractor.

In Bosnia & Herzegovina from 2005 to 2013 IRD Engineering has performed complete engineering services (design, procurement and “FIDIC Red Book” supervision) for the new motorway Gradiska – Banja Luka, a new 4-lane full-standard motorway linking Banja Luka to Gradiska and the border with Croatia. The works included construction of cca 26km of full profile motorway with 3 trumpet interchanges. The project includes supervision services under FIDIC Red Book, 3 lots for 104 mln € investment value and consulting value 5.7 mln € under EBRD and EIB loan.

For the project, IRD carried out:

Detailed Design and Assistance for Procurement of three Works Contracts:

• Evaluation of existing data and assessment of procurement options;

• Preparation of tender dossiers inclusive of detailed design and BoQs for the road/bridge projects;

• Assessing final cost estimates and recommendations based on the preliminary studies;

• Preparation of technical specifications and special conditions of the works contracts (the Agency provided

standard special conditions and the technical assistance provided the necessary technical and commercial

inputs for the special conditions);

• Assistance for management of loan covenants and financial issues related to the agreements with EBRD;

• Participation as a voting member of the Evaluation Committee;

• Assistance in the preparation of the technical comparison data to the Evaluation reports.

Supervision of all works as the FIDIC “Engineer” (Red Book):

• Provide full supervisory services, quality control, monitoring of progress and contractual

administration of the works,

• Issuing interim certificates for monthly payments and certifying completion of the works;

• Organising tests of materials in the certified laboratory;

• Verifying "as built-drawings" and delivering to the Employer all reports, record, certificates and

addenda of the Contractor.

Furthermore, in Bosnia & Herzegovina IRD is performing the Preparing Preliminary Studies and Design for

construction of Expressway on the SEETO comprehensive Network Route 3: Sarajevo-Vardište and the Preparation of preliminary studies and designs for improvement of the road on SEETO Route 2a: Lasca-Jajce - Ugar (IEBL) - Banja Luka - Banja Luka Bypass

The specific Expected results achieved by the Consultant in this 2 projects included:

• Preparation of Technical report on the existing status of the road, expressed through the indicators

concerning the specific road elements;

• Analysis and identification of elements which were subject to consideration in the feasibility study;

• Preliminary Solutions / Conceptual Designs with supporting studies that resulted in the first phase in

development of a number of variants of the conceptual design (at least 5 for all sections-subsections) to

improve the existing road and the related facilities. In the second phase, by analyzing the relevant preliminary

solutions and comparing those using standard methodologies in this field, two preliminary solutions were

selected and then elaborated in the subsequent phases of the Project. In case that the designed interventions

had shown insufficient feasibility of the proposed investment, the Consultant should have used “back to

drawing board”

QUALITY, ENVIRONMENT AND HEALTH AND SAFETY POLICY

IRD Engineering is certified to the ISO 9001:2015 Quality Management System. The certification, awarded by BUREAU VERITAS, and recognized through the ACCREDIA (the International System for Acknowledgement of Certification and Inspection Organizations), relates to the following activities: Preliminary surveys, design, works supervision and technical assistance for infrastructures and also covers organizational structures, procedures, processes and resources needed to implement quality management.

IRD Engineering is also certified by ISO 14001:2015 (Environmental Quality Management) and by ISO 45001:2018 OHSAS (Occupational Health and Safety Assessment Series). The certification, awarded by BUREAU VERITAS, and recognized through the UKAS (United Kingdom accreditation services), relates to the following activities: Project Management, design, works supervision and technical assistance in the infrastructure sector

In line with IRD Engineering company policies, quality assurance (QA) is an integral part of project implementation and management. The Quality Assurance Standard will be applied to the project management. Furthermore, Quality Audits shall be carried out on the construction works.

The QA system represents the official company policy and procedures to ensure that company’s consulting services are performed to a high professional level in accordance with the related international standards.

DOCUMENT MANAGEMENT SYSTEM

For its projects, IRD Engineering adopts dedicated IT tools, which fulfill the highest principles of Quality Assurance as to the traceability of documents, besides offer the great convenience of having them always available from remote.

Such shared resources allow real-time access to the relevant documents of the Project (design drawings, reports and other design documentation, tender and contract documentation, instructions and approvals, design changes, templates, standards, official exchanged communications, and for supervision projects Site Instructions, Payment Certificates, etc.).

All relevant stakeholders are provided by IRD Engineering’s webmaster with a password which allow them to access files and to transmit further project documentation. This is regulated by an access level which is assigned to each user based on his/her role in the project, thus conditioning the access to each document only to those authorized.

The Project documentation is made available through categories for an easy browsing. This way all relevant stakeholders are informed in real time about any development of the project, wherever they are.

As an example, they can monitor the development of the works through the photo gallery listed by weeks.

All the documents are stored into secure servers and back-up copies are made regularly.

An encryption system allows the safe transmission of files, just like using widespread email software.
